(Resident Engineer, 1873-75.) SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

COKE with low phosphorus content is required by some of the electrometallurgical and chemical plants recently attracted to the Pacific Northwest by the hydroelectric power available from Bonneville and Grand Coulee dams. Shipping such coke into the area from eastern points involves a high freight charge, and during wartime consumes precious rail and ship-bottom space, so it is highly desirable to produce coke from the coking coals of Washington to meet the requirements of these industries. Although coke has been made from Washington coals since 1884, little has been known about their phosphorus contents or about the extent to which phosphorus could be reduced by cleaning. An investigation was undertaken, therefore, to determine the manner in which phosphorus occurs in the coking coals of Washington and its amenability to removal by ordinary coal-washing methods. PREVIOUS WORK Phosphorus is a deleterious element in coke used for numerous metallurgical processes, including the production of pig iron, yet comparatively little published information is available on the occurrence and elimination of phosphorus in any of the coals of this country. A variation from 0.009 to 0.062 per cent phosphorus in various horizons of the Pittsburgh bed in the Connellsville region of Pennsylania has been reported,1 and a reduction in phosphorus content from 0.020 per cent in the raw coal to 0.018 per cent in the washed coal was obtained in washing coal from the same bed in the Pittsburgh area;2 the latter figures represent average analyses for a year's operation of the washery on about 800,000 tons of coal. A reduction in phosphorus content from 0.018 to 0.011 per cent in washing coal from the Pittsburgh bed at another washery was observed, and the same report provides data on the phosphorus reduction obtained by separating 10 other coals on a bath of 1.35 specific gravity.3 European investigators have been especially active in correlating phosphorus content with petrographic analysis; fusain and durain generally contain the highest percentage of phosphorus, but this relationship is not universal.4 Some of these investigators have found that phosphorus is removed in the coal-washing process,5 but others have observed that the clean coal contained as much or even more phosphorus than the raw coal.6

IN 1900, Elmore found that if an acidulated pulp was stirred up. with an oil which was relatively insoluble in and lighter than water, and the mixture was allowed to stratify, much of the sulfide would be found hanging to the lower surface of the floating body of oil and could be skimmed off or overflowed with it. The action of the flotation agent here is twofold, first to select the sulfide from-the gangue-what today is called collection-and second, to buoy the collected sulfide away from the gangue.. The action in collecting is illustrated by Fig. 1, which contrasts the behavior of drops of oil brought, under water, to the surfaces of gangue and sulfide particles, respectively. The oil displaces water from the surface of the sulfide; the water displaces oil from the gangue surface. If, instead of considering the solid particles the fixed parts of the system of oil, water and solids, we consider the oil and water fixed and the solids presented, to the surface of contact, the condition will be as shown in Fig. 2; the. sulfide tends to. be drawn into the interface and the gangue to be excluded. The sulfide particles are held in the oil-water surface by the tension of this surface. The buoyant effect is supplied by the oil droplets in bringing the sulfides to the water surface, but not in holding them, there. GAS As BUOYANT MEDIUM OF FLOTATION In 1906 Sulman, Picard and Ballot discovered a practical and substantially fool-proof method of doing what Everson, in 1886, and Froment, DeBavay, Bessel and Elmore had been doing in the intervening years, viz.: using gas in place of oil as the buoyant medium for flotation, but retaining oil as the agent. To. all of these inventors "oil," with no qualification as to its kind and no true understanding of its function, was the important thing. But they placed on the oil an additional burden; viz.: froth-making, and it soon became apparent that not. all oils were suitable for the dual purpose. As a matter of fact, it is probable 'that each of these inventors knew only one suitable oil at the time he wrote his patent, but used the generic term in the patent with the usual idea

