LAST October, Mr. R. V. Norris and Mr. Matthew C. Fleming were appointed to represent the Institute at the Second National Industrial Tax Conference, which was held in New York City on Oct. 22 and 23. After reading the report submitted by the Committee, Mr. Norris and Mr. Fleming addressed the following to the Tax Committee of the National Industrial Conference Board: The tentative report of the Tax Committee of the National Industrial Conference Board was received too late to make it possible to lay it before the Board of the Institute, and the undersigned themselves have not had sufficient time to digest its interesting contents and recommendations carefully. So that we desire to make it clear that the comments we make on the report are the expression of our personal opinion only. In the first place, we feel that the Committee which drew this tentative report is entitled to the commendation and thanks of the country for what has been manifestly a work of tremendous labor and for the able and conservative report which they have presented. THERE is a constant reiteration in some quarters that technical societies are autocratic and that democracy is utterly lacking and that members would welcome democratic societies in which they had full, control of affairs. While we may not speak for other societies, than our own, in so far as th's Institute is concerned such charges- can only come from people uninformed as to the circumstances. It. is no curtailment of the democratic privileges of the members that a -slate is prepared by the Nominating Committee to be voted on at the annual meeting. The Constitution of the, institute stipulates how the nominating committee shall; be chosen and who shall compose it, which prevents anything like- a- clique controlling- the situation. The Constitution further provides how the nominees shall be distributed geographically and the by-laws specify geographical boundaries: for-these nomination districts. Further more, any man or complete ticket can be placed in nomination by means of a petition signed-by only; twenty-five members,- and three or four times such an independent slate has been so nominated and elected.

IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.

"Only the coal of the Sunnyside district in Carbon County is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke.The Utah Fuel Company has 819 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces.The Columbia Steel Corporation operates a plant of 33 Koppers type by-product coke ovens at Ironton, near Provo. About 800 tons of coal are used per day to produce coke for the company's iron blast furnace plant pie ovens produce about 400 tons of coke, 12,000,000 cubic feet of gas, 9,000 gallons of coal tar, 3,000 gallons of benzol and several tons of ammonia sulphate per day.The total coke production for the State from the earliest output of record in 1880 until June 30, 1924, is 5,947,714 tons."

THE zinc deposits under development by the Universal Exploration Co., a subsidiary of the United States Steel Corporation, are close to Jefferson City, Tenn., a small town about 30 miles northeast of Knoxville, Tenn., and are served by the Southern Railway. The first zinc mining in this district was in the old Mossy Creek mine at the north edge of the town, opened for oxidized ores in 1871 and later worked for sulfide ores. An oxidized zinc ore deposit (carbonates and silicates) was opened near New Market in 1900 and worked through the war period by the G1&apos;8sselli Chemical Co., producing around 25,000 tons of oxidized ore. In recent years a sulfide deposit has been found and developed but is not producing. About 1% miles south of this a small body of sulfide ore was developed by open cut, but the operation was unsuccessful. The Universal Exploration Co. entered the district in 1926 and, after extensive exploration, has been operating an oxidized ore-body since Janual:y, 1928, and has been developing a sulfide ore body since July, 1928.

The crude-oil production of Germany without Austria during 1938 amounted to 3,864,518 bbl., representing an increase of 21.7 per cent over the 3,173,373 bbl. produced in 1937. Adding the Austrian production, the crude-oil production of the new German Reich totaled 4,259,717 bbl. during 1938, representing an increase of 25.3 per cent compared with the respective figures of the previous year. According to published official data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1938 was as shown in Table 1. A semiofficial publication1 states that the program of the crude-oil industry for the second year (1938) of the four-year plan was successfully accomplished. According to the same source, new drilling developments at the following localities were promising: Reitbrook near Hamburg, Heide in Holstein, Eicklingen-Sandlingen near Celle, Steimbke near Nienburg, Worms in the Rhine Valley, Gifhorn near Braunschweig, Mölme near Oberg, and at other places. The drilling activity for oil is illustrated by the figures in Table 2.
