The following letter was received from Prof. Kemp in reply to a telegram expressing the greetings of the members attending the Annual Meeting in New York. "Melbourne Beach, Fla. Feb. 17, 1916. Dear Mr. Stoughton: The welcome telgram from the members of the Institute, which you kindly trans-mitted to me, came safely yesterday and I catch the next available mail with a heart-felt acknowledgment. I cannot express to you how greatly the remembrance cheers and braces me during the days of patient waiting for the feeling of over-strain to fully pass, and for the time when I can again be back among the friends in the Institute who are very clear to me. While I cannot reach all the members who joined in the telegram I will ask you to say to such as are available that I am profoundly sensible of the thoughtfulness which prompted the message. I write from a little bungalow on the ocean. side of the half mile or more of sand dunes, thickly grown with palmetto, which separate the ocean from the Indian River. Two miles or more of Indian River still intervene between the little colony of Melbourne Beach and Melbourne on the mainland and on the Florida East Coast R. R. where the telegraph station is. The Institute maintains a dual relationship with students: (1) an indi¬vidual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Stu¬dent Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 57 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Post-graduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in June. With his regular dues, each Student Associate is entitled to receive during the year his choice of Mining and Metallurgy, Metals Technology, Mining Technology, Petroleum Technology, or two "classes" of Technical Publications; and on payment of an additional fifty cents he can have both Mining and Metallurgy and any one of the others. He is accorded the privilege of getting special publications such as "The Porphyry Coppers" and "Ore Deposits of the Western States" at the reduced prices applicable to Members; he has the privileges of the Engineering Societies Employment Service and the Engineering Societies Library; and he is not only invited but urged to attend all meetings of the Institute, its Divisions and its Local Sections. The Institute wants to extend the hand of professional fellowship to students following mineral industries curricula.

Masjid-i-Su1aiman.—There have been no new developments in the Masjid-i-Sulaiman oil fields during the year 1938. In spite of the age of this field, the fall in dome pressure shows no appreciable variation from the low rate of about 0.3 lb. per sq. in. per million tons net production. Drilling has been limited to deepening old wells and to new wells required for maintenance of production and general reservoir control. The rate of offtake has been reduced over the past few years, partly because of depletion of the oil column, and it is expected that future offtake from the Masjid-i-Sulaiman field will be stabilized for some years at around the present figure of 3,000,000 tons per annum. Haft Ke1.—An exploratory well to test deeper formations in the Haft Kel field has proved the existence of productive conditions in the Eocene, which underlies the Asmari limestone (the main producing horizon). Drilling to the northwest in the white-oil springs area has revealed the presence of a separate structure with productive potentialities. One well with a satisfactory production rate has been completed. Offtake from the Haft Kel field has steadily increased since it first came on to production in 1929. Naft-i-Shah.—Production from this field has continued to supply market requirements in northwest Iran. The policy of returning surplus products to the reservoir, which was adopted at the beginning of 1936, has been continued.

THE dimensions and shapes of mine structures may at present be determined by (1) field experience, (2) structural calculations, and (3) barodynamic tests.§ None of these, however, provide information as to the stresses, their direction and distribution in a mine structure. For the design of pillars, the placing of openings relative to working places such as gangways, haulage levels, etc., this information is desirable. Photoelastic methods provide this and, while relatively new, their application in all engineering fields is assuming increasing importance. This paper, therefore, will present the method with a few applications to mining, and with sufficient reference for further study by the reader. PART I THE PHOTOELASTIC METHOD The photoelastic method of stress measurement determines the stress distribution in a two-dimensional model by optical means. It makes use of the fact that when a piece of isotropic transparent material, such as glass, celluloid, or Bakelite, is stressed and viewed in polarized** light a picture is seen which indicates by its color bands of light, or fringes, the magnitude of the stresses, their direction and their distribution. GENERAL EXPLANATION The stress at any point 0 in a structure (Fig. 1), may be resolved into two components, P and Q, each a pure tension or compression, at right angles to each other, called principal stresses.1 To fully identify the stress, the values of P and Q and their directions or angle [0] must be known.

