Arthur Yates, lecturer in the mining department of the Royal School of Mines, London, died at Blackpool, on Feb. 14, 1923, at the age of 47 years. My first acquaintance with him was made in 1902, when taking over the management of the Redjang Lebong gold mines in Sumatra, of which he was the responsible metallurgical officer. For that position he was well qualified by reason of his previous experience with the Rand Central Ore Reduction Co., in South Africa, and particularly by his early training with the Cassel Gold Extracting Co., owners of the MacArthur-Forrest patents, and the first commercial company formed to work the then recently discovered cyanide process; in this connection, Mr. Yates had the advantage of working under J. S. MacArthur himself. Our association in Sumatra was maintained for six years, when I left. Mr. Yates remained and was eventually promoted to the management of the neighboring Soelit mine. During those six years and in the close association inseparable from life in an isolated mining camp, the sterling qualities which made him so good a man were unmistakable: industry and interest in his work, patience with everybody, a quiet and unassuming demeanor. On the exhaustion of the mine to which he had been promoted, he returned to England in 1913. In 1914, the Mining Department of the Imperial College was fortunate in securing his services. Hardly, however, had he settled down when the war broke out and he spent some years in the Cleveland District promoting the efforts of the Government toward greater output. Returning to college in 1919, Mr. Yates met the full flood of Service students. The qualities which made him a man amongst men in the world made him a man among students in the college; a senior student if you like. But, unsuspected, a dread disease had fastened itself upon him, making itself felt for the first time during the summer course he was conducting in the South Wales coal field, in 1922. Against its relentless onset he opposed the bravest optimism, and when at last he realized that he was going under, and was in fact dying, his pronounced regret was that he was leaving the boys. In his death, at the age of forty-seven, staff and students in the Mining Department have experienced a great loss, that of a reliable friend, and their deepest sympathy goes out to the young widow and son in their irreparable loss. The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

The problem of sheet metal formability is one which has received a vast amount of attention during recent years. In spite of the great amount of study and experimental work which has been devoted to this problem, many of its fundamental aspects are still not well understood. No generally satisfactory test has been developed which is capable of providing a reasonably adequate evaluation of sheet metal formability, particularly in borderline cases. Anomalies persistently arise in which a lot of supposedly satisfactory material exhibits excessive breakage when formed. This lack of suitable technological tests greatly hinders the design of new parts and the substitution of new materials in parts of existing design, frequently necessitating considerable costly trial and error experimentation on an actual production basis. When, at the beginning of World War 11, it became apparent that mass production methods of forming would bc required in the aircraft industry if the large numbers of military aircraft needed were to be supplied, renewed attention was focussed on the problem of sheet metal formability. It was widely recognized that the formability requirements placed on sheet metals had been steadily increasing in severity through the years, especially as greater and greater emphasis was placed on streamlined designs with the resultant freer application of doubly curved surfaces. The recent advent of several new high strength aluminum alloys of more limited formability than some of the older alloys also served to emphasize the need for new approaches to the problem. It seemed evident that progress in the technology of sheet metal forming would depend to a great extent on the development of more reliable criteria for the evaluation of formability. Although the problem is admittedly very complex, the most logical approach appeared to be through studies of the fundamental material properties of sheet metals, especially under complex stress conditions simulating those prevailing in actual forming operations. Most previous investigations have failed to make full use of existing knowledge of fundamental material properties, and in many instances have attempted correlations with properties which are now recognized as being ambiguous in nature. This investigation was undertaken, therefore, with the aim of developing methods for the study of the flow and fracture of sheet meta1s under combined stresses, and of making use of such methods as might be developed in