E. G. WOODRUFF, Houston, Tex. (communication to the Secretary*). -Mr. Matteson has presented to us an idea worthy of our careful consideration. We have real troubles in the petroleum industry and as the supply of crude is exhausted our problems become more complicated and more numerous. Therefore, we who are engaged in field work are forced to consider all possible means which promise assistance in the location of prospective pools and the economic development of pools already located. In our country we are accustomed to turn to the. Government for relief in all our troubles. Do we want an Oil and Gas Bureau doctoring us? Will such a bureau do us practical good? The principal point Mr. Matteson suggests is that such a bureau should he authorized to receive and file all well logs. In analyzing such function, I am led to the following conclusions: If well logs are simply to be filed they would be useless. If they are to be filed and the files opened to the public, what benefit will be derived and can such action be taken justly? There is no doubt that if the record of all wells drilled in the United States were available the petroleum industry would be saved an immense amount of needless expense. Accumulating conditions would be better understood and prospecting more intelligently directed. Our other consideration is: can the oil companies be required to open well records to the public justly? I think all will agree that if any one should have the advantage of a well record it should be the company that drilled the well. If the oil companies are forced to file such record and open the files to the public, the company drilling the well cannot derive the exclusive benefit from the money expended. Would it be just for a small company to be compelled to reveal its records of a well it had recently completed, to its strong competitor who holds near or even adjacent leases? Would it have been just to the successful companies, in the Gulf Coast country to have been forced to display their hard-earned knowledge of 15 years to the host of younger competitors who have recently flocked to the Gulf Coast attracted by the success of those who have labored so long and learned of the conditions controlling the fields through the hazards of the industry.

Sharp declines of initial production of both oil and gas occurred in West Virginia during 1943. There was only a small decrease in the number of ncw wells, but these wells did not show the quantities of oil and gas that might have been expected. The same situation prevailed both as to routine drilling in old pools and as to exploratory wildcat wells. Out of 42 wildcats drilled, 19 resulted in small commercial gas wells, and 2 in small commercial oil. No new oil pools were discovered, but the proved limits of several old pools were considerably extended, giving 4200 acres of newly proved oil territory. Three new gas pools, resulting from discoveries made in 1942 and former years, came into definite activity. The newly proved gas territory in these and in various extensions of old pools is 39,000 acres or more. It is doubtful whether the newly proved reserves of either oil or gas will balance current withdrawals. The account of operations, as gathered from trade journals and other reporting services, shows that 696 new wells were drilled, resulting in 82 oil wells with 919 bbl. of daily new production; 475 gas wells with 454,735,000 cu. ft. of daily open flow, and 137 dry holes. Also, 57 old wells were drilled to deeper sands, with 3 bbl. and 11,484,000 cu. it. of added production. On the new wells, the oil average was 11.2 bbl. per well per day, and the gas average was 957,337 cu. ft. per well per day. On new wells the ratio of dry holes to completions was 19.68 per cent. On deeper drilling the ratio of failures was 14.03 per cent. The greatly decreased average initial gas-well production in 1943, as compared with 2,270,406 CU. ft. per well in 1942, is directly attributable to the abrupt decline of completions in the Charleston gas field, which reached its peak in 1942. Production of oil for the year was estimated by the U. S. Rureau of Mines as 3,349,000 bbl., as compared with 3,574,000 bbl. in 1942. Production of natural gas for the year is estimated by the author as 210,000, 000,000 cu. ft., compared with the U. S. Bureau of Mines final figures of 215,193,-000,000 cu. ft.* in 1942.

Certain influences of oxygen on iron have been known for many years and it has always been considered one of the worst enemies of the iron and steel founders. Nobody had a good word for it, hence little was done to make use of this oxygen. In all the fields of foundry practice, the desideratum was "melt without oxidation of the metal." In the consideration of the influence of oxygen on cast iron, we must not confuse this condition with oxidized iron caused by poor melting conditions, due to a high bed, heavy charges, low coke ratio, excessive melting rate, high blast, or poor charging. It is admitted that oxygen absorbed by iron melted under these conditions has a deleterious effect on the properties of the iron. The writer has had experience both in the melting under such poor conditions and in remedying these bad conditions and considers the product far inferior to iron melted under normal conditions. As stated by Dr. Richard Moldenke,l such iron has a higher melting point and high combined carbon, is sluggish, and contains slags and oxides in solution in the liquid, causing slag inclusions and gas occlusions, 'thus producing defective castings. This oxidized condition cannot be counteracted or removed by any of the known deoxidizers; it can be remedied only by proper melting conditions. Such iron is redly burned, whereas the iron considered in this paper was melted under normal conditions with moderate blast, correct bed height, light charges of iron, and low coke consumption and is not in this category at all. In 1914, the late J. E. Johnson, Jr., startled the metallurgists of the . world when he published his results on the advantages of oxygen on cast iron.2 His work is so convincing and so logical, in spite of the common and well-established notions on the subject, that nobody has been able to refute a single argument. Such an eminent authority on iron and steel metallurgy as Prof. H. M. Howe has accepted the work in all its details in his latest book.3 The work of J. E. Johnson, Jr., has revolutionized the metallurgy of cast iron and it seems apparent that all future work must include an oxygen determination just as we include silicon, sul-

