AT THE beginning of November, Mussolini had firmly established himself at the head of the Italian Government. He himself referred to the ascendancy of the Fascisti as the result of a revo-lution and bluntly informed Parliament that it was to vote, as a matter of form, as he ordered, or else be dissolved. One of the great consequences of these events in Italy was the impetus that they gave to simi-lar movements in other countries of Continental Europe. Another great event of the month in world affairs was the repudiation by the Turks of the Mudania agreement and their notification to the Allies that the latter must evacuate Constantinople and allow the Dardanelles to be closed. This had the effect of once more consolidating Great Britain, France and Italy in so far as this question is concerned, and there was prompt refusal to accede to the demands of the Turks. With the advent of November, both the United States and Great Britain were in- the throes of political contests. The result of the American election was a landslide against the administration and especially was it an expression of agrarian discontent and a declara-tion in effect that our domestic affairs are not good in spite of political representations that they are. In Great Britain, the Conservatives were put in power by a substantial majority in Parliament, but the fact that the Labor party became numerically the second party instead of the Liberals and that it polled about 40 per cent. of the total popular vote affords ground for misgivings, especially when it be considered that the Labor party was standing on distinctly socialis-tic and communistic principles. In Russia, there was a sitting of the Third Interna-tionale, to which Lenin in a speech made a quasi-confession of the failure of the communistic experiment in Russia. He admitted, moreover, that Russia could not industrially reconstruct herself without capitalistic help. Nationally the country is making progress. During November, the Far Eastern Repub-lic surrendered to the Soviet, which thus carried Russia back to the shore of the Pacific.

THE boiler from which these stay-bolts have just been obtained was that of the locomotive Catasauqua, Lehigh Valley Railroad, built at the company's shops, South Easton, Pa., in 1864. The iron is Lowmoor, and has been in use nearly ten years. The stay-bolts have become highly crystallized from some cause, and are very brittle, only requiring three blows of an ordinary machinist's hammer to break them. On the other hand, when annealed they are remarkably tough, as shown by the doubled sample. The majority of the broken bolts were found to be along the curve of the shell from a to c, Fig. 6. All of them were broken just inside the shell, and in no case next the fire-box. The fractures seen to have been of slow procedure, beginning at the top of the bolt, gradually working deeper and deeper until the pressure of steam overcame the tenacity of the remaining parts. Unequal contraction and expansion of the parts of the boiler seems in this case to be the only existing cause for a fracture. We cannot, from the data obtained, prove to an absolute certainty the manner in which the combined forces generated by the unequal contraction and expansion of the parts have arrived at their resultant work ; but we can, from these data and from existing circumstances, arrive at what seems to be a fair supposition, and thus at least anticipate the truth. The contraction and expansion in locomotive boilers has a large range between its extremes, and is very variable, both with reference to time and to their component parts. The shell and fire-box do not, perhaps, at any time, contract and expand at the same rate, nor proportionally ; but, on the contrary, owing to the great changes in temperature that take place both in the atmosphere around the shell, and in the fire in the fire-box, their condition is often changed suddenly, and widely from that which they just previously had. This racking tendency produces strains in the different parts, and it is fair to suppose that the continual motion of the two

Production of petroleum in Trinidad during 1938 reached the record figure of 17,737,061 bbl., an increase of approximately two and a quarter million barrels over 1937. The principal development during the year was along the Guapo fault, which extends from Point Ligoure to Coora across the southwest portion of the island. This fault has been proved to be a major factor governing oil accumulation in the area. At the southeast end of the fault the Coora field has been actively developed during the year and already ranks as one of the major productive fields of the island. Approximately seven miles to the northwest, another richly productive area has been developed on the north side of the fault at Los Bajos, while several widely spaced wells along the fault in the intervening area suggest that the whole seven miles betwen Los Bajos and Coora will prove productive. The Penal field was placed on regular production during the early part of the year on completion of a pipe line to the Point Fortin refinery. This is a shallow pumping field with a daily output of 2000 to 1500 bbl. of heavy oil. Down-flank extension of the oil-producing structures of Forest Reserve, Kern and Point Fortin have considerably extended the proven acreages on these structures and exploitation of the deeper Cruse sands on these structures has also materially increased the known reserves. Wildcat drilling has been active in several areas. Four wells have been completed in the Mayaro district; four at Moruga; six at Cedros; six in the Morne Diable area; one at Erin and one at Point Ligoure. Few data are available from these areas, but it is understood that some cncouraging results have been obtained. In the northern basin, north of the Central Range, two locations were spudded in at the end of the year after extensive seismograph surveys. Both these locations are scheduled for depths in excess of 10,000 ft. This northern basin is entirely untested by the drill and the present drilling program is being keenly followed by all operators in Trinidad.

