The following communication was recently sent President Wilson by J. Parke Channing, Chairman of the Engineering Council: The transportation systems of our country are largely the creations of its professional Engineers. This statement can be made without disparagement to the statesmen, the financiers, the manufacturers, the lawers, the educators, the mechanics, the laborers and many others, who, with the Engineers, have contributed to the development of transportation. Through all stages of preliminary exploration, final survey, construction, upkeep and operation, in financial management, and in adjustment of the relations of transportation to the public, the genius and knowledge of the Engineer are essential. Not only in technical physical matters, but also in determinations of policy, his contributions have supplemented and must ever supplement those of other men. These declarations hold good for all the carriers of commerce, by rail, by highway, by water, by pipe-line, by wire, or by air. Hence, it follows that the body established by Government to regulate the commerce, the carriers and the ways of communication, embracing so many engineering features, should number among its nine members, men of engineering training and experience. Engineering Council, being aware of a vacancy on the Interstate Commerce Commission, begs leave to request the Chief Executive that in filling this vacancy, he give earnest thought to the selection of a man who, to his other qualifications, adds the training and experience of an engineer familiar with transportation problems.

The President was authorized to appoint. a liaison committee to cooperate with the American Mining Congress in respect to the establishment of a Secretary of Mines and Mining in the President's Cabinet. He appointed Edwin Ludlow, Chairman; Mark L. Requa, and J. E. Johnson, Jr. It was resolved to accept the invitation from the Chicago Section to hold the. 120th meeting of the Institute in Chicago during the week of Sept. 15, 1919. The action of the Executive Committee in appointing Past President E. Gybbon Spilsbury as representative of this Institute to visit France upon the invitation of the Société des Ingénieurs Civils de France was approved. The final budget for 1918 was approved. Tile President was authorized to appoint a committee, of three members, on the Development of Activities of the Institute. The committee was requested to report at the February meeting of the Institute, and the Secretary was requested to invite each local section to have a member present to discuss the subject. The President appointed J. W. Richards, Chairman; P. N. Moore, and Allen H. Rogers. Thirty-six members, ten associates, and five junior associates were elected; one change of status from associate to member was granted; two members were reinstated; and eight resignations were accepted. An extension of time was granted to nine members. The dues of eight members were suspended on account of their being in active service.

IN order to secure cupels uniform in size, density, etc., I have arranged a machine which has proved quite satisfactory, and is so simple and inexpensive as to be within the reach of nearly everyone. It has been in operation here about four years, and with it all cupels used in the assay department of the School of Mines have been made. As shown in the accompanying figure, it consists of a common letter-press, the movable platen of which has been removed. In place of the plate, there is attached to the screw a plunger, which turns with the screw, moving up and down, and making the depression in the cupel. The ring holding the bone-ash is held in place directly underneath the plunger by a wooden guide fastened to the base of the press. There is also fastened to the top of the guide for the ring, at a distance above the base of the press equal to the height of the cupel-ring, a piece of mood about § inch thick, under which the ring will just slide into place, and through which there is cut a circular hole exactly fitting the plunger, guiding it in its downward movement always in the same vertical line; this last guide not only directs the plunger, but also prevents the lifting of the ring by the plunger, upon the raising of the latter.

HENRY M. Howe, Bedford Hills, N. Y. (communication to the Secretary.) +-Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is clue to their being in part re-precipitated after re-solution in forming carbonic oxide temporarily with that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when 'the solidiification is too rapid to permit this process to goon. J. E. Johnson Might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If' this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and re-precipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long dendrites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

In spite of an increase of 7 cents per barrel in the posted price of oil for the Panhandle field effective June 16, 1943, there was less drilling during 1943 than ir, any of the several previous years. The drilling statistics are compiled as Table 2 and show the material increase in the percentage of the total number of field wells completed as dry holes. This increase suggests that the productive area of the field is largely drilled up on the well-spacing pattern now followed and that new discoveries will be required to permit any important new activity in the area. The fact that only four wildcats were drilled in the area during the year indicates that some new prospecting technique or some ncw point of view is required to stimulate exploration. No new producing areas were discovered during 1943 and no additions to oil reserves were made through extensions or discovery 'of new pays. Accordingly, the proven reserves in the area declined by the amount of the production, or nearly 31 million barrels. These results of drilling are similar to those obtained during 1942, whcn no new oil areas were discovered as a result of wild-catting, a total of five wildcat wells in 1942 resulting in four failures and one gas-fieid discovery of undetermined merit. sion. Having recently had occasion to make a series of analyses of fire-clays for the present Ohio Geological Survey, I found that the amounts of potash and soda determined indirectly by measuring the chlorides volumetrically did not " check " with those obtained directly. Investigation with the spectroscope showed the presence of lithia in what seemed very appreciable quantities. The examination was made of a considerable number of samples, and in every case this element was found, though in varying amounts, as judged by the intensity of the spectrum. To guard against error from the impurity of reagents, the whole process was repeated, using the same reagents in corresponding amounts, but leaving ont the clay. In no case did these " blanks" show lithia; hence the presence of this element in the clays seemed to be established conclusively. In the same series of analyses, titanic acid, in amounts varying from three-tenths to nearly two per cent., was found. The presence of titanium was first observed in the Ohio clays, nearly three years ago, in the examination of clays from Logan. The occurrence of this element is, of course, not unusual in clay, but I believe that none of the published analyses of Ohio clays give it; certainly none of the former Ohio geological reports speak of its presence. The following analyses show both the above ingredients. They were made during the summer of 1883.

The long awaited new Mining Engineering Handbook is taking shape under the leadership of A. B. Cummins, Chairman of the Editorial Advisory Board for the SME Mining Engineering Handbook, and Ivan Given, Editor-in-Chief. The last Mining Engineers' Handbook, the Peele edition, published by John Wiley and Sons, was last revised in 1941. This book was and still is a virtual mine of information although a good deal of its content, especially the cost tables, is becoming rather antiquated. The new one-volume work will contain approximately 1600 pages and be divided into 36 sections. From L. K. Armstrong, Secretary of the Columbia Section of the Institute, we have received information as to the activities and plan of the Spokane Engineering and Technical Association, which was recently organized under the joint auspices of the local sections of the American Institute of Electrical Engineers, the American Society of Civil Engineers, and our own Institute. The first meeting was held on September 20, at which a program for the following year was adopted. The, meeting was then conducted by the Civil Engineers., the principal business being the reading of a report by Mr. Flinn, Secretary of the United Engineering Society. The second meeting was held on October 18, of which the Columbia, Section of our Institute took charge. According to the program adopted, meetings will be held regularly on the third Friday of each month, except June, July and August. It is understood that these meetings shall not interfere with nor abridge the independent activity of the participating societies. The proposed work of the Association is to be conducted by a large number of committees, whose attention will be devoted to such subjects as the following: Municipal, Highways, Resources, Manufacture and Industries, Legislative, Educational, National and State, Patents and Inventions, Americanization, Safety and Rehabilitation, Research, Emergency. When all of these committees shall have been filled, and their work begun, it is expected that the engineers of Spokane and vicinity may take a more active part in things affecting human welfare in that vicinity.

The first light of dawn was appearing through the window of the giant Pan American Boeing 747 as we crossed the Irish Coast on course into London's Heathrow Airport While still over Ireland, the plane began its descent and a few minutes later an announcement on the public address system informed us that we were coming up on Lands End. Cornwall, and would then begin our final approach into London. Barely visible below through the WISP). clouds were the Seven Sisters Lighthouse and the rugged cliffs of Lands End and Cape Cornwall, the westcrnmost point of England. Start at Lands End To a displaced Englishman, it seems amazing that technology has brought us to a point where large jet aircraft use Lands End as the starting marker for final approaches into London. It was not so very long ago that we considered the eight-hour car journey or the 12- hour train trip from London to Lands End as a major undertaking. Today, with the 180,000-lb thrust of four engines, this enormous aircraft transports 350 or more passengers that distance in a matter of a quarter of an hour. The incongruity of the situation is that the technology leading up to the development of the powerful jet engines used on: today's aircraft started with the ; invention of the steam engine which found its first commercial use some 300 years earlier in the mines of Cornwall 20,000 ft below.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. (Read at the Philadelphia Meeting, February, 1878.) ZINC is, as is well known, very brittle at a temperature of about 210° C. (410° F.), and may then be readily pulverized in a mortar. By sifting it may be obtained of uniform grain. I have been accustomed to prepare products passing through 40, 60, and 80-mesh sieves, and also by bolting through a fine handkerchief. The principal analytical uses to which I have hitherto applied this material are to the reduction of iron directly from the ore by heating it with the pulverized zinc, and the reduction of ferric to ferrous compounds in solution. In the first case the pulverized ore, 0.5 gram or less, is intimately mixed with about ten times its weight of the pulverized zinc (the finer the zinc the better), in a porcelain crucible, and this mixture is covered with about the same amount of zinc. The crucible is then heated at the top of the flame of a Bunsen burner, at a dull red heat, for about ten minutes. The crucible should not be covered. When cool, the crucible, with its contents, is placed in a flask treated with hot dilute sulphuric acid, and brought quickly to a boil. The zinc and reduced iron are dissolved in a few minutes and the flask is then tightly corked and allowed to cool. When cool, the iron is directly titrated by potassium permanganate.

