In southwestern Pennsylvania 151 wells1 were completed during 1938, a total of 61 less than the preceding year. Of this number 81 were gas wells and 28 oil wells, which shows a considerable decline from 1937, when 108 gas wells and 64 oil wells were completed. However, 42 dry holes were drilled during 1938, which is two more than the previous year. Shallow Development—Gas No new extensions to old pools, or new wells that would indicate any substantial reserves, mere found during the year. However, a number of commercial wells and many dry holes were drilled to the Big Injun sand in Menallen township, Fayette County. One well had an initial open flow of 6 million cu. ft. In Rich Hill township, Greene County, one well producing, from the Big Injun sand, 2 million cu. ft. was brought in. Several other gas wells were completed in Shaler township, Alleghany County and Center township, Greene County, both of which had initial open flows of 1 million cu. ft. from the 30-ft. sand. Another well, in Aleppo township, Greene County, had an equal volume from the Gordon Stray sand. Oil Development has proceeded at a retarded rate because of the low price of Pennsylvania-grade crude. A total initial of only 205 bbl., an average of 7.3 bbl. per well, was developed. This is 1785 bbl. less than during 1937 and no new repressuring operations have been contemplated to prevent the declining production. The average price received for oil was $1.56 per barrel, with a high of $1.88 and a low of $1.34. This oil costs $1.94 per barrel2 to produce. The average price paid for Bradford

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

The number of wells drilled in Ohio in 1943 was slightly in excess of the number drilled in 1942. Compared with the average annual completions for the five years preceding, the year 1943 was short 11 per cent, hut the average initial volume of gas wells was considerably improved. In 1942 the average initial open flow per gas well was 668 M cu. ft., whereas in 1943 the average was 913 M cu. ft. Although no large gas-producing areas were discovered during the year under review, some 30 small pools were found in 17 of the counties of eastern Ohio. These new pools averaged about 300 acres each, and most of them were not extensions but were separate pools adjacent to older production. The Clinton sand furnished most of these discoveries, although six were from the Berea, one was Newburg, and three were shallow sands. No discoveries were made outside former producing counties, and there was no new development the Trenton area of western Ohio. The number of oil wells decreased from 181 drilled in 1942, to 170 in the year 1943. The production of Pennsylvania-grade oil increased 7644 bbl. The total Corning production, however, decreased 91,325 bbl. The present price of Corning-grade oil, $1.31 per bbl., is too low, in the opinion of the operator, to justify exploration. Until something is done in correcting the price level of Corning grade, the production probably will continue to decline. The oil industry in Ohio is making a concentrated effort toward increased production and improved methods of recovering Pennsylvania-grade oil, and a.s this report is written a research and engineering program is being formulated for the benefit and information of the various producers of that grade in Ohio.

Discussion of the paper of COURTENAY DEKALB, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 331 to 337. HORACE V. WINCHELL, Minneapolis, Minn.-Mr. Dehalb summarizes the reasons which he believes are important for the revision of the mining laws, as follows: "1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous." We all appreciate the force of that suggestion. The idea of the old prospector who made rules and regulations in the early days, which were attempted to he incorporated, so far as possible, in the Mining Act of 1872, was that all of the veins in a certain district outcropped upon the surface, or approximately parallel to each other upon the surface, and maintained that parallelism beneath the surface. Therefore, it seemed perfectly proper and natural for each man to stake his claim upon an outcropping, and have the right to follow that vein in working downward, with the general expectation that his workings would always remain just as far away from those of his neighbor as the outcroppings upon the surface. This does not happen to be the case. Dr. Raymond has very ingeniously referred to the subject in one case, in words which read as follows: "If all mining properties presented this beautiful simplicity of structure (ideal location of ideal vein), and all mining locators exhibited a corresponding simplicity of purpose, the application of the law would be easy, but the naiveté of the statute fares badly between the freaks of nature and the tricks of man."

