THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public's knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner's work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

"The Butte, Anaconda & Pacific railway extends from Butte to Anaconda. The electrification comprises 30 miles of main line single track, and includes sidings, yard and smelter tracks. When complete the electrified trackage will total about 90 miles on a single track basis.The traffic conditions are unusually severe as they consist principally of hauling copper ore from the Butte mines to the smelters at Anaconda, as well as hauling all the mine supplies, lumber, etc., in both directions; this traffic amounts to approximately 5,000,000 tons of freight per year. The maximum grade against the load is .3 per cent and the maximum train consists of 50 loaded steel ore cars, weighing 3,400 tons. .The locomotive units, two of which will be used for freight trains, weigh approximately 80 tons each. In addition to the freight business, there will be a certain amount of passenger traffic.The power for operating the Butte, Anaconda & Pacific railway is generated by, the Great Falls Power company, and is transmitted to the sub-stations at 100,000 volts. The synchronous motors are supplied with power at a potential of 2,300 volts, 60 cycles, 3-phase. Voltage regulators are installed in each sub¬station to secure the benefit of synchronous condenser effect of the motors.The passenger and freight locomotives are exactly similar, with the exception of the gearing.The roller pantograph mounted on the top of the cab is operated by air from the engineers position.The adoption of the 2,400-volt apparatus for so important a system, where the conditions of operation are so severe, is interesting of itself, as indicating the trend that future electrifications of importance may follow. INTRODUCTION THE basic work of Z. Jeffries1,2,3 has long ago established the main features of grain growth in the presence of a dispersed second phase. Working with sintered specimens of initially fine grained tungsten, to which various amounts of thoria have been added, Jeffries found that grain growth was inhabited, that is, practically prevented, up to a certain annealing temperature. When this temperature, which increased with the thoria content, was exceeded, extremely large grains developed abruptly from the fine grained matrix. Such a "coarsening temperature" was later found by Gross mann13,14 in certain types of steel, while Bain showed" that in other steels grain growth was gradual, without inhibition and abrupt coarsening. Later work16,17,18,19,21 demonstrated the connection between coarsening and aluminum additions. The viewpoint that the direct cause of inhibition and coarsening in aluminum killed steels is a fine dispersion of aluminum oxide21 appears to be held quite generally, although some doubts have been voiced even very recently.20 In steels with Ti additions the titanium carbide phase is considered responsible for the inhibition effects found.20 The coarsening temperature increases, with the titanium content. That coarsening may occur, as a result of certain heat treatments, even in low carbon rimmed sheet steel, was shown by Samuels,22 He also detected coarsening in a steel ingot of similar composition, after giving it the same heat treatment as that used by him for the sheet material, In this instance the identity of the inhibiting phase has not been determined, However, Tangerding found 23 that even the few small carbide particles, which occur in carbonyl iron, have a very marked inhibitive effect. As a result of an oxidizing anneal at 850°C, large grains begin to form at the surface of the carbonyl iron specimen, and gradually grow inward as the subsurface oxidation of the carbide particles progresses and eliminates the obstruction, The carbide particles can be removed also by annealing in hydrogen, with similar results. But if the oxidizing anneal of 10 hr at 850°C in air, is followed by annealing in hydrogen for 75 hr at the same temperature, grain growth is more spectacular; usually the whole specimen is transformed into a single crystal (approx. 1,5 cm X 5 cm). The reversed procedure, that is, hydrogen annealing followed by oxidizing annealing leads to smaller grains. Tangerding arrived at the logical conclusion that there must have been in his specimens some additional obstruction to grain growth resulting from a minor impurity, other than carbon. It seems likely that this obstruction was caused by an oxide formed during the oxidizing anneal and gradually reduced during the subsequent hydrogen-annealing. Other instances of grain growth inhibition of varying severity, associated with a dispersed second phase, have been described by several authors. Notable examples: lead with 0.06 pct Cu or Ni,24 cartridge brass with 0.12 pct Cr,25 or with up to 0.15

