TO THE, BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923. In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923 Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by, the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers; but for the mature members, those of experience, there are few calls During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members. The A. I M. E. has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

THE Colorado Plateau uranium province is in a mining boom rivaling the most colorful days of the early West. The application of scientific skills and the use of modern and novel mechanical equipment, however, is unique. No metal has ever received such concentrated effort from geologists and mining engineers. Moreover, no other metal has had the variety of tools available for finding and mining ores. Radiation detection equipment, bull- dozers, truck-mounted wagon and core drills, jeeps, airplanes, helicopters, tractor loaders, self -propelled 3-wheeled dump cars, front-end loaders and fleets of modern trucks are some of the present-day tools of the uranium prospector and miner. Because uranium is so vital to our national defense, the Atomic Energy Commission has offered many incentives for its mining. Through a series of circulars, the AEC has established base price schedules and various incentive payments. The incentive payments for acceptable ores from domestic mines are: (1) a guaranteed base price of $3.50 per Ib for ores assaying 0.20 pct U3O8 and more; (2) premiums based on grades above 0.20 pct U3O8 as for example, ores assaying above 0.50 pct U3O8 receive $1.00 per lb premium; (3) a development allowance of 506 per Ib of U3O8 contained in ores assaying over 0.10 pct U3O8 (4) an ore haulage allowance of 64 a ton mile for a maximum of 100 miles; and (5) an initial production bonus which may amount to as much as $35,000 in addition to all other payments. The producers have been guaranteed this policy until Feb. 28, 1957. The other four will continue until April 1962.

DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

Although confident of its ability to meet any demands that may be made, the petroleum-refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full cooperative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor in full harmony with the nation's needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned. Refining, by constant study and development, by willingness to experiment and install new processes, and to replace older plants with more efficient equipment, had kept on a high plane of efficiency and progress. Working under the free competitive system, it built up its establishments until, as expressed in last year's report, it was easily able to supply any domestic demand that might be placed on it. Turning the United States into the arsenal not only of itself but of the united nations resisting aggression, however, in- creased the call for practically all petroleum products and in particular 100-octane aviation gasoline and high-viscosity aviation lubricating oils. Refining Capacity With over four million barrels a day of crude oil being charged to stills at the year's end, oil refining had broken all records and faced the necessity of further increasing its size to supply the ever-increasing demand for products, some of which, like 100-octane aviation gasoline, were research laboratory curiosities a few years ago. Although the refining capacity of the United States is listed at 4,860,000 bbl., about 800,000 bbl. of this is economically unavailable because of plant location or type. To meet the increasing needs, additional capacity of another half million barrels may have to be built in suitable locations and designed with an eye toward maximum production of aviation gasoline but with inherent flexibility to make it possible to vary and interchange with production of motor gasoline, furnace oils, and other products as necessity dictates. A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high-Btu low-sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high-Btu midwestern coal and blending it with low-sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal are presented.

During the second year of America's active ia in the war the inain objectives of the petroleum-refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for T.N.T. production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum-refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $ 900,000,000 going into 100-octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing. Some of the new plants will not be completed until 1944, but a large proportion of the program was finished and put into operation, adding substantially to the output of the four principal products during 1943- lne most important and spectacuiar activity of the refining industry is of course the 100-octane gasoline program necessitated by the fact that nearly 90 per cent of the requirements of the United Nations is being furnished by the United States. Recent P.A.W. figures mention $goo,-ooo,ooo as the cost of the construction looking to increasing the output of this all-important munition. Thirty-four major plants have been completed, 11 of them during the last quarter of the year. Thirty-eight more will be completed and put into operation during the first four or five months of 1944. Twenty-two additional plants authorized during 1943 are already well under way and scheduled for production late in 1944. Early in 1942 the aim was to treble the capacity for making 100-octane gasoline then existing; later, plans were to make it five times as great, to match the increased warplane building program; and toward the end of the year the sights had been set at a still higher but unannounced target, representing six to seven times the early 1942 figure. Comparative figures issued at the end of 1943 enable one to guess a program by the middle of 1944 of eight to nine times the former production, with an ultimate production in 1944 of eleven or more times the early 1942 output. In a reserve assessment in areas where multiple coal seams lie above drainage or outcrop and where mining options include contour, auger, mountaintop removal and underground methods, the mining technique (or techniques) selected are heavily dependent on both economic and technologic factors. Rapid and accurate calculations utilizing digital terrain modeling, structure isopacs and including factors such as minimum seam heights, reject limits and coal quality are of vital importance in mine planning. The ability to forecast mine development in a "what if" fashion is a powerful tool that now demands computer resources to reduce these time-consuming, often repetitive calculations. Island Creek Coal and Occidental Systems have developed a minicomputer based engineering workstation for local digitizing, plotting, and volumetric calculations to move the computing function from the computer room (with time sharing on a mainframe computer) into a more interactive environment, resulting in a gain in efficiency and productivity for the mine planning process. The workstation is connected to Occidental's mainframe computers allowing data transfer to the host for "CPU-intensive" calculations. This paper reviews the system configuration and describes the operations required for a typical mine planning application.