The investigations described were made on a portion of Clear Creek basin near Golden, Colo. (-4 portion of the area under survey is shown in Fig. 1. The photograph was taken in the vicinity of station No. 2 of Line 11.) Three principal purposes were in the minds of the investigators: 1. To repeat with modern, more sensitive and more reliable instruments magnetometric placer investigations previously made. 2. To disprove the recently advanced theory that deposits of the glacial period have no pronounced magnetic effects. 3. To develop in detail the theory of the magnetic effects produced by placer deposits. Six years ago, the first magnetic observations were published, which proved that it is possible to locate gold-bearing channels with relatively crude instruments.' Two years ago, K. C. Laylander published results obtained with similar instruments.2 The measurements of the latter were discussed by the senior author of this paper.3 At that time, however, the material available for such a discussion was somewhat scarce and not made with the most modern magnetic instruments, although very brilliant results were obtained. Therefore, the senior author felt that magnetic investigations should be made on very clear geologic conditions with the most modern instruments. Comparison of Magnetometers The junior author undertook this work in the spring of 1928. The magnetic field balances, for vertical and horizontal intensities, designed by Schmidt were used (Figs. 2 and 3). The scale value of these instruments was approximately 257 and 157, respectively. INTRODUCTION One cannot discuss the subject of "Raising Capital in the 1990s" without having a crystal ball and a reliable fortune teller. This discusses "Raising Capital for the 1990sW, which is what Metal1 Mining Corporation did in 1987. We raised (3166 million in an IPO (initial public offering) that was originally planned for only some (375 million. Why did we raise this money? How did we do it, and why was this IPO so successful? The answer to the first question requires a description of the promoter and principal shareholder of Metal1 Mining Corporation, Metallgesellschaft AG. This West Germany company was founded over 100 years ago in Frankfurt as a trading house for non-ferrous metals. It has developed into one of the world's leading firms in the non-ferrous metals industry. The company's worldwide activities in all areas of that business include mining, smelting and refining, the trading of ore, base and precious metals, the production of semi-fabricated and finished metal products, and the provision of engineering, construction and transportation services. Metallgesellschaft AG has also diversified into many other areas, the most significant of which are manufacturing, the production of chemicals, the development and application of technical and chemical processes, the planning and construction of industrial plants, and activities associated with finance, insurance, shipping and freight forwarding, and the provision of barter and countertrade services. The company maintains a network of more than 100 offices around the world; it employs some 25,000 people in its worldwide activities. Metallgesellschaft AG established the American Metal Company, a predecessor of AMAX Inc. one of the largest ventures undertaken by Metallgesellschaft AG then was the acquisition, through the American Metal Company, of a majority share in the Mexican Penoles mine, a large lead and silver deposit. METALLGESELLSCHAFT AG Figure 1 depicts an overview of Metallgesellschaft AG before and at the time the initial public offering of Metall Mining Corporation's shares took place. It shows that mining was far from the centre of Metallgesellschaft's activities. Therefore, it could not expect to receive an extraordinary amount of board attention. Thus, mining investments not only had to compare well with other mining opportunities, but were in fierce competition with projects from other divisions. In addition, mining was sub-divided into two separate departments -- domestic and international. These two departments had different management styles and diverging interests which resulted in a minimum co-operation between them. The domestic mining department was primarily interested in the survival of the local mines. These mines were characterized by rising operating costs and declining ore grades. It took a special commitment and continued ingenuity to develop and adjust to local conditions, and modern mining and processing technology, in order to remain competitive, or at least survive within the international mining industry. Copper precipitates from a iron as fcc E phase without formation of intermediate compounds. In the first stage of the precipitation, spherical particles with diameters < 100A are formed at a high rate. During the second stage, the particles grow at a rate given by Zener&apos;s equation for growth of a spherical precipitate. In the third stage, growth is slower. Rod-shaped particles form after long aging times at 700°C. Maximum strengthenzng was observed at the beginning of the second step of precipitation. During plastic deformation of the aggregate, particles appear to deform initially by twinning. THE work discussed herein was part of a study of precipitation of substitutional elements from a iron. Copper was chosen as one of these substitutional elements because it has about the same atomic size as a iron, and does not form an intermetallic compound with iron. The data on the iron-copper system then available were summarized by Daniloff1 several years ago. The solubility of copper in a iron has been determined by electrical conductivity measurements,2 lattice parameter measurements,3 and by saturating thin iron foils with copper and determining the copper content.4 The results of the three investigations do not agree very well, but the value of 2.4 wt pct for the maximum solubility at 840°C seems to be