THIS year, 1950, is the golden anniversary of the construction and operation in this country of a tube mill for the sole purpose of fabricating aluminum alloy tubing. For a short period prior to the beginning of this mill, aluminum alloy tubing was obtained from foreign sources or produced in mills fabricating other metals. Indeed, it was a very short period because aluminum itself was a newcomer in the field of metals. The first sheet rolling mill had been in operation just eight years and a rod rolling mill for the production of wire and cable had been functioning one year. The first tube mill for aluminum was built by the Aluminum Co. of America in May 1900 and started production with four draw benches and five men, including the mill superintendent. The building itself was a lean-to attached to a sheet-rolling mill at New Kensington, Pa. The cost of equipment, including the draw benches, dies, mandrels, and other tools, was about $5000. This figure seems absurd in the present day but nevertheless it was questioned at that time whether or not such a large sum should be spent to embark on a new and uncertain venture. The initial production system for the new mill consisted of casting round hollow ingots in a tilting-type iron mold, reducing the ingots to bloom size outside the plant, and finally drawing to size on the draw benches. This method of producing aluminum alloy tubing survived just two years, as blooms of satisfactory quality were not obtained consistently. It was superseded by the cupping method in which a 24-in. diam circle cut from a rolled plate was formed into a tube bloom using first a small cupping press and then a push bench. It was stated that tubing so produced was limited to a maximum diameter of 2 3/4 in. and to wall thicknesses varying from 12 to 24 gage. However, for the first time all the operations were performed at one plant and the result was a quality product. Later larger cupping presses and push benches were obtained and the method continued to be the principal one for aluminum alloy tubing for almost a quarter of a century. During the interim the use of a Alan Mannesmann -type billet piercer was explored and it was used to some extent, but failed to produce consistently a smooth inside surface suitable for drawing with aluminum alloys. Experiments started during the latter stages of World War I in the production of tube blooms with a hydraulic extrusion press, led to the use of this type of equipment to make tube blooms for further drawing during a change-over period extending from 1925 until 1930. At this time the cupping method was discarded completely. From these humble beginnings, the aluminum alloy tubing business expanded until well over six million pounds were produced in a single month in the United States during World War II. The major portion of this production was in strong alloys which did not appear in the tubing picture until 1022, when 17S alloy tubing was introduced for aircraft construction.

A simple bilinear R-curve description of crack extension resistance is applied to the testing of sub-size rock core specimens. The K-curve consists of a linear sub-critical part and a flat post-critical part. Formulas for the apparent energy rate resistance quantities Gm, Jm, and [R] are developed. Experiments on notched cores of Ekeberg marble, Bohus granite, and Stripa granite are compared with these predictions. The R-curve model gives reasonable results for Gm -data but fails essentially to describe the Jm and [R]-data. Another model with a sharply increasing linear post-critical part could possibly account for the [R]-data, but direct R-curve measurements seem a better approach.

THE copper-bearing ores concentrated at the Anaconda plant of the Anaconda Copper Mining Co. are principally a mixture of copper and iron sulfides associated in a gangue consisting of quartz, lightly altered granite and feldspars, with sphalerite and galena and more rarely barite and hubnerite as accessory minerals. The predominant sulfide is pyrite. The copper minerals present are: chalcocite, bornite (Erubescite), enargite, chalcopyrite, covellite, tetrahedrite and some tennantite. Normal concentrator practice removes a slime prior to ball-mill grinding. The deslimed ore is ground to approximately 10 per cent plus 65 mesh for flotation. Two selective flotation circuits are used, one for deslimed ore and one for slime. The metallurgical results obtained are shown in Table 1.