What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man's value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company's ability to pay is, in large measure, not considered. From the company's viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."

Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

ANYTHING that may be said about "too much coal" must seem rather incongruous just at this time when two-thirds of the mines in the United States have been idle for nearly four months and a temporary coal shortage looms as more and more of a possibility. It is the purpose of this article, however, to deal primarily with the fundamental ills of the bituminous-coal industry, which, when summed up, can be expressed in one word-overdevelopment. During recent years the bituminous-coal industry in the United States has been seldom, almost never, in a state of normal business health with production run-ning evenly, prices steady and the market absorbing the output from week to week. There has been either a condition of feverish activity or apathetic sluggish-ness. We have had, for example, the intense strain on production during the war years with heatless days and lightless nights, followed by the slump late in 1918 which lasted through the greater part of 1919 when coal was a drug on the market. Then came the panicky demand of 1920. Competitive buying forced prices up to the highest levels in history. This demand in turn fell off suddenly in November, 1920, and the market remained apparently paralyzed all through 1921. During the latter year, lack of buying forced intermit-tent suspension of mining in all fields and prices averaged less than actual cost of production.

Awarded Military Cross, Jan. 1, 1918, for conspicuous bravery and devotion to duty under a heavy enemy gas bombardment, when, by his example and perseverance in spite of every difficulty and obstacle, mining work was successfully completed which was vital for the success of the operations. The Cross was presented to Capt. Bullock by the King, on Sept. 25, 1918. First Lieut. J. J. Cadot, in a letter sent to Mr. H. `V. Hardinge from France, says he has been at the "Front." He also mentions that the Boche "is a good sprinter."

The purpose of this paper is to present an application of computer technology to assist the mineral company financial executive in assessing exchange risks. The paper is divided into five parts: Background, Translation Approaches, Theory, Empirical Validation, and Conclusion. BACKGROUND Exchange risk results from a change in the rate of exchange between a host and a home country's currencies. Legitimate reasons exist for changes in the currency exchange rates among countries in a world with over a hundred different currencies. These reasons include: different economic growth rates, social factors, cultural heritages, and political motivations. The problem of exchange rate changes are perennial and exist whether the world operates on exchange rates or floating exchange rate practices. The cause of the problem is trade and international payment imbalances. If one accepts the premise that exchange rates fluctuate over time, then the mineral company financial executive faces a continual process of reassessment of the impact of exchange rate changes on the financial worth of his company. (1) The mineral company financial executive prepares balance sheets and income statements that are audited by certified public account- ants annually for shareholders, bankers, and tax authorities. The financial executive translates assets and equities denominated in foreign currencies into domestic dollars, e.g., Japanese firms convert to Yen, French firms convert to Francs, and so on. The activity of aluminum in liquid Al-Fe alloys .has been measured by an improved version of the transportation method in which the metallic vapor has been collected by its solution in a metallic condenser. The results can be represented by the equation: log yAl = -3.0(1 - xAl2) (0.6 < XAl < 1.0) This equation applies at 1315°C. MORRIS and zellarsl adapted the transportation method for measuring the vapor pressure of a com- ponent of an alloy at high temperature. We have modified their technique further2 for use with metals that are strong oxide formers. In the present case the method has been applied to the Al- Fe system to obtain the activity of aluminum in the liquid region at 1315°C. Dried ultrahigh-purity hydrogen (Matheson) is the carrier gas. The operations, Fig. 1, of deoxidizing the gas, equilibrating the gas with the sample at 1315";, and then collecting the aluminum vapor are all accomplished within a single, continuous alumina tube to avoid contamination of the system by leaks. De-oxidation to a very low level of PO2 (<10-25 atm) is Obtained by passing the hydrogen through a tightly packed bed of aluminum powder. The years 1935 and 1936 have been momentous ones in the history of oil exploitation in Burma. While the possibilities of the discovery of an important new field in the country have become increasingly remote, there have been surprising and to some extent unexpected developments in and near the old established fields. Further, these developments have not only an important bearing on the future of the industry in Burma, but they point to conclusions of, world-wide significance in connection with the disposition of oil pools. BC&apos;rma Independent of India According to the Government of India Act, passed by the British Parliament in 1935, Burma becomes independent of India, of which it was formerly a province. In future, therefore, statistics for Burma will be quoted separately from those of India. In 1934, 1935 and 1936 the oil production in India (including Burma) reached new high levels— though only a few per cent above the totals for 1919, 1920 or 1930. Part of the increase came from Assam, so that Burma&apos;s total is apparently below that of 1921. It must always be remembered, however, that Burma&apos;s largest potential producer—Singu—is used essentially by the Burmah Oil Co. as a reserve and its production is varied from year to year, and indeed from week to week, according to local market demand or the requirements of the Rangoon refinery. The figures of Table 1 must therefore be viewed in the light of these remarks.

