W. M. Bertholf—This is an excellent report of a well-conducted investigation, of sufficient scope to provide generally useful information. Some years ago we had occasion to test the Humphreys spiral on the middling from our table plant. The conclusions reached in this investigation come as no surprise to us. In certain applications it is virtually impossible to improve on the spiral from the monetary returns point of view even though its "efficiency" may be low. We have noted that in all successful applications of the spiral the feed is "classified," hence we were somewhat disappointed in the showing the spiral made on the Poplar Ridge coal, the only one of the four which could really be considered the equivalent of a classified feed. As was noted in the paper, however, this coal contained a considerable amount of middle and high-gravity material, apparently more than enough to make up for the theoretical advantage of small particles in these categories. A comparison of particle size in the various specific gravity classes of the four coals is given in table XXV. Table XXV. Comparison of Particle Size in Various Specific Gravity Classes. Examination of figs. 3, 6, 7, and 8 reveals a general similarity of behavior for all coals except Black Eagle. Would the authors care to speculate on the reasons for the difference in the distribution curve for the sink 1.60 material in the washed coal of fig. 3 as compared to the others? This difference is particularly noticeable in the 8xl4-mesh size. Was there a "shape effect"? J. D. Price and W. M. Bertholf—The performance data on three of the coals studied appear to be typical, but there are certain departures from the general pattern in the case of the Poplar Ridge coal which are large enough to deserve special consideration. Fram a study of 63 systematic alloy modifications it was found that molybdenum, tungsten, and columbium, added individually or simultaneously, and increases in chromium cause major improvements in 1200°F rupture strengths of Cr-Ni-Co-Fe base alloys. Rupture strengths were a function of the effect of composition modifications on both the inherent creep resistance and the amount of deformation the alloy would tolerate before fracture. THIS paper describes the results of an investigation of a series of alloys with systematic variations of the chemical composition of the following basic alloy: C, 0.15: Mn, 1.7; Si, 0.5; Cr, 20.0; NI, 20.0: Co, 20.0: Mo, 3.0; W, 2.0; Cb, 1.0; N, 0.12; Fe, 32.0 pct. The 62 modifications of this alloy were produced under conditions which minimized all factors influencing properties at high temperatures except composition. Melting, fabrication, and heat treatment were carefully maintained constant. Stress-rupture properties at 1200°F were used as the primary criteria of evaluation of the alloy. The objective of the study was to obtain data for determining the fundamental role of the influence of alloying elements on properties of heat-resistant alloys at high temperatures. In addition the results should be useful in determining optimum chemical compositions, the sensitivity of properties to variations in composition, and the degree to which alloy content could be reduced while retaining worthwhile properties. It is difficult or impossible to develop correlations between properties at high temperatures and systematic variations in chemical composition from published data for wrought heat-resistant alloys developed for gas turbines.' ' The main reason for this is the extreme dependence of the properties on conditions of treatment of the alloys." In most cases variation in final treatments between alloys so influences the properties that the influence of chemical composition is obscured. In addition it is recognized Table I. The development of heat-resistant alloys has been based on the gradual accumulation of data roughly related to composition from extensive testing programs. There is every reason to believe that in most cases the optimum compositions have been achieved by this procedure in the alloys commercially available. There are, however, very little data showing the influence of systematic variations of composition free from the influence of other factors, particularly for alloys of the type investigated. Several investigators of cast alloys have demonstrated compositional effects, notably Grant,1-6 Epremian,t Guy,8 and Harder and Gow.9 Sykes10 eviewed the work on the wrought alloy Rex 78 and the systematic variations of carbon, copper, molybdenum, and cobalt leading to the development of the stronger Rex 337A alloy. From the papers by Wilson11 and Henry12 it is possible to deduce the beneficial effect of substituting cobalt for iron in 0.45 pct C-20 pct Cr-20 pct Ni-4 pct Mo-4 pct W- 4 pct Cb alloys. Wilson mentioned but did not present the extensive compositional studies involved in developing these alloys. Binder" showed optimum properties for 3, 2, and I pct, respectively, for molybdenum, tungsten, and columbium in 20 pct Cr-20 pct Ni-20 pct Co-30 pct Fe alloys for limited systematic variations of these

