The evolution of planning processes in the United States from the early 1900's is briefly examined. From one year operating budgets, planning processes have evolved into sophisticated analyses of alternative long-term future strategies and the management issues and practices which relate to their implementation. Increasing complexity within the business environment has led to numerous planning methodologies and extensive use of computers to analyze operating and financial information. All of these developments, however, have not supplanted the real need for decision-makers to continue to give important weight to the intuitive or soft data inputs into the planning process.

Gradual shifts in the center of ore production have dictated three moves for the Pend Oreille Mines & Metals Co. plant. Capacity has grown from 300 tpd to the present 2400 tpd, and the gravity process used at the original Josephine mill has long since given way to improved flotation practice. The Josephine mill, operated in World War I and converted to flotation in 1927, treated 200,000 tons of ore rating as high as 16 pct Zn. By 1935 extra ore handling warranted construction of a new mill on a lower level, and capacity was raised from 300 to 800 tpd.

THE production of oil in Ohio, in 1924, was characterized by no marked or surprising change. Low prices and the absence of promising territory made the year quiet. The approach proposed in this paper is, as stated by the authors, an update of methods well discussed in the literature. The authors are to be congratulated for their excellent effort in quantifying a difficult problem with realistic cost data. Economic analysis of the components of a mine ventilation system is complicated by both the dynamic nature of the system and the uncertainty as to the time when system changes occur. Surface mine operators have organized a voluntary group known as the Mined-Land Conservation Conference for the specific purpose of developing and expanding reclamation programs on mined land. As a part of the Conference program, a Voluntary Industry Program was adopted and subscribed to by its membership. This program stated: "The basic approach to a sound conservation program is the restoration of mined land to its most practical and productive use within the shortest possible time . . . reclamation of mined lands, including planting to grasses or tress, should be done on a planned basis, under technical guidance by personnel trained in this field."

The Army Reorganization Act, which became effective July 1, 1916, contains a provision authorizing the organization of an Officers' Reserve, in which will be included a Corps of Reserve Engineers. There will also be an Enlisted Reserve of skilled workmen in technical lines. Chip formation in rock under a line load and in front of a drag bit cutter is numerically investigated. Analysis is accomplished by a special purpose interactive graphics finite element code, SICRAP, written for the simulation of mixed mode crack propagation under 1inear elastic fracture mechanics assumptions. The first study provides some interesting qualitative results, and in the second study, correlation with experimental tests on chip formation by drag bit cutter in Berea sandstone is found to be very satisfactory. This indicates that elastic analysis, coupled with fracture mechanics, is capable of modeling rock cutting.

As successfully pilot-tested at a quarry producing limestone for a large cement plant, swiftly flowing streams of rock enter the Gromax Selector. They are electronically scanned while in motion and light reflection data flashed to logic circuits. The logic circuits compute the total light deviations in each rock as it passes the scanner. Thus, a rock with striated or spotted impurities can be rejected or accepted on the basis of its proportional content. The actual case history of this equipment's development at a limestone quarry in the Southeast serves to illustrate its general area of usefulness.

It has been claimed (Eadington and Rosser, 1969) that when freshly precipitated lead sulfide is in contact with oxygen-containing water, there is an "induction period" of at least a few hours during which no detectable oxidation of the lead sulfide takes place This effect would be of the utmost importance for the adsorption of xanthate on galena in flotation mills. It was tried here to reproduce the results obtained in (Eadington and Rosser, 1969), but no "induction period" was found. Besides, reasons are given to prove that the oxidation mechanism proposed by Eadington and Prosser (1969) is not realistic.

The treatment of anode slimes at Outokumpu Pori Copper Refinery comprises the following process stages: copper leaching by air oxidation, nickel removal by digesting slimes in concentrated sulphuric acid at 200 °C, and dissolving of the formed nickel sulphate into water, roasting of the slimes in controlled gas atmosphere at 600 °C for selenium removal, smelting of slimes in a Doré furnace, electrolytic refining of silver, sulphuric acid and aqua regia leaching of slimes from the silver cells followed by the reduction of gold and platinum metals. The paper discusses operational experiences and recent developments of the process.

The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given be- low. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

Exploration of unconventional mineral resources is stimulated by uncertainties about the cost and security of conventional resource sup- plies. Costs of the latter are likely to increase as a result of inflation, higher energy costs declining productivity, a lack of sufficient investment in politically volatile areas, or through cartel-like action. Exploration of unconventional resources is likely to be delayed by these same factors, insufficient research and development facilities, and a decline in capital formation. World economic growth is likely to be slow, so there will be more emphasis on material conservation. Therefore, the incentive to explore for unconventional resources may be reduced.

Data from ball mills with a wide range of diameters are analyzed using detailed mathematical/ numerical models. Analysis shows the relative power inefficiency of large ball mills is due to their inefficient breakage of coarse particles. The models developed can be used to scale-up mill behavior. The behavior of large mills at Bougainville and Pinto Valley is compared. It is concluded that the mills are equally inefficient at grinding coarse particles. Differences in coarseness of total mill feed are shown to account for the fact that Pinto Valley mills achieved design throughput whereas Bougainville mills did not.

A CHARACTERISTIC, and, to Americans, an amusing discussion of the three-high rail-mill, arose out of the reading of Mr. Lauth's paper on three-high plate-mills, at the Glasgow meeting of the Iron and Steel Institute. Identified and utilized Arizona salt deposits are of two ages: 1) Permian in the Colorado Plateau, and 2) Tertiary in the Basin and Range country. Uses include: a) storage of energy fluids in man-made solution cavities in both Permian (Supai Formation) and Tertiary (Luke salt body) salt and b) production of marketable products by solution and evaporation of tertiary salt. The two liquid petroleum storage Projects have a combined storage capacity in excess of 380 million L (100 million gal). Current production of salt products approximates 32 kt/a (32,000 stpy). Increasing demand for both storage and salt products is anticipated.

VRD started producing pellets in 1969 with one 2-million-t straight grate plant. In the beginning of April 1973, the second unit came on stream with an additional capacity of 3 million t/a of pellets. In January 1977, the third unit started, bringing the annual capacity to 8 million t/a. In the coming year (1978-79), three more units, 3 million t each, are expected to begin production. CVRD's experience with different binders and additives is described. Over the years several kinds of pellets have been produced to satisfy market requirements. A technique using propellants has been developed for producing multiple fractures about a wellbore. The use of propellants having a range of burn rates permits precise control of combustion gas release and thereby of borehole pressurization. The pressure rise- time is the key variable governing fracture behavior. The peak pressure attained is of secondary importance and appears to be a function of in situ stress and loading rate. The fracture geometry is governed by the in situ stresses and pressure risetimes. The major fractures occur along the principal planes of stress and along apparent planes of maximum shear stress.

Detailed analysis is given of the influence of water on the strength of limestone. The mechanism involved in strength reduction is described. Such analysis is of importance in geological, civil, constructional, mining, and metallurgical engineering and is closely associated with the rock mechanics involved in these areas. Mine dumping, slope stability, excavations, sedimentation, etc., are very much affected by the presence of water. Tensile stresses, which have an important role in the development and propagation of fissures, are produced by water in cracks. The development of fissures can be responsible over a long period of time for an ultimate, catastrophic failure.
