THIS short discussion of the effects of deoxidation on the mechanical properties of cast steels is intended to serve as general introduction to the subject of this afternoon's session. The subject is covered in detail in Mr. Carter's excellent paper. My material has been collected from the works of various investigators, several of whom are present today. For a definition of deoxidation, as applied to steel-furnace melting practice, we can best go to Briggs' book, "The Metallurgy of Steel Castings." Briggs says that deoxidation "includes all the phenomena in the final preparation of steel that would permit it to solidify free from gas cavities and from dissolved oxygen of all kinds." Various practices are used by welters to produce these end results.

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

The place of the young engineer in the mining industry has been the subject of a large number of keynote addresses, magazine articles, and papers in the past year. One of the best of these was the keynote address given by Mr. J. C. Kinnear, Jr. at the Fifth Annual Intermountain Minerals Conference in Vail. Colorado. Mr. Kinnear presented as part of his address the statistics of a Canadian survey Instigated to find out why young engineers and geologists are leaving the mining industry. The results of the survey showed four main reasons for leaving: 1) insufficient money 2) slow promotion 3) lack of association with senior engineers, as well as insufficient opportunity to keep abreast of technological development 4) geographic isolation

As Mother Nature arranged it, the hottest potential mineral target in the country today, the Stillwater complex had to occur in a spectacular natural setting-the north margin of the Bear Tooth Mountains of Montana. What more appropriate backdrop for the August 17-18 field hearings of Senator Frank E. Moss (D-Utah). His subcommittee, on Minerals. Materials and Fuels, heard 37 witnesses ponder the value of minerals vs esthetics or other uses of federal lands. On August 17, four Army Hueys swept the senatorial party, the press, Forest Service Officers and such distinguished witnesses as Montana Governor Forrest H. Anderson over the Custer-Gallatin National Forests, besting the thin air of 10,000 ft p1us, they set down on Iron Plateau.

Wet high-intensity magnetic separation (WHIMS) has been successfully applied to the recovery of gold and uranium from the residues of Witwatersrand ores. Good overall recoveries have been achieved for particles as small as 12µ, and finer particles of uranium minerals are recovered when present as inclusions. The best results were obtained with a matrix of soft-iron balls 6 mm in diameter. However, pilot-plant tests drew attention to a major defect of the machine: the matrix could be blocked by wood chips and ferromagnetic particles. This problem was overcome by the incorporation of a modification that allows the balls to be discharged from the rotating annulus. Two full-scale units that incorporate the modification have been installed.

The investment worth of a mineral deposit can only be realistically evaluated in relation to specified engineering design criteria which fully detail the proposed method of exploitation. The operational design of a mine falls essentially within the technical discipline of the mining engineer, under the constraint that the technical design should be aimed at optimizing the financial attractiveness of the project. In the case of a marginally viable proposition it becomes vitally necessary to identify the best set of design parameters which together will add up to an optimum investment proposal. This paper examines some fundamental logic of optimization for a "wasting asset" type of investment such as a mine, with special reference to the rate of annual production and the strategy of selective mining.

Localized open pit slope failure was avoided as an apparent result of a practical rock mechanics program conducted at the Twin Buttes copper operation. The key to the program was the application of cable bolting, a technique that artificially supports open pit slopes using properly installed post-tensioned cables. As a result of the research and testing program, extensions of the cable bolting principal became significantly apparent. • The economics of artificial stabilization appear to be overwhelmingly favorable, and • Best practical applications are "final" pit slopes, slopes beneath permanent structures and potentially slope failing areas. Success of this research is manifested by the fact that similar stabilization systems are presently under consideration for Twin Buttes as well as other open pit operations.

Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

If a bar of wrought iron or steel is suddenly cooled from a bright red-heat, the contraction which then occurs is considerably greater than the expansion previously caused by heating the bar, so that its final length is considerably less than its initial length. Mr. Thomas Wrightson has investigated this phenomenon,* and has shown that not only does this permanent contraction occur on sudden cooling, but, if the heating and cooling be repeated, say fifty times, a further permanent contraction occurs at each successive cooling. In Mr. Wrightson's opinion, this contraction cannot be explained on mechanical grounds, and he ascribes it to some molecular change caused by sudden cooling; but I think that we need not invoke mysterious molecular changes to explain this phenomenon, which appears to me to be due to very simple and purely mechanical action. Let us consider the cooling as divided into two periods, in the first of which the exterior or skin of the bar becomes almost completely cooled, and hence tends to contract almost to its initial dimensions, while the still hot arid plastic interior contracts but little; in the second period the already cool skin remains nearly constant in temperature, and hence tends to contract but little, while the interior cools from a comparatively high temperature to the ordinary temperature, and hence undergoes great contraction. The excess of the contraction of the skin over that of the interior during the first period tends to make the bar bulge in the middle of its length. This, as well as the decrease of density which occurs, Mr. Wrightson correctly explains. The interior of the bar just sufficed to fill the skin when both were in their initial condition, before being heated at all. At the end of the first period, the volume of the still hot interior is more than the now contracted skin can hold while maintaining its initial shape; and the effect is much the same as when we powerfully blom into a soft India-rubher Lag of the shape of the skin of the bar—it bulges, and tends to approach the spherical shape, in which the ratio of surface to

$1. Introduction.—Any given piece of metal is made up of a very great number of grains, usually microscopic, each of which is a perfect crystal save only in outward form, with cleavage planes of low cohesion, geometrically arranged quite as in fie familiar non-metallic crystals. The plastic deformation of such a mass occurs chiefly through the slipping of the crystalline blocks of which each grain is composed along these cleavage planes, causing steps called slip bands to form on a previously polished surface. In this slip, the metal immediately adjoining each of the cleavage planes along which the slip takes place is thought to pass extremely rapidly through a very mobile state into the amorphous state, in which it is harder than the remaining still crystalline metal between the amorphous layers thus formed along the slip planes. Whether the slip planes below the surface in ferrite can be detected by cutting, polishing, and etching sections is in dispute; but if this detection is possible at all, it is usually made impossible by heating the metal even gently. In short, the change along the slip planes does not persist through heating, and it is thought not to persist through time even at the room temperature, nearly all the amorphous metal recrystallizing. The network in Fig. 22 and the parallel N.-70-E. lines in Fig. 21 are slip bands in copper. When plastically deformed metal is heated, certain parts of certain grains may twin, that is, their component crystalline units may rotate into a position, or more exactly into an orientation, symmetrical with the initial orientation and hence with that of the remainder of that grain. As seen in a microsection of a metal the twinned areas usually have parallel sides. The existence of twinning is recognized in metallic sections either by the presence of such parallel-sided areas differing in brightness from the adjoining metal, especially when seen under oblique light after etching, or more surely by the zigzagging of the slip bands which form when twinned metal is itself deformed again. In addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of employees, with a consequent decrease in labor turnover rates. One progressive mining company' estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor, Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the Process. Methods of Dust Control "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are: in order .of their desirability, as follows: 1. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom prac tical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 of necessity these publications are rather general, being primarily concerned with engineering fundamentals. CYCLONE thickeners are "hydraulic centrifuges" designed either to produce a maximum practical separation between the water and solids of a feed slurry or to classify the slurry solids according to particle settling rate. The possibilities of utilizing the thickener to "close" plant water circuits have been investigated. Since the thickener becomes an integral part of the plant water circuit when installed, the basic means by which the solids content of all circulating water systems must be controlled is reviewed. All coal not separated from the circulating water by means of dewatering screens or settling devices must be bled from the plant at the same rate as they are being fed or created by degradation. If this were not true, the circulated volume would finally be completely filled with solids. If the rate of bleed is low, the solids concentration in the bleed and circulating water generally will be high. To keep a reasonable circulating water concentration, large amounts of fresh water must be supplied and the bleed rate must be high. These conditions are usually undesirable because of the difficulty in securing fresh water, the loss of large quantities of coal, and the pollution of nearby streams. Thickeners are the primary stage in the separation of the water contained in the bleed from the coal. Since a thickener, when operating with reasonable efficiency, usually cannot be expected to deliver an underflow containing less than 50 pct water, secondary dewatering devices such as a slurry screen or vacuum filter must be used to separate additional water from the bleed. The surface area required by the filter or screen will be nearly proportional to the total water which must be handled, and therefore the thickener becomes necessary to hold down the original cost. The water separated from the coal is then returned to the plant circuit to maintain the water balance and thus becomes the source of fresh water. It is not necessary to return clear water to the plant to maintain control of the circulating water concentration. It is only necessary that the bleed dewatering devices remove coal in all sizes at a rate equal to that at which these sizes are entering the circulating water. However, practically speaking, in order to maintain low solids concentration, it is usually necessary that the thickener have good recovery characteristics on bituminous coals in those sizes down to 400-mesh. The thickener can remove the smaller sizes from the closed-circuit system at the "solids in" rate and prevent their "build up" in the circulating water as shown in Fig. 1. With the portion of the feed water going directly to the underflow, comes the very fine solids not concentrated by the cyclone. All the larger solids are removed from the feed and delivered in a concentrated condition at the underflow. To apply thickeners with some reasonable assurance that operating requirements will be met, it is necessary to know the rate at which solids of all sizes must be removed from the circulating water and to know the thickener characteristics. The required removal rate of fine solids not recovered by other dewatering devices may be estimated from the size distribution and tonnage of the plant feed with a reasonable allowance for degradation in the circulating water system. A more reliable estimate may be secured by sampling the plant bleed water during a constant load period.