In oral discussion at the Columbus midyear meeting, September 26, 1949, these pertinent questions were asked: Was a satisfactory separation of metal and matte obtained? The matte was quite fluid and in most cases the separation was satisfactory. Were the mattes chlorinated after aging? The mattes were stored in sealed glass mason jars, and chlorina-tion experiments made after standing for several weeks gave satisfactory results. Was ferric chloride volatilized? Most of the iron content of the matte was converted to ferric chloride. However, because of the low chlorination temperatures used (150" to 250°C) the major part of the ferric chloride remained with the residue. Undoubtedly, some ferrous chloride was also formed, because of the reducing conditions within the reaction vessel, but no effort was made to separate it from the ferric chloride. Could the reaction be stopped before making metallic iron? No attempt was ever made to stop the reaction before making metallic iron. Generally, 20 to 60 pct of the iron in the charge was obtained as metallic iron which could be readily separated from the matte. In certain cases, metallic iron was dispersed through the matte in the form of globules, which could be removed by magnetic separation. Could other sulphides, i.e., calcium sulphide or sodium sulphide be used in place of iron sulphide? No other sulphides were investigated. It was felt that titanates of calcium and sodium would be formed should these sulphides be used to replace the pyrite. What were the sulphur volatilization losses during matte smelting? In the course of this laboratory investigation, a rather wide variety of variables was introduced from highly oxidizing to reducing conditions and various ratios of pyrite, rutile, and coke. These and other factors all have a definite bearing on the sulphur losses. In general, the higher the sulphur in the charge the higher were the sulphur losses and the percentage of titanium in the matte decreased. With sulphur additions more nearly the theoretical amount, the sulphur losses averaged approximately 10 to 15 pct. With a higher percentage of sulphur on the charges, the losses were in the order of 15 to 30 pct.

Drilling for oil and gas in Missouri in 1935 was mostly confined to proven areas, but was marked by the completion of one of the largest oil wells, 53 bbl., and one of the largest gas wells, 2,000,000 cu. ft., drilled in recent years. A new oil pool, discovered in southern Cass County late in 1934, was further developed; a new pool in southern Platte County is possibly indicated by the completion of a single small well, which flowed naturally; and a deeper sand was developed in the Marota gas pool in Jackson County. Completions dropped to a lower level than in any recent year. A total of 73 wells, which included the deepening of 8 old wells, was drilled. In Bates County, there was one gas well with an open flow of 100,000 cu. ft., and one dry hole. Cass County had six oil wells with about 100 bbl. initial production; one gas well with an open flow of 500,000 cu. ft., and three dry holes. In Jackson County there were seven oil wells with 25 bbl. initial production; 24 gas wells with 7,358,968 cu. ft. open flow, and 27 dry holes. Platte County had one oil well, one small gas well and one dry hole. The oil well flowed naturally about 4 or 5 bbl. per day. It is rather difficult to obtain production figures on either oil or gas leases, but in cases where the figures have been given to the writer in confidence, they disclose conditions comparable with many other regions. One oil lease of 32 acres has produced 125,000 bbl. in four years, or nearly 4000 bbl. per acre. Another lease has made 50,000 bbl., or about 3000 bbl. per acre. It is probable that the total daily production at the end of 1935 was close to 200 hill. per day. A gas pool covering less than one square mile has made 110,111,000 cu. ft. in about 18 months. In this period, the open-flow capacity has been reduced from about 10,500,000 cu. ft. per day to about 3,500,000.