The relaxation peaks observed in plastically deformed materials at low temperatures have been reviewed by sack1 and Niblett and wilks. 2 In particular, the dislocation-relaxation in columbium has received considerable study.3-6 The present work deals with the lower-temperature dislocation-relaxation peak (referred to by Chambers and Schultz as the a peak) in columbium and Cb-5 pct Zr. The columbium and Cb-5 pct Zr specimens were machined to 3/8-in.-diam by 7-in.-long rods from bars hot-extruded at 1200°C. The internal friction and resonant frequency of the samples were measured in torsion at kilocycle frequencies at a maximum strain amplitude of -10-6. The interstitial content of both materials was approximately 70 ppm N and 200 ppm 0. The dislocation-re laxation peaks were measured in the hot-extruded state and after successive anneals. Fig. 1 is a compilation of the data. The resonant frequencies for the columbium and Cb-5 pct Zr samples were, respectively, 5.5 and 6.5 kc. Other workers have noted that the dislocation-relaxation peaks in columbium are not characteristic of a single relaxation time. As can be seen in Fig. 1, the zirconium addition further broadens the spectrum of relaxation times. The magnitude of the modulus defect as computed from resonant-frequency data also reflects this extension. The occurrence of the low-temperature a peak at a position 20°K higher in Cb-5 pct Zr as compared to pure columbium, in the hot-swaged state, suggests a decrease in the average dislocation mobility for the alloy. The authors do not feel that these data are sufficient to permit an interpretation in terms of any detailed models.

A RECONNAISSANCE Of the manganese-and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines under instructions of the Secretary of the. Interior, in the Spring of 1918. The object of the study was to obtain authentic information for the use of the United States Government as to the location, character, quantity, and availability of the manganese and chrome-ore deposits in Cuba. Accordingly, the work comprised the examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. While it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Manganese ore is found in Cuba in Oriente, Santa Clara, and Pinar del Rio Provinces, but in Oriente Province only does it occur in large commercial quantities. There, the deposits are in three areas: one north of Santiago de Cuba, one south of Bayamo and Baire, and one on the Caribbean coast between Torquino Peak and Portillo. In Santa Clara Province, a little ore has been found near the Caribbean coast west of Trinidad; and in Pinar del Rio Province, manganiferous material occurs north of the city of Pinar del Rio and farther west near Mendoza. The manganese ores of Cuba occur, principally, in sedimentary rocks, such as limestone, sandstone, and shale, that are in places metamorphosed, and. in beds that originally may have been water-laid tuff

Present indications are that the Fourth National Exposition of Chemical Industries, to be held in Grand Central Palace, New York, Sept. 23 to 28, will be the greatest exhibition of its kind ever held. Preparations are well under way and the advisory committee is working hard to make, every department of the affair a success. Men prominent in the chemical and allied industries will speak on subjects vital to present conditions and needs. Dr. C. H. Herty, and Dr. G. W. Thompson, President of the American Institute of Chemical Engineers, are to make opening addresses. F. J. Tone, President of the American Electrochemical Society; Dr. W. H. Nichols, President of the American Chemical Society, and several others, are expected to make addresses also. Prof. Joseph W. Richards will speak on : ?Ferro-alloys of silicon, tungsten, uranium, vanadium, molybdenum, and titanium." Theodore Swann, President of the Southern Manganese Corporation will speak on "Ferro-manganese." The program for the exposition is in active preparation. There will be a series of symposiums on the "Development of Chemical Industries in the United States, notably since July, 1914." Among other topics for consideration is that of potash development; C. A. Higgins, of the Hercules Powder Company, will speak of the operations of that company in the recovery of potash from kelp; Linn Bradley, of the Research Corporation, on its recovery from cement dust, and other sources, by electrical precipitation. Other symposiums will be devoted to chemical engineering, acids, industrial organic chemistry, the ceramic industries, and the metal industries. Among the speakers are: A. The electro-magnetic separator of Mr. G. Conkling, Glens Falls, N. Y., described by Mr. Birkinbine* in a paper at the New York meeting of the Institute, in February, 1889, has been in successful operation at the Tilly Foster 'mine for a considerable period, under the disadvantages which seem to be the inevitable attendants of pioneer enterprises in new technical fields. The results of a run of several months, which the Superintendent, Mr. S. P. Tomkins, has taken pains to collate, are here presented by his courteous permission, and that of Mr. E. S. Moffat, the energetic and skilful General Manager of the Lackawanna Iron and Coal Company, to whom our profession is already indebted for examples of bold and ingenious practice in mine-engineering. It is believed that these figures will assist those who are planning similar operations to decide intelligently what they may, and, more important still, what they may not, expect to accomplish. The local difficulties in the way of this experiment at the Tilly Foster mine were many and great. Only about two-thirds of the waste-dump, resulting from the assorting of previous years, is ore; and this varies in content of iron from 20 to 28 per cent. The remainder is rock, some (from horses in the vein) showing particles of adhering mineral, some (from the foot- and hanging-walls) entirely barren. The expense of overhauling the dump and removing this rock is by no means the least of the numerous items which must be charged against the concentration. Associated with the lean ore are hornblende and other minerals, carrying iron in the non-magnetic state, which must necessarily be washed away with the tailings. The waste-dump was originally located without reference to future treatment, and now can only be handled by means of a locomotive,

