The Republic mine, situated forty miles from Marcus, a station on the Spokane Falls and Northern Railroad, in the northeastern part of the State of Washington, was located in 1896, but no development-work was dolie until the spring of 1897. While much of the ore mined since then has been rich enough for shipment to smelters, a method of locally treating the lower-grade ores soon became a matter of prime importance, because only about 40 per cent. of the values could be recovered by plain amalgamation, even with ores assaying 4 to 5 ounces of gold per ton. Experiments with cyanidation, in various ways, led to the adoption of the Pelatan-Clerici process and the erection on this system of a 10-ton experimental plant, which was later increased to a capacity of 35 tons per day. HODGSON.-As to ".Safety First," I did not deal with that, but I will say that in 1913, the number of .men killed was nine, and that year the "safety first" program was commenced; the next year, 1914, the number was reduced to five. In 1915, I am pleased to say that the number was reduced to two in the Copper Queen's entire property, and we have none so far this year. THE CHAIRMAN (G. F. G. HERMAN, Bisbee, Ariz.).-I can say, further, that we have from eight to nineteen men per month incapacitated for more than 14 days. Those are classified in this State as serious accidents. The number of men injured has apparently increased, -but that is clue to our improved method of recording and classifying accidents, no matter how slight. C. W. The Bureau of Mines devised a direct flotation method for treating low-grade carnallite (KCl*MgC12*6H20) and sylvinite (a mixture of KC1 and NaCl) ores characterized by a high content of water-insoluble impurities. The procedure consists of flocculation-depression of the insoluble slimes; decomposition leach (carnallite only); potash rougher, cleaner, and recleaner flotation; and final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid phase KC1 from camallite ore and 79.7% of the KCl from sylvinite ore in final products containing 60.5 and 60.9% K2O, respectively. A flowsheet incorporating the described flotation procedure is presented.

As a result of the 1972 Buffalo Creek disaster, the Mining Enforcement and Safety Administration (MESA), now the Mine Safety and Health Administration (MSHA) initiated the draft of new federal regulations to deal with the mine waste impoundment and refuse pile problems. Public hearings were held and finally promulgated in October, 1976. As stated in 30 Code of Federal Regulations 77.214-216, the complete engineering design plan which is mandated by the regulations has to be approved by a coal mine health and safety district manager. During the past 18 months MSHA has gained considerable experience through the submission, review, and approval process. This report indicates the procedures, general design criteria and inspection requirements for submission of engineering plans to be approved. In particular, problem areas encountered most frequently by both operators and MSHA will be discussed. Only through diligent efforts by the operators, consultants and government, can we hope to accomplish the common goal to improve the safety of operations.

Many years ago the late Sir Frederick Bramwell, a distinguished engineer, formerly in charge of the metallurgical and gun-making department of the Woolwich Arsenal, England, determined to break up a large number of cast-iron mortars of an obsolete type that had been in stock for years. It was then reported to biro that it was found to be much more difficult to break these old gun castings under the "drop" than it was to break similar gun-castings recently made, under his own supervision; he changed the.. composition of the iron and still found that whenever castings made recently were broken up (on account perhaps of superficial defects) great disparity was observed in apparent strength between the old and new castings. As shafts and tunnels move deeper levels in underground mining, development planning becomes more complex. The most serious problem is the aggravation of environmental conditions due to the imposition of higher-than-natural temperatures upon exposed strata. Since such a problem is a potential hazard to health, safety, and production, the authors have developed a system of computer-derived ambient-air temperature data for every major point of an underground mine under a given set of conditions. This system is comprised of two subsystems: 1) Ventilation network analysis, 2) Estimation of air - current temperature. The former is based on the Hiramatsu-Oka method, an improvement of the Scott-Hinsley method. The Hiramatsu-Oka method allows fast convergence and consideration of various fan characteristics. The latter subsystem considers heat radiation from strata, and the humidity. In several tests conducted at Besshi and Sazare Mines of Japan, the computer-derived data correlated with actual conditions.

