A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

The principal event during 1936 was the sale of Mosul Oilfields, Ltd. to Mosul Holdings, Ltd., a British company with French and American participation, and the expansion of its wildcat activities to untested structures on its West Tigris concession. Mosul Holdings continued the exploration of its low-gravity Qaiyarah-Najmah-Jawan-Qasab field. The Iraq Petroleum Company's systematic exploration and exploitation of its Kirkuk field was continued on a scientific unitized basis. Pressures and gas-oil ratios remained satisfactory. All wells were produced by flowing. A stabilization plant large enough to supply the 4,000,000-ton pipe line to the Mediterranean was completed at Kirkuk about the close of the year and only sweet oil is now being exported. The Khanaqin Oil Co., Ltd., a subsidiary of the Anglo-Iranian Oil Co., Ltd., continued the normal exploitation of its Naft Khaneh oil field, refining and marketing through the Rafidain Oil Co., Ltd. for local Iraq market. This field lies partly on the Iraq side of the boundary and partly on the Iranian side, the latter portion being known as Naft-i-Shah. Only the Iraq side is considered in this paper. Slightly more than 30,000,000 bbl. of crude was produced in Iraq during 1936. The I.P.C. exported all crude sold outside of Iraq and showed an increase of about 2,500,000 bbl. over the preceding year. Crude production in Iraq for export in 1934 was 7,096,669 bbl.'; in 1935 it was 27,014,904 bbl. and in 1936 it was 29,521,053 barrels.

THE Institute assembled in the library of the Sheffield Scientific School at 8 o'clock, Tuesday evening, February 23d. Prof. G. J. Brush greeted the members present on behalf of the Government of the Sheffield School in a few words of cordial welcome, to which President Raymond responded. Dr. Raymond then delivered an address on the History of the Relative Values of Gold and Silver. The Council presented, through the President, a list of names of persons duly proposed for members and associates, with recom¬mendation for election. A. MALINOVSZKY,* Belleville, Ill. (written discussion?).-I have been very much interested in Mr. Dolman's paper. We all realize, I think, that this question of developing our home industries and support-ing the new industries which have developed during the great war is very important at present. Mr. Dolman has well shown the quantity and quality of the raw magnesite in the United States, and the commercial and industrial possibility of our home magnesite and I believe, with him, that our home industries should receive adequate protection. There are two reasons, however, for believing that this may be difficult. One reason is that much American capital is invested in the Austro-Hungarian magnesite industry. The raw magnesite can be quarried and prepared for the market in Austria with much cheaper labor expense than in the United States; large deposits which are very easy to quarry and good transportation facilities also contribute to the cheapness of production. The second reason is the old saying that the magnesite found in the United States is not of the same quality as the Austro-Hungarian mag-nesite; this I doubt. Even if the magnesite found here does not in a raw state equal the Austro-Hungarian, it can be synthetized so that the finished article will have the same properties as the Austro-Hun-garian finished magnesite refractory possesses. Thaw magnesite from Greece is not the same as the. Austro-Hungarian, but it has linen demon-strated that a good refractory can be made from the Greek product.

The response of pure goethite and two natural iron ores to flotation with potassium octyl hydroxamate is presented. The ores contained 12.5% and 39.7% iron; concentrates containing 69.5% and 61.5% iron, respectively, were obtained with additions of 0.4 lb/ton hydroxamate. Selective flotation of iron oxides from associated gangue minerals has proven difficult in the past with standard collectors, such as sulfonates and fatty acids. As a result, recent work has been directed toward silica flotation with calcium activation after the iron oxide surfaces have been blinded with certain starches.& The results obtained with this technique are encouraging. This method, however, involves depressing a mineral that would normally float under the conditions employed. A preferable method would involve floating the iron oxide because quartz is naturally depressed until activated. Earlier work involved this approach, but in view of the results obtained, collectors that exhibit greater specificity for iron are needed. During an investigation of chrysocolla flotation with potassium octyl hydroxamate, a metal chelate former, it was observed that pyrite floated well with low additions of collector.3 This phenomenon suggests that hydroxamate has a rather strong affinity for iron, and that other iron-bearing minerals should also respond to flotation with octyl hydroxamate. The object of this paper is to determine this response. The Hurghada field is still the major producing field in Egypt. There was almost no activity in the Abu Durba field during 1936 and no new evidence is available. In 14-karat gold alloys, as in 10-karat gold alloys,3 the addition of such metals as zinc, nickel, copper and silver produces a wide range of physical and chemical proper-ties such as color, hardness, corrosion resist-ance and melting points. These important factors made gold alloys desirable in the optical work and for jewelry. In 14-karat gold alloys, as well as in 10-karat or 12-karat, it is possible to have two golds of the same color, one of which will corrode more than the other, although it may be harder. Some of these alloys have been investigated by F. E. Carter,1 E. M. Wise,5 and L. Sterner Rainer.4 In this group of alloys the gold content of 58.3 per cent (14-karat) was held constant, while the copper varied from 36 to 24 per cent. The balance of the alloy consisted of one, two, or three of the metals silver, zinc, and nickel. All the alloys were melted in an induction furnace and cast into an ingot that meas-ured 3 by 1/4 by 3/4 in. The method of determining the melting points, color deter-minations and acid test have been discussed in previous papers by the author.2,3 It is necessary to use small test bars (Fig. r). The tensile bars were annealed at 1300°F. for 20 min. and then air-cooled. There being a very marked drop when the yield point was reached, "the drop of the beam" method was used in determining the yield point.