INTERNAL oxidation occurs readily in silver due to the rapid diffusion of oxygen in silver.&apos; It has a marked effect on creep in polycrystalline silver2 and raises the critical resolved shear stress in single crystals of silver.3 However, the effect of oxygen on the work-hardening parameters of silver is not known. It is the aim of this paper to describe the effect of internal oxidation on the work-hardening characteristics of single crystals of silver and an Ag-0.1 at. pct A1 alloy. The materials used were: 99.99 pct Ag from Handy and Harman and 99.993+ pct A1 from Alcoa. Single crystals, 6 mm by 6 mm in cross section of silver and Ag-0.1 at. pct A1 of mo.5 orientation, i.e., the orientation with the Schmidt factor m = 0.5. were grown by the Chalmers technique.4 One set of specimens, referred to herein as oxidized specimens, was annealed at 940°C for 24 hr in a muffle furnace, in air, and furnace-cooled to room temperature. Another set of specimens, referred to as nonoxidized specimens, was annealed in oxygen-free helium at 940°C for 24 hr and furnace-cooled over a period of 7 hr to room temperature. The annealed single crystals were tested at room temperature in a floor-model Instron testing machine. The results are presented in Figs. 1 and 2. A

It docs not seem to be generally known that some American pig-irons contain notable amounts of vanadium, and while the present investigation is far from covering the whole range of irons, it is hoped that, at least, it may serve to call attention to the importance of looking for this element. The majority of the pig-irons investigated were made in the Lehigh Valley and neighboring furnaces, using more or less New Jersey magnetite in their mixtures. Many of these ores, and probably all of them, contain a little vanadium as well as titanium; the ore from one of the largest of these mines contains 0.05 per cent, of vanadium and 0.60 per cent. of titanium. Dr. Thomas M. Drown was the first to detect the presence of vanadium in the incrustations1 occurring on certain pig-irons, and he also found this element in a number of magnetites, but the methods for its accurate determination had not, at that time, been well worked out. In a general way, it may be said that the Lehigh Valley pig-irons contain from 0.02 to 0.05 per cent. of vanadium and from 0.10 to 0.20 per cent. of titanium. These elements follow the silicon; that is, the furnace-conditions which produce a high-silicon, low-sulphur iron will cause the maximum reduction of vanadium and titanium, and

WHOEVER has occasion to judge tin in its whiteness from the testimony of his eyes alone would surely believe it to be purest silver, or something that comes very near to it in nature. This is even more so when, on handling, it is found to be harder than lead, to which it can be said to have a greater and closer resemblance. But whoever has actual experience with tin knows that none of the other metals is less similar to it than silver. For silver mixes with every metal, as does gold; and they unite together, and the others do likewise; and except for their color they change their natures but little. But this metal tin, wherever it is found, acts like a powerful poison which envenoms and corrupts the others; and it does this not only with large quantities but also with every small amount; indeed just the trace remaining where it has been melted is enough to embrittle silver and gold as well as iron and copper. The greater the quantity of it in these, the greater are its effects. Speculators of natural causes say that this fact arises from its great wateriness, which is very subtle and poorly decocted and almost like that of quicksilver. This wateriness, then, by means of its subtlety which joins itself with metals, imposes itself into that unctuous and viscous material which renders them flexible, and thus deprives them of their toughness
