According to Vorwärts, the German Mining Commission sent to ascertain the damage done to the mines of France says that the work of restoring these mines will furnish work for all the unemployed in Germany for the next 8 years. The commission said the work of reconstruction would have to be clone from. "the ground up," especially in the Departments of Pas de Calias, Courriere, Lens, Lievin, Drocourt, Mourchin, Carvin, and Dourgas, where the destruction was pronounced "terrible." Most of the mines have been "drowned," and in rebuilding new shafts would have to be protected against the inward pressure of water. The Germans declared the work of restoration would not only be one of great difficulty, but that in many cases it was impossible to ascertain the extent of the damage clone to each mine. They also said it was not easy to fix responsibility for the destruction because it was done by nu-merous groups of troops and the records showing where each military unit was located and at what period were not complete or available.

A process has been developed for leaching copper, lead and calcium from molybdenite concentrate. The leachant is a solution containing an oxidizing chloride (e. g., CuC12, FeC13) and an alkaline earth metal chloride (e. g., CaC12). Cupric chloride and ferric chloride, in the presence of 20-30% calcium chloride, are effective oxidants for chalcopyrite and galena. Calcium chloride, in addition to promoting the rate of leaching, serves to lower the solution pH and raise the boiling point. Leaching for two hours at 110'~ with a 1 % CuC12-10% FeC13- 30% CaC12 solution results in the extraction of up to 98% of the copper in molybdenite, 98% of the lead, and 79% of the calcium. Less than 0. 5% of the molybdenum is dissolved. The leach solution can be rapidly and effectively regenerated with gaseous chlorine and recycled. Build-up of copper and lead in the leach solution is controlled by discarding about 30% of the leach solution each cycle.

FIFTY years ago the Utah Copper enterprise at Bingham was just getting under way. An epic in metal mining was in the making. Throughout the West the bonanza deposits were approaching exhaustion and most ore still went direct to smelter. But concentrators were shortly to be constructed for treating milling grade ores, and most important, the pilot plant for the Utah Copper enterprise was being built that year at the mouth of Bingham Canyon. The same decade was to see development at the Inspiration mine in Arizona of the most important new mining method for 50 years to come—undercut block caving. Although the average grade of ore being mined has been declining for 50 years, and wage rates and prices of supplies have been greatly increased, the mining industry has continued to grow and to prosper. Technology has advanced to a point where minerals can be mined under the most severe conditions. The hardest rock can be drilled and broken and the heaviest ground handled. Large or small, an ore-body can be mined successfully, at any desired rate of production. It is possible to pump great volumes of water and to ventilate the most extensive workings; air conditioning has made practicable the mining of ore where the rock temperatures are beyond those that can be borne by man. Mining today in the U. S. is a huge earth-moving operation. In 1953 nearly 2 billion tons of material were mined for direct use or for processing. Stripping at open-cut mines totaled about 1.7 billion cu yd. Table I gives relative tonnages of the branches of the mineral industry in 1953. In addition to the solid materials moved, 350 million tons of petroleum and 340,000 tons of gas were produced in 1953. Fifteen million tons of salt and 5 million tons of liquid sulphur were pumped from wells. An appreciable amount of copper was recovered by leaching old mine workings and dumps. Total value of minerals produced in 1953 was $14.4 billion: oil and gas $7.6 billion, coal $2.6 billion, nonmetallics $2.4 billion, and metals $1.8 billion. Formidable problems face some branches of the industry today, especially pertaining to increased output tons per manshift. The time has come when these problems should be reappraised. With current wage rates, the industry no longer can afford to pay men to do manual labor. It should be recognized, also, that the miner is a skilled worker; efforts to promote the dignity of his calling and his pride of accomplishment have yielded beneficial results. Mineral deposits occur under widely varying conditions. In most instances the degree of support needed by the roof and walls is the deciding factor in selection of an underground mining method. The degree of support needed, in turn, is governed by natural physical characteristics of the ore and its enclosing rocks. Mine operators, of course, learn to judge ground by observation, and an experienced mine boss generally can anticipate what will happen following any given mining operation. A more scientific approach, however, would be advantageous in most cases. More should be known about the strength of the ore and the enclosing rocks, more about stresses set up in the ground when ore is removed, and more about the mechanics of moving ground. Better understanding would work both ways: first, favorable rock conditions could be fully utilized for more efficient mining, and second, hazards of rock falls could be minimized, loss of ore in mining reduced, and expenses caused by ground pressures and subsidence lowered. In general, mining comprises breaking the ore or rock in place, supporting the mine workings, and transporting the ore to the surface. This latter is a materials handling problem. Ventilation, of course, must be provided, and the mines must be kept free of water. Development work at some places is the most important cost item in extracting ore. Drilling and blasting remain the usual practice for breaking ore or rock from place except, of course, at block-caving mines. The drilling and blasting practice at a mine must fit the mining method. INTRODUCTION A complex interaction of worldwide economic and political forces is increasingly requiring 3 primary participants for the successful development of large natural resource projects in developing countries. They are the host government of the developing country (the "host government"), one or a consortium of international natural resource companies, (the "Resource Company") and one, or more likely, a syndicate of international lenders. The host government typically controls the rights to its country's natural resources and establishes the economic ground rules for their development. However, because of worldwide inflation and the depletion of easily accessible, high-grade resources, the nominal and real capital development and operating costs of projects have been spiraling. Moreover, the depletion of high-grade and mineralogically uncomplicated resources also raises the technical and operating risks associated with resource recovery. Thus, despite increasing political self-consciousness and economic nationalism in developing countries, international resource companies are still often necessary project sponsors since they can provide, among other things, the required technical and management expertise and equity capital. The presence of these factors, and often the addition of worldwide market access in a project, is often critical in determining whether or not the project will be considered creditworthy by international commercial lenders. The international commercial lender is often the critical third party in project development, due in a large part to the ever escalating-costs of project developments relative to the financial resources of many companies and even a growing number of countries. In addition, lenders have other reasons for taking more than a passive interest in all aspects of a project's development. These reasons include the following: 1. Projects are often financially structured such that the primary security for a loan, once completion and performance standards are met, is the cashflow of the project rather than recourse to its sponsors. 2. Lenders, in addition to the "project risk" just described, are frequently asked to assume various elements of "political" risk which nay put them in a sensitive economic position between the host government and international resource firms (This is discussed later). 3. International banks today have large loan portfolios of developing country debt with final maturities ranging from one to fifteen years. The various current projects undertaken are the building blocks of most developing country economies that will hopefully contribute to the long run economic development of a country as well as generate the foreign exchange necessary to repay foreign loans in the future. In this regard it is useful for lenders to realize whether a given project "makes sense" in terms of a country's natural resource endowments and competitive advantages over other countries. The type of framework discussed in this article would help lenders to better make such assessments. In order to facilitate the continued international flow of capital and technology to developing countries and of readily available supplies of raw materials from them, it is important for each of these three parties to increase its awareness of the goals and objectives of the other parties as well as the bargaining process that results in the legal, financial, credit and fiscal structures by which a joint venture project ultimately proceeds. Each of the parties faces increasingly complicated accept/reject decisions when they are faced with difficult choices among. a wide range of alternative structural combinations each of which has different implications for risk and reward to them. Therefore, by increasing the mutual, 3-way awareness of the decision processes of the other parties, it should be possible to: • provide better information and results in the formation of more rational expectations by all parties going into negotiations, • facilitate the project formulation process by allowing parties to focus more clearly on the areas of common interest and conflict, • result more frequently in final structures and agreements that better reflect the economic and political realities associated with a project and thus • result in more creative, innovative agreements that should reduce the need for changes to them and thus promote the kind of long run political stability conducive to attracting capital and further investment.

Since 1941 not more than 15 per cent of aii wildcat wells drilled in Louisiana have been successful. This figure is not too discouraging, especially in view of the fact that during the same period approximately 80 per cent of all wells (average 701 wells per year) drilled in or adjoining producing areas were successfully completed. However, a somewhat discouraging aspect concerning Louisiana's wildcat completions is that in 1942 only 12 out of 20 fields found were oil fields; in 1943, only 13 out of 24; and in 1944, only 8 out of 21. This means that an operator has less than a 50:50 chance of finding an oil field. In other words, it is more likely that he will find a gas-condensate field. This fact has become increasingly evident as the data for each year are compiled and compared. Yet, strangely enough, operators are reluctant to accept this fact and plan accordingly. Certainly they cannot continue to search for oil fields and, for the most part, end with shut-in gas-condensate wells. The reason for shutting in is that there is no immediate and satisfactory market for all the gas being discovered. The solution, and it is a very satisfactory one, as experience in Louisiana has already demonstrated, is cycling. The advantages of this type of operation of gas-condensate fields, especially where the entire field is pooled and unitized, should be self-evident. These advantages will become increasingly more important, especially now that legislatures, regulatory bodies, royalty owners, and others are beginning to realize that "reasonable development" in a field is not indicated by the number of wells completed, but rather by the method of development. To complete a great many wells that can produce at only, partial capacity is waste. Producing hydrocarbons from these wells and not subjecting them to processing by surface operations, in order to recover all liquefiable hydrocarbons, is waste. Permitting bottom-hole pressures to drop or gas-oil ratios to increase because of excessive production is waste. Loss of leases and of wells because of inability to produce or to meet lease obligations is waste. Therefore, it is becoming increasingly apparent that a reservoir entirely pooled and unitized with a minimum number of completions, but over which there is exerted careful control so as to provide maximum recovery and the processing of all hydrocarbons brought to the surface, is the only logical and reasonable method of developing a gas-condensate field. Oil Production Twenty-one new fields, including three rediscoveries, were found during 1944. Three of these new discoveries—Delhi in northeast Louisiana, Good Hope in southeast Louisiana, and West Tepetate in southwest Louisiana—should add considerably to Louisiana's oil reserves. The other discoveries were either gas condensate or of apparently little consequence. THE angles between the crystallographic planes in cubic crystals have been given by Bozorth,¹ in magnesium, zinc, and cadmium by Salkovitz,² and in tin by Nicholas. The determination of the orientation of single crystals and the study of plastic deformation require the knowledge of these angles and are often facilitated by use of a standard projection. Tables of these angles and standard projections have not been published for titanium or zirconium which have c/a ratios considerably less than those hexagonal metals for which this data is available. Accordingly, Table I has been prepared giving these angles. Fig. 1 presents a standard (0001) projection of titanium. SUFFICIENT testing has been performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.l The present flowsheet for the recovery of ilmenite consists in grinding the crushing plant product in four open-end rod mills in closed circuit with mechanically vibrating screens to approximately -20 mesh. The screen undersize is treated in Crockett magnetic separators which produce three products: magnetic concentrate, nonmagnetic tailing containing ilmenite and gangue, and a Crockett slime overflow. The non- magnetic tailing is classified into eight sizer spigots products and a classifier overflow. The spigot sand products are tabled separately to produce a rough ilmenite concentrate, a middling product and a tailing. The table middlings are returned to Crockett feed. The table concentrate is dewatered and dried and further concentrated on Wetherill magnetic separators to produce the finished ilmenite concentrate.

Recent developments in the application of solvent extraction in hydrometallurgical processing make it desirable to reassess the present state of availability of suitable equipment for these applications. The range of solvent extraction applications now includes very large scale applications with a modest demand on separation performance (the treatment of some base metals) and applications in which the decisive factor is a very high requirement on separation performance. The extraction column to be described in the present paper is of the type in which mechanical energy is provided for the two- liquid system inside the column. The active elements for this are reciprocating sieve plates designed and mounted so as to uniformly load the driving mechanism, to eliminate vibration of the plant, to have sufficient control over the degree of dispersion of the dispersed phase, and to reduce axial mixing effects, which are highly detrimental to the separation performance of production-scale plant. The operating features of the reciprocating-plate column will be illustrated mainly by experimental results obtained on a 4" diameter column in the extraction of uranyl nitrate with TBP. Some mechanical features of the operation of reciprocating-plate columns will also be discussed.

The molybdenite flotation operation of Climax Molybdenum Co., Division of AMAX Inc., near Leadville, Colo., generates a rougher tailing containing 0.03% W03 and 0.005% SnO2. This tailing is subjected to a series of mineral beneficiation steps for production of wolframite and cassiterite concentrates. However, these byproducts are contaminated by small quantities of UsOa. This paper describes application of sulfuric acid-sodium chlorate leaching for substantial elimination of the radioactive impurities, particularly the mineral brannerite. The leached residue is amenable to magnetic separation of wolframite from cassiterite.

The investment analysis methods that are most generally accepted in the mineral industries in the mid-80's are presented along with their advantages and disadvantages. Also covered are current widely-used practices for introducing the uncertain nature of most of the important variables in an investment analysis, which is contrasted to the former dominance of deterministic analysis. Finally, the discussion turns to current practice for handling the two critical areas: cost of capital and inflation. The advice contained is reinforced with data from a survey of current practices in the petroleum industry.