BOTANICAL methods of prospecting for metalliferous ores are based on the premise that deposits at depth may be reflected chemically in surface vegetation. For the past several years, on behalf of the Atomic Energy Commission, the U. S. Geological Survey has investigated on the Colorado Plateau the application of botanical methods to uranium prospecting. Results suggest that orebodies may be found under a considerable cover of barren sandstone through the absorption of uranium and associated trace elements by plants growing at the ground surface. Plant physiologists have demonstrated that uranium is a necessary nutrient for plant growth and therefore is present in all plants.' The amount present is small but measurable. The recent concern for the recovery of even the finest fractions of coal preparation plant feeds has created needs for new equipment. Thermal dryers currently available have difficulty reducing the filter cake moisture on down to the desired point. This difficulty involves 1) the physical problem of handling this wet, sticky material and making each particle accessible to the hot gases, and 2) removing the extremely fine dried particles from the cooled gases. The dryer described in this paper handles the first of these problems, and eliminates the second by the substitution of steel balls for air as the heat transfer medium. As a general statement, the cost of preparing coal for market is inversely proportional to the size of the lumps or particles. In the not too distant past the finer sizes were discarded as being uneconomical to treat and this practice might be still continuing if it were not for the insistence of the public that this material be kept out of our streams. This being the only cost-free outlet, the disposal of fine refuse became a significant item of expense in every preparation plant. When this happened it was only reasonable to look to the recovery of the values in this material, not only to defray this expense, but to reduce the tonnage which had to be wasted. There seemed to be no device available suited to reducing the moisture in this material to what the market requires. All of the fine coal dryers commonly employed make use of air to bring the heat of combustion into contact with the coal particles. Any device employing air as a heat transfer medium, has the following two strikes against it in attempting to handle 28 mesh by 0 filter cake: 1) It is practically impossible to bring the hot air into intimate contact with the enormous number of fine particles stuck together in the cake. 2) Even if this can be effected, it is impossible to remove the dried coal from the air. A wet scrubber must be employed, the discharge of which must go back to the filter and dryer as a circulating load of the most objectionable sort, being the extreme fines. Various compromises have been used to cope with the problem of drying this relatively small tonnage of high moisture coal. Often some of the dried coal is mixed back with the feed to the dryer in an attempt to make the mixture more handleable and more available to contact with the hot air than the filter cake alone would be. This may help to some extent with the first problem but it does nothing about the second and a dryer operated in this way has to be oversized. Sometimes the filter cake is mixed with a coarser fraction for the same reason. Here again, while this may make a mixture (the particles of which are more readily brought into contact with the hot air), the problem of getting the fine coal out of the air remains and a larger percentage of the total coal to be dried is handled by the most expensive means. Mechanical dewatering has accounted for more and more of total coal drying lately and in many cases would satisfactorily handle the whole load, down to 28 mesh, if there were a means available for doing a good job on the —28 mesh by itself. The dryer which is the subject of this paper was designed expressly for doing this job — drying fine material by itself regardless of how wet it may be to start with, how fine it may be, or how gummy and sticky these properties in combination may make it. Minnesota is involved in planning controversies related to taconite and potential copper-nickel mining. Mine facility planning includes the Reserve dining on-land tailings disposal issue and the potential for a new copper-nickel mining district. Both provide a unique opportunity for innovative planning in the attempt to be responsive to public and private interests. Concerns that emanate as a result of mineral resource activities include environmental protection, land use competition, land exchanges, highway and utility extensions, and legal constraints on public or private lands. The purpose of this newly-developed planning approach is to anticipate such issues and provide a rational information base for dealing with them. The result will be a framework plan for guiding public planning, and an impact assessment for reviewing the implications of industrial project proposals. The approach uses a computer-stored resource inventory of natural and cultural information. Geographic data is mapped and entered into a computer storage and retrieval system. This enables systematic analysis of mineral resources along with environmental and land use considerations. Computer mapping describes the relationship of each activity and allows identification of potential conflicts; it also shows geographical extent in the form of statistical compilations. Resource data is being collected and compiled using a standard metric grid (Universal Transverse Mercator). Individual cells are 100 m. squares and represent areas of about 2.5 acres. The study area contains about 145,000 cells. Data inventories are being compiled in 25 natural and cultural resource categories. Geologic variables include Bedrock Geology, Taconite Reserves and Potential Resources, Depth to the Duluth Complex Contact and two soil inventories. Topographic and hydrologic variables include elevation, slope, slope orientation, surface hydrology, and watersheds. There are also 6 biological data variables and 7 land use inventories.