the most reliable,4 Fig. 1. AN isopachous map is one on which lines connect points of equal thickness of a given unit. This type of map is used by the Florida Phosphate Project of the U. S. Geological Survey to represent the economic phosphate deposits known as matrix and the waste material, or overburden, that overlies the matrix. The top of the bed on which the phosphate was deposited is known as the basement and a subsurface contour map of this old buried erosion surface is known as a basement map. Recent experiments have been made in preparing maps that show tonnages and grades of the phosphate content of the matrix. Few of the operating companies in the Florida phosphate district have applied isopachous (Greek isos, equal and pachys, thick) to mapping. The writer believes there is a need for the techniques discussed herein and that they can be applied to mapping other geologically similar areas in either economic or scientific investigations. The land-pebble phosphate district of Florida occupies a compact area in the west-central part of the state. It includes mainly the following land survey divisions: Ts. 27 S. through 32 S. and Rs. 20 E. through 26 E. The town of Mulberry, Fla., is in the approximate center of the district. The strata of the area, which is part of the Gulf Coastal Plain, occur in thin formations with broad outcrop belts, and low dips. The topography is subdued and gently rolling with three marine terraces, which are found at 30, 100, and 150 ft above sea level,&apos; accounting for most of the relief. Occasional small sinkhole lakes are present, most of them above the 150-ft shoreline. The phosphate deposits occur in unconsolidated sediments such as clays, sands, and sandy clays. They are overlain by a heterogeneous assemblage of sands, clays, muck, and iron-cemented sand, easily penetrated, in most cases, by a hand auger or drill. Limestone, locally called bedrock, or a calcareous bedclay, thought to be a residue of the limestone, directly underlies the phosphate deposits. General Requirements Most companies and independent prospectors operating in the district have furnished prospecting data to the U. S. Geological Survey. The information is recorded on either field logs or prospecting maps and includes the following information for each hole drilled: location of the hole, thickness of the overburden, thickness of the matrix, phosphate content in long tons per acre, grade of the phosphate content expressed as the percentage of bone phosphate of lime (P2O5 x 2.18) or BPL, and the per- centages of iron-aluminum oxides and insolubles. The phosphate is classified according to size as either pebble or flotation material. The milling processes of the companies vary, and the size classification is necessarily different in many cases. However, pebble may be considered as larger than 14 mesh and flotation material as smaller than 14, but larger than 150 mesh. Some prospecting data include the exact depth at which bedrock or bedclay was reached, and these figures greatly increase the reliability of the data both for isopachous mapping and for mapping the basement. A drilling density of four holes per 40 acres of land furnishes a minimum amount of data for isopachous and related mapping. From the minimum of four, densities up to 32 holes per 40 acres are used. The various drilling densities may influence the choice of the proper scale. Selection of the proper scale is dependent upon the known drilling densities, the subsurface variations to be shown, the extent of the area to be mapped, and the detail desired in the completed map. Scales of 1:24,000, 1:4800, and 1:2400 are used in isopachous and related mapping by the Florida Phosphate Project. The 1:24,000 scale is used most effectively with drilling densities not exceeding eight holes per 40 acres. The subsurface variations should be relatively low and uniform, permitting the use of smaller intervals without undue crowding of the lines. Comparatively large areas can be mapped on this scale, but minute detail is necessarily sacrificed, because the information is drawn from a maximum drilling density of only eight holes per 40 acres. Isopachous and related maps of the 1:4800 scale are made of areas on which the drilling information covers from 4 to 16 holes per 40 acres. Moderate subsurface variations with relatively sharp gradations can be shown accurately. The area represented by the maps is reduced considerably in favor of detail. The 1:2400 scale is most frequently used by the Florida Phosphate Project. It lends itself particularly well to isopachous and related mapping, being easily adapted to the multiform drilling data available. Forecasting demand is an art as well as a science, and much personal judgment is required. National forecasts made for sand and gravel, crushed stone, and/or aggregate may be misleading or unhelpful locally. This is because of significant variation in demand within different geographic and/or political areas in the US, and/or the use of an inadequate data base and forecasting methodology. The best forecasts may be made for local or regional market areas, irrespective of geographic or political boundaries, provided a proper data base is available.1 The Bureau of Mines compiles detailed statistics on commodities sold or used in the construction industries and, therefore, is in an advantageous position to make national aggregate demand forecasts.