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

Understanding the sedimentation of relatively thick suspensions depends on a knowledge of the concentration of the solids at various positions in the pulp and the times required for thickening. Flocculated kaolin slurries were studied with the transviewer, a device utilizing X-ray absorption in conjunction with a scanning mechanism. A mathematical model based on the Schuhmann size distribution in conjunction with Poiseuille's law yields experimental filtration rates as a hction of pulp density. These calculations show accord with the experimental results. Accurate predictions of sedimentation results depend upon determining the number and size of pores for given conditions, since the voidage of the suspension controls the volume of liquor that can pass through an element of suspension per unit time. A study on the sedimentation of flocculated kaolin slurries has indicated that their sedimentation takes place by two different processes, dependent on the initial concentration of solids in suspension. One process occurs in dilute suspensions (less than about 2 pct solids by volume) in which a multitude of relatively small flocs settle by hindered settling. In this case, maximal settling velocity is independent of container geometry.1 r2 The other process occurs in relatively concentrated suspensions (greater than about 2 pct solids by volume) in which the mass is considered to be settling as an aggregate network or as one large floc, defined as to size by the dimensions of the container. In this case, container geometry affects sedimentation results significantly. Furthermore, it seems that this single floc is in a state of compression from the beginning of settling, and that two phases of compression settling exist during sedimentation. The first occurs during the early stage of settling where liquid exudes easily and rapidly from the floc, while the second occurs in the compacting portion of the floc where water escapes more slowly and with much more difficulty. Sedimentation of relatively thick suspensions may then be thought to be a filtration phenomenon in which a pulp thickens by the filtration of its contained liquor through the aggregate network of pulp above it. The production of petroleum in Venezuela during 1931 was approximately 118,767,000 bbl., a decrease of 18,904,000 bbl., or 13.7 per cent, compared with the previous year. This is the first break in production, which has risen steadily since 1920, and is attributable to restriction of output and drilling operations, in harmony with lessened demand, rather than to any real decline in potential production. Venezuela ranked third among the world's producers, having lost second place to Russia. The Bolivar coastal fields, which were extended approximately 14 miles southward during the year, continued to supply most of the oil. La Concepcion, Los Manueles and Quiriquire all showed marked increases. A new field of light oil was discovered on the north coast near Puerto Cumarebo, State of Falcon. Exports declined 15.7 per cent, from 137,377,000 bbl. in 1930 to about 115,800,000 bbl. in 1931. Crude oil in storage at the end of the year amounted to 7,450,000 bbl., a decrease of 2,150,000 as compared with 1930. Tankage utilized is about 40 per cent of the available space. A drastic decline in drilling activity reduced the number of wells completed in producing areas from 401 in 1930 to 116 in 1931. Only three wells were drilled in the Lagunillas field proper, but, the amount of closed-in production and proven acreage gave assurance of a satisfactory potential output. Of the 1580 wells drilled to the close of 1931 in the producing areas of the Bolivar Coast, 631 were active and 853 were closed in; 96 had been abandoned. The status of the active wells at the end of 1931 was as follows: flowing, 331; pumping, 99; gas-air lift, 201. Producing wells closed in numbered 452; workovers, 8; totally inactive, 393. Lago Petroleum Corp. and Venezuela Gulf Oil Co. placed in operation the first units of their electric power plants, the former at Punta Gorda and the latter at Las Morochas, and are replacing steam power in their operations as rapidly as possible. Compressor stations were also installed for use in connection with air-gas lift operations. A considerable volume of gas was treated in gasoline extraction plants, the tail gas being recom-pressed and utilized together with natural high-pressure gas, for stimulation of production.