Among the technical problems in AEC's Project Plowshare is the necessity of determining the precise effects of nuclear blasts in all kinds of ground formations. This calls for extensive in-situ sampling with full core recovery. In the exploration drilling that often precedes a new test detonation, the AEC and its contractors have applied both novel and established sampling techniques in many new ways, giving improved core recovery and reduced costs in all subsurface sampling and testing. Unique among these new techniques is one that achieved full recovery and virtually undisturbed samples from near-surface layers of unconsolidated boulder-strewn alluvium. This approach involves a combination of oilfield and mining core drilling equipment. Oilfield heavy drill collars, rotary stabilizers and thick, vibration-reducing oil emulsion drilling mud were used in combination with the precise hydraulic feed control, fast (over 300 rpm) bit rotation, light drilling weight, hard rock core barrels and multi-step diamond bits that are common in mining industry diamond drilling.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. "It appears to me that the chief progress in milling operations in America have been made in the steady improvement of existing practice through both higher extractions and increased efficiencies of operations rather than by the development of new processes. The recent rapid development of sink-float, or heavy-medium separation, however, is an exception, and is becoming increasingly used to permit the economic treatment of certain low-grade ores that otherwise could not profitably be mined. The use of spirals and of small cyclones, both of which employ the principle of centrifugal force, show promise of increasing adoption through their application and efficiency in special cases." So did our distinguished colleague, O. A. E. Jackson, consulting metallurgist for the Union Corporation and president of the Chemical, Metallurgical and Mining Society of South Africa, summarize his impressions of a recent tour which he made of various metallurgical and milling plants in North America. I believe that all mineral dressers will agree with Dr. Jackson's concise conclusions.

At the recent SME Fall Meeting in Salt Lake City, Robert M. Jimeson, Physical Science Administrator of the U.S. Bureau of Mines, cited the research programs underway in the Bureau's Division of Coal Research, and outlined their current status. These research programs have been selected by the Division because of their relative value and high probability of success in contributing to the conservation of the Nation's coal and to the expanded use of coal in current or new markets. Since about 50% of coal consumption in the United States is in the production of electric power, 20% in production of metallurgical coke, and over 20 % by industry in producing process steam and power, the Bureau has placed much emphasis on research that will maintain coal's leadership in these established areas. This emphasis is reflected in the projects discussed on these pages. Bear in mind that this survey is not all-inclusive. Other projects underway include studies on furnace performance factors, improved burner design, and other critical boiler work which can be used immediately by industry to improve efficiency of current practices in power generation; other investigations are aimed at reducing fireside deposits and corrosion of boiler and super- heater tubes, fly ash utilization, and control of SO, from flue gases (a major step in preventing air pollution). These plus many other projects during the past years have served to focus attention on the fact that the U. S. Bureau of Mines is presently making the largest single contribution to this Nation's coal research effort.

Blauvelt, Great Falls, Montana (communication to the Secretary): In his remarks on Mr. Stetefeldt's paper (Trans., xxiii., 587)) Mr. Goetz observes: " Trouble experienced with producers at Great Falls influenced me to try Taylor producers instead of those of Wellman. But recent reports show that the Wellman producers work better, besides coating nearly 50 per cent. less than Taylor producers of equal capacity. Indiana and Illinois coals cannot be used in the Taylor producers by reason of the large size and hardness of the clinkers which they form." I think that Mr. Goetz must have been misinformed regarding the work of this producer in Illinois. One of the large mauafacturing concerns in that State, the Illinois Zinc Company, situated at Peru, which uses a coal mined in the vicinity, tried one Taylor producer, some four years ago, in competition with those of an older type, which it had been using. As a result of this trial, the company has now thirteen Taylor producers, which have been in operation for about three years. A recent report from these works says that the Taylor producers have largely reduced the loss of coal through the grate, and have also improved the quality of the gas, as compared with that produced from the same coal in the producers of the older type. This Illinois coal is, perhaps, the worst in the country for making gas; since, besides containing from 20 to 40 per cent. of ash, it carries a large quantity of pyrites, so that the clinkers are large and extremely hard, and the capacity of the producer is most severely tested.

SYSTEMATIC methods of ore-finding are looked to the more as increasing production requires greater supplies of raw materials. Unrelenting search for new sources of supply is necessary, and all the skill of science must be displayed both in methods of discovering and recovering the minerals necessary to the demands of present-day life. To this end most national governments have some sort of a geo- logical survey and there is a growing understanding of the desirability for cooperation between federal and state or provincial organizations and also financial assistance, from state and private universities, mining companies, railroads and manufacturers. Such surveys are now being directed by well trained geologists selected from federal, state and university departments. Large-scale maps are being prepared and better geo- logical interpretation made, more thorough chemical and physical examinations are being made and original search is fostered, with the result that successful prospecting is better directed, new mining regions are more likely to be discovered, and the life of. old camps lengthened.

Many attempts have been made during the last 40 years to evaluate the performance of gravity separation equipement, that is, the effectiveness with which light and heavy particles are separated. The most comprehensive treatment of the subject was made by Cerchar at the 1st International Conference on Coal Preparation held in Paris in 1950. The methods suggested by the Conference were accepted and very widely used in the last two decades. This paper discusses an improved method of evaluation in the light of the now-accepted standard presentation. The float-and-sink analysis of the product is presented on a Gaussian distribution curve, resulting in an easier visualization of the inherent difficulties of separation. The ogives of the distribution curve me then plotted, giving a quantitative measure of the deviation from perfect separation as an error distance instead of an error area. Illustrations of the new method are given both for gravel and for coal preparation, but the content is valid and applicable to other types of minerals which are separated by gravity methods. Many attempts had been made during the last forty years to evaluate the performance of heavy-media separation (HMS) equipment, that is, the effectiveness with which floats and sinks are separated.'-' The most comprehensive treatment of the subject was made by Cerchar at the 1st International Conference on Coal Preparation held in Paris. 6 The primary aim was the thorough understanding of the mechanism of separation and the unified presentation of data on gravity separation so that the evaluation and comparison of washery performance could be made from all over the world. No strict overall standardization has been achieved, but after the conference a more or less uniform presentation of performance was accepted, which, during the last two decades, has been very widely used. In this paper, illustration of the old methods and an improved method of evaluation will be given. HEAVY-MEDIA SEPARATION (HMS) PERFORMANCE CRITERIA In the ideal HMS process, all material lower in density than the specific gravity of separation (SGS) would be recovered as floats and all material of higher density would appear as sinks. In order to evaluate the misplaced material, the washery products are tested at the density at which the washing unit is operated. The original type of plot1,7, 8 is shown in Fig 1; this was developed primarily for coal cleaning units. The curve for raw coal represents the cumulative percentages of sink material. The refuse curve is also plotted as a cumulative sink, the percentages being expressed in terms of raw coal. This diagrammatic representation of the results of washing units has the merit of easy visual observance of the degree of separation obtained. The error areas (cross-hatched) are a measure of the amount of misplaced material and therefore they can be used to characterize the quality of separation. The ideal and actual separating performance between floats and sinks can be best seen from the partition curve developed by Tromp,2 where the ordinate is the percentage recovery of the sinks, and the abscissa is the specific gravity (Fig. 2). It can be seen from the shape of the curve that as the SGS is approached, the proportion of material reporting to the improper product increases rapidly. In fact, the SGS can be defined as the density of the material in the feed that is distributed equally between float-and-sink products. When the upper half of the curve is inverted, a shape similar to that of a Gaussian error distribution curve is obtained and therefore the analysis of gravity separation may be carried out by using the law of probability. The shape of the curve in Fig. 2 is determined partly by the density composition of the feed, and partly by the sharpness with which the unit separates floats from the sinks.9, l0

A pilot scale process has been developed to separate mercury, tin, silver, and copper from dental amalgam scrap. Laboratory research led to a process which was operated in 55 gallon drum sized reactors to treat 2000 Tr oz charges of scrap per day. This paper discusses the development work, presents a flowsheet and gives an indication of the equipment necessary to carry out the process on a commercial scale.

The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse.

IN presenting the medalist, Scott Turner, director of 'the Bureau of Mines, said in part: "Mr. Blaylock is a Canadian by birth, training, ex-perience and preference. He was born in the Province of Quebec, graduated from McGill University in 1899, and immediately thereafter became an employee of the company for which he is now general manager. His outstanding achievements have been the acquisition for his company of the Sullivan mine, and the organization of a metallurgical staff, which, under his leadership and personal direction, solved the difficult problems pre-sented by the extraordinarily complex lead-zinc-silver ores of the Sullivan mine. "By title only, I will suggest to you the high lights of his career: (1) Development, of the great mine at Kimberley, and a huge plant at Trail. (2) Discovery and application of a successful differential flotation process for Sullivan ore which had previously not re-sponded to any process. (3) Improvements in lead-blast-furnace and refinery practice. (4) Development of an electrolytic process for treatment of zinc concen-trates. (5) Development of an electric-furnace-smelt-ing-method for zinc-plant residues. Besides this, we recognize his great organizing ability, his gift of leader-ship, and the cooperative spirit he always displayed.

The steel industry is facing an unprecedented challenge. I would like to point out the role that flotation technology could play in meeting this challenge by providing high quality raw materials to the steel industry. Of all the technology available to a blast furnace operator, raw material preparation is by far the most important. Raw material preparation has been a key to the success of the Japanese steel industry. The foremost proponent of better raw material preparation was Professor Joseph at Minnesota. He gave a Howe memorial lecture to the AIME audience in the early 1950s, prepared from the lecture notes that he gave in his classes. At about that time he was invited to Japan. It is ironic that the Japanese steel industry listened and made it a success. In order for our steel industry to be competitive, first we must supply high quality and uniform quality raw materials to improve the efficiencies of our blast furnaces. Where does flotation fit in to the iron ore industry then? First, as a primary means for concentrating for oxidized iron ores. Second, to touch up magnetite concentrates for the removal of the last few percent of silica. And third, in the preparation of super-concentrates for direct reduction.