WHEN attempting to lift mill pulp containing a considerable percentage of wolframite, in an ordinary bucket elevator, difficulty was encountered from the tendency of the tungsten minerals to settle, on account of their high specific gravity. Lifts not exceeding 20 ft. (6m.) could be accomplished without particular difficulty, because there was insufficient time for consolidation of the heavy minerals in the bottom of the bucket; but with higher lifts, the heavy tungsten minerals would settle so solidly that when the bucket turned over at the top of the elevator the contents could be only partially dumped. In this case it ,was necessary to lift the material a distance of 34 ft. (10m.); hence some means had to be adopted to prevent settling, at least to such an extent that the material could be dumped from the buckets. To reduce the carrying time to a sufficient extent would have required a belt speed of 475 ft. (144.7m.) per minute, which was not feasible. It was decided to try, by vibrating the belt about midway of its span, to keel) the material sufficiently agitated during elevation to prevent settling. Underneath the rising side of the belt was placed a 12-in. (30.48-cm.) idler pulley, 18 ft.-(5.5 in.) up in the total lift of 34 ft. The idler pulley was set eccentric by 3/4 in. (19 mm.) and it was hoped that the vibration thus imparted to the belt, running at a speed of 280 ft. (85 m.) per minute, would prevent settling in the buckets. It was found that the pressure of the belt on the idler, due to the small inclination of the elevator, was not sufficient to overcome sliding on the idler, and the agitation was insufficient to accomplish the desired purpose. The idler was then connected to the drive shaft of the elevator through an intermediate pulley, gearing down to a speed of 20 r.p.m., so that a positive vibration was imparted to the belt; this imparted enough motion to the belt to prevent settling and the contents of buckets clumped satisfactorily.

The broad picture of petroleum refining engineering during 1934 continued to show a tendency in the direction of highly specialized processing improvements, particularly in manufacture of lubricating oil. The slowing up of the trend toward higher octane products in non-premium gasoline noticed in 1933 was definitely established as a fact by 1934 development, with just a slight indication of recession. No outstanding engineering achievements can be credited to 1934 in refinery cracking, unless the completion and successful operation of the 30,000-bbl. crude capacity combination cracking and skimming unit at Texas City, Texas, and a 20,000-bbl. similar unit in the East can be listed as such. Development and improvement was largely a continuation of previous lines of endeavor. Such trend as there is shows a continnation in the direction of very large integrated skimming and cracking units. A lessening of the cost of ethyl lead, coupled with the reaching of the octane number "ceiling," kept the subject of "reforming" low-octane gasoline into high-octane products pretty well in the background. Considerable interest, however, was shown during the year in cracking and polymerizing of refinery gases into high-octane motor fuel. The commercial development and application of this activity was greater in 1934 than during any previous year. Fair yields of gasoline of satisfactory stability and high antiknock value were reported, ranging from 2 to 8 gal. per 1000 cu. ft. of fixed refinery gas, yields varying with both the nature of refinery gas treated and processing methods. Assuming economic feasibility, regarding which there is still difference of opinion, gas polymerization offers the industry a possible outlet for its gases more in keeping with its basic chemical composition and value. The increased interest of railroads and heavy-duty truck and tractor manufacturers served to focus more attention on diesel fuels. The publicity given the Union Pacific diesel train, the Burlington "Zephyr" and others operated on special diesel fuels served to revive the intimations and fears of several years ago as to the ultimate replacement of the gasoline motor by diesel engines in even the passenger car field. Oil companies operating in foreign countries have made increased use during 1930 of cooperative agreements in prospecting unproven territory and in developing proven territory. A considerable proportion of the existing foreign fields are held under single ownership and have been developed as units. The operating companies seek to maintain this condition by acquiring land in large blocks or by merging smaller concessions under unit operating agreements. Your committee has secured a number of reports on foreign non-competitive operations and a valuable formal paper which deals with the Golden Lane of Mexico.l 0. B. Knight has drawn some valuable comparisons concerning costs of development and ultimate production between a certain competitive area and another noncompetitive area along that strip of rich producing territory. After discussing details of production, numbers of wells and cost of drilling and production, he concludes that the 93,700,000 bbl. of competitive oil will have cost $0.193 per barrel as compared to 85,700,000 bbl. of noncompetitive oil at $0.059 per barrel. The saving of $0.134 per barrel amounts in round figures to $11,500,000, which is 21/2 times the total cost of developing the non-competitive block. The cost for drilling and development of the two areas of 3550 acres which Mr. Knight compares was $18,150,000 under competitive and $4,760,000 under noncompetitive conditions. The estimated ultimate production of the competitive 3550 acres is expected to reach 93,700,000 bbl., or 8,000,000 bbl. above the noncompetitive block. Under ordinary production methods it is to be expected that a noncompetitive area will yield less oil per unit area than will a similar competitive area, because of closer spacing and more rapid extraction in the latter case. The advantage of noncompetitive conditions, in this regard, is that the undivided ownership makes it possible to apply repressuring as a production method fairly early in the life of the field and thus, in the end, to vastly increase the yield. UNEMPLOYMENT no longer finds its cure in pros-perity. Not only is there surplus labor in over-developed industries -like coal -mining, but more and more man, power is being released by technical im-provements in production. A new problem in industry has arisen: What is to be done with the labor dis-pensed with by better methods and more highly de-veloped equipment? Are luxury industries the logical outlet for our new unemployed? There has been a marked decline in employment in the manufacturing industries during 1927. Its extent is shown by the Bureau of Labor Statistics index, which receded from a high of 91.4 in March to 87.3 in October, with an estimated figure of approximately 85 in De-cember. This was a drop between the high and low points in the year of about 7 per cent, which means roughly that at the close of 1927 there were approxi-mately 600,000 fewer persons employed in manufac-turing industries than in March -of 1927, and upward of 400,000 less than in December, 1926. Does this de-cline reflect a swing toward industrial depression? Paradoxically it does not; the cause of unemployment at this time does not lie in a lack of prosperity, but rather is largely traceable to prosperity. Capital has been abundant and has gone back into production in the form of great increases in mechanization and new processing. Management is more than ever on the alert to improve methods, as well as to cut costs through reduction of personnel. Properly applied incentives and employee cooperation also have increased produc-tion per man. A new phenomenon in the industrial world-technological unemployment-is the result. Of course, there are added to those unemployed be-cause of the reasons just considered those affected by the coal strike, the period of shutdown at the Ford plants, and the reduction in expenditures by railroads and public utilities. This whole situation suggests that the problem of unemployment is not entirely solved by ironing out seasonal variations or by achieving business prosperity.

