Experiments have shown12 that the formula -S = St - (St - Se')e ne [1] expresses very well the relation between the true stress S and the true form monotonic deformation of plastic metals in single tension and compression (Fig 1). St (asymptotic or final stress), Se' (threshold stress) and ne (characteristic or specific strain) are constants, the significance of which immediately follows from Fig 1. Only at the initial stages of deformation the experimental curve runs below the theoretical curve. This may be due, at least partly, to the uneven stress distribution caused by the anisotropy of the crystals. It is now obvious that a similar formula H = Ht- (Ht- He)e ne' [2] might be valid for the relation between the hardness and the strain. The hardness can be only a function of the strain and must therefore be independent on the hydrostatic tension present in the neck during straining. Hence, if Eq 2 is correct it will also represent the relation between hardness and strain in the middle section of the neck, the strain of which is generally assumed to be almost or fully homogeneous. For aluminum, copper, and several copper alloys it is indeed observed that Eq 2 agrees very well with the experimental Vickers hardness-strain relation from zero strain on up to the strain at fracture. Moreover nc' is, for several metals fairly equal to nc- Hence H = C1 + C2S [3] C1 and C2 are constants during uniform uniaxial tension. Eq 3 was also obtained for copper by Voce.3 According to Hencky's theory4 the ratio of the Brinell or Vickers hardness and the yieldstress (expressed in kg per mm2) of a non-strainhardening metal is approximately equal to 2.8. If Eq 1, 2 and 3 are correct the ratio Ht/S, must accordingly be the same for all plastic metals and be equal to 2.8. It is now experimentally established that this ratio varies between 2.7 and 3.1 with a mean value of 2.9. Taking into account that Ht and especially St can be obtained only by extrapolation from the range of rather low strains, the agreement with the theory is very satisfactory. References 1. J. H. This keynote paper calls attention to two critically important issues relating to selecting supports for excavations in hard rock. The first is the proportion of the ultimate sliding volume that needs to be stabilized by the support system. Some excavations can be imagined to liberate very large rock volumes, whose weight can not be assigned to supports without severe economic penalty. Using the keyblock principle, it is argued that only the most critically oriented and finite blocks right on the periphery of the opening have to be supported; if these are retained by the support system, or by self resistance due to friction on the sliding faces, then the blocks behind will remain in place. As all concepts, this one has bounds and limits. Since the keyblock analysis for rock engineering is very new, these limits are not yet understood ... The second issue is the degree to which possibly stabilizing forces associated with the in-situ stress field ought to be accepted as support for potential keyblocks. It is shown that the initial stress can be effective in stabilizing rock wedges whose faces are nearly perpendicular to the excavation surface. It is too early to decide this issue but important to consider it.