AS part of an investigation into the effect of hydrogen on the serrated yielding of Ni-Cu alloys,' it was necessary to determine the solubility of hydrogen in the alloys of interest. With the exception of the work by Fukusima and Mitui2 who investigated the solubility of hydrogen in solid Ni-Cu alloys at 20 wt pct intervals at 1050°, 700°, and 350°C, the information in the literature is limited.3-10 Alloys were prepared from deoxidized Analar Copper and Mond Nickel pellets.' Wire samples were hydrogenated at 7.8 atm in an autoclave consisting of 5 ft of thick-walled Inconel 600 tube with a resistance furnace around the middle portion. The top end, at room temperature, was fitted with a safety valve, a calibrated pressure gage, and a sample inlet, while the bottom end, again at room temperature, was filled with water. After reaching equilibrium samples were quenched by dropping from the high-temperature region of the autoclave into water. They were then quickly transferred to liquid nitrogen where they were stored until analyzed for hydrogen using an Exhalograph.11 The results, which are shown in Fig. 1, represent the mean of two separate determinations on each sample. Because of the lower level of hydrogen at the high copper end of the series, the results here are of poor precision using this method. Fortunately, the results of Himmler9 using the Sieverts technique are available for these copper-rich alloys (>80 at. pct Cu)

CHARLES CATLETT, Staunton, Va. (communication to the Secretary*). -I hesitate to discuss in general terms a paper such as Mr. Wysor's, which bears evidence of so much careful and detailed investigation, yet it is the broad possibilities which his paper presents that are really attractive and his cautious conservatism may make us unappreciative of these possibilities. Mr. Wysor calls attention to the fact that the iron-ore mixture which he uses, carrying 0.28 per cent. of potash, is probably above the average. No doubt this is true, but on the other hand it may be very much less than the mixture at some blast furnaces or very much less than would be the case with special mixtures bearing the question of potash in mind. Unfortunately, iron ores are not ordinarily examined for potash, and with the ordinary analyst there is opportunity for very considerable error in the determination. The 10th Census gives 270 complete analyses of iron ore, on the accuracy of which we may rely. Of these, there are 21, or 8 per cent., that carry more potash than Mr. Wysor's mixture; 14 of these carry approximately twice as much, or more; eight carry approximately three times as much, or more; three carry approximately five times as much; one carries over seven times as much. It may be worth while to take some of the ores that are known to be high in potash and consider the possibilities in the light of Mr. Wysor's investigations.

WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. The general rate equation may be written in the following forms for the integrated first and second order equations: (A) t = -1/k In Co-R/Co (first order) [4] 1 (B) 1/t = - kCo + kCo2 1/R (second order) As a first approximation the value of Co may be taken as a unity, 100 pct or 1. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Certainly there are circumstances when C, approaches unity within a very small margin of error. Morris has used the same approximation in his example D "since the feed to this cleaner

J. P. Zannaras (U.S. Tungsten Corp., Congress, Ariz.) —In the investigation described in the paper by Bernard York and John J. Reed, the 8x8x8-in. square block was subjected to compressive forces from three sides, top, side, and rear. Let us refer to the stresses set up by these forces as Sz due to top pressure, Sy due to side pressure, and Sx due to rear pressure. At the section across the 2-in. hole (when failure occurred at 317 psi) the compressive stress Sy was equal to 317 x 8/6 = —422 psi, the top compressive stress S; is of the same intensity, —422 psi, and the rear compressive stress S, equals —317 psi. FOR a high-purity iron-carbon alloy, the phases existing at equilibrium at temperatures slightly above the temperature of the metastable eutectoid are austenite and cementite (hyper-eutectoid) or austenite and ferrite (hypo-eutectoid) and those below the eutectoid temperature (carbdn content > 0.02 pct) are ferrite and cementite. Such an alloy, held in a carefully controlled and measured temperature gradient (about 1 cm per deg) which includes the eutectoid temperature, then quenched and examined metallographicall.y, provides a precise measure of the eutectoid temperature. The samples were hollow cylinders approximately 1.3 cm OD, 0.63 cm ID, and 2.5 cm long, which had been carburized to the desired carbon content at 1000°C with an appropriate hydrogen-methane mixture. In order to cool the samples to room temperature with a minimum change of carbon content and absence of cracks they were quenched in a Cerro Bend bath at 480°C, followed by a water quench to room temperature. Three cylinders were suspended in the furnace1 in a purified helium atmosphere, by a closed end, thin wall, silica tube which also served as a thermocouple well. The top and bottom cylinders served only as a means of making the temperature gradient along the center cylinder more uniform. The temperature was determined with a platinum-platinrhodium thermel calibrated by comparison with a thermel certified (* 0.5OC) by the National Bureau of Standards. X HE development of the cube-on edge secondary re-crystallization texture in Si-Fe strip requires that normal grain growth be restrained. It has been shown that the degree of restraint and hence the completeness of secondary recrystallization depends upon the size and number of second-phase particles, which in turn is dependent upon the prior processing history.1y2 The purpose of this note is to show that, for heats in which manganese sulfide particles are providing the restraint to grain growth, the choice of hot rolling temperature depends upon the manganese content. The making and processing of the heats to the final gage of 0.012 in. has been described.3 The compositions are given in Table I. Apparent in Fig. 1 is the decrease in the ability of strips hot-rolled from 1175°C to undergo secondary recrystallization as the manganese content increases. It has been shown that 1175°C is below the solubility temperature of 0.014 pet S in even the 0.038 pct Mn alloy: and the observed behavior is attributed to an increasing fraction of the sulfur forming large manganese sulfide particles at the heating temperature for hot rolling. This fraction of the sulfur is thus unavailable to subsequently form the small, uniformly dispersed particles which are needed to restrain normal grain growth. Since the sulfur is completely in solution at 1325°C,3 strips from all three alloys show strong secondary recrystallization behavior when hot-rolled from that temperature.