THERE has been probably no improvement introduced into the manufacture of iron which created more surprise in the minds of practical smelters and of scientific men than Neilson's discovery of the hot blast. In 1829, Messrs. Dunlop & Co. consumed at the Clyde Works, near Glasgow, nearly 7 3/4 tons of coal to make a ton of pig iron, of which about 20 cwts. was employed under the boilers of the blowing engines, leaving nearly 7 tons for the consumption of the furnace itself. In the year 1833, by heating the air to 612° F. (322° C.), they reduced the 7 3/4 tons to 3 tons by the mere burning of 8 cwts. of coal in the apparatus for raising the blast to this temperature. The statement just given is strictly true in a commercial sense, but when we come to consider the question as one of physical science, it is necessary to eliminate some of the conditions which conduced to so extraordinary a result. Anterior to Neilson's time the fuel employed in smelting iron was coke, and it was supposed at that period, erroneously, however, that coal in its raw state, when burned with cold air, was totally unfit for the purpose in question. This mineral, as it was obtained from the Lanarkshire coal-field, contained about 35 per cent. of volatile matter, but the process of charring it was performed in so unskilful a manner that instead of receiving 88 cwts. of coke from 135 cwts. of coal, 60 cwts. only was the product of the operation. Again, the reduced consumption of carbon in the furnace itself was accompanied by a corresponding diminution of blast, and this was followed by an economy of half a ton in engine coal. After making a proper allowance, however, for all these collateral circumstances, we are within the mark when we admit that in actual coke, which is really the form the fuel has to assume before it is burnt in the blast-furnace, not less than 30 cwts. was saved by heating the blast to 615° F. (322° C.). This unexpected economy, be it remembered, was obtained by the combustion of the 8 cwts. of coal, somewhat wastefully applied in the hot-air apparatus. The sampling of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grat) sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases rnuch material can bc sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to incrcase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to makc sorting and grading more difficnlt in turnings, borings, clippings, etc., and conseqllcntly is making sampling of more moment. In tin, lead, alumiinum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosscs, battery lcad, and aluminunl skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or "metallic yield." A program of scaled flow model experiments has been undertaken to study the performance of five-spot water floods. The modeling procedures are discussed and the construction and operation of the flow models are described. The tests were specifically designed to investigate the effects of injection rate and of oil-to-water viscosity ratio on oil recovery. The areal sweep of five-spot water floods was also studied, and direct comparisons between five-spot and linear flooding behavior have been established to permir better utilizatfon of core analysis results for purposes of field waterflood evaluations. INTRODUCTION For a long time reservoir engineering procedures have been confined to the consideration of idealized, one-dimensional or linear systems.11* However, direct application of the linear waterflood mechanism to the evaluation of actual field performance is justifiable only for the purposes of rough approximation. To obtain a realistic analysis of field behavior, it is necessary to account for reservoir geometry and well distribution, and to take into consideration the configuration of the flow of fluids between injection and producing wells. In the past it has been attempted to account for the complex nature of the fluid movement in the reservoir by associating each well pattern with a certain "sweep-efficiency constant", e.g., a sweep efficiency of 72 per cent for the conventional five-spot pattern.' More recently, methods of waterflood evaluation have been improved by the introduction of variable sweep-efficiency factors, defining the areal coverage as a function of cumulative water injection and viscosity or "mobility" ' ratio.""' These variable sweep-efficiency factors, derived from miscible fluid displacement experiments, require the assumption of piston-like displacement of oil by water. This implies that only one fluid, either oil or water, is moving at any one point of the reservoir ht any moment. Such an assumption, however, is incompatible with the bulk of the experimental evidence and also theoretical considerations which indicate that usually in the area invaded by water, both oil and water are flowing in varying proportions, in accordance with the relative permeability characteristics of the porous medium. Another recent approach toward the evaluation of five-spot flooding behavior involves correlations of the areal sweep efficiency (observed in immiscible fluid experiments) with a "mobility ratio," based on the consideration of the "average" relative permeability to the displacing fluid. Combination of these correlations with a modification of the Buckley-Leverett frontal-drive equation leads to a computational procedure for predicting the recovery performance of areal water floods. While of considerable interest, this approach has no complete theoretical justification and, therefore, does not entirely clarify the features of five-spot water floods. Rigorous, theoretical treatment of waterflood behavior in two- or three-dimensional systems as encountered in the reservoir, including proper consideration of relative permeability and capillary-pressure functions, is as yet beyond the scope of analytical or computational methods. The, behavior of such water floods can, however, be studied by means of scaled flow model ekperiments, which is the approach followed in these investigations. The flow model experiments described in this paper simulate a uniform, horizontal formation of constant