The water-hoisting tanks herewith illustrated have been designed for removing large quantities of water from recently-flooded mines, through their hoisting-slopes, with rapidity proportional to the capabilities of the hoisting machinery available, the tanks being adaptable to slopes of small sectional areas and varying pitches. The following features may be of interest to those operating mines liable to be flooded. 1. The arrangement of doors on each tank by which it may be automatically filled by immersion at any point on the varying pitch of a slope, the water being retained while hoisting on the flat as well as on the steep pitches, and quickly and autoniatically discharged at the top. 2. The arrangement, in connection with the above-mentioned doors, of side-wheels over the rear wheeh of each tank and of sidedumping tracks at the top of the hoist, for the automatic emptying and quick return of the tank. 3. The arrangement of two or more tanks, one in front of the other, so as to give as large a capacity in a single hoist as the enginepower will permit, yet without making any tank too large for the sectional area of the slope, or of unwieldlp length, or of such a shape that it cannot easily pass over vertical curves; and without concentrating too much weight on any one pair of wheels or on any point of the track. The details of construction and method of operating are shown by the accompanying sketches (Figs. 1 and 2), and the following more detailed description. At the end of each tank is a large iron door of almost the full size of the end of the tank, opening inwards, so that when immersed the tanks fill almost instantly. An item of considerable importance to the producers of pig-iron is the disposition of the slag or cinder from the blast-furnace; and various plans have been adopted at different works to care for the rapid accumulation of this generally waste material. The charge per ton of iron made which must be allowed for the care of cinder is sufficient in times of business depression to give plants having facilities for disposing of their slags an advantage over others less favorably arranged, and to allow iron to be produced profitably in the one case and prevent a profit in the other. The varied methods employed and the means of conveyance utilized need not be detailed. It is sufficient to say that the large outputs of American blast-furnaces, and consequent rapidly augmenting dump-piles, have brought into general favor the use of cars carrying the slag in a liquid condition. The advantages of this method are the prompt removal of the slag, the reduced space occupied by the dump-piles, and the facility of converting the slag into such forms for use as may be desired. The progress in iron-manufactlire is also marked by a more general adoption of methods by which molten metal is carried in vessels away from the point of its production; and, anticipating the prospective advance in pig-iron manufacture, it does not seem unreasonable to prophesy the early abolition of casting-houses at blastfurnaces, particularly where several are grouped together; or the casting of steel ingots away from the converters or furnaces. In some large blast-furnace plants, the iron is carried molten from the blast-furnaces to the converters or other furnaces. Even where it is cast into pigs, casting-sheds removed from the immediate vicinity of the furnace-stack would, perhaps, be superior to casting in beds in front of the furnaces. The idea of casting-sheds appears to present the following advantages : 1st. The suggestion, which appears to find increasing favor, that the elementary composition of coals should be used as the basis of their classification, makes it important that our methods of expressing this elementary composition should be refined. It is doubtful whether many published ultimate analyses of coals are accurate within 1 per cent. carbon. Many are probably as much as 3 or 2 per cent. in error in carbon. It is, perhaps, not always realized that the extreme variation in carbon content over the range of bituminous coals is but 16 per cent. An error of 1 per cent. in carbon on analysis corresponds therefore with one-sixteenth of the whole range, an amount which is unjustifiable even for the application to commercial needs of a system of classification based on ultimate analysis. For the purposes of scientific research such limited accuracy is of little value. The object of this paper is to examine one important source of error in ultimate analysis, that due to the occurrence in coal of inorganic material, and to emphasize the need for the quantitative measurements (of carbon more particularly) on coals to be rendered independent of their contents of such material. Adventitious Mineral Matter When a determination of calorific value, for example, is made upon a coal, it is customary to correct the measured value with respect to the ash left by the coal on incineration, recording the result as being on an "ash-free basis." It is desirable, before discussing the adequacy of the correction thus made, to demonstrate its validity, which turns on whether the ash is present as an adventitious impurity in the coal and forms no part of the coal substance itself. The inorganic matter associated with coal has originated in several ways1: 1. The "inherent" inorganic materials, occurring as constituents of the plants from which the coal-forming deposits were derived.

PUBLIC lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934, it contained 66,796 acres, of which only a small part had been definitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not be done on any considerable scale under the Survey's usual appropriations; it gave employment to unemployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration. Many flotation plants practicing pyrite depression, mills leaching gold and silver ores, blast furnace facilities, and many metal plating shops share at least one common waste-water constituent of particular environmental concern-cyanide. In free or complexed form, cyanide ion is an emotionally and technically problematical reagent whose removal from water deserves attention. The initial consideration of the fundamental nature of soluble cyanides is followed by a discussion of decomposition or removal options for simple cyanide species. Complexed cyanide reactivity is discussed as it relates to ongoing or proposed methods for the decomposition or removal of soluble cyanides. New approaches to cyanide removal are discussed.

The four papers making up this symposum have been prepared especially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathematical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismograph exploration campaigns would do well to become familiar with as much as possible of the technical aspests of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. Using a tool and using its product are two different things. One does not use an automatic screw-threading machine when he buys a box of screws at the hardware store. Neither does the geologist

The Pennsylvania Legislature, on March 13, 1837, passed an act authorizing the Lehigh Coal & Navigation Co. to construct a railway to connect the North Branch Division of the Pennsylvania Canal with the slack water navigation of the Lehigh River; the navigation company accepted this act on May 10, 1837. Edwin A. Douglas, chief engineer for the navigation company, located the route for this railway from White Haven to Wilkes-Barre, which was called the Lehigh & Susquehanna Railroad. The object was to transport coal from the Wyoming Valley, of Pennsylvania, to the Atlantic seaboard. This railway was considered a marvelous piece of engineering, as it included a tunnel nearly 55 mi. long, and a series of inclines, or planes, up which the cars laden with coal were raised from the vicinity of Ashley to the summit of the mountain near Solomon's Gap, whence they were taken to White Haven by rail. There the coal was transferred to canal boats. In June, 1862, floods almost completely destroyed the upper division of the canal, so on March 4, 1863, the Pennsylvania Legislature passed an act prohibiting its restoration, but granted a charter for the construction of a railway from White Haven to Mauch Chunk to connect with the line from White Haven to Wilkes-Barre, previously built. On March 16, 1864, a supplementary act was passed extending the Lehigh & Susquehanna Railroad to Easton, Pa. This completed a direct all-rail route from Wilkes-Barre to the New York harbor (by way of the Central Railroad of New Jersey). Up to this time, all freight and passenger traffic passed over the planes, but in 1866 and 1867 there was constructed what was known as the "back track" down the mountain side between Solomon's Gap and Ashley over which all the passenger traffic and empty cars thereafter passed; it is now known as part of the main line. For the handling of the heavy coal traffic, however, this would have involved a continuous climb from Ashley, 170.27 mi., from New York, to Solomon's Gap, 157.8 mi. from New York, or a distance of 12.47 mi., and a total ascent of 1013.75 ft., composed of grades 95.61, 83, and 51.4 ft. per mi., respectively, and