There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. A COMMITTEE, representing a number of the larger oil companies in California, met in San Francisco on Nov. 12, 1919, for the purpose of discussing the depletion deductions to be allowed in computing the Federal income taxes under the Internal Revenue Act of 1918. It was the general sense of the committee that a system based on sound engineering principles should be formulated for estimating the value of oil properties, so that better and more uniform results might be obtained by the various companies in filing their returns with the' Bureau of Internal Revenue. A subcommittee, consisting of five petroleum engineers, was thereupon appointed to collect information and draft a report. The committee consisted of G. C. Gester, Carl H. Beal, J. H. G. Wolf, E. G. Gaylord, and E. D. Nolan; this report is the work of that subcommittee.

Construction of new large refineries was small in 1937, but extensive modernization and expansion of existing plants were made, bearing out the observation of the Bureau of Mines that the trend is strongly toward fewer and larger refineries. Building the first large combination skimming and cracking unit of 20,000-bbl. capacity was a startling achievement four or five years ago, but it has been exceeded many times since, and at least four units with a capacity of 30,000 bbl. or more were contracted for during 1937, as well as many other units of smaller but still substantial capacity. Installation of polymerization plants for producing high-antiknock blending naphthas from refinery gases progressed at an accelerated rate in refineries affording sufficient raw gas to make the use of the process profitable. The total productive capacity of polymerization units built and contracted for in the United States is now about 25,000 bbl., equivalent to the gasoline production from approximately 55,000 bbl. of crude oil a day. Octane Fuels Also utilizing refinery gases—the butylene fractions in particular—the plants for manufacture of iso-octane increased in number to such an extent that the combined capacities will enable the air forces of the United States shortly to go entirely to the use of 100-octane fuel, indications being that the Army will reach that position in 1938, with the Navy not far behind. Commercial air-lines are expected to take advantage of the greater power of high-antiknock fuels to gain the increased power and increased pay loads possible with their use. Work done on producing fuels with octanes beyond the 100 point has recently been reported, and their production can be expected, although at high cost, when the economics of the situation justifies and engines capable of utilizing them efficiently are available. DURING an investigation of electro-deposited silver structures, samples were prepared for metallographic examination by cold mounting in plastic, grinding on successive grades of emery paper down to 3/0, and chemically polishing by swabbing using the chromic acid solution described by Gilpin and Worzala.1 Attempts to etch these samples using the standard solutions described for silver (e.g., 5 pet KCN-5 pet Na2S2O8, H2O2-NH4OH, and various potassium dichro-mate solutions) all failed to give good results due to staining of the samples and to rapid etching. The staining was caused by the chromic acid polishing solution being trapped in small fissures between the sample and the mounting plastic, and also in small fissures in the sample itself. To overcome these difficulties, an etchant was developed which prevented staining at the same time as it slowly etched the sample. This resulted in a very clean, crisply etched surface as shown in Figs. 1 and 2. This etch consisted of 10 ml of orthophosphoric acid, 10 ml of distilled water, and 2 drops of the polishing solution noted above,' which is made by mixing 100 ml of saturated CrO3 solution, 45 ml of 10 pet HC1 solution, and 800 ml of distilled water. The etching procedure involved taking the final polished sample, either immersing or swabbing in the etchant for a period of 1 to 2 min, rinsing as quickly as possible in distilled water, alcohol, and ethyl ether in that order, and then immediately drying. This etch is easily controlled due to its slow rate of etching, and produces samples with clean, sharp surfaces. Pits due to overetching produced varying contrast effects when viewed under polarized light, and are therefore obviously useful for revealing many structural details within the sample. ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and. the six platinum metals, have been called "noble" because of their ability to resist heat and corrosion, properties which. were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established. From even the partial data at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time. While the subject is of considerable interest to the metallurgist it is even more so to the electrical engineer and it is surprising that the literature records no systematic and' comprehensive investigation along these lines. Practically all the scattered work on noble metal contacts has centered around platinum as a standard and has had two more or less distinct aims. One of these has been the replacement of platinum by cheaper materials, and the other, the development of materials of superior electrical performance. The merit, of a contact metal has been assumed to be dependent on its infusibility, and since the more precious metals have the higher melting points there has naturally been an association of the two qualities in the sense that the more precious were
