JUDGE Samuel E. Schull, in the Court of Quarter Sessions of Monroe County, Pa., handed down a decision on July 2, declaring the Pennsylvania law for the Licensing of Professional Engineers and Land Surveyors to be in violation of the Constitution of the State of Pennsylvania and also of the 14th amendment of the Constitution of the United States. The case was that of George E. Stevenson, who was arrested in June, 1922, charged with the practice of the profession of land surveying without first obtaining a state license. Mr. Stevenson had had forty years of practical experience as an engineer and land surveyor, and as set forth in the findings "had attained unusual skill, distinction and reputation in his said profession, and, on said date and for a considerable period thereto-fore and down to the present time, was and is President of the Engineer's Society of Northern Pennsylvania." That part of the decision referring to the unconsti-tutionality of the act is quoted in full as follows: This matter now comes on to be heard on argument as to the constitutionality of the said Act of May 25, 1921, P. I. 1131. The defendant urges that the same is unconstitutional: First: Because it is in violation of Article 3, Section 3, of the Constitution of Pennsylvania, which provides: "No bill, except general appropriations bills, shall be passed containing more than one subject which shall be clearly expressed in its title." Second: That the same is discriminatory and, therefore, in violation of the 14th Amendment of the Federal Constitution. In this case, we: are confronted by the Act of Assembly bearing the title "an act to regulate the practice of profession of Engi-neering and Land Surveying; creating a State Board for Regis-tration of Professional Engineers and Land Surveyors; defining its powers and duties, imposing certain duties upon the Common-wealth and Political subdivisions thereof, in connection with public work and providing penalties." We meet in the title of this act, a recognition of the fact that it is the legislative intent to deal with two professions: First: Engineering. Second: Land Surveying.

Anthracite mining developments have not been as spectacular as the advances made for bituminous coal. The reasons are well known, i.e., steeply pitching seams of the western, eastern, middle and southern fields, and the physical conditions of the strata in which the seams are situated. Beds with moderate pitches (30º to 35º or less) have been mined with coal planers, longwall with movable props, shaker chutes, coal borers and large diameter boring machines. However, the use of this equipment has been limited to a relatively small portion of the production. Long-hole drilling has been developed from a point where holes of 25 or 30 ft have been replaced by those up to 130 ft. This has been possible through the introduction of primacord and similar detonating agents that can fire a long train of explosives with one cap. The usual practice in long-hole mining is to drive a gangway, chutes and monkey heading, or return airway, in the normal development manner. Two breasts can then be driven from the lower to the upper level to act as openings for the beginning of the long-hole work. Following completion of the development, holes can then be drilled from the monkey headings 100 ft or more up the pitch through the coal to within 15 ft or more of the upper level, depending on the nature of the coal on the roof. The thickness of the coal bed determines the spacing of the long holes, although they usually are on 6-ft centers for a 6-ft thick coal seam. The Bureau of Mines has conducted extensive investigations and tests on the development of a hydraulic mining system to be used in conjunction with hydraulic hoisting. Tests were conducted in cooperation with a large anthracite producer in a coal seam from 10 ft 6 in. to 15 ft in thickness and on a pitch from 0º to 20. This particular mining procedure is adaptable only to thick seams on relatively flat pitch as the maneuverability of the hydraulic jumbo is an important restricting factor.

Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.