Recent start-up of a new 3450 t/d (3800 stpd) copper-zinc concentrator complex in northern Manitoba, Canada, is expected to open new reserves and dramatically cut transportation costs for Hudson Bay Mining and Smelting Co.'s Snow Lake operations. The new $C33-million mill is located in Stall Lake, Manitoba, and includes a new crushing and grinding facility and two flotation circuits for the production of 23-25% copper and 55% zinc concentrates. A small amount of lead concentrate will also be recovered. The plant will produce some 145 000 t/y (160,000 stpy) of concentrates, to be shipped by rail to the firm's Flin Flon copper smelter and zinc refinery complex, located 177 km (110 miles) to the west on the Saskatchewan-Manitoba border.

Hardenability (multiplying) factors for carbon, mongonese, silicon, chromium, nickel, and molybdenum have been developed for hypereutectoid low-alloy steels in which bainite is the first subcritical transformation product. These factors permit the calculation of 95, 80, and 50 pct martensite hardenability from chemical composition when steels with spheroidized structures are quenched from 1475°, 1525°, and 1575°F. The strong contributions to hardenability of the less expensive elements, silicon and manganese, suggest their use to obtain additional hardenability in hypereutectoid low-alloy steels. DURING the past decade a number of investigators'"11 have carefully developed information which permits calculation of the hardenability of medium -carbon low-alloy steels from chemical composition and grain size. The less developed nations maintaining a free enterprise economy (to which this chapter is addressed) have real and substantial opportunities to lay a foundation for general economic progress by using their mineral resources. Most of these nations have mineral resources which could be developed. By seizing these opportunities, nations seeking rapid economic development can secure a source of foreign exchange earnings to finance the imports needed for growth and, at the same time, increase the technical knowledge and well-being of an important part of their population. History clearly shows the manner in which most of the currently industrialized nations have used mineral resources to support their development. Indeed, few nations have managed to achieve a high level of income without a firm base of mineral resource development. The main exceptions appear to be the Netherlands, Switzerland, Denmark, and New Zealand, and the last two have based their prosperity on a highly efficient agriculture. Economic growth in the United States, the United Kingdom, Canada, France, Germany, and Russia was importantly based on the use of indigenous mineral resources. Despite this record of accomplishment through mineral development, many of the currently less developed nations are not taking advantage of the opportunities available in the mineral field. Restrictive laws or practices in many such nations operate effectively to prevent development of mineral resources. This failure to grasp real opportunities for development is based on a series of arguments that the mineral field offers few substantial and attainable advantages. Among these, the following propositions appear the most important:

Sixty-five million net tons of coal were carbonized in the by-product and beehive coke ovens1 of the United States during 1924. This tonnage represented 13.4 per cent. of the bituminous coal which was mined in that year. It will obviously be necessary to include a discussion of those physical and chemical characteristics that are generally considered essential or desirable for each type of coke. AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