BOWIE, San Francisco, Cal.-In my work with the U.S. Bureau of Mines, I have been detailed to report on oil storage containers, and in going around the country I have, been much interested in, the possibilities in the use of concrete for such containers. In talking with a good many people, I have discovered that concrete is being used A good deal for a wide variety of oils ranging from 14° to as high as 40° Bé., especially, by some of the western railroads:, If any member has had experience, in storing gasoline in concrete, I should like to learn of it. DORSEY HAGER, Tulsa, Okla.-Mr. M J. Munn, formerly .with the U. S. Geological Survey, acid connected with the Gypsy Oil Co., until a short time ago, has invented a invented a method for the application of concrete to the storage not only of crude oil but of refined products:. The Cosden Oil Co., of Tulsa, is now working on that plan, and, expects to store refined products in concrete tanks. THE CHAIRMAN (I.N. KNAPP, Ardmore Pa.).-I have had considerable experience in building masonry tanks for gas Holders. I do not believe it is possible to build a concrete or masonry tank of any kind. With hydraulic cement, mortar, which will be absolutely water-tight, unless the bottom and inner wall, after completion are waterproofed with some impervious material. The same will be true of oil tanks, the bottom and inner face of which must be made impervious to oil. Masonry tanks are intended to be sunk in the ground. All that the wall of the tank then amounts to is a retaining wall to keep the excavation in shape and to receive an impervious coating. The bottom of, a; tank, when empty, must be protected by a relief valve from any hydraulic: pressure acting from below. At ordinary prices, for sheets, a tank 100 ft. diam by 20 ft. deep can be built of steel much quicker and cheaper than of masonry. Several years, ago I saw very large oil storage tank under construction in California the bottom and sides being concrete. The sides were, sloped at about the single of repose for the material excavated: If you build a steel oil tank, you can get. .men for the work who do nothing else, and you, are likely to get a satisfactory job; but if you wish to build a concrete or masonry tank it is almost: impossible to find men skilled in building absolutely water-tight masonry Work. An analysis of indexing is given for an idealized plastic rock. Indexing refers to chipping from a bit tooth to a previously formed crater. A method is indicated for computing the dependence of chip size and shape as well as force on the tooth for various tooth shapes as a function of crater configuration and distance to the previous crater. Pressure on the tooth is found to vary with depth of penetration after a critical depth has been reached. Damp sand model experiments indicate that simple solutions using linear and logarithmic spiral slip-line fields for Coulomb plastic materials give reasonable approximations to the failure patterns. Both idealized roller cone bits and fixed blade or drag bits are considered, and methods are presented for approximating the force on the bit and the chip volume when the rock is subjected to sufficiently high pressure to behave plastically. One of the primary objectives of drilling research investigations is to develop theoretical equations which can be used to predict the behavior of rock under drilling loading conditions. Since rocks usually fail in a brittle manner at atmospheric conditions, much current research is directed to studies of the brittle failure of rock under the action of drilling too1s. 1,2 The results of triaxial test on rocks indicate that both rock strength and ductility increase at high confining pressures.3 Recent results from single bit-tooth indentation experiments on dry rocks indicate that the transition from brittle to ductile failure under a bit tooth can occur at pressures sufficiently low to be of interest in oil well