Before 1957 a number of investigators reported stress determinations made on or near the surface of underground excavations. The usual procedure was to measure surface strains and to calculate the stresses using laboratory-determined values of the elastic constants of the rock. In some instances strain gages were stress-relieved so that the measured stress was absolute. Also, several investigators reported near-surface absolute stress determinations made by the flat-jack procedure. In 1958, Hast1 described a procedure for making absolute stress determinations within a body of rock. In this procedure a diametral deformation gage was placed in a borehole and then the borehole was overcored to produce stress relief. The secondary principal stresses in the plane normal to the axis of the borehole were calculated from measured deformations and the elastic constants of the rock. During the past nine years a number of investigations have been reported1-20 in which this technique, or modifications of it, have been reported. Both the stress distribution in the walls of underground openings and the stress field at points as great as 200 ft from these openings have been determined. Considered collectively, these reports shed some light on the nature of the stress distributions in the proximity of underground openings and on the stress field, that is, the state of stress outside of the zone of influence created by openings. To summarize these findings first consider the stress distribution in the wall and structural components of openings. Fig. 1 (a) shows a typical theoretical stress distribution curve in a linear-elastic, isotropic, homogeneous material. THE year 1923 has seen new developments in the only French wells, i.e., those of Pechelbronn, Alsace. The output of the two pits now in operation totaled more than 75,000 tons, although there was a two months' strike. It is expected that 1924 will see an output of 85,000 tons; and 1925, 100,000 tons. A new pit has just been put in operation (fourth pit; the third not being in operation). The oil and the oil sands are extracted at a depth of 350 meters. Special attention has been given to the development of the distillation and refinery plants, particularly the manufacturing of lubricating oils. The present output of the lubricating-oil factories is approximately 20,000 tons neutral oils; 20,000 tons spindle oils, together with 2000 tons of paraffin. Engineers are introducing the most modern American processes of refinery and distillation. The company has 3000 employees. The capital of the company has just been increased from 45,000,000 francs to 81,000,000 francs. Some other drilling has been done in the Auvergne and Landes districts, and some oil has been found, but in too small quantities for commercial operation. Great hopes, however, are entertained of finding large quantities of oil, and the French Chambers have voted a special fund of 20,000,000 francs for investigating oil in France. Much work has also been done in the Colonies but without much success; oil is found in different districts of Tunis, but in relatively small quantities. In Morocco, drillings have not been successful. A prospecting mission recently returned from Madagascar gave an optimistic report concerning the oil conditions on the Island. Prospectings are being made also in French Indo-China. The present domestic yearly consumption is about: Gasoline 750,000 metric tons, kerosene 70,000 metric tons, automobile lubricating oil 75,000 metric tons.