No records have been found of coal in the old Spanish documents, although some mention of it probably exists in manuscripts. Coal was found in Mt. Diablo, in Contra Costa County, about five miles south of the San Joaquin River in 1852, but the first mine, the Teutonia, was located in 1858. The deposits are located on both sides of a high ridge, and vessels of 1,000 tons burden could ascend the river to the nearest point to the mines.1 In 1854, coal was found about four miles from Oroville, on the Feather River, in Butte County. Development work was started and in 1856 a mine was opened. From the description the coal was likely a variety of lignite and probably never amounted to anything commercially, as it does not appear again in the records 2 The more valuable mines at Mt. Diablo were opened in 1859 and 1860. By 1867 there had been 11 mines started and at that time five were in operation. The seam conditions were much disturbed and lack of knowledge of them caused much waste of effort and money. All of the coal excepting that used locally and in nearby towns, was shipped to San Francisco, and largely used for steam purposes. The first receipts were in 1861-6,620 tons. A railroad to the river had been constructed and opened in February 1866. The Corral Hollow field in Alameda County was found and prospected to a small extent in 1862. Two mines were opened but little work was done and the field was then abandoned. Good exposures were rare and the cost of underground exploration was then prohibitive. The Commercial mine produced coal in 1869 and 1870, but a fire in the latter year destroyed the tipple and communications to the mine. The Livermore mine was abandoned after 18 months operation in 1875 and 1876 and no other work was done here until the nineties. The iron formation of the Iron River, Crystal Falls, and Florence districts probably is not of one geologic age only but of at least two ages. The ores, therefore, are of different characteristics. But in general the geologic conditions that occasioned the development of the orebodies have been essentially the same throughout the district and the types and structures of the orebodies are very similar in different parts of the area. In general, the iron formation of this area has been folded into a series of close pitching synclines and anticlines; minor folds of many orders are included in the major folds. The pitching synclines have been particularly favorable places for the circulation of ground waters, which in such troughs have developed orebodies through the familiar process of leaching out the silica in the iron formation, oxidizing and concentrating ferrous iron compounds in the rocks. The iron formation of this area is interbedded with and has interbedded in it certain slate or slaty layers that, in addition to the foot wall of the iron formation proper, act as impervious layers in the pitching troughs, to direct and control the flow of underground waters. In most places, the entire iron formation in a structural trough is not altered into iron ore; the orebody may be lens-shaped and exhibit no folding in its layers, outline, or shape, but almost without exception such bodies have been developed in folds and because of the influence of folds, and structurally they occupy only one limb of a fold. Many orebodies occupy the entire trough of a minor fold and the structure of the fold can be traced throughout the orebody. Many definitely recognizable horizon markers in or associated with the iron formation occur in this district and serve as valuable guides to the engineer or geologist in exploring an orebody whether by drilling or underground mining development. Among such markers are the talc schist (an altered dolomite) and the Traders slate at the base of old Menominee iron formation proper, and the interbedded Brier slates and overlying Hanbury dates; and certain graphitic slates and gray-wackel in the Iron River and Crystal Falls area.