drilling.4 Single bit tooth experiments and analyses are not directly applicable to the drilling process since one of the important facets in drilling is the interaction between a bit-tooth and the previously formed crater. This interaction is referred to as indexing.' The purpose of the present paper is to indicate how plasticity theory can be applied to the analysis of indexing for plastic rock. Drag bit or fixed-blade drilling is considered and a discussion is given of the drilling action of an idealized roller cone bit. Results of simple experimental studies using a damp sand model are given as a method of visualizing the failure patterns in rocks under high confining pressures. These results are compared with plasticity theory using simple solutions based on linear and logarithmic spiral slip-lines. Discontinuous stress fields are proposed for drag bit drilling based upon the soil mechanics analysis of Shields. There are few industries in which power is more important to successful operation than mining, and none in which it is so difficult to ohtain power cheaply. Fuel is usually expeusive in mining districts, ana the ma chinery may be widely scattered and located in places difficult of access. The work is often so intermittent and variable as to prevent the economical use of steam. Mining operations are likely to exhibit accumulations of comparatively small and inefficient engines, numerous boilers and long lines of wasteful steam-pipes. Conlpressed air, as a means of transmitting power, is so handicapped by losses in the compressors and piping that it is limited to short distances and to the operation of apparatus requiring power, without regard to cost. To-day, electricity is rapidly replacing other methods of power-distribution, primarily because it is practically independent of distance. By selecting a potential proportional to the length of transmission, the cost of electric conductors and the e5ciency are the same for all distances within reasonable limits. For instance, a given amount of power can be delivered either 528 ft. away at 100 volts, or 50 miles at 50,000 volts, with the same total of copper per H.P. and with exactly the same loss of power in the transmissioo-circuk. This independence of distance permits the selection of the place most advantageous for power-development as a site for an electric power-plant, and the co~~centration there of the generation of all the power required within a radius of many miles. The powel.-site may be at a fall of water, if one is available, or a steam-plant can be built where fuel and supplies are cheapest, or where suflicient water is available for boiler-feed and condensing purposes.

Combined loader and transport, the Gismo is now built for sale in one size, 5 to 6 tons. It will operate in a minimum opening of 7x7 ft and can be built to operate at lower heights. Where space limitations are not a factor it could be designed with much greater carrying capacity-12, 18, or 25 tons-to be powered with a standard heavier tractor. The Gismo is mounted on crawler tracks of the same design as the tracks of the small Allis- Chalmers HD-6B tractor used to power it. With the HD-6B tractor it will negotiate upgrades of 12 pct and downgrades of 20 pct. The next tractor size would make the device feasible for steeper grades or for a machine of larger capacity at moderate grades.

TO these reports you are referred for additional details of the year's activity. Finances.-Income for 1933 from all sources totaled $121,690 com- pared with $138,331 in 1932. Incidentally, this exceeded the income as estimated in the budget by $7,190; the largest item being a "surplus" of $3,316 over the budget expectancy as to member dues. As compared with 1932 the most important items of shrinkage in income were $9,000 from dues and initiation fees; $5,500 from the magazine, MINING AND METALLURGY; and $2,500 from sales of publications other than the magazine.