When two grains in a polycrystalline specimen meet at a point in the course of grain-boundary movements, and the new boundary created at the point is one of relatively low specific free energy, a nonequilibrium boundary condition occurs. The nonequilibrium is enhanced if the other grain boundaries involved at the point of meeting are relatively high in specific free energy. The nonequilibrium results in a correction by growth of the complex grain (two subgrains) to a large size, sufficient in many cases for it to become a self-propagating unit, i.e., a recrystallization grain. This mechanism, herein called "geometrical coalescence," is proposed as a logical origin for recrystallization nuclei, particularly for secondary recrystallization. RECENT publications1-' indicate that considerable progress has been made toward a complete understanding of the three microstructural processes in metals: recovery, recrystallization, and grain growth. However, a major problem persists, namely, the origin of recrystallization nuclei. It is generally accepted that once a recrystallization nucleus, a secondary recrystallization nucleus particularly, has reached a certain size, it will continue to grow at the expense of its neighbors, simply as a consequence of grain-boundary free-energy considerations. What has remained obscure, however, is the mechanism whereby such a nucleus comes into being and grows to the self-propagating size. Recrystallization Nucleation in a Two-Dimensional Grain-Boundary System In the left portion of Fig. 1 is shown schematically the meeting of grains 1 and 4 on disappearance of boundary 2-3, i.e., the boundary that existed between grains 2 and 3, as might happen in the course of normal grain-boundary migration. If, by chance —and the probability is not necessarily small— grains 1 and 4 are close together in their mutual orientations, or in some other special way mutually oriented so that the new common boundary has relatively a very low specific free energy (hereinafter referred to by s), then the grain boundary arrangement as depicted in the figure is highly unstable. This is particularly so if boundaries 1-3, 3-4, 4-2, and 2-1 are high in their s values. Assuming, for the sake of argument, that boundary 1-4 has a s equal to zero, and the s's of all the other boundaries present are equal to each other and constant, then the boundary arrangement on the right in Fig. 1 will be

PREVIOUS investigators have determined activation energies and have postulated various controlling mechanisms for creep.'-' Recently Barrett et 01.I5 have suggested, as the result of their work with cadmium, that the apparent activation energies for creep (AHc) above 0.5 T, could be correlated by means of activation energies for self-diffusion (AHSD) and modulus of elasticity functions: AHC = AHSD - (5RT/E) dE/dT. The wide disparity of apparent activation energies previously obtained with nickel compared to those reported for other fcc metals and the desire to test the postulate of Barrett el al. prompted this study. The as-received 17.5-mil nickel wire used during this work assayed 99.87 pct pure, Table I. X-ray analysis indicated that the wire was in a stress-re- lieved state and metallographic examination revealed an equiaxed grain size of approximately 0.01 mm. Specimens degreased in acetone and cut to 1-1/2 in. lengths were tested in a cam-mechanized constant-stress creep machine. A vacuum of at least lo-5 mm Hg was maintained during all tests. Stresses were applied when thermal equilibrium was established. When a measurable (at least 0.5 pct) secondary creep was observed, the temperature was pulsed to a higher temperature. Pulsing time varied from 30 sec at 480°C to 2 min at 1300'C and above. Slopes of creep curves were determined after the initial acceleration in the strain rate had subsided and steady-state creep was achieved. To confirm the results obtained, additional tests were performed incorporating a temperature pulsing method suggested by sherby. In this method the load was removed during temperature pulsing and reapplied after thermal expansion had occurred. No appreciable differences in results were obtained. Tests were performed over a wide range of temperature (470" to 1310°C) and stresses (250 to 17,000 psi). The expression was used to calculate activation energies. In this expression T1 and T2 are the initial and final temperatures, and el and i2 are the creep rates at T, and T2. The variation of the apparent activation energies with the mean test temperature calculated by means of Eq. [I] are shown in Fig. 1. The use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know. It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it [nay be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite. Activation of sphalerite takes place in alkaline, neutral or weakly acid solutions and whereas the present day flotation of sphalerite is usually in ah alkaline solution, the early use of copper sulfate was in a sulfate solution.

The purpose of this paper is to present arguments and evidence that there are natural processes at work which tend to minimize the impact of solution mining on the environment. The contaminants have two sources. First are elements which were present in the roll-front deposit in insoluble compounds, for example, uranium in uraninite and coffinite, molybdenum, arsenic, iron, cobalt, nickel, etc. in sulfide minerals, vanadium in micas and clays, etc. Second are elements introduced by the leach liquor. Precipitation of reduced compounds, scavenging of heavy elements and absorption by quartz and clays, can all reduce the amount of heavy elements in solution. If a roll can be demonstrated to be actively precipitating uranium and heavy metal elements, then the presence of precipitants (pyrite and carbon) can be assumed. Criteria for recognizing an active roll are described.

Discussion o f Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the--presentation of papers, and-for discussions. thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitalities which demonstrate the brotherhood clue to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a. member of a great and worthy organization. The greater the value of the contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made ill papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines. The true value of a paper presented at a meeting of the Institute may often be gauged by the discussion which it encourages, although there are contributions of decided value which do not especially invite discussion. However, most Of the papers offered contain statements apt to encourage criticism or elaboration by others whose experience or knowledge, or both, assist in combating or endorsing statements made.