Gas-metal heterogeneous reactions and zone-lrelting were sinultarneously employed to produce several high-purity irons with low interstitial contents in a levitating- zone melter. Successive zone-tneltitzg pusses were made in carious sequences of atmospheves which included prepuvified tank hy-drogeta, water vapor hydrogen, palladiuril-purified hydrogen, and vacuunm of 2 x 10-6 Torr. Different irons ranging in purity from 99.89 to 99.996 pct with residual curbon contents of 17, 8 to 10, and 3 to 5 ppm have been Drepared. No measuvable gradient in the residual carbon content was observed along the entire zone-melted length (6-10 in.) in I-ilz.-diameter bars. The absence of a carbon-concentration gradient in the solid indicates an apparent distvihution coefficient of 1, an unusual condition. Internal friction, solid-state extraction, and hot-hardness results indicate that the level of mobile carbon in a iron depends on the gas-metal heterogeneous reactions employed. Purification under an oxidizing atmosphere resulted in the immobilization of nearly all of the carbon present at leuels of 10 ppm or less. Continuation of purification in a reducing atmosphere veturued the carbon to a state of mobility which was aguin reversed by further purification in all oxidizing atmosphere. The immobilization of curbon at "vesidual levels " is believed to be associated with a strong interaction between carbon and oxygen atoms. frons with low carbon and nitrogen contetzts which did not exhibit a hot-hardness peak were produced after zone ynelting in vacuum. CARBON, nitrogen, and oxygen have strong and well-known effects on many properties of iron. These effects persist even at concentrations of 5 to 20 ppm. The intent of the present investigation was to establish procedures for the preparation of high-purity iron with concentrations of these elements in the range of 5 to 20 ppm and lower. The results reported here deal with the procedures employed to prepare high-purity iron, and with observations on the behavior of certain elements at "residual levels": particularly carbon. The details of the (levitating) zone melter in which the final purification steps are performed and the necessary control of the pertinent solidification variables have been described previously.1,2 MATERIALS AND PROCEDURES Commercial electrolytic iron was induction vacuum-melted and cast into 30-lb ingots. Melt additions and ingot analyses for carbon, oxygen, and nitrogen are noted in Table I. All ingots were melted in stabilized zirconia crucibles conditioned with one iron wash heat. Middle sections of the ingots were forged to 1-1/4-in. rounds, machined to 1-in.-diameter bars, then cut to 36-in. lengths. The zone-melting operations were performed on six iron bars (A to F) at a freezing velocity of 2 in. per hr with the freezing interface rotating2 at 200, 300, or 400 rpm. Liquid zones were passed through the bars in various sequences of atmospheres, Table 11, including prepurified tank H2, palladium-purified Hz, wet H2, and system vacuum of 2 x 1018 Torr. Wet-Hz atmospheres were obtained by bubbling palladium-purified Hz through water exhibiting a resistance of 3 megohms. This water was heated with a platinum-immersion heater and was degassed prior to use. Zone melting in a wet-HZ atmosphere resulted in oxidation of the elements which are oxi-dizable with respect to iron. Fine oxide particles were observed on the surface of the liquid zone, and were encased in the bar surface with the passage of the molten zone. Between each zone pass, the surface of the bar was removed by filing and deep etching; this was continued until the oxide formation ceased. The filings were magnetically separated and the residues analyzed by optical spectroscopy. These were especially high in silicon and manganese. Samples were removed from the iron bars, with few exceptions, following each zone-melting operation. A 0.08-in.-thick disc was cut with an Al2O3 cut-off wheel at a point 1/2 in. above the beginning of freezing. Material from each disc was used for hot-hardness measurements, resistivity-ratio measurements, and carbon, nitrogen, and oxygen analyses. Analyses for most other elements were

Stress corrosion cracking of two heats of 18 pct Ni maraging steel in rod form immersed in an aqueous solution of 0.6N NaCl at pH 2.2 has been studied on un-notched specimens stressed in a hard tensilf machite. Austenitizing temperature in the range 1830 to 1400 F has been shown to have a marked influence on the propensity to crack, the loulest austenitizing- temperature producing the greatest resistance to failure. In the nzosl susceptible conditions, the cracks followed the original austenile grain boundaries; but when tlze steels zcere heal treated to inproze their resistance to stress corrosion, the cracks becatne appreciably less branched and slzouqed significant tendencies to become trans granular. Electron metallography of the steels indicated the presence of snzall particles, possibly of titanium carbide, along- the prior austenite grain boundaries and these particles u:ere more readily detectable in the structures that were most susceptible to cracking. Crack propagation rates, which appeared to be