The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

Following a brief introduction, an outline is given of the four main conditions in which gases may be associated with metals; namely, (1) adsorbed gases, (2) dissolved gases, (3) gases in chemical combination, (4) gases entrapped in blowholes or cavities. Adsorption is essentially a surface phenomenon and is regarded as the attachment of outside molecules or atoms to the exposed free valencies of the atoms comprising the surface layers. In many cases where adsorbed films of gas are formed this is accompanied by a process of diffusion of the gas into the metal itself. This is particularly true in respect to iron and hydrogen, and experiments have shown that there is no difference between the rate at which hydrogen diffuses through a single crystal of iron arid through the same material after it has been recrystal-lized into a mass of small crystals. This does not prevent a somewhat greater concentration of gas at the boundaries of adjacent crystals, nor does it mean that the effect of the gas will be the same at the boundaries as it is within the body of the crystals. Indeed, under certain conditions, iron is rendered very brittle at the crystal boundaries, as shown in experiments by Pfeil with samples of almost pure iron. Much work has been done by many investigators concerning the temperature and conditions under which dissolved hydrogen, in particular, can be at least partially removed from different metals. With iron, the hydrogen that has diffused into the metal as a result of acid attack by pickling or by electrolytic deposition of the gas on the metal is partly removed by exposing the metal to the atmosphere at ordinary temperatures. Considerably more can be eliminated by raising the temperature, and even greater quantities by jointly raising the temperature and reducing the pressure. Annealing at suitable temperatures completely removes the bad effects of excessive mounts of hydrogen dissolved in or associated with iron. This is shown by the data plotted in Fig. 1, giving values for electrolytic iron sheets after annealing at temperatures between 250" and 950" C. The hydrogen brittleness is rapidly diminished at

The oil production in Bahrein for the year 1937 was 7,762,264 bbl., a monthly average of 646,855 barrels. Sufficient potential production had been developed in the Second Pay (Main Pay) at Bahrein by the end of 1936 to supply the anticipated crude demand, and the drilling program was changed from straight development to partial exploration during 1937. Two nonproductive wells were drilled to test the Third Pay at a depth of about 2900 ft., or some 900 ft. below the top of Second Pay. As a result of this exploratory work, the normal drilling program was slowed down and only eight new wells were completed in the Second Pay during 1937, making a total of 45 producers from the Second Pay. The deep test was drilling at 5081 ft. at the end of the year. A 550-ft. section (termed Fourth Pay) of porous limestone interbedded with anhydrite was topped at about 4150 ft. Numerous drill-stem tests indicated that the limestone was very permeable and that it carried large volumes of natural gas under high pressure together with a small amount of high-gravity oil or condensate. Drill-stem tests also indicated that the bottom 50 ft. of the 550-ft. section carried an encouraging amount of heavier oil, gravity about 37" A.P.I., with characteristics similar to the oil produced from the Second Pay. A well was started somewhat down-structure from the deep test to better determine the oil-producing possibilities of the Fourth Pay. Some refinements in drilling technique were adopted during the year. All wells started to the Second Pay were drilled with rotary from the surface. The top 1500 ft. of porous limestone section, formerly drilled with cable tools, is now drilled with rotary without circulation, using water to wash the cuttings into cavities. The shale section from this point to the top of the oil horizons is drilled with natural mud circulation. The productive horizons are drilled with oil circulation under pressure control. A second satisfactory method of completing wells was developed when the two Third Pay test wells were plugged back and gun-perforated through cemented casing opposite the Second Pay, with good results.

