THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

"The building stone industry of Utah has developed slowly on account of the limited market offered. The state has large and varied deposits of granite, limestones, marble and onyx.Three cement companies manufacture Portland cement in the Salt Lake valley. Brick clay, fire clay and clay for sewer pipe is found in the vicinity of Salt Lake City and Ogden.Large deposits of gypsum have been found in several localities in Utah. The gypsum deposit near Nephi has been developed to be one of the most important plaster producers in the western country. This gypsum occurs in large quantities and is exceptionally pure.Oil and Oil ShaleVast deposits of rich oil shale occur in the Green River formation of the Tertiary rocks in the Uintah Basin, northeastern Utah. It is estimated by the United States Geological Survey that the basin contains at least 92,159,000,000 tons of shale which will yield as much as 15 gallons of oil to the ton when distilled. These shale deposits indicate that ultimately Utah will be one of the leading shale oil producing states of the country. Some development work and considerable experimental work has been done, but overproduction of petroleum and general low prices afforded little incentive to the oil-shale operator, consequently no commercial production has yet been established in Utah."

THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author's attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months' operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses' of typical lime scale samples are as follows:

Andy H. Vassiliou – Introduction Ladies and gentlemen,.good evening and welcome to the Paul F. Kerr Memorial Symposium dinner. I believe we are all here to honor the memory of a great teacher and advisor, and a true friend -- Professor Kerr, or Dr. Kerr, or to most of us who were his students, "Pappy" Kerr. Most of us who attended the Paul F. Kerr Memorial Symposium earlier today at the New York Hilton had the opportunity to read, or listen to, or discuss scientific papers presented in honor of Dr. Kerr. In addition, all of the speakers had the opportunity to reminisce about their association with Dr. Kerr, who was credited as having contributed substantially to their graduate education and the development of their careers. Dr. Kerr's two daughters -- Ruth and Nancy -- who attended the Symposium at the Hilton are also here with us tonight. I think we should keep tonight's festivities on an informal basis since we are all old friends or former students of Dr. Kerr. Some of us may want to say a few words about our experiences at the time we were students at Columbia, and hopefully include some anecdotes relating to Professor Kerr. I would like to invite everyone to do so, but first we have arranged for two of us to be the lead speakers, whom I will introduce in a few moments.

PAST President R. C. Allen, then State Geologist of Michigan, gave George Corless his first job-tracing ?magnetic? with the dip compass in northern Wisconsin. His second job was also with a man now Past President of the Institute-"Chief" Buehler, for whom he worked at Joplin three years. Then came seven years as geologist and later as assistant manager of the Chanute Spelter Co., a subsidiary of The American Metal Co., Ltd. His entrance into the oil business was not planned. During a lull in the zinc industry in July, 1926, he stopped at Houston, after a trip to the Rio Grande Valley, and was so impressed with the city that he decided to migrate. His first job there was with the Texas Company, whose impressive building across from the Post Office caught his eye after he had mailed a letter saying that he was settling in Houston and would not be home until Christmas. Some months later, A.I.M.E. Past President Philip N. Moore learned that he was in. Houston and wrote an unsolicited recommendation that resulted in his present employment with the Humble Oil & Refining Co. Today he is superintendent of the Gulf Coast Division of its production department. The Division extends from Jackson County, Texas, to New Orleans, and includes such pools as Sugarland, Conroe, Toni Ball, Thompsons, Anahuac, and Friendswood. -

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

The first production on the Island of Trinidad was discovered 29 years ago; 13,275 acres were proved for oil and gas to the end of 1937, and 145,076,700 bbl. was produced from 2661 wells, or 10,928 bbl per acre. The production of oil in 1936 was 13,237,030 bbl. and in 1937 a new peak of 15,498,350 bbl. was reached. During November 1937, the daily average production was 43,350 bbl., or 35 bbl. per well, while the maximum gas production was 45 million cubic feet daily. Two hundred fifty wells were completed during 1937 and 15 abandoned. At the end of last year, 800 wells had been temporarily shut down, 1235 were producing oil and gas, and 2 were producing gas only. Six hundred seventy-nine dry wells had been drilled to the end of 1937. At the end of November 1937, the following oil-producing methods were in use: 395 wells flowing, 491 pumping, 97 on air-gas lift and 252 wells miscellaneous. There were no flooding operations. The oil is produced from the Miocene and Eocene and is of both asphalt and paraffin base. The gas produced averaged approximately 1050 B.t.u. per cu. ft. with 0.8 gal. of gasoline per 1000 cubic feet.