PrEvious to the introduction of the motor vehicle the broken stone or macadam' road met the conditions of rural horse-drawn traffic better than any other type of road, but under fast motor traffic it has been proved to be quite unsatisfactory, and necessitates high maintenance charges. Such a road depends for its success upon the fact that the rock dust fills the voids between the stones and acts as a cement or binder. Under ideal conditions it should be constructed of rock so suited to the volume and character of horse traffic that only enough fine dust is worn from the stones of which the road is composed to take the place of that carried off by wind and rain; and when these conditions are met, the fine dust resulting from the wear of traffic forms with the stone a smooth, impervious shell, shedding the surface water and protecting the foundation. With increase in the number and speed of motor vehicles, however, it was soon found that the cost of maintenance also increased, until at the present day highway engineers consider the old method of constructing and maintaining broken-stone roads increasingly inadequate, and are introducing every known type of binding material other than rock dust to cement the stone together. Among the most prominent types of products in use are those produced from our various petroleums. That the value of modern methods of road preservation was appreciated in this country much earlier than we have been accustomed to believe is demonstrated by the recent revival of an old patent which was granted to one John Martineau, of Elbridge, N. Y., in 1834. Petroleum had, of course, not been discovered at that time, but he claims as his invention and improvement "The application of tar, turpentine, or any of that class of tenacious, cohesive substances, reduced before use to a fluid state, and that state used as a cement, to apply to, and combine with sand, gravel, pebbles, and pulverized stone, such as is used for a Mc-Adam road, or cobble stone, the interstices of coarser material being in all cases filled,'as well as may be, with sand and gravel and cemented with tar or turpentine, to form the wearing face or surface of streets,

ACTIVITY values for sulphur dissolved in liquid iron and slags as functions of composition and temperature are needed in applying thermodynamics to sulphur-control problems in iron- and ' steel-making. The purpose of this investigation was to determine the effect of carbon on the activity of sulphur in the metal phase. The method employed was the same as that used in an earlier investigation' concerning the effect of silicon on sulphur activity in liquid iron. A study was made of the conditions of equilibrium in the reaction between hydrogen gas and sulphur dissolved in iron-carbon alloys. The chemical equation for this reaction can be written as follows: S (in liquid Fe-C alloy) + H2 (gas) = H2S (gas). It was found that the activity coefficient of sulphur in liquid iron increases as the carbon content increases. At 2.3 pct carbon and 1600 °C, the activity coefficient of sulphur is twice its value in carbon-free iron, and at carbon saturation it is more than six times as great. The effect of temperature on sulphur activity was found to be small. Previous work on the reaction between hydrogen gas and sulphur dissolved in liquid iron has been reported by several investigators2,³,4 but only recently have studies been made of the effect of alloying elements. Silicon1 is known to have a pronounced influence on the activity of sulphur in iron, its effect being similar to that shown by carbon as described in the present report. Kitchener, Bockris, and Liber-man5 recently have published a preliminary report of their work on the effect of carbon on sulphur activity in iron. Their experiments were made at 1570°C and carbon saturation in the melt. Under these conditions they found that the activity coefficient of sulphur was approximately doubled by the presence of carbon. This is a much smaller effect than that found in the present work. Experimental Method: The apparatus and procedure were essentially the same as those used in the earlier investigation of the effect of silicon on sulphur activity.' Briefly, the method was as follows: A molten iron-carbon alloy was brought to equilibrium at constant temperature with a mixture of H2 and H2S of constant composition by bubbling the gas through the metal. THE memorable features of American history have been making fast during the last century, and notably so since 1860; and they are by no means confined to political or to any one branch of scientific development. Of all the industrial arts, none show a greater change or a mightier progress than the Bessemer manufacture. And this year, while we are celebrating the first centennial of our national life, we can also celebrate the first decennial of American Bessemer practice. While not forgetting or undervaluing what has been done in other countries, I have thought that a brief history of the introduction and development of the Pneumatic or Bessemer process in America would be of interest. In 1863 the Kelly Pneumatic Process Company was formed and an arrangement entered into with William Kelly, who had taken out letters-patent of the United States, Nos. 16,444 ; 17,628, re¬issued as 505; 18,910, dated January 10th, 1857 ; June 23d, 1857; November 3d, 1857; and December 22d, 1857, respectively. This association was composed of the Cambria Iron Company, E. B. Ward, Park Brothers & Co., Lyon, Shorb & Co., Z. S. Durfee, and, later, Chouteau, Harrison & Valle joined the combination. Not satisfied with possessing the control of the Kelly patent, they sent Mr. Z. S. Durfee to England, to secure for this country Mushet's patent on recarburization, No. 17,389, dated May 26th, 1857, the same having been taken out in England on September 22d, 1856. In this Mr. Durfee was successful. Previous to the application of William Kelly for a patent, Henry Bessemer, of England, had taken out patents dated February 12th, 1856, and August 25th, 1856, in this country. Kelly claimed priority in the discovery of the principles of the process, and the Patent-office allowed his claim by granting him his patents. In the autumn of 1862 Mr. Alexander L. Holley, while in England, was impressed with the importance of Mr. Bessemer's inven¬tion, and so fully foresaw its future, that, upon his return to the United States, he induced Messrs. John A. Griswold and John F. Winslow, of Troy, New York, to join him in endeavoring to possess Bessemer's American patents. Mr. Holley returned to England in