The diffusion rate of hydrogen in liquid iron has been measured by a gas-liquid metal diffusion cell technique. The diffusion cell was formed by immersing an alumina tube containing hydrogen gas at 1 atm in a bath of stagnant liquid iron. The change in the composition of the melt in the cell was determined by measuring the rate of absorption of the gas in the cell. The appropriate solution to Fick&apos;s second law was used to examine the data and calculate diffusivi-ties. The absorption of hydrogen in stagnant pure liquid iron has been found to be diffusion-controlled. The results show that the chemical diffusion coefficient, D, of hydrogen in pure iron in the range of 1547" to 1726°C can be represented by the following Arrhenius relation: D(sq cnz per sec) = 3.2 x X exp(- 3300 i 1800/RT) where the uncertainty in the activation energy corresponds to the YO pct confidence level. Oxygen in the melt (above 0.015 pct 2) increased the apparent rate of absorption of hydrogen. The importance of diffusion data on liquid metals for predicting the rates of certain metallurgical processes has been recognized for a long time. Moreover, these data are much needed to test and develop theory for diffusion in liquid metals. Despite this practical and theoretical interest, however, relatively little reliable information about diffusion in liquid metals is available in the literature. This is particularly true for gas components such as hydrogen, oxygen, and nitrogen in liquid metals, where almost no data on chemical diffusion coefficients are to be found. This is probably due to a multitude of experimental difficulties particularly associated with high-temperature melts. In an effort to fill this gap in information, a research program was undertaken to study the diffusivities and rates of solution of gases in liquid metals. This paper presents the results of a study of the diffusion of hydrogen in liquid iron. EXPERIMENTAL METHOD Two methods for the study of the kinetics of dissolution of gases in liquid metals are being employed in this laboratory. Both involve the measurement of the volume of gas absorbed by the melt as a function of time and as such both avoid the uncertainties involved in chemical analyses of quenched samples for relatively small amounts of gas. In the first method, the gas dissolves in an inductively stirred melt and, in the absence of a slow surface reaction, the results are often interpreted in terms of mass transport across a liquid "boundary layer" between the homogeneous gas phase and well-stirred part of the melt. Other interpretations of the results of such experiments have also been described in the literature.1&apos;5 In the second method a gas-liquid metal diffusion cell is used.&apos; The gas dissolves in a cylindrical column of stagnant liquid metal and, in the absence of a slow surface reaction, the results are interpreted in terms of a non-steady-state diffusion solution to Fick&apos;s second law. The weakness of the first method is that while it gives information on the mechanism of absorption by stirred melts it yields an overall rate constant which even in the simplest cases depends on the nature and the thickness of the "mass transport layer" or "boundary layer". It yields no values of diffusion coefficients. The second method was used in this research because in many cases it is possible to determine the diffusion coefficient of the gas component in the liquid metal. In this research it has been utilized to measure diffusion coefficients of hydrogen in liquid iron. The apparatus used was essentially the same as that described by Mizikar, Grace, and par lee but certain modifications have been introduced to meet the elevated temperatures and special conditions of this research. Fig. 1 is a schematic drawing of the apparatus and Table I gives the identification of various parts in this figure. The diffusion cell, shown in detail in Fig. 2, was formed by immersing an impervious alumina tube (hereafter called absorption tube) in a bath of pure liquid iron contained in an alumina crucible. Two types of tubes were used, Morganite triangle RR and McDanel AP35. The crucible was contained in a vertical impervious alumina combustion tube (32 mm ID by 914 mm long) which was closed at both ends by water-cooled brass heads employing O-ring compression seals, Fig. 1. Lead and zinc contents of elm, maple, and oak trees and of soils in which the trees grew were determined in samples from the Upper Mississippi Valley mining district, and from an area outside but contiguous to the district. The lead and zinc analyses of plant materials served to differentiate the mineralized and nonminer-alized areas. Stems contained about two times as much lead and about two to five times as much zinc as did leaves taken from the same stems. Lead and zinc analyses of all soil horizons could be used to differentiate between the two areas. Soils at most sample sites in the mineralized district seemed to be more reliable than plants for geochemical prospecting and are a more practical sampling medium. Soil samples from areas with thick loess cover, however, failed to indicate the presence of mineralized bodies whereas tree samples from the same sites contained anomalous amounts of lead and zinc. It is suggested that in areas of thick loess cover, plant samples could be used in prospecting for lead and zinc. The important part that plants play in the cycling of elements through the soil horizons is well-known. The concentration of elements in the upper soil horizons by the action of plants has been called the Goldschmidt enrichment principle.