The difficulty of exact neutralization by ammonia of the acid solution obtained in the determination of arsenic by the method of fusion with carbonate of soda and nitrate of potassium, led me to try the effect of neutralization by oxide of zinc. I obtained most satisfactory results, and found a great saving of time. The oxide of zinc being added in excess, there is no delicate testing with lit? mils paper and tedious alternate adding of dilute ammonia arid acid until the proper point is reached. The excess of oxide of zinc, too, seems to hold, from the filter, the gelatinous silica and alumina, which are usually precipitated upon neutralization, and thus to render the washing of the precipitated arseniate of silver almost invariably much more rapid. Except the substitution of the neutralization by oxide of zinc for the more tedious method by ammonia, the details of the process are practically the same as those published by Mr. Richard Pearce, of Argo, Colorado (Proceedings of the Colorado Scientific Society, vol. i.), who shows what very accurate results can be obtained by the fusion process. I have made numerous tests of comparison between the two methods of neutralization, and find that those by the oxide of zinc agree almost exactly with the old method. Increasing the quantity of nitric acid, even to considerable excess, to be neutralized by the oxide of zinc did not affect the precipitation of arseniate of silver. The process may be outlined as follows : Take 4 to 1 gramme finely pulverized ore, and mix in a porcelain crucible with eight to ten times its weight of a mixture of equal parts of carbonate of soda and nitrate of potassium (Kerl. Metallurgische Probirkunst gives 4 to 5 nitre to 14 soda). Gradually bring to fusion and keep so, three to five minutes. Cool. Disintegrate in hot water. Filter and wash with hot water. Acidify the filtrate with nitric acid, and boil to expel carbonic acid and nitrous fumes. Cool. Add an excess of an emulsion of oxide of zinc. The bottom of the beaker should have quite a layer of oxide of zinc, after stirring.

The benefits of proration of oil production were perhaps more concretely realized in 1932 than at any time since the oil industry adopted nation-wide production control. Reduced output of crude petroleum, which brought the daily average of the United States down to approximately 2,000,000 bbl. from a peak in 1931 of more than 2,600,000, had a telling effect on the trend of oil prices. Mid-Continent crude was advanced in price from 776, for 36-gravity oil, to $1.04 a barrel. California crude, of 26-gravity at Signal Hill, moved forward from 736 to 976 a barrel. Pennsylvania crude, the only exception to the upward trend, rose in price from $1.82 per barrel to $2.02, only to react to $1.72. This was due to local conditions which necessitated an adjustment to overcome competition from other areas of the United States. East Texas continued to exert a far-reaching influence on the crude and gasoline market during 1932. Despite the fact that oil prices were advanced in most fields, large quantities of oil were produced in East Texas in violation of state proration orders, and sold in the market at prices considerably below official postings. This created competitive conditions in the gasoline market that were felt by all refining centers of the United States. The quantity of gasoline produced from cheap East Texas crude was not large, but the volume was sufficient to influence prices in practically all sections of the country. Thus, while the industry's' economic situation showed visible improvement statistically, the unreported and unseen statistics originating in East Texas proved to be an insurmountable obstacle to the economic betterment that was otherwise apparently justified. Somewhat surprising to many was the fact that gasoline consumption was maintained within 10 per cent of the preceding year. Domestic consumption showed only a net decline under 1931 of about 8.5 per cent; exports dropped in volume to the extent of about 23 per cent. A. M. CANDY,* Pittsburgh, Pa.-I think more stress should be laid upon the question of welding with the carbon electrode, which we ordinarily call graphite arc welding. Mr. Miller's photograph indicated that the original parent metal had been decarburized to a marked degree. It would be interesting to know the carbon content of the parent metal, and whether or not Mr. Miller has made any investigations to determine if the metal is always decarburized or whether in some instances we actually have carbon injected into the weld, which has been the understanding that has been quite prevalent. There were one or two other points that Mr. Miller brought out concerning which I desire to ask one or two questions: The illustrations that he presented were obtained with what, I suppose, would be termed a real low-carbon steel welding wire, which gives in the deposited metal grains that are more or less symmetrical, whereas the Roebling electrode, which is a mild steel of higher carbon content, apparently gives a columnar structure. I do not know which-of these I structures is more desirable, but assuming that the structure produced by the really low-carbon steel wire is the more desirable, would it not be true that the very low carbon content would, probably owing to high temperatures that prevail in the arc, result in a greater amount of oxidation and probably result in either carrying into the weld more oxide or producing more oxide on the surface as the operator progresses? The short arc is an advantage in all cases. Whether Mr. Miller's trouble is oxide or nitride, the short arc helps him out, because the closer the end of the electrode is to the work the less chance there is for either oxygen or nitrogen to get in. And whichever is the cause of the trouble, the short arc keeps it out by lessening the time in which the steel is molten and the amount of air that gets in. It also makes sure that the molten metal will not fall into the crater. Everything is in favor of the short arc.