In many fields edge water is one of the most important factors governing the production of oil. Possibly this fact is not appreciated by many producers except in so far as it may bring about a loss in production from wells drilled on the flanks of structures. In the light of artificial flooding as practiced in New York and Pennsylvania, and of the beneficial effect of natural water-flooding on many wells and leases in the Mid-Continent and elsewhere, it seems reasonable to suppose that very few phases of the petroleum industry hold greater promise for future benefit than the study and control of the natural water drive. Rate of Water Encroachment The rate of movement of water in artificially flooded areas has been referred to as so many feet per unit of time, usually from an injection well toward surrounding producing wells. This definition is vague when used in reference to the movement of natural edge water, inasmuch as such factors as sand thickness, steepness of dip and horizontal extent arc not considered. In the ultimate analysis, only the vertical component of movement affects the production of oil in the natural drive, and in order to define the rate of water encroachment more exactly, such a term as acre-fect per unit time might be used. Thus, where one well is located to each 10 acres a vertical movement of 5 ft. in the water level in a year would be defined as an encroachment of 50 acre-feet per year, and where one well is located to each 20 acres, as 100 acre-feet per year. Such a definition as this is entirely arbitrary, but it takes into consideration to a certain extent the influence of well spacing, and consequent sand drainage, on the rate of water movement. The rate of movement is considered to be an important function of water encroachment, for it is believed that the efficiency of recovery by natural water flood depends a good deal upon the rate of movement. In general, rapid encroachment is thought to effect a poor recovery because of the differential in favor of the movement of water through a sand body and the consequent tendency to trap oil in the sand. The writing of this paper was prompted by the discussion by H. M. Chance of the paper written by Thomas M. Chance,l and by the remarks of the editor in which he stated that while the matter contained in discussion did not refer to the original paper it " was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity." For some years past the principle enunciated in the discussion referred to has been known to the writer and demonstrated by him to be an efficient and economical way of separating water or solution from solids in the cyanidation, lixiviation or acid leaching of ore pulps. In utilizing this principle in commercial practice he has invented a method whereby not only the separation of solution from solids may be effected in any given tank, but also the counter migration of the solids and solution may be effected continuously through a series of tanks in which the hydro-metallurgical treatment of ore pulps is being carried on. In effect this method is analogous to the counter-current system, but is different physically in that it is carried on throughout a series of tanks on practically the same level, continuously and automatically, by hydrostatic pressure and gravity-flow, without the aid of intervening pumps or elevators, at the same time that agitation is being carried on in the same tanks. In the Parral system, agitation is effected in tanks by a number of air lifts of comparatively small diameter through which the pulp is continuously transferred from the bottom of the tank and spouted horizontally on top of the charge. The spouting force of the several streams thus discharged maintains a rotary flow in the pulp charge which extends from top to bottom of the tank. This continuous transfer of pulp and the spiral flow from top to bottom of the tank maintains the pulp constituents in uniform proportions and meets the requirements of efficient treatment in a most economical manner. The quantity of compressed air required is very small, as the pulp is not lifted but simply transferred from the bottom to the top of the tank charge under hydrostatic balance. We rejoice that the world-war is ended. We are proud of the part played by the English-speaking peoples-all doing equal honor to the traditions they share in common. One of the compensations for the calamity of the past four years is the fact that the Briton and the American, striving together in the cause of human liberty, have learned to understand and to respect each other. The mother country entered the fight resolutely at the beginning, while yet unready to meet the carefully prepared onslaught of the enemy; then the sons from the overseas dominions rallied to the old battle-cry eagerly and effectively; and last, but not least, the stepsons came from across the Atlantic, speaking the same speech, playing the same game, and fighting in the same clean way. It was a great foregathering of those that use the language of Shakespeare and idealize the principles of liberty for which the friends and associates of Shakespeare stood sponsor three centuries ago. At a time like this it is pleasant to dwell upon the fact that the liberal Englishmen who organized the Virginia company were the pioneers of self-government on the American continent. The Virginia Assembly, convoked in 1619, was the first example of a domestic parliament to regulate internal affairs on this side of the Atlantic.2 The Governor of Virginia, Sir Edwin Sandys, had been a pupil of Richard Hooker at Oxford and from that political teacher he and his friends had imbibed the idea of combining civil liberty with constitutional order. To this group of large-minded Englishmen, the American colonists owed their liberal charters and their successive triumphs over the royal prerogative. Let it be noted that the American colonists had to deal with James II and George III, the two smallest minds in the list of British kings. Another historical note more pleasant to record, is the connection between the two principal groups of American settlers. In 1608 when the Pilgrim fathers, William Brewster and John Robinson, led their Separatist congregation to Holland and there prepared the expedition to America, they were assisted by Sandys and the Virginia Council, who were willing to share their privileges with them. When the Pilgrims set sail in 1620 they had the promise, obtained by Sandys from King James, that they should have freedom of worship,

