WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

ONE unique distinction can be claimed by the new Chairman of the Coal Division, C. E. Lawall: he is the only A.I.M.E. member also a university president, though several engineering colleges are headed by Institute members. Only last year he was promoted from director of the school of mines to president of West Virginia University, following a term as acting head of that institution of over 3000 students. He was born in Catasauqua, in eastern Pennsylvania, on Nov. 21, 1891, and went to Lehigh, receiving an E.M. in 1914, and an M.S. seven years later. HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

The Institute of Metals Division and the American Foundrymen's Association will meet in Philadelphia Sept. 29 to Oct. 4. Many things of interest to the members of the Institute have been constructed and developed in the Philadelphia district since the last meeting in that city (1907), including the great plant at Hog Island, the new foundries at the League Island Navy Yard and the great foundries of the Westing-house Company at Essington. Invitations are being extended to foundrymen and industrial engineers generally in. England, France, Belgium, Italy, and other European countries, South American countries and Australia, to attend this convention, since the time. seems unusually opportune for holding a meeting of international scope.

SIR HENRY CORT HAROLD CARPENTER, great-great-grandson of Henry Cort, famous as the initiator of iron puddling some 150 years ago, carries on the tradition of an illustrious name. Newest of those elected to the Institute's roster of Honorary Members, Sir Harold is distinguished for his achievements in the field of metallurgy as an investigator, teacher, administrator, organizer, and director of research. His interests in research have been in both the ferrous and non-ferrous fields. His name is particularly honored in its association with the establishment of fundamental con¬stants and of critical ranges of iron and iron alloys, and with original and fundamental studies of the preparation and properties of metal single crystals.

ENGINEERING department problems of unravel- ling filing systems of reference data, detail drawings, magazine tear sheets, technical records, manufacturers' catalogs-and coordinating them with the information classification systems employed by the company library and other information services -are being solved in many cases by adopting a basic classification system such as that used by Sweet's Catalog Service and applying its classification and indexing methods to file or bookshelf. By this procedure the engineering department does away with the confusion, duplication, and conflict that exist between personal, department, and company library files. It establishes a pattern for regulating and distributing the potential information that piles up daily in the engineering department basket marked "Incoming."

Drilling in Missouri in 1944 was nearly treble the rate of 1943 because of continued development of the Tarkio pool in Atchison County and the preparation of a pool in Jackson County for a water-injection project. The pipe line from the Prairie Point gas pool in Platte County was in operation throughout the year of 1944, but several of the shallow oil pools in Cass and Jackson Counties were off production during much of 1944 because of a shortage of help. Table I gives a summary of activities by counties. The total footage drilled was 41,475 .ft., of which 21,187 ft. was by rotary tools and 20,268 ft. by cable tools.

Nippissing Mines Co., Ltd., a Ventures subsidiary, has bought into the, Vermont Copper Co. Inc. which operates a copper mine in Vermont producing 700 tons daily. The Vermont Mining Co. has been in operation since 1943 under the present management. When present owners wanted to convert their holdings to cash, the Ventures people saw possibilities in the area which, has been little explored but has a sizable production record. Final approval of the Anaconda-Harvey project for a 72,000 ton aluminum reduction plant at Kalispell, Mont., has been announced by Defense Production Administration. After considerable discussion in the past few weeks regarding Anaconda's entrance into the aluminum field, the approval stated "clearly the best arrangement."

The sum of $250 was appropriated to the Chicago Section. The President was authorized to appoint five members of the Board of Directors, including himself as Chairman, to discuss with other technical societies the proper organization for handling all matters of joint interest to the profession of engineering as distinct from purely technical activities, and to submit its findings in the form of recommendations to the Board of-Directors. Charles F. Rand was appointed a Trustee of the United Engineering Society to succeed himself. John H. Janeway was elected a member of the Library Board, vice Karl Eilers, resigned. Alexander C. Humphreys was elected a member of the Library Board to succeed himself.

During the four years that Burr A. Robinson has held the position of Assistant Secretary of the Institute he has not only won the regard and admiration of the Directors and his associates at headquarters because of his unselfish devotion, efficiency and painstaking application, but lie has formed a wide circle of friends among the members of the Institute. All will learn with regret that he has voluntarily severed his connection with the Institute in order to take a position with the United States Rubber Co., which offered such flattering prospects for the future that the Board of Directors, in spite of their disinclination to lose his services, did not feel justified in urging him to decline.

On account of the possibility of isolating carbides in steel it is generally assumed that the electrode potential of iron carbide is more noble than that of ferrite.1,2,3,4,5 Differences from 0.032 V1 to 0.4 V4 have been recorded. However, it is important to realize that the more noble behavior of cementite in relation to ferrite is not an issue of thermodynamics but of reaction kinetics. Theoretically, cementite is less noble than ferrite, which is a direct consequence of its thermo-dynamic instability. The Board of Directors, at its meeting on March 22, 1918, extended an invitation to the American .Institute of Metals to become the Institute of Metals Division of-the American Institute of Mining Engineers in accordance with the terms of By-Law VII. This invitation was presented to the membership of the American Institute of Metals for letter ballot, and, at the meeting of the Board of Directors of the American Institute of Mining Engineers on April 26 191 ,it-was reported that the replies had been in favor of accepting the invitation. Slag and matte, in lead and copper smelting, are, for convenience of removal, tapped into pots of small capacity, usually of paraboloid form, of cast-iron, weighing 275 to 300 pounds, and holding the same weight of slag. As in many smelting districts one ton of ore makes a ton and a quarter of slag, a large number of pots is needed to equip an ordinary plant. Sudden and frequent expansion of the solid bowl causes the pots to crack at the bottom in a few months, and the matte, a very fluid sulpliide, enters these rough fissures and speedily corrodes its way through the vessel. 1 find, from one year of practice with a slag-

OIL production in Kentucky in 1941 was 5,191,024 bbl., one barrel less than in the preceding year.