THIS short note on the probable character of the organic sulfur compounds in coal can do no more than indicate lines of research. We have no new experimental work to describe, nothing comparable in value with the careful studies of American coals by Powell and Parr1 and Yancey and Frazer.2 A study of the manner in which sulfur compounds exist in British coals (and their behavior on heat treatment) is rendered increasingly necessary by the fact that the British reserves of good coking coals of reasonably low sulfur content are fast being depleted. We believe that it is essentially by a study of the modes of formation, occurrence, and decomposition of the various types of inorganic and organic sulfur compounds in coal that it will be possible, with hope of success, to attack the problem of purifying coals, otherwise eminently suitable for coking, from these objectionable ingredients. Sulfur, so far as is at present known, does not normally occur in the free state in the coal conglomerate, but is chiefly distributed, irregularly, in three forms: 1. As primary constituents of the coal conglomerate, organic in nature and probably associated with those molecular complexes that have resulted from the degradation of the proteins of the plant tissues responsible for the formation of the coal mass. These constituents can be classed as "organic sulfur." 2. As metallic sulfides, e.g., iron pyrites. 3. As metallic sulfates, e.g., calcium sulfate and ferrous sulfate. (The occurrence of these compounds varies with the occurrence and degree of degradation of class 2.)

TO those who are in a position to carry the thought to a conclusion, I would like to present a theory of the cause of blisters in ' galvanized sheets. Blisters that are caused from piping and shrinkage cavities will not be considered, because the reason for their formation is entirely obvious. Blisters that periodically occur, with no apparent system of location, number, size or grouping, and then disappear with no apparent change in manufacturing method, are the ones to which this theory would apply. Examination of blisters of the latter type has shown that they contain hydrogen gas at atmospheric pres-sure, and that occasionally traces of oxide or sulfide are found on the inner surface of the blisters. These two characteristics have led to the rather general idea that hydrogen gas generated in pickling, and that iron oxide supposed to be inherent in the ingot and causing weak spots, were, in some manner, responsible for the development of blisters in galvanizing. The theory which I wish to advance is that these blisters are caused by moisture that has penetrated the steel after the annealing operation. This moisture comes from the atmosphere, or from pickling or wash-ing, and when it is suddenly expanded into superheated steam in galvanizing, the increase in volume is so great that it cannot escape with sufficient rapidity through the small opening which it entered as moisture. The pressure so generated forces the sheet apart along those lines of lamination that may be found in practically all flat sections of steel rolled comparatively cold.

INTRODUCTION Historically, planning a mine involved the economic decision of whether to mine by open-pit methods or underground methods. The method selected was influenced by a number of factors, including size, tenor, and location of the deposit. If the project could not be justified by either underground or open-pit practices, it remained in fallow until economic conditions changed or technology advanced. Technology has advanced and the mining industry now has another option, that of in situ leaching. This method is on the threshold of becoming a commonly used alternative for production in many types of metal and mineral deposits. It will be utilized as the primary method for developing an ore body or as an adjunct to open-pit or underground operations. The following considers application of the technique to a deposit that had been partially exploited by open-pit methods. HISTORY The Big Mike Copper Mine is located approximately 30 miles south of Winnemucca, in Pershing County, Nevada. Interest in the property dates from the turn of the century, but little exploration was undertaken until the mid '60s. In 1967 Cerro Corporation acquired the property and initiated a major drilling effort. Ranchers Exploration obtained the property after this exploration program in late 1969 and confirmation drilling was undertaken. The deposit was delineated and it was determined that reserves amounted to about 100,000 tons of 10.0% massive copper sulfide ore and 700,000 tons of 2 .O% mixed oxide-sulfide ore.