&apos; The fact that plant species vary greatly in their ability to concentrate particular elements in their tissues is also well-known.&apos; Agricultural literature has dealt extensively with relationships of the major nutritive elements in soils and plants3 The extent, however, to which plant actions cycle the minor nutritive and the nonmetabolic elements in the soil has not been adequately investigated. Lead is non-nutritive and toxic to plants, whereas zinc is a micronutrient in low, but toxic in high, concentrations.4 This report presents the results of a biogeochemical study concerned with the amounts of lead and zinc in some plants and soils that occurred both within and adjacent to the Upper Mississippi Valley lead-zinc district. Field work for this study was done in the summers of 1961 and 1962. SAMPLE TARGETS AND CHEMICAL ANALYSES Geologic and physiographic descriptions of&apos; the district have been made by Heyl 5 and several other authors in a series of U.S. Geological Survey (USGS) reports and quadrangle maps.6-I Sedimentary rocks, mostly dolomite, limestone, shale, and sandstone, of Cambrian, Ordovician, and Silurian age predominate in the area. Mineral deposits are of the vein and cavity-fill type; the principal ore minerals are galena and sphalerite. Vegetation of the area was characterized by Curtis1 6 as southern hardwood forest interspersed with patches of oak savanna and prairie. Plant genera typical of the eastern United States Temperate Zone, including ash, cherry, dogwood, elm, hackberry, hickory, maple, oak, and other woody and herbaceous genera, are present. The natural vegetation has been greatly modified by agricultural, logging, and mining operations. The species of the original flora are present, but not in their former relative abundance. Soils of this district belong, for the most part, to the Brunizem and Gray-Brown Podzolic great soil groups. The Brunizems are the soils developed under prairie vegetation.&apos;&apos; The Gray-Brown Podzolics are the soils developed under deciduous forests,18 They are derived from both bedrock and from loess parent materials, and

F. AT. FARMER*, New York (written discussion?)- The paper presents many phases of the welding art concerning which there are very divergent views. In many cases, the wide differences of opinion are based on the results of mechanical tests, but an examination of the mechanical test data discloses a wide variation in character of the tests made and in the details of procedure, so that it is frequently not only difficult to analyze and check the basis of the conclusions but impossible to correlate various groups of test results. It would seem, therefore, that the technique of testing welds is one of the phases of the welding art that should be studied and standardized in order that the results of mechanical tests made by different people may be strictly comparable and have the same significance to all. The vital difference between testing a specimen of steel that includes a welded joint and testing an ordinary specimen is the non-homogeneity of the weld specimen. The weld specimen has at its center a section composed of material that usually has physical, chemical, and metallurgical characteristics distinctly different from the adjoining metal. Furthermore, the section of added metal is more or less irregular and the ratio of added metal to original metal in the section is quite variable. Consequently the details of procedure and of recording data should be more minutely prescribed than in the testing of ordinary specimens. A conspicuous example f a mechanical test that requires standardization is the cold bending test, a standard test for mild steel. With the usual method, the specimen is bent around. a pin of prescribed diameter and, as all specifications usually require bending to 180° without fracture, the manner of applying the load is immaterial because the specimen is ultimately completely wrapped around the pin. But a specimen containing a welded joint at the center will usually not withstand bending to 180° because of the much lower ductility of the deposited metal in the weld. It is therefore obvious that the farther apart the points of support are the greater will be the angle attained before cracking occurs, simply because most of the bending will take place in the original metal. It is therefore highly desirable that there be prescribed a standard test that fixes exactly the distance between the supports, the curvature of the surface of supports, and the relation between this curvature, that of the loading surface, and the thickness of the specimen.