THE Christy Creek clay mine of the General Refractories Co., in the Olive Hill District, ranks with the most important producers in the north-eastern Kentucky fire clay field, both from production of high-grade flint clay, as well as unusual extent and thickness of deposit. The property is but one of a number controlled by the General Refractories Co. in this district, but is given first consideration among them by the operating staff. Its total area is over 5000 acres, owned in fee or by lease of clay mining rights, and although mining operations have been in progress for over five years, scarcely one per cent of the ground has been worked as yet. The mine is near the southwestern end of the clay field, which extends in a belt 12 miles wide and 55 miles long, in a southwestern direction from Kenova, W. Va., which, as the name indicates, is at the junction of Kentucky, Ohio, and West Virginia. Olive Hill, where there is one of the l1Ulin plants of the General Refractories Co., and to which the clay from the mine is shipped, is about 26 miles distant from the mine. Connection is made with the Chesapeake & Ohio R. R. by a spur line . 8 miles in length, owned and operated by the company.

There have been no major field developments during 1935. Operations have proceeded normally on the company's three producing fields, Masjid-i-Sulaiman, Haft Kel and Naft-i-Shah. The refinery at Kermanshah was commissioned in September, 1935, with a rated throughput capacity of 75,000 tons a year of topped crude to meet local requirements. Crude production from the Masjid-i-Sulaiman and Haft Kel fields is tabulated below: Masjid-i-Sulaiman Field.—The flowing lives of wells have been extended by (I) a process of acid treatment, thereby reducing the bottom-hole pressure differentials, and (2) by reducing the back-pressure. Optimum producing conditions for individual wells have been determined as a result of an experimental study of the amount of available energy in the reservoir crude and of energy losses in flowing wells. The return of surplus products to the reservoir has continued to be a satisfactory economic operation and the crude throughput capacity of the topping plant has been increased. The viscosity of residue returned to the reservoir is reduced before injection by regassing at 35 lb. per sq. in. absorption pressure with surplus gas. The pressure in the gas dome is falling at the low rate of one pound per annum. Haft Kel Field.—The delimitation of the main structure has proceeded; the oil-bearing area so far proved being about 50 square miles.

MATTESON, Houston, Tex.-I think that Mr. Powers has given us some very valuable information on the Healdton field, which is of material interest in view of the fact that the Healdton field has passed Cushing in the point of production, and if not leading, stands second only to the new El Dorado field in the point of production of the oil-in this country. Mr. Powers says that the deepest producing sand at Healdton is 1860 ft. Within the last 3 or. 4 months they have drilled to 2700 ft. there and found a sand which is producing very high-grade oil, if I remember correctly, about 42 gravity. Another very important point brought out by Mr. Powers is the fact that the Pennsylvanian beds and the Permian beds are conformable according to his interpretation. He seems to have based his interpretation upon the gathering of a number of well logs and a very careful study of them, but it seems to me the information furnished by the, well logs is really insufficient to justify such an important conclusion. In the first place, the difficulty of interpreting the line of demarcation between the Permian "Red Beds" of Oklahoma and the top of the Pennsylvanian is apparent, for the reason that sometimes the uppermost Pennsylvanian formation has a reddish phase and the line of demarcation is not very sharp.

