A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

Plant nutrients are obtained by plants from both the air and the soil. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Plants are capable of absorbing carbon dioxide directly from the air. Most of this nutrient comes from the air, although some carbon dioxide is absorbed by soil water and taken into the plant as liquid. Growing plants use more water than any other substance. Plant nutrients in the soil dissolve in soil water; soil water entering the plant carries nutrients into the plant structure. Water is then given off into the air as the plant breathes or transpires. Inorganic or mineral nutrients essential to plants are supplied through the soil. Inorganic or mineral composition of plants usually is less than 5% of their weight. In most crop-growing areas, much of this nutrition is inadequately supplied from the soil and must be provided by fertilizers. Proper fertilization of a soil to improve its mineral level and productivity is the role of the fertilizer industry. The 13 essential plant nutrients which often must be added to soils or plants and are generally considered fertilizer minerals are categorized as primary minerals (nitrogen, phosphorus, and potassium); secondary minerals (calcium, magnesium, and sulfur); and micronutrients, or trace minerals (boron, iron, manganese, copper, zinc, molybdenum, and chlorine). These classifications are based on quantity of nutrients utilized by plants and have no implication as to function or degree of necessity. One point of major significance to the fertilizer industry is that not all nutrient carriers supply that nutrient in a chemical form which will be available to the plant. Thus, a product which may be considered a fertilizer mineral may require substantial processing or may require substantial processing or treatment before it becomes useful as a nutrient carrier. Fertilizer Industry Scope Until about 1900 demands for higher crop yields were met simply by bringing new agricultural lands into cultivation. Since that time great progress has been made in increasing yields through fertilization and improved varieties and cultural practices. The importance of the fertilizer industry to the economy and welfare of the US is widely recognized. Fig. 1 illustrates the relationship of lime and fertilizers to crop yields. In terms of tons of fertilizer products, the growth of the industry has been phenomenal, particularly between 1950 and 1980. Table 1 shows the increase in fertilizer usage. Computer techniques now have been applied to the solution of a wide variety of scientific and engineering problems in the mining industry, but generally not in great depth in any one area. In mining, the area covered in greatest depth and with the greatest success has probably been mine planning and to a lesser degree production scheduling. A rather comprehensive review of the literature related to mine planning and production scheduling indicates that contributions in these areas have been geographically, as well as organizationally, widespread. Of twenty-six papers reviewed, eleven were from industry, eight from educational institutions, four from computer vendors, two from the Bureau of Mines, and one from a private consultant. The conclusions that can be derived from the literature are: First, the-state-of-the art has advanced to the point that computing ore reserves and developing mining plans with the aid of the computer is now a routine practice; second, the application of the computer to mine planning problems has markedly improved our ability to estimate ore reserves, more accurately define pit limits, and determine an optimum mining sequence. MINE PLANNING The papers in this section deal essentially with the problem of determining the final pit limits of an orebody and the ore reserves associated with a given pit limit. The problem is probably best described by Soderberg25 and more recently by Reibell. 23. There are two techniques currently being applied to this problem by several mining companies: 1) the multiple-cone technique and 2) the Lerch-Grossman algorithm. The multiple-cone technique is the older of the two techniques and has the advantage of being more flexible, allowing an engineer to easily vary pit slopes in different sectors of the design. The technique can also be used to define intermediate pit contours. The Lerch-Grossman algorithm is appealing in that the final solution is given in the form of a true mathematical optimum. The technique is limited, however, in that the size of the blocks in the orebody model are a function of the desired

During the past year considerable interest has been shown in cementing operations for shutting off bottom water, whipstocking, etc. A number of plug-back methods have been used, with various adaptations for special conditions, but those described in this paper are representative of the methods now in use. Conditioning the Well Various preliminary operations for improving the results from plug-back operations have been evolved. In one method, a nitroglycerin shot is discharged at the upper portion of the formation to be plugged off, the purpose being to make a wide place in the hole in order to give the cement a more secure anchor against thrust pressure of the water against the bottom of the cement plug after the well is again put on production. Another is intended to attain a similar result by under-reaming a wide place in the hole by means of a rotary wall scraper. In one well in which this device was used there was a water sand at the bottom of the well immediately below the cap rock above which the oil sand occurred. Before the plugging