ZAY JEFFRIES (author's reply to discussion *).-Messrs. Merica's and Humfrey's criticisms of some of my conclusions are rendered in the true scientific spirit by means of which differences of opinion are gradually smoothed out and all participants are benefited. It is true that the statement of generalizations on such a complex subject is hazardous, but I shall endeavor to point out the explanations for the discrepancies noted. Owing to the fact that I am now submitting a long paper on the same general subject to the Institute, my present remarks will be brief. Dr. Meric&s Assumptions' I agree with No. 1 and No. 2, with the modification that the A (amorphous) metal between grains of annealed metal has substantially the same properties as that at slip planes in deformed metal, but the two have different arrangements with reference to C (crystalline) metal and they may be in different conditions as regards internal stress, thickness, and nature of contact with C metal. Assumption 3.-I believe Fig. 1 is wrong. I know of no evidence to substantiate the curves. I believe cc (elongation of C phase) = 0 (approximately) at all temperatures and ?A (elongation of A phase) has finite values at elevated temperatures only; but these play no important direct role in the ordinary deformation of metals at low temperatures. I believe Ec (elastic limit of C phase) = Tc (tensile strength of C phase) because as soon as C metal begins to deform permanently it would rupture were it not for the A metal generated by its breakdown. We know that Ec = Tc in brittle crystals and a crystal cannot be permanently deformed without generation of A metal. Therefore Dr. Merica's

At present it is impossible to estimate closely the amount of oil obtainable from a given area of land. However, after the completion of a few properly distributed prospect wells, one can calculate the approximate yield of the sands penetrated, with a probable error of say 50 per cent. Even rough predictions of this kind are of value in large operations. Without wells upon it, one can never be absolutely certain that an area will produce any oil whatever, and one can only indulge in wild guesses of the probable productive area, before the geological structure has been carefully contoured and the top of the basal water plotted on a map. This requires wells. At times it is desirable to form an idea of the possible yield of oil in advance of drilling, as in cases where the price asked for undeveloped land seems too high, but where the probability of finding oil is furnished by neighboring development, supported by the geology. In such cases the most one can do is to make an estimate of possible maximum yield, which may of course far exceed results, and which is of use mainly in the prevention of excessive initial investment. The method is very significant in a general way, as in regions like the Bighorn Basin, Wyoming, where the productive sands in the Cretaceous shale are so few and so thin and fine that they cannot develop very great production, although the high quality of the oil probably will counterbalance this defect sufficiently to give local profit in favorable areas. Reservoir Capacity of Sands.—The porosity of a stratum is the measure of its maximum reservoir capacity for liquids and gases. The porosity may be determined experimentally and must be used in connection with the total volume of the sand.