THE scope of this paper will be limited to finished materials that contain a large preponderance (around 80 per cent or more) of magnesium oxide. The large and commercially important production of refractory dolomite and modified dolomites is not discussed here, and the production of magnesium basic carbonate for use as a heat insulator is barely mentioned. The discussion is confined mainly to magnesias produced in comparatively great quantity by direct processing of naturally occurring raw materials and hence excludes secondary or highly purified products such as pharmaceutical products or U.S.P. light and heavy calcined magnesias of commerce. NOMENCLATURE The nomenclature of the magnesia products that will be discussed is somewhat confusing, in that it is customary in the trade to designate as "calcined magnesite" the materials that result from the calcining of magnesite to temperatures that remove the contained carbon dioxide. The finished product, therefore, is not magnesite at all but simply a more or less pure magnesium oxide or magnesia. Furthermore, partly for statistical and partly for commercial reasons, it has been customary, during recent years, to classify as "calcined magnesite" products that result from the heat-treatment of magnesium hydroxide precipitated from magnesium-containing brines; products that, obviously, have no relationship whatever to magnesite. In the listing of magnesia-containing materials, tonnages of which are regularly reported by the Bureau of Mines, reports ordinarily are made under two headings: "caustic calcined" magnesite, in which all of the varieties of products treated at relatively low temperatures are lumped; and "dead-burned" magnesite, in which are included both high-purity and low-purity, and particularly both high-iron and low-iron, materials that have been so heat-treated that the magnesium oxide occurs predominantly as crystalline periclase-materials used almost entirely for refractory purposes. In 1940 the apparent domestic consumption of "caustic calcined" magnesite was approximately 17,000 tons, about 95 per cent of which was produced in this country. The apparent consumption of "dead-burned" magnesite was approximately 172,000 tons, some 82 per cent of which was domestically produced. In both total quantity and percentage of material produced within the United States, these figures are record highs for many years past. UTILIZATION As indicated by these figures, the major tonnage outlet for magnesia is the refractories industry, in which magnesia is employed principally in three ways: (I) as dead-burned grain magnesite for the construction and maintenance of the hearths or bottoms of basic open-hearth furnaces; (2) in the form of refractory magnesite bricks and shapes; and (3) as a chemical

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '
