We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

There were present eleven Directors, the Institute's Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.

The following delegates were appointed to the National Conservation Congress on May 2, 3, and 4, 1916, in Washington, D. C. HENRY S.. DRINKER, a GEORGE OTIS SMITH, A. F. Lucas, - W. L. SAUNDERS, VAN H. MANNING. President Ricketts was appointed delegate to the dedication ceremonies of the new buildings of the Massachusetts Institute of Technology in June. W. L. Saunders was appointed delegate to the ceremonies in celebration of the 150th Anniversary of the founding of Rutgers College to be held in October. George C. Stone was appointed delegate to the meeting on Standard Screen Scale of the U. S. Bureau of Standards. George D. Barron and Thomas T. Read were appointed delegates to the Second National Exposition of Chemical Industries to be held in New York in September. It was resolved, that the Institute shall pay the transportation of the Secretaries of the Local Sections to and from the Arizona Meeting. It was resolved that certain general topics' should be selected for discussion at the next meeting of the Institute and a session devoted to each.

The Oregon School of Mines Society held its regular monthly meeting on the evening of October 23. This meeting was an informal reunion at which members gave accounts of personal experiences during the last three months. Many members of both junior and senior classes answered their country's call to arms and so did not return to college. The senior class is particularly well represented in the Army, as two men hold lieutenant's commissions and a third is already in France with a hospital unit. The junior class has also contributed men to various branches of the service. Plans for the regular meetings include discussions by members and lectures by outside authorities oil mining and allied topics. These meetings are open to the lower classes and all others interested. The Oregon School of Mines Society, composed of members of the junior and senior classes, has, joined with the sophomore and freshman relining students in purchasing a Liberty Bond under the name of the Miners' Club of 0. The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is, desired and not include collateral natter which may not be of interest. The time spent in-searching for such collateral matter will be saved, and the information will be sent more, promptly and-in more usable shape.

THE shipments of high-grade manganese ore, con-taining 35 per cent or more of manganese, from the mines in the United States in 1926 were slightly less than half as large as similar shipments in 1925, accord-ing to the United States Bureau of Mines, Department of Commerce. The shipments in 1926 by 45 producers amounted to 46,258 long tons as compared with 98,324 long tons by 42 producers in 1925. This decrease was due to the falling off of the shipments from Montana. The domestic production of metallurgical ore in 1926 was 26,530 tons; that of chemical ore, 19,728 tons. Montana was the largest shipper with 5713 tons of metallurgical ore and 17,904 tons of chemical ore. The largest individual shipper of metallurgical ore was the Crescent Mine in the Olympic Mountain Region, Clallam Co., Washington, from which the shipments for the year were 3162 tons. The mine was operated by lessees and reverted to the owners in July, and thereafter to the close of the year no .ore was shipped.

B. H. Bergstrom (Allis-Chalmers Mfg. Co., Milwaukee)—In reading this article, it was difficult to follow through the example given as a starting point in the derivation of the theoretical equation which relates ball size to feed size. A discussion with F. C. Bond led to the following clarification: Bond postulates that "the breaking force exerted by a ball varies ... as the cube of its diameter . . ." and that the force in pounds per square inch required to break a particle varies ... as its diameter squared." He concludes: "It follows that when a l-in. ball breaks a 1-mm particle, a 2-in. ball will break a 4-mm particle, and a 3-in. ball a 9-mm particle." The above example can be true only for a different set of assumptions. Since the first assumption is apparently true, it is the second that must be revised. The second assumption should read that the breaking force required to break a particle varies as its diameter to the 3/2 power. This relationship was derived in the next paragraph of the article.

Benjamin B. Thayer was elected as representative of the Institute on the John Fritz Medal Board of Award vice Albert Sauveur, whose term expires. Robert M. Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The following preambles and resolutions were passed: WHEREAS, the Chamber of Commerce of the United States is taking a vote, through the Chambers of Commerce, Boards of Trade and other constituent members of the National Chamber situated throughout the country, on the question whether or not the primary natural resources, comprising timber, the ores and deposits of useful metals, and' the deposits of minerals, which are a source of heat, light and power, should he exempt through remedial Congressional legislation from the restrictive limitations of the Anti-Trust Acts, and WHEREAS, a Committee of the National Chamber, the Chairman of which is a Past President of the American Institute of - Mining Engineers, has recommended favorable action upon this question, and

Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

The method usually employed in accurate determinations of sulphur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the solphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. In order to test the accuracy of the method, six samples of pig-iron borings were weighed out (about six grammes each) and treated identically

The 118th, meeting of the Institute, which has been arranged primarily for the benefit of the Institute of Metals Division and of those members who are particularly interested in iron and steel, will be held in the Milwaukee Auditorium, Milwaukee, Wis., on Oct. 8 to 11, 1918. This date has been selected because at that time, and at the same place, the American Foundrymen's Association and the American Malleable Castings Association will hold meetings. A notable exhibit of metallurgical and mechanical processes and products, at which over 165 firms will be represented, has been arranged in Machinery Hall, of the Auditorium Building. Wherever practicable, the machinery will be in operation. The program of the Institute's sessions was published in Bulletin 141. A special announcement of the meeting, together with a program of the sessions of the American Foundrymen's Association, has been mailed to every member who was thought to be directly interested in the meeting. A report of the meeting-and of the discussion of papers will be printed in the December Bulletin.

In Bulletin J 1, recently published by the Traylor Engineering and Manufacturing Co., it is stated that the largest jaw crusher ever built has a jaw opening of 66 in. by 86 in. and weighs 680,000 1b. It is said to be in successful operation and has a capacity of 490 tons per hour crushed to 12-in. size; 415 tons per hour crushed to 10-in. size; 330 tons per hour crushed to 8-in. size. The same company, in its Bulletin G 3, gives a diagram showing the percentage of a crushed product which will pass through screens of different sizes of perforation from a machine adjusted to a certain size screen. This diagram is reprinted below for the information of our members and the following notes apply to it. In order to prevent an excessive amount of fines, crushing machines are usually set so that 15 per cent. of the product will be larger than the maximum size desired, and this oversize is then recrushed by smaller

Usually massive and botryoidal; also in grains; structure sometimes columnar, or curved lamellar. Fracture conchoidal to uneven. Brittle. H. = 5'5. G. = 9'0 to 9'7 of crystals; of massive altered forms from 6'4 upwards. Luster submetallic, to greasy or pitch-like, and dull. Color grayish, greenish, brownish, velvet- black. Streak brownish black, grayish, olive-green, a little shining. Opaque. Comp. -A uranate of uranyl, lead, usually thorium (or zirconium), often the metals of the lanthanum and yttrium groups; also containing the gases nitrogen, helium and argon, in varying amounts up to 2'6 p. c. Calcium and water (essential?) are present in small quantities; iron also, but only as an impurity. The relation between the bases varies widely and no definite for- mula can be given. Radium was first discovered in this mineral and it has been shown that it and the helium present are products of the breaking down of the uranium.

In the latter part of December a batch of amalgam was retorted and the tin in the retort uncovered while at a low red heat, and allowed to cool slowly to a temperature more suitable for ladling into moulds. It was then ladled and made what appeared to be nice, white, malleable block tin. On February 15th our attention is called to the fact that the tin is brittle, and on examination we find that the molecular condition of the pigs has changed to the extent of one-half its material. The change shows itself by an enlargement appearing on the surface something like crystallization, and comes in spots. The condition of the metal in these spots is very peculiar. It has changed from a malleable metal to a brittle one, with a structure somewhat resembling stibnite, and a color very considerably darker gray than tin. Reports on process control computer projects at the Kamioka Plant are summarized from the Japanese technical literature (see references). Fluidized Bed Roaster and Sulfuric Acid plant1 A small process control computer (Yokogawa CCS-200 with an OKITAC 5090P 8K central processor) was installed in the Kamioka smelter in the summer of 1964. A year-and-one-half installation project followed, which successfully brought the roaster and acid converters under computer control. The process plant consisted of two 130 RPD fluosolids roasters and two Monsan to acid units. The roasters are charged with lead-zinc concentrates with SO2 from the roaster processed to sulfuric acid. The computer system provides the following functions: 1) log data from the plant--the input is taken from 50 analog signals, 130 high-low digital alarm points, and 50 analog high- low alarm points; 2) set-point control on 18 control loops; 3) direct digital control (DDC) on eight control loops for which conventional controllers were difficult to adapt due to abnormal loop characteristics or delay times; 4) execution of a safe shut-down procedure

The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

To the question, " Do the Pennsylvania anthracites contain phosphorus?" asked at the last meeting of the Institute during the discussion on the metallurgical value of Western lignites, I can now give a definite answer. Through the kindness of a gentleman connected with the Philadelphia and Reading Railroad, and another connected with one of the principal ironworks on the Lehigh, there was sent to the Ironmasters' Laboratory a number of samples of the coals now largely shipped from the Schuylkill and Lehigh regions.