Prof. J. W. Richards, South Bethlehem, Pa. (in reply to several questions):—The cut representing some of the round briquettes which were under test shows that, at the brcaking-stresses, they break into lumps, and do not disintegrate into powder. The process is simplicity itself. I have followed the different processes for sintering iron-ores and flue-dust, am interested in all of them and wish them all success; but this process appealed to me strongly by its simplicity. It is in line with a method which I once tried to work out myself, but which never came to anything, namely, the agglomeration of fine iron-ores by means of Portland cement. As small an amount as 5 or 6 per cent. of Portland cement will enable fine ore to agglomerate and set into a briquette, but when I came to estimate the cost, I found it was a little too high. The Schumacher process, curiously enough, does not work well on iron-ore, but flue-dust thus treated does harden and give a strong briquette. In my attempts to find a reason for this difference, it has occurred to me that possibly the particles of flue-dust had been coated over with some sublimed silica, which might be an agent in the setting. But I found by experiment that neither sublimed silica, nor ordinary silica, nor ordinary alumina, would briquette. Chemically pure iron oxide briquetted quite hard; but the application of pressure is a necessary part of the operation. If simply moistened with the solution and allowed to stand it does not set hard, but the more pressure applied to it the hardcr it sets. Evidently the flue-dust particles must be pressed very close together in order to get the small proportion of active material wet, so that the particles shall act at their points of contact; for it is evident that only at the points of contact does the cementing action take place. IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw-jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Trait6 de I'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in 'operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw-jack is composed of the following pieces : I. The body or column B, Fig. 4 [Plate (I)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 22 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast,-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, 111. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation mas rermoved. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow road-ings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through met washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic. and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main mas fabricated from riveted sheets led us to discard the idea of using Pitot tubes for. this service. The Venturi tube mas then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made. ZINC, in its wrought form, is produced commercially in rolled strip, sheet, wire, rod and tubing. Wire has been made periodically, but due to the fact that slight drafts are necessary, the cost of production is greater than for the more common non-ferrous metals which are made into wire. Notwithstanding the cost, zinc wire has certain special uses for which it is particularly adaptable. Rod has been made both by rolling and extrusion; the product, however, has not indicated great commercial value. Tubing has been made from strip from time to time by forming a strip around a mandrel and either electrically or gas-welding a longitudinal joint. Recently a tube manufacturer has succeeded in making a fair quantity of this material. Its commercial adaptability is still to be determined but anyone who desires it can obtain quantities of the smaller sizes. Inasmuch as strip and sheet are commercially the most important, this paper will be devoted to these products. In the broader sense, zinc is not alloyed. That is, there are no combinations comparable to the various copper, aluminum and nickel alloys. It has been recognized for some time that the lead and cadmium occurring with commercial zinc have some effect on its properties and such alloys as may be said to exist are those made from zincs containing varying amounts of lead and cadmium with a relatively low iron content. The foreign rolled zinc will analyze higher in lead than the domestic grades. A representative foreign analysis will run 1.1 per cent. lead, 0.07 per cent. cadmium and 0.02 per cent. iron. The American grades vary from zinc approximating high grade and analyzing 0.08 per cent. lead, 0.002 per cent. cadmium and 0.015 per cent. iron, to the lower grades in which the lead will vary from 0.3 to 1.0 per cent., cadmium from 0.10 to 0.5 per cent. and the iron in the neighborhood of 0.02 percent. In the summer of 1877, the writer led a party of four young men from Cleveland, Ohio, by way of the Great Lakes, to Prince Arthur's Landing (now Port Arthur), at the northwest corner of Lake Superior, thence, via the Dawson route and side journeys, as far as Cross Lake. It was the original intention to pass down the Pigeon river to its mouth, but the loss of one member of the party for six days in the forest, added to other obstacles, made it necessary to turn back. A well-filled note-book, together with illustrative collections, were sunk beyond recovery at the head of the Maligne rapids by the breaking of a tow-line, and two of our number (including myself) narrowly escaped drowning. I had, probably, obtained information of considerable economic value, but the necessity of travelling nearly 125 miles for provisions (excepting a meagre supply kindly furnished us by a Canadian government gang whom we fortunately met), rendered further note-taking impossible. Until now, such results of this expedition as could be recorded . from memory have gone unpublished, because of my inability to make them serve any useful purpose. The trip of the Institute to Vermilion Lake, only a few miles south and east of our turning point, gives some little excuse for presenting the following lines at this time. The ridge back of Port Arthur, Ontario, which follows approximately the course of the Lake Superior shore line, brings up the slates and accompanying strata through which the silver and gold veins of that region have penetrated. The interior district, hack from the lake, may be briefly described as a glaciated area, having its general drainage less modified by erosion than by the original structure. This statement, however, must be somewhat qualified with reference to minor details, which all bear the unmistakable impress of the ice-flow and its recession. In many respects there is much in this tract to remind one of the Sault Ste. Marie topography, excepting that the granitic character of the rocks is here largely replaced by fissile strata. Recent developments related to petroleum engineering discussed in this paper are: 1. Drilling wells in with oil or the use of chemical compounds or (Imud solvents" for removing rotary mud from wells in order to increase or make possible oil production. 2. Comparison of results of electrical logging methods in locating water, as shown in a recent test on a well in the Los Angeles Basin. 3. A new method for logging formations through casing, known as the Stratagraph. Drilling Wells in with Oil or the Use of Chemical Compounds or Mud Solvents During the time that the California fields showed high gas pressures, the pressure of the gas within the formation was sufficiently great to break down the mud wall or cake formed while the well was drilling. That this did not always occur was demonstrated by the fact that in some of the older fields new wells sometimes had substantially higher initial productions than other wells near by. The explanation seemed to be that some sands were mudded off in the original drilling. Their pressure was then not great enough to break down the mud wall in competition with the higher pressure of the sands, but the situation reversed itself so that a later well benefited by the pressure in these originally weaker sands. As time passed, in wells deeper than 5000 ft. the difficulty of bringing wells on production became more pronounced. This led to a hunt for substitutes, of which a number have been tried. The one that has proved most successful in our experience at Ventura is known as the Nobs solvent. At well No. 1 of the Associated-Ventura Land & Water Co. when it was recompleted in February 1936, about 10 days were spent in trying to bring the well in in the regular manner, but only about 113 bbl. of water could be swabbed from the well, and even this quantity decreased as time passed. Discussion of the paper of SIDNEY POWERS and ALFRED C. LANE, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 535 to 548. N. L. BOWEN, Washington, D. C. (communication to the Secretary*). -This detailed study and. complete demonstration of differentiation as a result of the sinking of crystals has a great general significance in petrogenesis. If this action can be demonstrated in an effusive body, even though a very thick one, how can one doubt its possibility in large intrusive bodies? The authors speak of the sinking of augite and the rising of plagioclase but I should consider that they should depend entirely on the former action to obtain their results. It is true that in my experiments, to which the authors refer, a floating of crystals was in one case obtained, viz., in the case of tridymite crystals, but it must be remembered that tridymite has an exceptionally low density. Plagioclase crystals, on the other hand, are of nearly the same density as basaltic liquid. Under magmatic conditions they might be a little heavier than the liquid or a little lighter, we do not know which, but the margin would be exceedingly small and any motion resulting, whether upward or downward, would be correspondingly small in the usual case. For this reason I should think that the sinking of pyroxene should be considered probably the sole factor in producing the observed result, for which purpose it appears to be entirely adequate. The measurements of grain have also a certain significance in this connection. In the experiments referred to a difference of grain was obtained in different parts of the charge, which was entirely independent of the rate of cooling but connected with the fact that a sinking crystal does not depend entirely upon diffusion for the collection of its material from the surrounding liquid. The crystals which sank a considerable distance were therefore exceptionally large. Now in the Cape Spencer flow the augite crystals are normally (top and bottom) somewhat smaller than the plagioclase crystals, but in the layer somewhat below the middle,