back operation, the water sand was underreamed in an attempt to get a square shoulder on the underside of the cap rock, in order to prevent the water from breaking in over the top of the cement plug after the well should be put on production, and also to get a more secure anchor for the cement plug against the thrust pressure of the water against it. As an aid in calculating the amount of cement required to fill a given amount of hole to be plugged back, a device has been developed for measuring and recording the irregularities and cavities in open holes, called an "open-hole recording caliper." If consists of a steel shell, 5 in. in diameter, which encloses a recording mechanism that receives impressions from four movable arms that make sliding contact with the wall of the hole. The arms operate a ratchet, which raises and lowers a recording stylus against a chart. Each arm registers its own radius. The device is run into a well on a steel measuring line. An economic geologist is concerned primarily with finding deposits of economic value, estimating their tenor and quantity, their shape and position. Thus the primary problems can largely be lumped under three headings: position, character and quantity; and all three are phases of the broader problem of genesis. Distribution, tenor and quantity are of immediate practical importance and are studied constantly by all who exploit mineral deposits. Although the emphasis changes from year to year, the problems of genesis seem more remote and rarely get the serious consideration from the field man that the other three do. Our understanding of the problems of the genesis of mineral deposits has come largely as a by-product of more evidently utilitarian work in the past, and probably will continue to grow in the same manner lor many years to come. However, it might be economically fruitful for the producers to have many competent investigators spending their time chiefly on the problems of genesis of mineral deposits. Many years ago, when first engaged in work for the United States Geological Survey in Colorado, I expressed a conviction which was just then dawning on me by saying that economic geology was turning out to be 80 per cent structural geology, to which Mr. B. S. Butler replied, "Yes, and more than 80 per cent of structural geology is lithology." At the present time there seems to be a widespread feeling among economic geologists that the problems of position or distribution are largely problems of structure and rock types. Types of Research Ptesearch in any branch of geology can be conveniently divided into two types: field research and laboratory research. Ideas are usually dug up in the field, pruned or developed in the laboratory, and taken back to the field for proving. For either the first or last step the field data should he as complete as possible, and the structural geology of nearly all our mineral deposits still needs more detailed delineation. In general, this means mapping on larger seales. The "New Austrian Tunneling Method" is one of the most significant developments in European tunneling in the last 15 years. I hope this report will show the significance of this tunneling method, which was developed in Austria exactly 18 years ago and which is now used in many European countries. In Austria from 1948 to 1953, the Moll tunnel with a length of 11.6 km (about 7.3 miles) was constructed as a part of the Kaprun power plant. Depth of overburden varied from 1000 to 1400 m, and there were many rock bursts in calcareous-schist formations. Here for the first time it was found that a thin concrete lining would help to prevent rock bursts if it was sprayed on the rock soon after blasting. During construction of the Prutz-Imst tunnel in Austria from 1953 to 1956, the shotcrete lining was sprayed on the phyllite surface a certain distance behind the blasting face to prevent rapid rock decomposition. This method was also tried in soft-rock sections of the tunnel where steel and wood supports usually were necessary. To prevent loosening of the rock, application of the sprayed concrete was tried immediately after blasting. This method made it possible to tunnel through very soft ground. Where necessary, the shotcrete was supplemented by steel arches and mesh reinforcement. At that time (1953-1956), the machines and equipment for guniting or spraying concrete were being improved rapidly and it became possible to spray aggregates up to 25 mm in diam. Hardening accelerators brought quicker strength and better adhesion of the shotcrete-this also made it possible to use the method in wet tunnels. If the tunnels are extremely wet or flowing with water, it is necessary to seal off the wet rock or drain the water, using, for instance, the Oberhasli method. After these first successful steps with the new Austrian method, large portions of the Schwarzach power plant in Austria were designed and built. At this operation, shotcrete was used almost exclusively for tunneling work. The charactevistics of the deformatiotz of fcc thorium were examined between 78 and 473 K. Activation energy, actiuation volume, and the temperature dependence of the flow stress were determined and conlpared uith several theories for the rate-controlling mechnnistn of the tempemture-dependent component of the flou~ stress. It was established that the Cottrell-Stokes law does not hold, even approximately, for thorium. Through consideration of the above factors and other parameters, it was concluded that the vandom solute barrier theory proposed by Friedel demonstrates the best agreement with experimental observations of the deformation of thorium below ambient temperature. THORIUM, the