FRANCIS B. SILSBE,* Washington, D. C. (written discussion?). ?This paper is an interesting example of the -solution by the methods of metallography of what seemed at first a purely chemical problem. The authors have shown: in detail, how the well-known corrosion of spark-plug terminals is due to the dropping out of the individual crystals of the metal as it becomes surrounded by an oxide film. This corrosion is usually quite slow but in special cases may become a serious factor in limiting the life of spark plugs. There still remains the problem for the metallurgist to produce a material that will be entirely free from, this trouble. One of the most startling results of the work is. the demonstration that it affords of the deleterious effect of a mechanical stress continuously applied to material that is at the same time subject to adverse chemical or thermal conditions. The particular style of spark plug shown in the illustration, and in which serious trouble was caused by this corrosion, has the side terminals fastened at both ends and the method of assem-bling is such that a considerable initial tension is applied to the wire. It is without doubt this superimposed tension that causes the inter-crystal-line network to line up, as it were, into a few continuous and deeply penetrating transverse fissures instead of forming a great number of shallow surface cracks. This excellent paper by Dr. Colombo parallels quite closely the bench and pilot work done by the Hanna Research Laboratory on the Mesabi oxidized taconites. Because of the vast reserves and future ore requirements the need to perfect the selective flocculation-flotation process becomes very necessary. The selective flocculation process is a very efficient method of desliming, leaving a fairly clean, upgraded product for flotation. However, one of the problems that we have encountered in this process was some very fine, -2 micron liberated goethite in the slimes that did not flocculate. The complete slime removal is not necessary. We remove slimes to the extent of about 5% of the iron units. However, on difficult treating ores we would remove more slimes. The reclaimed water from our pilot plant has a turbidity of about 1000-3000 ppm. We can obtain lower turbidity water but to do this would involve additional lime as a tailing flocculant and we would run the risk of flocculating the entire ground pulp in the selective flocculation process because of the increased Ca level in the water. We have about seven different geological ore types out of 17 recognizable ore types that are treatable. All of these ore types require different degrees of dispersion and grinding which is a problem. Probably it won't happen to us again in a thousand years, but it was very embarassing at the time. It is only because of certain matters that have come up this month that we tell you at all about it. At the beginning of our trip to Peru and Chile last summer, we were flying with Bill Haddon from Lima to Tacna aboard Fawcett. Being an old hand at foreign travel, particularly in South America, we felt obliged to explain some of the special features of travel in Latin America and the niceties of etiquette in particular and were so engaged when the plane landed at the airport. We led the way briskly into the terminal, expecting at any moment to have a representative of Southern Peru Copper pop up and present himself. However, this didn't happen so we repaired to the baggage arrival station to wait. All the bags were quickly picked up, but ours were no where to be seen. Bill was slightly agitated because the plane was being buttoned up for take off. However, rising to the emergency with our usual aplomb, we took charge of the situation. Brandishing the claim checks under the nose of the porter who pointed to them and said, "si, Tacna," we nodded briskly and in our serviceable Spanish said "si se[n]or, vayase viejo, rapido." He was off and back with our suitcases quickly enough.

A new metallurgical treatment for capturing as much of the values as possible from zinc refinery feed has been devised by personnel in Cerro de Pasco's Peruvian operation at La Oroya. Results from a pilot test illustrate that 50 metric tons of throughput can be maintained whereby substantially all the silver and copper report in the sponge iron while zinc and lead with indium and cadmium volatilize in the fume. This new technique named the Zileret (zinc leach residue treatment) process complements the electrolytic system used in the refinery so that all values in a zinc concentrate are economically recovered. In the system, dried zinc leach residue is pelletized with soluble zinc sulfate which already exists in the leach residue and a finely divided reducing agent such as anthracite coal. Upon heat addition, the loose anthracite in the charge maintains a reducing atmosphere while the free space above the charge has an oxidizing nature. When the charge reaches the reaction zone at about 1100°C, metals such as zinc, lead, cadmium and indium volatilize from the pellets, are oxidized in the upper kiln atmosphere, and are then carried in suspension as an oxide fume to the cooler and baghouse. The copper and silver content in their reduced forms, along with the iron, discharge from the kiln as a calcined product which is then cooled to below 130°C before being exposed to the air.