Many investigations have shown that the manganese enhances the deoxidation power of silicon. Here it is suggested that this phenomenon could be explained in terms of the formation of impure silica. Data of Hilty and Crafts on the Fe-Mn-Si-O System has been evaluated on the basis of the reaction S_i + 20 = (SiO2) where (SiO2) denotes silica of variable activity. The activity of silica in this system is a function of aMn/aSi and the temperature, and can be described by the equation 12700 l°gaSiOz = -6.85+ - - 0.5 log aMn /asi PRACTICAL melting experience has shown that it is helpful to maintain a certain range of Mn/Si ratio in deoxidizing quality alloy steels. Herty,1 as early as 1932, reported a strong association between manganese and silicon as did schenck2 and Korber and Oelsen3 in later work. More recently, Hilty and crafts4 have studied the solubility of oxygen in the Fe-Si-O system, both with and without manganese. Their study confirmed the marked ability of manganese to increase the deoxidizing power of silicon. This phenomenon has remained unexplained in the liter,ature5 since it has been shown that manganese has virtually no influence on the activity coefficients of silicon or oxygen.= In this paper, an explanation for the role of manganese is suggested and equations are devised for quantitatively describing this influence. DISCUSSION Hilty and crafts4 equilibrated their melts under an argon atmosphere and the system established equilibrium with a self-generated slag which was not always the oxide of lowest free energy. Ewers (Commonwealth Scientific and Industrial Research organization, Melbourne, Australia)— Any attempt to elucidate further the meaning of the contact angle, particularly if it deals with the magnitudes of those mysterious quantities rsa and YRL, is certain to receive attention from those interested in the fundamentals of flotation. It is imperative, therefore, that attention should be drawn to a serious defect in the treatment by de Bruyn, Overbeek, and Schuhmann. Their Eq. 5 dy = — ld/u — Th2odiH2n states correctly the relationship between the change in surface free energy dy, the surface excesses Tx and Th2o of the components x and H2O and the changes du, and dph2o in the chemical potentials of these components. This equation applies for constant pressure and con- stant temperature and for the interface of the solid in contact with the solution of X. The relation remains valid when 1.1 is defined so that TH2O becomes zero and the equation becomes dr = — r:dur [17] From this equation de Bruyn et al. correctly concluded that increased adsorption of the collector at the liquid solid interface would reduce the interfacial energy ysl. INTRODUCTION Manganese carbonates are nodulized by Cia. Mineral Autlan, located in Ongongo in the state of Hidalgo in Mexico. This kiln is fed minus 15 mm material at the rate of 1870 tpd. About 920 tpd is nodulized into a commercial product having a size range of 15 mm to 12 mm. The kiln also produces about 320 tpd of minus 12 mm fines and 40 tpd of chimney dust. Currently, the minus 12 mm fines are being recirculated to the kiln and the chimney dust is not being utilized. It has been found that there exists a market for manganese to be used as feed to the ferromanganese and silicomanganese furnaces. However, a coarse, lumpy feed can only be used in these furnaces. Accordingly, it has been proposed to screen the fines at 6 mm and agglomerate the minus 6 mm fraction along with the chimney dust and suitable binders. This paper presents the results of a feasibility study and test work aimed at producing an acceptable agglomerated product from the kiln fines for use in the ferromanganese and silicomanganese furnaces. Since the agglomerated product will have to be handled and loaded into trucks in the kiln area and transported over long distances, a minimum strength of 200 N is expected to be necessary. They should also have enough initial strength to be stockpiled and result in a minimum of breakage. A third important requirement is that the agglomerates should be resistant to disintegration during combustion. The recirculating fines were to be agglomerated in their original state, if possible, that is, without grinding. This eliminated the possibility of pelletizing as an agglomeration method. Based on a few laboratory trials, the briquetting method seemed most attractive, and a test program was initiated to explore the briquetting process.

Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. ThE shape of the primary solid-solubility limits in copper-rich Cu-Si-Zn alloys has been discussed recently1 in terms of the atomic size effects and the electron concentration, e/a. Although these limits are parallel to lines of constant e/a near the Cu-Zn binary system, they deviate and become sharply restricted near the Cu-Si binary system. Hence, it appears that the primary solid solutions with higher silicon contents are restricted by the presence of the intermediate phases, [, X, and p, which follow them in the ternary system. owever, a similar restriction in solid solubility might also result from an interaction in the copper matrix between silicon and zinc. Evidence for such possible interactions has been observed, for example, in the Al-Mg-Si systion.A where a contraction of lattice spacings in the ternary solid solution appears to correspond to an electrochemical interaction between the two solute elements, magnesium and silicon. The observed contraction is associated with restricted solid solubility. It was also shown1 that the extent of the primary solid solubility did not follow the trends predicted by the lattice-distortion oncept." This again suggested that the solubility limits are strongly affected by the stability of the intermediate phases, I, 1, and X . In order to test the above hypotheses, lattice-parameter measurements of the fcc @-phase alloys were determined within the ternary system at a constant electron concentration (e/a = 1.30) and also at a constant zinc content. Alloys of predetermined composition were prepared from high-purity metals and melted and cast under reduced pressures of helium in quartz capsules. Since the weight losses were very slight and did not exceed one part in 2000, the nominal compositions listed in Table I were accepted without chemical analyses. The ingots were homogenized