thickness with fully penetrating wells. The system under consideration is entirely liquid saturated and not influenced by compressibility effects, which is representative of the situation achieved after gas fill-up under practical conditions. Gravity segregation effects are assumed to be negligible, which implies a relatively thin reservoir formation and/or low vertical permeability. THEORETICAL CONSIDERATIONS For a flow system of uniform thickness with no appreciable effects of gravity segregation, the analysis of water-oil displacement can be confined to a two-dimensional treatment based on the consideration of a "slice" of unit thickness. Experiments were conducted to determine the quantity and purity of ultraclean anthracite that could be prepared in the laboratory, using conventional separating techniques. A low, a medium, and a high-volatile anthracite were studied. Specific gravity separation followed by grinding, screening, and refloating at lighter specific gravities yielded small quantities of material purified to 1.0% ash, as follows: from low-volatile anthracite, 0.7%; from medium-volatile coal, 1.0%; and from high-volatile coal, 2.3%. The reduction in ash had no appreciable effect on the volatile matter or sulfur content of the coal. The limited quantities of material containing 1.0% or less ash obtainable indicate that if ultraclean coal is desired, a practical approach should include the processing units as an integral part of a convc.ntiona1 dense-media washing plant. Anthracite preparation practices during much of the industry's history were geared to maximum recovery of the larger sizes, pea through egg, which were used in hand-fired, domestic furnaces. Those sizes were cleaned to meet trade requirements, and the smaller sizes were usually higher in ash content. The impression, thus, was that ash content of anthracite always increased as the sizes got smaller. It was presumed that it was impossible to wash the finer sizes to extremely low ash contents. Following World War 11, the classical domestic market began to decline and the finer sizes assumed an increasingly large share of the market. For example, in 1949l 61% of the production was still pea and larger. Fig. l2 shows that -by 1955 these sizes accounted for only 50%, and in 1965, they were only 39% of the total anthracite produced. With the reduction in the market, increased quality was demanded, especially in export markets, and an increasing number of dense-media magnetite washers were installed in new and existing cleaning plants. In 1965, the coarse coal prepared at 59 breakers in the anthracite fields was sampled by the U.S. Bureau of Mines (USBM); approximately 50% of these plants were equipped with dense-media magnetite washers.3 Since 1950, more attention has been focused on the use of finer sizes for numerous industrial uses, including iron-ore sintering, pelletizing, foundry coke-making, cement manufacture, production of calcium carbide, and of carbon electrodes, etc. Most industrial uses require relatively clean anthracite, such as 10 to 11% ash for sintering and foundry coke, 7% for aluminum melting-pot cathode carbon, and 5% for carbide production. Hence, cleaning methods have been improved to the extent that dense-media washers, hydraulic cyclones, and flotation cells have been introduced as fine-coal-cleaning devices. It is now possible to wash the buckwheat, rice, and barley sizes (9116 X 3132-in.) to ash contents as low as 8 to 10% in dense-media devices, but washing the -3132-in. sizes to those limits presents more difficult problems, due mainly to the fineness of the material. This USBM investigation was conducted to determine the amount and purity of ultraclean anthracite that could be prepared in the laboratory, using conventional separating techniques. The goal was to reduce the ash content to a level acceptable for industrial carbon uses, including electrode manufacture, which generally requires an ash content of 1% or less. While low-ash content is of primary importance in selecting industrial carbons, the amounts of other constituents are also important, including iron, silicon, titanium, nickel, vanadium, and sulfur. They were not considered in this work, since their occurrence in deashed anthracite has been studied elsewhere.4 The results of the present investigation were used to design a flowsheet, suggesting a method for producing ultraclean anthracite as part of conventional preparation practice, using dense-media vessels, crushers, pulverizers,

POWDER metallurgy has been established for some time as a novel method for manufacturing a great variety of articles generally specialties that could not be made conveniently by any other method. In this category are such parts as porous hearings cutting tools of sintered carbides, and electrical contacts in which the metallic constituents do not tend to alloy in the proportions employed. The industry, however, is now at a stage where it has begun to manufacture articles that can and have been made by other methods. Thus, powder metallurgy is now preferred technique for the production of numerous machine parts characterized by high strength, accuracy of configuration, and substantial lack of porosity. Manufacture of such machine parts from metal powders has no doubt been stimulated by the war, although the trend in this direction has been apparent for several years. In any case, quantity production of high-density precision pieces by ponder metallurgy is now in full suing in the United States, and such production can and should continue to expand during and after the war.

THE Consolidated Mining and Smelting CO. of Canada Ltd. has operated a lead smelter at Trail, B. C., for many years. In order to take advantage of metallurgical advances, as well as to improve materials handling methods, this company, commonly known as "Cominco," commenced planning a program of smelter revision and modernization some years ago. The first stage of this program involved the design and construction of a new blast furnace gas cleaning system. The selection of equipment, the design of facilities, and preliminary operating details of this system will be dealt with in this paper. The essential problem was to clean and collect 100 tons of dust daily from 153,000 cfm* (12,225 lb per min) of lead blast furnace gas which varied in temperature from 350º to 1100°F. Because it was desired to collect the dust dry, either a Cottrell or a baghouse cleaning plant was to be selected. Comin-co's many years of experience with both systems provided a background for choosing the most satisfactory installation. All information pertinent to the two methods of dust recovery was carefully investigated, and it was decided to replace the existing equipment with a baghouse. Very briefly, the reasons for this decision were as follows: 1—A baghouse installation would be practical because the SO2 content of the gas was low and corrosion would not be a problem if the baghouse operating temperatures were held sufficiently above the dew point. 2—Variations in the physical characteristics of fume and dust, which are inherent in this blast furnace operation, should not substantially affect the operating efficiency of a baghouse. 3—For the same capital cost, metal losses (stack and water losses) would be appreciably less in a baghouse. 4—A baghouse would be easier to operate, and would not require the use of highly skilled labor. 5—Operating and maintenance costs of a bag-house would be lower. 6—The only available space for reconstruction was relatively small, and not suited to a Cottrell installation. Once the baghouse system was decided upon, detailed design of the installation was begun. Baghouse Design Gas Cooling: Before the required capacity of the baghouse could be determined, the method of cooling the gas to the temperature necessary for bag-house operation had to be chosen. The problem confronting the design engineers was how best to cool 153,000 cfm of gas from a temperature ranging from 350°F to brief peaks of 1100°F, down to 210°F, the maximum safe baghouse inlet temperature. A survey of existing blast furnace gas temperatures in the outlet flue showed that the normal range was as given in Table I. The obvious choices of cooling method were: 1— cool completely by the addition of tempering air; 2—utilize a heat exchanger; 3—cool by radiation; and 4—cool with water spray in conjunction with the admission of tempering air. The advantages and disadvantages of the various cooling methods were: Air Addition: To cool completely by the admission of tempering air involved tremendous volumes, Fig. 1. For example, to cool 1 lb of blast furnace gas at 450°F requires 1.84 lb of air at 80°F or 1.60 lb at 60°F. As it is necessary to design for peak conditions, it can readily be seen that volumes of tempering air in the order of 1,500,000 cfm would have to be handled. Using the normal design figure of 2.5 cu ft per sq ft of bag area, a baghouse installation comprising some 600,000 sq ft of filter cloth would be necessary. Such design requirements would be prohibitive, not only from a standpoint of capital expenditure, but also because of space limitations. Heat Exchanger: The utilization of a heat exchanger was given serious consideration. A horizontal tube unit using air as the medium to cool the required volume of blast furnace gas from 400" to 250°F was investigated. Cooling above 400°F would be done by water spray, and below 250°F by admission of tempering air. The estimated capital cost of such a unit was found to be prohibitive. From an operating standpoint, there was considerable doubt as to whether the soot blowing equipment provided would effectively keep the dust from building up on the tube surface. The performance of heat exchangers operating on dusty gas in other company operations had not been too favorable. Radiation Cooling: Although somewhat cumbersome, gas cooling by radiation from 'trombone' tubes or other similar equipment (cyclones) is employed in many metallurgical operations. Such an installation was also considered. However, calculations showed that an installation much larger than the space available would be required to handle the gas volume involved. For example, to cool 153,000 cfm of blast furnace gas from, say, 600' to 250°F (i.e., remove in the order of 58,500,000 Btu per hr with heat transfer rates varying from 1.1 Btu per sq ft per hr per OF for the higher temperature ranges to 0.88 Btu per sq ft per hr per OF for the lower ranges) would need a cooling area of some 175,000 sq ft.

Laboratory model flow tests have been made to simulate field conditions of partial pressure rnaintenance by dispersed gas drive on rocks having sandstone-type porosity. In this production method there is a significant saturation gradient between injection and production wells. A means of calculating relative permeability characteristics. from partial pressure rnaintenance flow tests has been developed. This method takes into account the saturation gradient. These kg/ko characteristics are identical to those for solution and external gas drives. This method of calculation, which has been proved experimentally, has limitations; however, it is valid for cases likely to be encountered in field prediction of partial pressure maintenance performance. The production performance of a hypothetical reservoir has been calculated for several different injection programs, involving both full and partial pressure maintenance. Results indicate that the maxinum oil recovery by these gas injection programs is obtained by full pressure mainte- nance at the original bubble point. Correspondingly lower oil recoveries are obtained by postponing gas injection and/or by reducing the degree of pressure maintenance. INTRODUCTION Dispersed gas injection is an important method of recovering additional oil beyond that obtainable by pressure depletion alone. The injected gas acts as a source of additional energy to displace oil from the rock formation as well as to retard oil shrinkage in the reservoir. In practice, gas injection is usually started after the reservoir pressure has fallen below the original bubble point. For various reasons sufficient gas is generally not injected to completely maintain the pressure in the reservoir. So, injecting gas at a declining reservoir pressure results in a combined external and solution gas drive. These two oil displacement processes are characterized by different gross saturation distributions in the reservoir. The external gas drive, like all frontal drive processes, inherently results in an oil saturation which increases from the injection wells to the producing wells. In the solution gas drive there is essentially a uniform oil saturation throughout the reservoir, provided the field is being depleted uniformly. It has been customary to predict oil recovery performance under partial pressure maintenance by a method which does not take into account the saturation gradient1. It has been shown2 that neglecting the presence of a saturation gradient can cause considerable error. It is the purpose of this paper to develop and present an improved method of predicting partial pressure maintenance performance of reservoirs including, where necessary. the effects of well arrangement. From the laboratory standpoint, this problem involves the measurement of the basic flow behavior (relative permeability characteristics) under partial pressure maintenance conditions. Recent research- as shown that for rocks having sandstone-type porosity, the relative permeability characteristics are identical for solution gas drive and complete pressure maintenance external gas drives. (San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. IN THE metallurgy of precious metals, it has been standard practice for years to use cyanogen compounds, so it was but natural that early investigators in the field of flotation should consider these compounds as possible flotation reagents. In Australian Patent 9508, of 1913, alkali cyanides were described as suitable reagents for the separation of heavy sulfide minerals, the reagents being employed either in an alka-line or neutral circuit. In U. S. Patent 1236501, of 1917, to John M. Tibbet, the use of cyanide in conjunction with soda ash or lime is described. One of the claims of this patent reads, "An improvement in the cyanide process for the treatment of ores comprising, mixing the ore with cyanide solution and oil and alkali: emulsifying the oil in the presence of the ore, the alkali and the cyanide solution, floating a portion of the values in the pulp by producing gas bubbles in the mixture-and removing the values floated." More recently, Sheridan and Griswold, in U. S. Patents 1421585 and 1427235, describe a somewhat similar process and have, successfully introduced it in. the mill of the Timber Butte Milling Co. U. S. Patent 1429544, of 1922, to Stevens, describes the use of double cyanides of copper, zinc, and lead. The success of cyanide as a reagent in the differential flotation of lead and zinc sulfides in highly complex ores is proof that these patents have a solid foundation.. Although the technique of their application to particular ores has been worked out in many cases, no one, so far as is known, has attempted to describe the nature of the action of the cyanide or to determine the ideal conditions for its, application. It was the purpose of the present investigation to gather information on these points. Naturally this would have been an exceedingly ambitious.