It is the purpose of this paper to present a limited amount of experimental data obtained on the Charpy impact machine. Several concrete examples will be given showing the relation existing between the results obtained upon the Charpy impact machine and the behavior of the parts tested when in service. Although it is pointed out by G. Charpy and A. Cornu-Thenard1 that it is first necessary to determine a satisfactory working process before studying the correlation between the results of these tests and the behavior of the parts tested in service, this ideal course cannot be strictly adhered to. If a certain part repeatedly fails in service and the available tests give no indication of its cause, advantage must be taken of any possible means that will solve the problem; therefore, even though the reliability of the results obtained by the Charpy impact machine have been questioned by many, it was necessary to use this instrument without giving careful consideration to its possible sources of error. It would seem that the conclusions arrived at by Charpy -and Cornu-Thenard justify the assumption that the precision obtained by this machine is comparable to that obtained by the other more common forms of testing. The second general conclusion arrived at by them, namely, that the impact test upon notching does not offer any direct correlation to the ordinary tests, is also borne out by many hundred determinations made in the laboratories at Watertown Arsenal. This statement, however, should be qualified as follows: Other ordinary tests include the static tensile test from bars taken in a longitudinal direction and the Brinell hardness. The author agrees that no law is yet known for the computation of the energy absorbed in the rupture of bars of the same material but of different dimensions. Although Charpy and Cofnu-Thenard do not refer in their valuable article to the use of the Charpy machine in industrial practice, it should be stated that this instrument has been in constant use in the laboratory at Watertown Arsenal for several years, and is now employed for both routine and experimental testing.

The standard molar free energy of formation of MOO,was determined between 750o to 1050o C in galvanic cell measurements involving the solid electrolyte Zr0.85 Ca0.15 O1.85. Use of the reference electrodes Fe + FexO and Ni + NiO Provided two independent determinations of FoMoo2. The data may be represented by the equation FMoO2 = -137,500 +40.0T(°K) which is in good agreement with previous CO/CO, gas equilibrium measurements of Gleiser and Chipman. The standard molar free energy of formation of molybdenum dioxide has recently been reported over a large range of high temperatures from the calorimetric experiments of King, Weller, and christensen.&apos; Gleiser and chipman2 have also recently determined ?FmoO2 from 926o to 1068oC in CO/CO2 gas equilibrium measurements. Earlier gas equilibrium studies have been made and reviewed by Gokcen.&apos; Over the temperature range studied by Gleiser and Chipman their values for ?FoMoO2 differed from the calorimetric data by about 700 cal. This investigation was undertaken to resolve this difference and thereby establish the two phase mixture of Mo + MOO, as an electrode of well-known oxygen potential for galvanic cell applications at very high temperatures. INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit. WHEN a mine is changed from hand, to me-chanical loading, the character of the coal dumped at the tipple is changed in many ways. Selective mining is not so easy with mechanical load-ers, and where much picking is done at the face it is apt to be wasteful anyway. Much recoverable coal is apt to be lost by too free gobbing and, in my opinion, picking at the face should be confined to removal of heavy rock, such as pieces of roof or bottom or sulfur balls. and to such clearly defined and persistent bands as can be readily recognized and segregated. With mechanical loaders of the shovel type, even this amount of gobbing is almost impossible. When coal is shoveled into a conveyor there should be no difficulty in doing as much picking as now by hand loading. The size of lumps may be greatly increased, on ac-count of the ease of handling them with a shovel, as the miners will not break them up in order to lift them into cars. Fines may be increased. This is, of course, not universally true, yet it is my opinion that a shovel breaks the coal more, as a rule, than hand loading. This might not be true with all types of shovels and is cer-tainly not true with a conveyor, either with or without the "duck-bill." The average car load will be greatly reduced in fields such as Illinois and Indiana, in which it is the practice to build up the coal above the sides. Where "level full" regulations prevail there should be no material change. When the coal comes to the tipple these differences usually result in the discovery, that many changes are necessary in the preparation plant. The increase in the percentage of fine sizes will probably not bother the screen, but may overload the conveying apparatus. The larger size lump may clog the chute, but as a rule the efficiency of the sizing screens is not greatly affected. In one completely mechanized mine the proportions of 6-in. lump and 2-in. screenings, when loading by hand, were 16.9 and 51.3 per cent respectively. When loading mechanically, these proportions changed to 15 per cent lump and 53.5 per cent screenings. The picking force on the tipple has been increased from 14 on hand loading to 33 men on mechanically-loaded coal. This is for an output of about 5000 tons.