dependent upon applied stress and structure, were usually in tlze reg-ion of 0.5 mm per hr and may, therefore, be e.xplained on tlze basis of a purely electrochetnical ,nechanism. However, there is some ezliderzce from fractography that crack extension may be assisted by ttlechanical processes. Anodic stit)zulation reduced the tiwe to fracture, although cathodic currents of small magnitudes delayed cracking-; further increase in cathodic current resulted in a sharp drop i,n fracture litne, possibly due to the onset of hydrogen ewbrittlement. THE use of the high strength maraging steels, with their attractive fracture toughness characteristics, is restricted because of their susceptibility to stress corrosion cracking in chloride solutions. Although this limitation has resulted in investigations of the stress corrosion susceptibilities of these steels, there have been few systematic studies aimed at defining the various parameters that determine the level of susceptibility. It is the case that the usual tests have been performed with the object of defining some stress or time limit, on unnotched or precracked specimens, within which failure was not observed,' but while such results may be of some use in design considerations, they are necessarily concerned only with the steels as they currently exist and not with their improvement to render them more resistant to stress corrosion failure. This omission may be considered unfortunate because the indications are that stress corrosion in maraging steels shows dependence on structure in following an intergranular path, and since experience with other systems of intergranular stress corrosion crack- ing is that susceptibility may be varied by modifying heat treatments, a similar effect may be expected with maraging steels. It is sometimes from such observations that a fuller understanding of the mechanism of stress corrosion crack propagation begins to emerge, leading in time to the development of more resistant grades of material. The present work was undertaken to study only one aspect of the influence of heat treatment upon the cracking propensities of the 18 pct Ni maraging steel, namely the effect of austenitizing temperature, although certain ancillary measurements and experiments have been undertaken. EXPERIMENTAL TECHNIQUES Most of the measurements were made on a steel, A, having the analysis shown below, although a few results were obtained on a steel, B, having a slightly different composition. Both steels were supplied in the austenitized condition, A as 3/8-in-diam rod and B as 1/2-in.-diam rod. Cylindrical tensile test pieces were machined from the rods: the overal length was 2 1/2 in., the gage length 1 in. and the diameter 0.128 to 0.136 in. The stress corrosion tests were carried out with the specimens strained in tension in a hard beam testing machine, the necessary total strain being applied to the specimen over a period of about 30 sec, after which the moving crosshead was locked in position and the load allowed to relax as crack propagation proceeded; the load relaxation was recorded. The load was applied after the specimen had been brought into contact with the corrosive solution, the latter being contained in a polyethylene dish having a central hole through which the specimen passed, leakage being prevented by the application of a film of rubber cement. The specimen was in contact with the solution for over half of its gage length and the solution was exposed to the air during testing. The solution was prepared from distilled and deionized water to which NaCl was added, 0.6N, and the pH adjusted to 2.2 by HCl additions. The composition of the solution

[This paper was presented for the author, who is now in the National service, by H. M. Chance, and was illustrated by a working model built to the plans shown in the Bulletin, for February, 1918, p. 268. For more convenient operation, a small motor-driven centrifugal pump was attached to the overflow outlet (5, Fig. 1, p. 267) delivering to the inlet, 4. The pressure of ingoing water was then adjusted by a valve at 4, and was indicated by the column of water in a vertical glass tube connecting with the pressure chamber; an average pressure of 15 in. of water column was maintained during the demonstration. The sand used in the test was beach sand, which had simply been passed through a 20-mesh screen; about 45 per cent. was finer than 80 mesh. The circulation of water was at the rate of about 5 gal. per square foot per minute, and the rising velocity of the water in the box as a whole (not the velocity of the jets) was 6 in. per minute. At this consistency, the specific gravity of the fluid mass was between 1.55 and 1.60. Mr. Chance estimated that it would be possible to maintain a fluid mass of this consistency, 3 ft. deep, and with an area of 50 by 60 ft. with an expenditure of 15-hp. Mr. Chance then showed how a lump of coal would float on the fluid mass, and also made a separation of slate from coal on a small scale in a wire cage submerged momentarily in the fluid. The following demonstration relates to a matter not contained in the original paper, and was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity.-Ed.]