Interest in the corrosion problem seems to continue without abatement and is bringing practical results. At least four important conferences on this subject have been held during the last 5 months. Those interested in steel-frame structures are taking steps to study vulnerable points on account of the failure of some minor parts in certain buildings after 35 years of service. The steam power-plant group, including the railroads, realize the importance of a better knowledge of corrosion, especially under modern high-temperature boiler operations. The chemical and refrigerating industries have already conducted a systematic study of depreciation of metals by corrosion, for which they have spent considerable money and time during the last 2 years with encouraging results. More has probably been done to control corrosion in the atmosphere and in closed water systems, because the work on these phases of the problem started over 15 years ago and the important factors are now fairly well understood. As a result of all this work, there is now little excuse for corrosion in water conduits, recirculating condensers and cooling systems, since economical means of prevention have been worked out to meet nearly all situations where such corrosion occurs. The entire Baltimore water supply was treated with lime at a cost of only 35 c. per million gallons and the rate of attack on the pipes has been reduced to not over 20 per cent. of what it was before the treatment. Yearly damage to water mains in Baltimore is estimated at $300,000, and in New York City at $5,000,000, not including damage to water conduits in buildings. In some cities corrosion is now recognized by water works' engineers as a major problem. In the oil industry, there are evidently three general classes of corrosion, relating to: (I) Production, (2) transportation, and (3) refining. (1) Production.—Some fields, those of California for example, have little corrosion trouble in the wells. In others this is a major problem and should be a strong incentive to the development of more resistant metals at a reasonable cost. E. G. A recent investigation has shown that solid solution hardening is almost absent in the quasibinary system SnTe-pbTe.1 The lack of solid solution hardening was attributed to the small difference of only about 3 pct between the atomic sizes of lead and tin, and to the fact that the formation of these solid solutions involved changes only in the sublattice occupied by the lead and tin atoms. The investigation reported here is concerned with the quasibinary system PbSe-PbTe which, similar to the SnTe-PbTe system, forms a continuous series of solid solutions2 and has the same NaC1-type (Bl) structure. The size difference between the selenium and tellurium atoms, however, is slightly larger than 7 pct. No indication of any ordering of the lead and tin atoms at. selected compositions had been found in the system SnTe-PbTe, which had been explained by the weak second-nearest-neighbor interactions between lead and tin atoms.' The possible occurrence of an ordering transition in the system PbSe-PbTe was also investigated in the present work. Polycrystalline specinlens of PbSel-1-xTex (x = 0, 0.20, 0.25, 0.33, 0.50, 0.67, 0.75, 0.80, and 1.0) were prepared by melting appropriate amounts of 99.999 pct pure Pb, Se, and Te j.n evacuated and sealed Vycor capsules. The capsules were quenched in water. The solidified ingots were homogenized at 800°C for 14 days. Chemical analysis of the homogenized ingots showed that the deviations from the stoichiometric compositions were less than 0.1 at. pct for each component. Part of each ingot was ground to pass through a 75 g sieve and pressed into 25.4 mm by 12.7 by 2 mm briquettes. Duplicate sets of specimens, each containing at least one briquette and part of the ingot of each composition, were sealed in evacuated Vycor capsules. Both sets were annealed at 500°C for 7 days; one set was quenced in ice-water and the other was cooled to room temperature over a period of 14 days.

AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

Discussion of the paper of CHARLES T. MALCOLMSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 271 to 289. E. W. PARKER, Washington, D. C.-The briquet or boulet, or coalette (whatever name is used) has come to stay as a part of the fuel supply, particularly for domestic purposes. During the past winter I have had some personal experience with the use of boulets made from anthracite coal. All of this winter I have used boulets in my furnacee and in my grate at my home in Washington. One reason for doing so is that we get the boulets at a price considerably cheaper than the prepared sizes of anthracite coal. The fuel has proved entirely satisfactory. One advantage possessed by the boulet is its absolutely uniform size, which makes the ventilation of the firebed practically perfect. The boulets burn until entirely consumed. There is not, even in an open grate fire, if the fire is kept constantly going, any unconsumed fuel passing through the grate bars. The boulets hold their form until entirely consumed and then break away into a clean white ash, with absolutely no clinker. That in itself is a particularly favorable recommendation to the housekeeper. Mr. Malcolmson has mentioned the fact that notwithstanding the smokeless character of anthracite, the boulets made from it emit smoke. The emission of smoke is due to the coal-tar pitch used as a binder. This is particularly noticeable if the fireman is somewhat careless, or wants to save labor, and feeds too much of the fuel on the fire at one time, cooling it down and thus causing an unnecessary amount of smoke. The smoke lasts but a short time, however, and if the fire is fed a little more frequently, with a small quantity of fuel at one time, the smoke is reduced to a minimum. I believe it will not be long before some of our engineers will have overcome the objectionable smoke; and will produce either from anthracite or from the so-called smokeless New River and Pocahontas semi-bituminous coals, a briquet which will be as smokeless as anthracite for all. practical purposes.

Aging is a term that connotes a slow change in properties under ordinary operating conditions. It can be accelerated by increasing the temperature and by mechanical straining. The magnetic properties of iron and some of its alloys have for many years been known to be subject to such a change. But the cause of the change was not recognized until a few years ago after mechanical age-hardening in non-ferrous alloys of the "duralumin" type had been definitely shown, by means of solid solubility curves, changes in electrical resistance and microanalysis, to be caused by slow precipitation of one or more constituents from the solid solution. The similarity between the solid solubility curves of such alloys (Fig. 1) and those for iron-nitrogen (Fig. 2) and iron-carbon alloys (Fig. 3) below the A1 transformation point suggested at once that magnetic aging of iron might be caused by a similar process; namely, by the slow precipitation of carbon and nitrogen in the form of Fe4N and Fe3C at ordinary temperatures because of a cooling rate that had been too rapid to permit complete precipitation according to equilibrium conditions. This suggestion has since been amply confirmed, particularly by the comprehensive work of Köster1 on the effect of nitrogen and carbon. Typical curves are shown in Fig. 4 for the relationship between aging temperature and coercive force. Previous to the establishment of the precipitation-hardening theory it was thought that the effect of nonmetallic elements like C, N, O, etc., on the magnetic properties of iron was greatest when these elements were retained in solid solution, atomically dispersed throughout the interstitial spaces of the iron lattice2. Based on the theory that magnetic properties are intimately connected with the regularity of the lattice, it now follows quite logically that a greater effect on this regularity may be obtained when the above impurities are precipitated as very fine particles of Fe3C, Fe4N, FeO, etc., more or less uniformly dispersed within the grains. A computer system was developed by Texasgulf's Corporate Data Center (at Raleigh, North Carolina) to evaluate the economics of proposed new projects and to determine the incremental expansion effects of existing projects. The Corporate Treasurer, Controller, and Senior Staff Members of the corporate office guided the project with advice from the Chairman's office. After consideration of commercially available programs, the decision was made to develop an in-house investment system. The main specification was that the program must do the accounting calculations on the computer exactly as done by hand in the corporate office. No average "approximations" or values were allowed. Also, the capability to change the calculation procedures quickly was a must. The experience gained in developing a program to evaluate Gulf Coast off-shore oil lease-bids was used to develop an investment system. Several ideas were taken from A Programming Language (APL) concepts. An investment functional language was developed, and computer programs were written to process the functional language. One feature is a print-out of the model in English. The English print- out assists the debugging and documentation of a model. The major expansion at the Kidd Creek mine was the test case for the new system. After the results were approved and accepted for the base case, many sensitivity runs were made. Numerous additional models were developed to reflect the investment opportunities at other sites. An existing edit program was used to build the models and to systematically organize all the data for different projects. Remote input-output capabilities were added to the system, allowing data to be prepared and submitted at one Texasgulf site with the results printed at another location within minutes. The project has been well accepted by Texasgulf's senior management. Growth of the system is now in the areas of (1) merging individual projects into the corporate financial statements, (2) use of classical forecasting to project future costs, and (3) coupling the investment program to mine planning and general ledger systems. Also, the system is now being installed on an interactive computer system to provide faster turn-around time and more flexibility.