The Moffat tunnel passes through the continental divide about 50 miles west of Denver, Colo., on the Denver & Salt Lake R. R.: It is 16 ft. wide, 24 ft. high, and 32,383 ft. long, a distance of a little more than 6 miles. The advantages accruing from its construction may be briefly summarized as follows: The tunnel eliminates 27 miles of grade averaging more than 3.5 per cent. and actually running well over 4 per cent. in many places, and changes the steepest grade from 4.5 to 2 per cent. It reduced the peak of the railroad from 11,660 to 9249 ft. which enables one engine to pull four times as much freight as it could before the tunnel was built. If the Denver & Salt Lake R. R. completes its line, this road will shorten the distance between Denver and Salt Lake City by 200 miles and will have no steeper grades than the lines now connecting the two cities. The proposal to drive the tunnel through the divide dates back about 25 years and D. H. Moffat, who was the leading spirit in the organization of the Denver & Salt Lake R. R. spent much of his time and energy in efforts to raise money for the tunnel that bears his name. He was unsuccessful and died before the work was started. In 1920 an effort was made to obtain state legislation favoring a bond issue to finance three important railroad tunnels in Colorado but the measure was defeated, largely through the efforts of the citizens of the region near Pueblo. A few years later devastating floods caused the Pueblo voters to seek relief from the state and at this time they withdrew their objection to the tunnel bond issue. As a result, a $6,720,000 bond was issued to finance the Moffat tunnel. Construction bids were so high that the work was finally allotted on a scheme analogous to a cost-plus basis. The contract was awarded to Hitchcock and Tinckler, who are paid a fee of $140,000 for driving the tunnel. All bills are paid by the Moffat Tunnel Commission. The contract was let Sept. 19, 1923, and Hitchcock and Tinckler agreed to complete the work by July 19, 1927. An experimental investigation was conducted upon five different paired samples of oil and gas from a field in Louisiana. The study, with each pair of samples, included the measurement of the formation volume and the volume of the liquid phase for three mixtures of the oil and gas. The gas-oil ratio varied from approximately 200 to over 40,000 cu ft per bbl and measurements were made at temperatures between 40" and 250°F. The gravity of the tank oil for the five samples under investigation varied between 38.0" and 55.8" API. The composition of the oil and gas samples and their mixtures is submitted 'References given at end of paper. A number of diagrams depicting the effect of temperature and gas-oil ratio upon retrograde dew-point pressure are presented. INTRODUCTION During the past two decades a fairly large number of investigations were made of the volumetric behavior of naturally occurring hydrocarbon mixtures. The earlier work of Beecher and Park-hurst' and a more recent report on samples from Dominguez Field2 are typical of research of this nature. Such studies have been used in estimating the volumetric behavior of fluids in producing fields other than those from which samples were taken. Progress has been made3.4.5 in correlating the influence of pressure, temperature, and composition upon the specific and formation volume of hydrocarbon mixtures of relatively low gas-oil ratios, but attempts to extend this correlation to higher ratios have not been particularly successful. The influence of composition upon the volumetric behavior of such systems cannot be simply related to a single parameter such as gas-oil ratio. In order to aid in the extension of the correlation of the volumetric behavior of mixtures of oil and gas to higher ratios, a rather complete study was made of five different pairs of samples from a Louisiana field. The complexity of the influence of composition upon the volumetric and phase behavior of such systems in the regions of retrograde condensation was indicated by earlier Work,6,7,8,9,10 and it is doubtful if simple correlations can be established in these regions with the information currently available. The terminology employed in this paper is identical to that utilized earlier."