I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. David H. Browne was born June 8, 1864; at Hollymount, County Mayo, Ireland. At the age of 16, after going through the Londonderry Academy; he came to this country, and entered the University of Michigan, where he was graduated in 1885. He began his scientific practice as chemist, under F. A. Emmerton, in the laboratory of the Joliet Steel Co., after which he served some time as chemist at the Ludington mine, Iron Mountain, Mich. But in 1888 he went back for a year to his alma mater as instructor in inorganic analysis. Those who knew him feel sure that he would have been an efficient and popular professor; but his ardent temperament could not brook the rnonotony and confinement of the class- room; and in 1899 he went to work at the Andrews and Hitchcock blast-furnaces, at Hubbard, Ohio, where he remained until 1891, when he entered as chemist the service of the newly organized Canadian Copper Co., operating in the Sudbury district, Canada. This was the beginning of his special professional life-work. For twenty-six years he devoted himself to the numerous and complex problems successively arising in connection with the metallurgical treatment of the nickel-copper ores of Sudbury. One of his notable achievements was the development of an electro-lytic process for the separation of nickel and copper in the ores referred to. This method was successfully employed for several years; but when the Canadian Copper Co. was absorbed by the International Nickel Co., the cheaper Orford process owned by the latter was substituted. . A still more permanently important piece of metallurgical progress credited to Mr. Browne was the successful firing of reverberatory smelting-furnaces with powdered coal-a measure which had been desired, dreamed and attempted by others, but which he was acknowledged as first to put in practice on a large scale. Mass production methods, although increasingly important for economic reasons, create new hazards, remove many hazards, and improve health and safety by reducing exposure and obtaining better supervision. Such methods must be efficient or be discarded. Skilled workmen are required who must be trained to utilize equipment that replaces picks, shovels, and explosives. The effects of working conditions on the health of workmen have long been evaluated in noncoal mines. Studies and action programs relating to environmental health hazards in the mineral industry have placed particular emphasis on dusts. The anthracite industry is conducting an action program on the problem of dust. Segments of the bituminous industry are now conducting similar investigations. An industrial hygiene survey of coal mining in the State of Washington has been conducted and the results published in 1949. (State of Washington, Department of Health, I. H. Bul letin 4.) Chest X rays were obtained from miners in the six major coal-producing counties. State Health Department mobile X-ray equipment was set up at most large mines. Participation was on a voluntary basis, and response was obtained from 70 percent. Important in successful mining safety programs are training programs for supervisors and workmen alike. These programs recognize that the employe is the focal point in injury prevention and are planned and function around him. During the war, industries had to compete with each other for workers and to obtain and hold good workers, working conditions had to be made attractive. The average age of the mine worker increased, and, contrary to what many expected, mining injury rates decreased rather than increased. To attract competent workers, risks to life and limb, as well as laborious tasks, have to be reduced, and an experienced worker is indispensable for safety. Young men are returning to modernized mines. Mass production methods and equipment are more to their liking; jobs are more remunerative, demand action, and require special training and skill that give them the mark of a craftsman. Such workmen can be taught safe methods.

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.