AT high temperatures a deformed polycrystalline metal shows grain-boundary displacement in preference to slip lines.' This has led to the conclusion that overall strain at high temperatures is produced chiefly by grain-boundary displacement. Detailed microscopic examinations of individual grain boundaries have shown many interesting ways by which their displacement occurs; sometimes no grain deformation was observed except possibly in the immediate neighborhood of the boundary. However, X-ray examinations show that at high temperatures subgrain formation occurs;Y he process, generally called polygonization, results from lattice bending and the subsequent climb of dislocations to form low-angle boundaries. Quantitative measures of the grain-boundary displacements show that they make a minor geometrical contribution to the overall strain; the major contribution is made by grain deformation."'" A relationship between grain-boundary displacement and grain deformation was suggested by McLean, who showed how the degree of polygonization would determine the amount of grain boundary displacement: and by Dorn, who showed that for a given creep stress, the amount of grain-boundary shear was related to the overall strain and was independent of temperature.' Although the grain-boundary displacement may make a small geometrical contribution to overall strain, it may still be the rate-controlling factor in high-temperature creep. If in general grain-boundary displacement and grain deformation are dependent quantities, then the designer of a creep-resistant metal would like to know whether it is more desirable to strengthen the matrix of the grain or to increase the strength of its boundary. The widespread interest in the relationship between temperature and grain-boundary displacement makes it desirable to test the generality of Dorn's result6 that the ratio of grain-boundary displacement to overall strain is independent of the temperature for a given creep stress. In this investigation p-brass was used because it produces sharp grain-boundary displacements above 400°C. Since B-brass undergoes an order-disorder transformation which abruptly strengthens the grain, it is an excellent metal for determining whether grain-boundary displacement or grain deformation is the rate-controlling factor in creep. IT Is well known that the Cottrell process is more easily applied to certain kinds of smoke than to others. The successful Cottrell installations are those treating smokes that carry dust of a mechanical nature; also smoke carrying fume dust that contains an excess of sulfuric acid over that required to combine with the oxides in the dust. But up to the present time the process has not reached a satisfactory economical basis of operation, in the treatment of smoke' containing basic dust. It is not impossible to make a smoke containing basic dust suitable for the process by. humidifying or acidifying. A number of Cottrell plants use these two methods of conditioning smoke previous to Cottrell treatment, which are quite successful, but the use of either results in expensive operation and a substantial loss in metals.. For these reasons, I would say that the baghouse process has not been replaced by the Cottrell process in the treatment of smelter basic smoke. Basic smoke must be given a. preliminary conditioning treatment because the dust is not a conductor of electricity; the water or acid treatment imparts some conductivity to the dust.. The rate at which dust is recovered depends on the proportional amount of power transmitted to the, treater and on the rate at which the smoke passes through; therefore to maintain a maximum constant amount of power across the electrodes of the treater, the same degree of conductivity should prevail, at all times between the surface of the electrodes. For all practical purposes, in the application of this process to lead and copper-smelter smoke, we can consider that the conductivity of the gases is a .constant. The variations in temperature of the smoke have a much greater effect on the solids than on the gases; the only instance where the temperature of the gases plays an important part in the process is at plants using humidifying: The temperature does not affect the conductivity of mechanical dust because such dust has natural conductive properties. However, in the case of smoke carrying acid-fume dust, where the conductivity is imparted to the dust particles by coming into contact with the acid fumes, the temperature is of importance.

This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings.