first metal in the actinide series of rare-earth elements, is interesting and important from two points of view. In the more practical vein, it is a potential reactor fuel. As such, it is important to know its properties. Of specific interest here are the mechanical properties of thorium. Second, no detailed information concerning the deformation characteristics of the actinide elements has been gathered to date. In view of the interesting physical and chemical properties of these metals, their mechanical behavior might reveal characteristics which could improve our understanding of the mechanisms controlling deformation of the more common metals. For example, it has been shown1 that thorium exhibits a yield point which is greatly enhanced by interstitial solute elements such as carbon. This is not a normal occurrence in fcc metals. The goal of this investigation, therefore, was to characterize the deformation of polycrystalline thorium. MATERIAL AND PROCEDURES Thorium, made by the magnesium intermediate alloy process described by Peterson et al.,2 was rolled and swaged to 0.065-in.-diam wire. The metal analysis is given in Table I. After preparation, the oxygen and nitrogen contents had risen to 308 and 60 ppm, respectively. The 0.065-in.-diam wires were cut into 2-in. lengths and annealed in a vacuum of lo-' Torr at 750°C for 1 hr, producing a grain size of 2735 grains per sq mm. The ends of the 2-in. sections were masked off so that a 1-in. gage length could be electropolished. Specimens were polished at 35 v in a solution of 6 pct perchloric acid in methanol which was maintained at 0°C . The gage diameters after polishing were about 0.0625 in. The tests were run on a screw-driven tensile machine at a constant crosshead speed corresponding to a strain rate of 0.005 min-'. The strain rate was changed rapidly after each 0.01-in. extension between 0.005 min-' and one of three higher strain rates which were selected in order to achieve strain-rate ratios of 5, 10, and 20. Tests were run at several temperatures from 78" to 473°K; most were tested at 423", 300°, 215", and 78°K. EXPERIMENTAL RESULTS Flow Stress vs Strain and Temperature. Typical true stress-true strain curves for thorium are shown in Fig. 1 for several temperatures over the range 473" to 78°K. The curves for 78", 215", 300") and 423°K were obtained from strain-rate change tests using the lower (0.005 min-') or base strain-rate values of stress. Additional tests, using the same base strain rate at different strain-rate ratios, gave curves which virtually superposed on those shown, indicating that strain-rate changes did not materially influence the work-hardening characteristics at the base strain rate. For a number of years, from an economic standpoint, the ventilation of the Colorado mine of the Davis-Daly Copper Co. has been a difficult problem. The development through the main hoisting shaft was pursued for a number of years and to a depth of about 2500 ft.( 762 m.)before large bodies of good commercial ore were opened up. This lack of early success in exploration restricted expenditures for ventilation, with the result that the present orebodies were opened up at a depth of 2500 ft., and in country rock f relatively high temperature, without adequate means f supplying the development faces and the stopes with cool or fresh air of low humidity and suitable velocity. During the progress of development, two or three connections were made at higher levels with the workings of adjoining operations, but these were of a makeshift and unsatisfactory character and afforded no means for carrying downcast air from the surface, in anything approaching a direct course, to the working faces. During the latter part of 1917, arrangements were made with. the Anaconda Copper Mining Co., whereby, during the year 1918 and the early part f the year 1919, a crosscut was driven eastwards on the 2500-ft. level of the Colorado shaft and connection was made by means f an up-raise of approximately 200 ft. to a crosscut driven westwards from the 2800-ft. level of the Belmont mine, this crosscut at the top of the raise being driven at Davis-Daly expense by the Anaconda Copper Mining Co. This connection, in conjunction with a No. 11 Sirocco fan installed near the Colorado shaft, provided the Colorado mine with a maximum of approximately 30,000 cu. ft. per min. of relatively fresh air, most of which came in a fairly direct route from the downcast Belmont shaft through the No. 11 fan to the 2500-ft. level stopes. After passing through these stopes and the stopes of overlying levels, it passed through the main crosscuts on higher levels back to the Colorado shaft, which provided the upcast for this current of air. THE purpose of testing is to determine whether the material in question is identical in all essential respects with similar material which has given satisfactory service. The most common method of securing such information is to select samples as representative of the entire material and subject them to destructive tests. As the welding industry grew, service data were accumulated and tests of welds took on new significance. New tests were devised and old tests modified so as to be more pertinent to welding. Moreover, in some cases the generally accepted procedure of testing by sampling is not accorded the same degree of confidence when applied to welds as in the usual applications. Thus, in instances where great hazard would be involved should the material fail, means of non-destructive testing have been sought with favorable results. Accordingly, tests used today may be divided into two groups, destructive and non-destructive tests.