MagnEsitE is found in 22 California counties, but many of the deposits are too small or too impure to be of commercial value. Several of substantial size and quality were entirely exhausted by wartime operation. At present, three properties comprise the only known workable deposits in the state. Of these, the Western mine and the Patterson mine have been known and worked for many years, and have been described in considerable detail in various publications, therefore need only brief mention here, because of their proximity to the Bald Eagle mine. The latter, recently developed, is unusual in type of ore deposit, plant design and operation, as well as products made, and very little has been written concerning it. WESTERN MINE The Western mine, 32 miles south of Livermore, Calif., was formerly operated by C. S. Maltby. It has been a consistent producer for many years.l The ore is of amorphous variety, occurring along fracture zones in serpentine. The veins vary greatly in width, the average being perhaps 8 ft., with the maximum indicated in one early stope of 40 ft.; 2 ft. is considered the minimum for economical mining. The strike of the veins is predominantly north and south, with dip to the west varying from 40" to 75". Walls are well defined and as a rule firm and easily supported. Veins range in length from a few hundred feet to 1000 or more. Their maximum vertical extent is about 350 ft., but many run less. Early mining consisted of open-cut and glory-hole work on the larger outcrops. This was followed underground by a modified shrinkage system, the waste and low-grade horses being removed by hand sorting on the tramming levels and transported to surface dumps. When this chapter was prepared for the kst edition in 1942, continuous mining machines virtually were unknown, and hand loading in underground mines, which gave an opportunity to discard impurities, accounted for 55 percent of the production of bituminous coal and lignite as compared with the 1965 figure of 11 percent. Only 24 percent of the total production was cleaned mechanically, compared with the present (1965) figure of 65 percent. The amount of refuse discarded during preparation for the same period increased from 13 to 21 percent. Changes in the equipment used in the cleaning process were as follows: [ ] Unclassified nearly 8 percent. Data on the amount cleaned by flotation was not collected until 1960 when 1.8 million net tons was so treated. In 1965 this figure increased to 6.9 million tons. Although the great increase in mechanization and full seam mining has resulted in substantial increases in the impurity content of the raw coal as well as in a finer size consist, some phases of face preparation are still important, particularly the variability of the distribution and thickness of the interbedded impurities and the changes in the character of the roof and floor from place to place in the mine. Knowledge of these factors in relation to all phases of the mining operation, particularly selective mining, are still of importance to the treatment of raw coal in the preparation plant. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist, density differences, the relative friability of the coal and of its associated impurities, hardness, and strength. Some of the other factors related to preparation are petrographic composition and rank. COAL PROPERTIES Rank Perhaps 95 percent or more of the coal cleaned mechanically is of bituminous rank. The electrostatic process of fume precipitation is an excellent example of the successful application of scientific knowledge to an industrial operation. Originally proposed for the precipitation of sulfuric acid mists, it has been extended until at present there is practically no fume-carrying gas to which the method cannot be applied. Among the more common applications are: the recovery of non-ferrous smelter flue-dust, iron blast-furnace dust, cement dust, and potash fume. It should be borne in mind that the process is restricted to the precipitation of suspended particles, either liquid or solid, and does not separate gaseous constituents. However, by proper temperature control, mixtures of vapors having different temperatures of condensation to either solids or liquids may be selectively precipitated. The process consists essentially of subjecting suspended particles, including those too minute to be effectively acted upon by centrifugal or gravitational forces, to such an electrical force that they are driven from the gas stream, acting as a conveyer, and deposited upon a suitable receiving surface. This directional impulse is obtained from the interaction of charged