The measures overlying some coal beds are under stress as the result of geological movements after the measures have been deposited. The removal of the coal in the process of mining induces additional stress in the roof measures. Certain types of deposits have sufficient inherent strength to be self-supporting over definite width of excavations and the stress is adjusted without appreciable movement of the material, to the extent that no part of the material will become detached and fall. The uplifting of the measures in geological time often results in the establishing of cleat planes or planes of weakness in the measures overlying the coal, and these planes generally have a uniform direction. Measures that have not been subject to uplifts are less liable to have noncompensable stresses, although any method of underground mining results in the creation of stress in the roof measures over the excavations and over the coal pillars. The immediate roof measures extending upwards of 10 to 15 ft. above the coal give the greatest concern in maintaining the roof in the advance work in the solid coal. Immediate measures which are inherently weak often may be scaled and supported for indefinite periods by a system of timbering. As an excavation is made, the pillars adjoining must take on the weight previously supported by the coal removed. The roof over the excavations takes on the function of a beam and if too weak to be self-supporting it will fail either through shearing or bending, and the roof cavity may enlarge until a self-supporting arch is formed. As support is removed by taking the coal away, there is a tendency for the roof members to move toward the excavation in an effort to compensate the stress; particularly is this true where there is an overlying bed of clay, which may act as a lubricant on which adjoining members may slide. Unstabilized stresses, plus the force of gravity, plus the inherent strength of the material, govern the tendency of mine roof to fall when not supported by timber. In general, most mine roof depresses when the coal is removed. This depression may be in the nature of a sag as the result of bending, or the edges of the pillar may break away or the floor may come up or heave.

PROGRESS on the earth depends to a large extent upon the rapid inter-change of ideas and commodities between the various nations of the world. The smooth flow of commerce, by which these ideas and com-modities move, is accelerated by accurate and complete maps of the various land and water areas of the earth, The production of accurate maps depends upon a complete knowledge of the figure and dimensions of the object to be charted, therefore a knowledge of the shape of the earth is a prime necessity for accurate charting purposes. Gravity observa-tions were first undertaken to aid in determining the shape of the earth so that the geodetic surveys of its land and water areas might be more accurately connected to form an undistorted map. A large part of the earth's surface is water and it is therefore necessary to get gravity values at sea as well as on land before a complete and accurate figure of the earth can be determined. Dr. F. A. Vening Meinesz, of Holland, was the first scientist to perfect a pendulum instrument that would accurately measure gravity at sea. He had previously developed a multiple pendulum apparatus for measur-ing gravity upon swampy and unstable land areas in Holland and it was therefore quite natural that he should adapt the instrument to give accurate results upon a still more unstable support, the surface of the sea. His instrument as perfected gives satisfactory results when mounted in gimbals on any vessel where the roll and pitch are not more than about 5° and where the vibrations from rotating machinery and wave action are not large enough to cause the pendulums to shift on the knife-edges. This degree of stability can be obtained on surface craft only in protected waters or on very calm days. Therefore, Dr. Meinesz mounted his instrument in a. submarine so that he could submerge below the disturbed surface waters and get the desired stability in nearly any kind of weather by simply diving to greater depths. Most of the gravity-at-sea work has been done with a Meinesz instrument and a very large number of the observations have been made by Dr. Meinesz himself. He has occupied nearly 1000 sea stations and probably has traveled as many miles by