AN interesting study of the application of air-, conditioning to the problem of mine ventilation and cooling can be found on the Witwatersrand in South Africa. Here there are a large number of deep mines in a relatively small area. Due to the nature of the reef, many mines are working at a depth of 6000 ft. and some have gone down to 8000 and 9000 ft. below the surface. At such depths, even in a country geologically as old as Africa, the virgin rock temperature approaches 110°F. The flow of heat from the- rock to the ventilation air is tremendous though the shaft or drift may have been open to ventilation for some years. In addition, there is the heat produced by machinery, lights, and men at work and the heat of adiabatic compression of air introduced into the mine. The difference in atmosphere pressure between the collar of a shaft and a level 6000 ft. below is nearly 3lb. per sq. in., resulting in an increase in heat content of nearly four B.T.U. per pound of air delivered to the mine at surface. Further the exclusive use of wet mining to reduce the incidence of miner?s phthisis increases the latent- heat content of the air.

T HE theory of hardening by heat treatment was, as usual, the most actively discussed phase of metal working theory and in spite of the fact that it is now ten years since the dispersion theory was proposed by Messrs. Merica, Waltenberg, and Scott, it still retains a dominating influence. It is being increasingly recognized. however, that in its simplest form, that is, the purely mechanical effect of very fine crystallites distributed through a groundmass, it is distinctly in- adequate. To explain the observed facts we are obliged to assume some well-defined intermediate stage between supercooled solid solution and conglomerate, however fine be the particles of the latter. This intermediate has been inferred by Gaylor and Preston to be "the rejection of the atoms of the dissolved metal from the lattice of the solid solution accompanied by the possible formation of molecules."' Perhaps this may well be designated as the formation of supersaturated solid solution. Some very definite evidence of such an inter- mediate stage has been found in the hardening of steel where it appears that the very hard martensite may be considered as a supersaturated solution of carbon in a iron. The X-ray spectrometry of drastically quenched steel shows a tetragonal lattice whose parameter changes by tempering at 100" until it coincides with the cubic lattice of iron.? The same gradual change of the tetragonal to the cubic lattice has been observed by Sekito when esamining layers on increasing depth below the surface of a quenched carbon steel.

The impressive western San Juan Mountains of Colorado were carved by Pleistocene and Recent erosion from a thick blanket of Tertiary volcanic rocks that rests upon a basement of metamorphic, sedimentary, and igneous rocks ranging in age from Precambrian to Tertiary. These rocks record a long, complex, and fairly complete sequence of geologic events that have affected the region through much of geologic time. The geologic history of the region includes several periods of deformation, erosion, and igneous activity; closely associated with two of these periods were two periods of mineralization. The older of these was related to Late Cretaceous-early Tertiary (Laramide) intrusive activity, and its deposits occur in the older sedimentary units. The younger, of later Tertiary age and related to the widespread middle Tertiary extrusive and intrusive activity, is the chief concern of this paper. Tertiary volcanism built a great plateau surrounding the San Juan volcanic depression, a complex of subsided crustal blocks in the vent areas. The Silverton and Lake City cauldrons, nested within the larger depression, were domed by resurgent magma that created keystone grabens along the distended crests of the domed floors and many postcauldron radial and concentric fractures, dikes, and intrusive plutons within and marginal to the cauldron sites. The postvolcanic evolution of large quantities of gases, chiefly carbon dioxide and water, propylitically altered the rocks in and around the volcanic depression prior to the younger period of ore deposition. The ore deposits, localized mainly in the radial and concentric fractures about the cauldrons and in the associated graben faults, include fissure veins, chimneys, replacements, and disseminations in volcanic and underlying basement rocks. Fissure veins, constituting the major economic source, yielded precious- and basemetal ores. Most veins are compound with sphalerite, galena, and chalcopyrite; some veins contain silver-bearing arsenical sulfosalts and free gold. These minerals occur in predominantly quartz gangue. However, gangues composed of several manganese silicates and carbonates and relatively· barren of metals are abundant locally and probably originated by alteration of rocks at roots of faults and fissures during evolution of carbonatic solutions. The bulk of the ores are hypogene and probably had their source in deep parent magmas of the shallow eruptive rocks. Total production since the early 1870's has exceeded half a billion dollars in recovered metals, with a ratio of precious- to base-metal values of about 3 to 2. Since 1930, improvements in metallurgical treatment and mining techniques have increased the base-metal yield.