particles and an electrostatic field of definite intensity gradient existing between two dissimilar electrodes, known as discharge and receiving electrodes. In principle, the equipment is equally simple. As shown diagrammatically in Fig. 1, it consists of: (1) A source of high-potential direct, current,, requiring: (a) Source of alternating-current energy. (b) Means of transforming from low voltage to high voltage. (c) Means of converting alternating to direct current. (2) Precipitation chamber having: (a) Transmission tubes for fume-laden gases. (b) Suitably designed and disposed electrodes. (c) Means for affecting removal of deposited solids. The Fifth Annual National Exposition of Chemical Industries will be held in Chicago at the Coliseum and First Regiment Armory during the week of Sept. 22. It was decided to hold the exposition in Chicago, this year, for two reasons: The U. S. Army commandeered the Grand Central Palace Exposition Building in New York, immediately on the close of the last exposition and converted it into a receiving hospital, the use for which is now, happily, nearly ceased; and it was thought that the Exposition would succeed in bringing about a greater development of chemical industries in the Chicago district and the adjoining states. THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed : Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. Resolved, That a committee of six, with power to add to its numbers, be appointed to examine into the question of the more economical production of iron in this country. For something over two years past a new development of the open-hearth process has been in operation at the works of the Prager Eisenindustrie-Gesellschuft at Eladno, in Bohemia. It was devised and perfected by Mr. Ernst Bertrand, general superintendent,, and Mr. Otto Thiel, steel-works superintendent. The results which the inventors wished to obtain were to increase the product per furnace, to reduce the amount of refractories and additions used, to enable a poorer and more varied quality of stock to be employed, to improve the quality of the material produced and to render the control of the operations and product more certain. In all of these objects they have been successful, and have thereby considerably reduced the cost of manufacture and increased the value of the finished material. The Plant. The plant at Kladno consists of one 12-ton and one 20-ton furnace. Through an incident of construction the smaller furnace stands some distance behind and to one side of the larger furnace, and at a height of about 10 feet above it. The furnaces are in the same building as the Bessemer converters, and the metal is handled in the same casting-house by means of a locomobile ladle-crane. The relative position of the furnaces suggested the experiments by which the process was developed, and also enabled it to be thoroughly tested. Much valuable and practical work has been done in this plant, although it is not as convenient and suitable as one especially designed for the process would be. This paper discusses some of the fundamental physical and chemical characteristics of coal in Illinois that affect its preparation for the market. At the present time preparation consists almost entirely of sizing and hand-picking. The washing of coal has almost entirely disappeared from the state. This is a rather startling fact when one considers that in the year 1908 Illinois outranked all other states in the quantity of coal washed and a few years later, in 1912, 85 washing plants were reported. Two reasons are apparent for this change. One, which is probably the most important, is that immense areas of comparatively clean coal were opened; the other is that many of the early washing plants were inefficient, so that washed coal was looked upon with disfavor in many trade centers. Objectives of Operators Some of the outstanding preparation aims being given due consideration by operating men are: 1. The greatest possible production of lump and domestic sizes which bring in the market at least $1 per ton more than the fine sizes or screenings. 2. Efficient screen sizing with as little breakage as is consistent with economical operation. 3. The removal of extraneous ash and sulfur. 4. Utilization of low-priced screenings. 5. Suppression of dust in domestic coal shipments. Preparation Underground To get the greatest possible production of the larger sizes, preparation must start at the face. Improvements in blasting and loading have increased the sizes larger than 2 in. by as much as 20 per cent. at some mines. THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.