AT the Annual Meeting of the A.1.M.E. last February, Cornelius F. Kelley, chairman of the Anaconda Copper Mining Co., was presented with the Charles F. Rand Memorial Medal for "conspicuous success as administrative head of great enter- prises engaged in the production of nonferrous metals at home and abroad; for inspiring leadership of an organization that has trained able engineers for service wherever ores are mined and metals are recovered; and for enhancing the prestige of metal mining in the financial and industrial world." Mr. Kelley's acceptance speech follows: I am not unmindful of the fact that the distinction is not to be considered a personal one, but that by the language of the citation itself it is rather a recognition of the service that has been performed by the many trained men of an industrial organization that in the arts of mining and metallurgy and in the fabrication of metal products has performed a distinct service to the industry and to mankind. In that spirit, the award is accepted, and on behalf of the organization I represent and myself, I thank you and assure you that the honor is deeply appreciated.

Isothermal transformation, or "aus-tempering," of a carbon-containing aus-tenite at elevated temperatures yields so-called "intermediate products." Their structure and properties are, for a given hardness, rather different from those of "tempered martensite" obtained on conventional quenching and tempering.' Several investigators2,3 have found that for high carbon and slightly alloyed steels the intermediate products formed at temperatures close to that of the martensite reaction possess strength properties superior to those of tempered martensite. The structure of these low temperature, intermediate products is generally acicular (bainite) but clearly different from that of martensite. However, at higher austempering temperatures, between 1000 and 1300°F (540 and 700°C) carbon steels were found to exhibit a rather low ductility.4,5 Thus notch bar tensile tests showed the ratio between notch strength and regular tensile strength to decrease with increasing austempering temperature. For ductilities below a few percent this notch strength ratio is a measure of ductility, according to investigations on low alloy steels.637 Furthermore the presence of intermediate products formed unintentionally on quenching was considered as responsible for the low ductility and impact energy of some heat treated steels,8 These intermediate products could result from partial transformation at the so-called "nose-temperature" where the rate of the transformation is a maximum. Tempering improved such mixtures of martensite and intermediate products, their properties approaching those of tempered martensite of equal hardness. The following investigation constitutes an attempt to determine certain strength properties of a partially austempered and subsequently quenched low alloy steel, namely, a chromium steel (SAE 5140) The structures formed by such a treatment should consist of a mixture of intermediate products formed on austempering and a martensite formed on oil quenching from the austempering temperature. It was intended, by varying the austempering time, to vary the quantity of the intermediate products between zero and 100 pct. The austempering temperature of 860°F was selected after extensive preliminary tests close to the nose-temperature. Austempering at this temperature yielded an acicular intermediate product. .Additional tests under less exacting conditions were made for an austempering temperature of 950°F where the intermediate product appeared to be very fine pearlite. THE lower cost of producing oil from naturally flowing wells compared with pro-duction costs accruing from artificial lifting methods has stimulated much research, with the joint purpose of extending the natural flowing life of wells and of increas-ing the productivity of small wells. The laboratory investigation described herein was made to determine the effect of a slotted liner on the pressure gradient in the vicinity of the wall of a flowing well. Flow restrictions caused by the liner induce energy losses between the oil-bearing for-mation and the inside of the liner, which may be reduced by improved liner design, and thereby the flow capacity of wells may be increased. These losses have been evalu-ated for rectangular slots of different sizes, and means are suggested for reducing them. The dearth of information concerning the nature of the flow of fluids from uncon-solidated sands through small openings in the walls of pipes-as represented by the flow of oil from an oil sand into a slotted liner-is acknowledged. Although the bene-fits to be realized by operators through the use of optimum liners is just beginning to be recognized generally, Coberly1 in 1937 pointed out that the functioning of screen casing is an important factor in the pro-duction of oil. From his study on the selection of size of oil strings for wells in California, Parks2 concluded, in part, that the perforated section of the oil string de-serves continued study, especially with respect to the selection of perforations. The growing use of gravel packing result-ing from certain research findings lends even more significance to the problem of selecting optimum liners, as the application of these methods usually requires slotted liners or other kinds of perforated liners. The present study was made to obtain further information for the guidance of engineers and operators in selecting slotted liners and to develop a laboratory method that may be used in analyzing possible pressure conditions surrounding most types of perforated casings used in producing oil wells, so that the present inadequate fund of knowledge on this important subject may be expanded.

INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

Laboratory data .show that the gas-oil ratio performance of non-uniform porosity limestones produced by solution gas drive is sensitive to producing rate and to fluid properties. Nan-uniform porosity limestones are those for which laboratcry solution and external gas drive tests yield considerably different relative permeability ratio characterislics. The oil recovery performance by solution gas drive depends directly on the number of gas bubbles formed. Laboratory rates of pressure decline, which are 100 to 10,000 times greater than normal field rates. cause the formation of an unusually large number of gas bubbles. This results in abnormally high oil recovery efficiencies. Since it is impractical to reproduce the number of bubbles formed under field conditions, laboratory solution gas drive data on non-uniform porosity limestones are therefore not directly applicable to field operations. However, certain laboratory data can be used to make a conservative estimate of field performance. The concepts presented in this paper indicate the possibility that increased field oil recoveries may he obtained from non-uniform porosity limestones by rap- idly reducing reservoir pressure for a short interval of time. It has yet to be established that significant improvements in oil recovery from such reservoirs can he realized by varying the pressure decline rate within limits possible in the field. However, the possibility that recovery may be increased in this manner warrants further study. INTRODUCTION Limestone reservoir rocks can be divided into two general classes according to the nature of their pore space. One class has a comparatively uniform pore system composed mainly of voids between grains of the rock (intergranular type porosity). The other class, in addition to having intergranular porosity, has a secondary pore system composed of combinations of solution cavities, fractures, etc., and is considered to have non-uniform porosity. It has been shown in a previous publication' that the laboratory measured gas-oil flow behavior of uniform type porosity limestones is essentially the same for a test simulating a field solution gas drive as for one simulating an external gas drive. Bailey (British Non-Ferrous Metals Research Association, London, England)—I was glad to see this further work on the structure and properties of the Cu-Ni-Fe alloys of low nickel content in which we have been so interested in the United Kingdom since before the war." The authors' data on the variation in solubility of iron in both 5 and 10 pct Ni alloys with temperature is based on more detailed observations than we have made but is generally in line with our own work. The difficulty in these matters is in the identification of the structures obtained. The precipitation of the second phase which we presume to be the a' solid solution, richer in nickel and iron, from the a solution with which it is in equilibrium occurs in such a fine state of division that its resolution by ordinary micro-graphic methods is impossible in the early stages. We have published some electron micrographs which illustrate the effects observed more clearly but we agree with the authors when they say that dark staining characteristics when the alloys are subjected to sea-water corrosion are more sensitive in detecting the presence of the a' phase than is the microscope. After taking this point into consideration, however, I confess to some difficulty in understanding Fig. 4. I can only assume that the precipitates visible at such a low magnification as 150 diam in these relatively coarse forms are produced from iron-rich areas of the initial solid solution due to inadequate homogenization. If this is so I find it difficult to accept the authors' contention that such local variations in iron concentration as are capable of giving the heavy precipitates shown in Fig. 4 do not in fact materially affect the solvus surfaces of their equilibrium diagrams. I share the authors' enthusiasm about the resistance to corrosion of these alloys by seawater but I am not fully in agreement with them on the vexing question of the best iron content for these alloys. In Fig. 3 of ref. 8, we give many results showing that the resistance of these alloys to impingement attack in the Jet Test increases as the iron content rises to 2 pct. With higher iron contents pitting at shielded areas is likely to occur. Admittedly the addition of 0.75 pct Fe produces a large improvement in corrosion resistance compared with a pure 90/10 Cu-Ni alloy, but the further improvement on raising the iron to 2 pct is substantial. We recommend from 1.5 to 2 pct Fe as the desirable range from the point of view of corrosion resistance. While it is true that British practice generally uses a hard tube, the corrosion resistance of the 10 pct Ni alloys has in our work been little affected by the structural condition. WEDNESDAY night, by long tradition, is al- ways set aside for the annual dinner, even when, as it was this year, it is Ash Wednesday. Whether the somewhat smaller attendance than last year is attributable to that cause, the unexpectedly long persistence of business depression, or whatever may have been the reason, it was a joyous occasion, and the grand ball-room of the Commodore Hotel was as completely filled With diners as * was consistent with com- fort. In the half hour before the dinner was actually served the guests assembled in an adjoining room and not only exchanged greetings but proceeded along the receiving line to greet the guests of honor. The number present was so large that hardly more than half of them had been able to do this before the summons to the dining room sounded and a hearty and immediate response was made to it. Toy balloons at each plate, inflated and directed at the heads of companions or nearby friends, but which were just as likely to carom from the nose of a hurrying waiter, successfully broke the ice as well as not a few plates. It would be interesting to know whether the pleasure the guests derive from these de- vices is in part based on the all-too evident annoyance of the waiters, and what the relative quantitative relationships are.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.