The Institute assembled in the rooms of the Geographical Society, Cooper Union, at 8 o'clock P.M., February Nth, 1874. President Barnard, of Columbia College, delivered an address of Welcome, to which President Raymond responded. The following experience in rebuilding a furnace crucible while in blast may not be wholly uninteresting to some, notwithstanding its purely practical character. Few are aware of the frequent calls made on a furnace manager's skill and ingenuity, to meet the irregularities which present themselves with kaleidoscopic variations in the operations of furnaces. Unfortunately the methods pursued in overcoming these practical difficulties are too seldom recorded, and much valuable information is lost that could not fail to be of value to many, and to none more so than the educated technical manager, with a limited practical experience, who, without a literature or record of any kind to refer to, finds himself, in times of emergency, dependent and looking for assistance from those whom it is his province to instruct and direct. With positive data, however, that like difficulties have been successfully overcome, he can confidently resort to similar expedients, with such modification; as the circumstances may demand in his particular case, and pull through seeming impossibilities in the face of ignorant prejudice. On the bulk basis New York's contribution to the production of oil is small, representing, as it does, a bare half of one per cent of the annual total for the United States. Yet it has more importance than is implied by such a statement. Petroleum includes a variety of organic compounds, some more and some less valuable. It would be a fairer estimate of the situation to say that New York in recent years has produced around 10 to 12 per cent on the average of all Pennsylvania grade oil, the supply of which is strictly limited and the demand steady even in times of overproduction of other grades. One may not infer from this that New York and other Appalachian states enjoy an independent position in the market with a price structure uninfluenced by that of the Mid-Continent, Gulf or California fields. On the other hand, the recent market demoralization in the South and West brought about by uncontrolled production caused prices to drop to a point where the life of the local industry was seriously threatened. The current cost of producing oil in New York under the methods of water-flooding, by which most of the output is now obtained, has been estimated by competent authority at not less than $2.50 a barrel. A special meeting of the Alaska Mining and Engineering society, held at Perseverance Mine of the Alaska Gastineau Mining Co. on Mar. 17, 1017, was attended by 46 members and about 80 guests, among whom were members of the Alaska Territorial Legislature. After an interesting trip through the mine in the afternoon, the members and guests assembled for dinner at the Perseverance Dining Room. After the dinner G. T. Jackson, assistant manager of the company, as president of the society, called the meeting to order. After the reading of the minutes, he welcomed the guests and then gave a short history of Perseverance Mine. B. L. Thane, manager of the company, briefly out-lined its general organization. The following papers were read-by members of the society and members of the staff of the Perseverance Mine: "The Organization of the Mine Staff and the Methods of Mining," by B. B. Nieding, Mine Supt.; "Tramming Equipment and Costs," by R. R. Van Valkenburgh; "The Surveying of the Mine," by R. L. Healey, Mine Engineer; "The Electrical Equipment of the Mine," by W. S. Pullen, Supt., of Power Supply; "The System of Mine Accounting, "by E. J. Doherty, Mine Accountant; and "The Mine Buildings," by D: J. Argall, Asst: Mine Supt. M. T. Tolch, Transportation Supt., described briefly the general transportation of the ore to the mill and the equipment used.

Maryland was the third state to produce coal, and from the available information a small amount was mined each year after 1888, some of it being used locally but probably the larger portion being floated down the Potomac River. In 1798 some coal was used in the arms plant at Harper's Ferry, and while many of the records of this plant have disappeared, we know the tonnages delivered here from 1818 to 1837, the latter date being five years before the date usually given as the start of shipments. These data are shown in Table 54. In addition, some coal was used in an iron plant above Harper's Ferry, but the amount is not known. All of the coal to these plants came down the river, and for 1826-1830, both inclusive, some old canal records show coal passing through the canal at Great Falls, but practically all of the Cumberland coal used around Washington prior to 1842 was floated down the Potomac River during high water, and even at those times it was a precarious and dangerous business. After 1842, when the Baltimore & Ohio Railroad reached Cumberland, the records of shipments are unusually complete. The canal was completed to Cumberland in 1850, but its useful life terminated with the Civil War. The production records of this field are the most complete of any of the early coal mining states.

The Institute conducts jointly with the American Society of Civil Engineers, 'American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them if certain properties. United Engineering. Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Don and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.