IN my thirty years of educational work in the mineral industries and other engineering fields, this past year has been the most unusual and difficult one. Contact with educators from other schools leads to the conclusion that the same situation is countrywide. The first of our difficulties came from the shortsighted policy of the Selective Service in taking out of the colleges, continuously, all engineering students as soon as they had reached their eighteenth birthday. England, Canada, and Russia, too, even in the midst of their critical war situations, had the good sense to keep their young engineering brains in college, for they realized the vital necessity of a steady flow of engineering graduates into the war industries and into the postwar peace industries. As a result of the policy of our Government, our engineering schools were left with only a handful of students who had been rejected for military service. Our colleges, faced with the prospect of several years without students and without income, hastened to give leave of absence to many of their competent teachers who quickly were taken into industry and in many instances are now being retained there at higher salaries than colleges are accustomed or able to pay their teaching personnel. We are finding it most difficult to induce these men to return to their former engineering teaching work. In my judgment, it will take us three or four years to restore our engineering departments to their former level in quality of instruction.

THE problem of increasing output and decreasing percentage of rejections is a vital one in the manufacture of steel of any kind. The making of basic open-hearth steel for use in rolled steel wheels, tires for locomotive and car wheels, and forgings of various kinds, is a highly specialized industry. The increase in weight of railway rolling stock of all kinds, and the high speed that the public demands of transportation facilities, make it imperative that steel for use in this class of material shall be of the highest quality obtainable. During the past few years it has been the writer&apos;s good fortune to have opportunity-to study the defects in basic open-hearth steel, and also the results obtained by various changes in open-hearth practice, on such defects. The opportunity for study and the details available are rarely found in the manufacture of steel of any kind. It seems reasonable to assume that many of the results determined here can be applied to the production of steel of other types with a decided improvement in quality, a decrease in the percentage of rejections and an increase in output. All of the material described is basic open-hearth steel with the following range of analysis: carbon, 0.50 to 0.85 per cent.; phosphorus and sulfur, 0.04 coax.; silicon, 0.15 to 0.35; manganese, 0.50 to 0.75. All of this material is bottom-cast, therefore tapping and pouring temperatures are higher than in top-cast production. Ingots used in this type of work are of standard length with varying diameters. The ingot is known as duodecagonal, or twelve-sided. The standard body length is 88 in. and the hot top length, 14 in. Fig. 1 shows a typical ingot of this type. The diameter varies from 13 to 30 in. Ingots for special forgings, which cannot be made in molds of standard size, are made in molds of various sizes and designs. These ingots are sliced cold, into blocks of various lengths, depending upon the weight of the forging to be made. Fig. 2 shows the ingot-after coming from the slicing lathe. Just sufficient metal remains between blocks to hold the ingot in one piece while it is being removed from the lathe; then steel wedges are inserted between the blocks and the blocks are broken apart.
