This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. GEORGIUS AGRICOLA was not only the author of works on Mining and allied subjects, usually asso ciated with his name, but he also interested himself to some extent in political and religious subjects. For convenience in discussion we may, therefore, divide his writings on the broad lines of (1) works on mining, geology, mineralogy, and allied subjects; (2) works on other subjects, medical, religious, critical, political, and historical. In respect especially to the first division, and partially with regard to the others, we find three principal cases : (a) Works which can be authenticated in European libraries today ; (b) references to editions of these in bibliographies, catalogues, etc., which we have been unable to authenticate ; and (c) references to works either unpublished or lost. THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

The main Tintic mining district in central Utah has produced approximately 13,500,000 tons of ore, containing silver, lead, gold, copper, zinc, and other metals, valued at more than $315,000,000. More than 90 per cent of this ore has come from large, irregular ore bodies that have replaced folded and faulted limestone and dolomite strata. Of lesser importance are replacement veins that chiefly cut contact-pyrometasomatized carbonate rocks and fissure veins that cut altered intrμsive bodies and volcanic rocks. The district is in the west-central part of the East Tintic Mountains, a north-trending fault-block range near the eastern margin of the Great Basin. The consolidated sedimentary rocks exposed at the surface and in mine workings are miogeosynclinal deposits more than 10,000 feet thick that range in age from late Precambrian to Late Mississippian. They are folded and strongly faulted and are partly overlain by volcanic tuffs and agglomerates and by extensive flows of porphyritic and vitrophyric quartz latite, latite, and trachyandesite of Eocene age. All of these rocks are locally concealed beneath thick alluvial deposits of Pliocene and Quaternary age. The Eocene and older rocks are cut by dikes, sills, and small stocks of porphyritic quartz monzonite, monzonite, and latite, which are genetically related to the ore deposits. The district is inactive except for the production of halloysite clay and for minor leasing activity and exploration ventures. Several exploration targets remain untested.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

In an earlier day, a moderate-sized 600 tpd mine could easily require 60 working faces and might use five supervisors. The miner had a tonnage rate as an incentive and was largely his own boss. With the advent of conventional mining machine crews, the typical pattern of resource used changed radically. The number of work places could be cut by a factor of ten, but supervision only by a factor of somewhere around three, or at most, five. Obviously, supervision was increased. Capital use rose at the same time by a factor of approximately eight. Materials used, such as powder and bits, probably in- creased in both quality and unit cost, too. It certainly required a better-trained man to run the machines, but fewer miners were needed. It is clear that each input factor such as land, labor, capital and management, has changed significantly and it would be foolish to attribute all the gain to improved machines. However, concentration of work was a vital consideration in the change, sketched above, and such focusing of work in fewer areas could not have occurred without high capacity mining machines.

On the basis of the recommendation of Lovell, Vogel, and Wernick,&apos; Fry&apos;s reagent*2 was recently c) if decoration of the dislocations by carbon or nitrogen atoms is a factor in the etch pitting. Experiments were performed with samples of a commercial 1020 steel, a vacuum-melted iron (C - 10 to 15 ppm, 0 - 20 to 50 ppm, N < 2 ppm), both annealed 4 hr at 1100°C, and a zone-refined iron (C - 3 to 5 ppm, 0 - 10 ppm, N < 1 ppm ) in the as-cast condition. Saomple surfaces were prepared by grinding to 600A grit and electropolishing. Initially, effects of etching the steel with modifications of the basic Fry composition were examined. It was found that increasing the alcohol or HC1 concentratior~ retarded dislocation pitting; reducing the acid content promoted secondary pitting. Cooling the reagent and the sample did not improve the quality of the etch pits. Best results were obtained with freshly prepared reagent modified by increasing the CuC12 content to 15 g. This composition was used in subsequent experiments. Annealed samples were etched 10 to 15 sec; cold-worked samples —2 to 5 sec.

IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un- roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence.

In the concentrator of Kamioka Mine, lead-zinc bulk differential flotation is practiced. It results in three kinds of thickener over- flow, namely; tailing, lead concentrate and zinc concentrate, which are discharged as wastewater. Since these three kinds of overflow differ from each other in water quality, they are separately recycled to appropriate processes based on their water quality. The tailing and the lead concentrate thickener overflow are directly recycled to their respective suitable processes. However, as the zinc thickener overflow contains Cu(CN)3--, ZnS, CdS, CN-, xanthate and frother, the total zinc thickener overflow cannot be recycled at one time to any one process without creating harmful effects. Consequently, all the ingredients in the zinc thickener overflow other than CN- are floated by Ion-Precipitate-Ultrafine-particle flotation, using Nagahm flotation machine. After this treatment, the zinc thickener overflow, containing only CN-, is effectively recycled to the lead-zinc differential flotation circuit. Thus the integrated recycling of waste-water greatly reduces environmental problems, and in addition it generates a sizeable profit by improving overall mill recovery, and permitting the reduction of reagent consumption.

THE Liberty Bell cyanide precipitate is unique in that it is apt to vary widely in composition in the course of very short, periods of time, and a method of refining and melting that would prove highly satisfactory at one cleanup would yield almost an hopeless "mess" it a second. Table I gives a general conception of the wide range in grade and composition of those raw precipitates. It is evident that no one standard flux could be expected to produce a high-grade bullion with such a widely variable precipitate, and that any method of treatment with acid requires most careful consideration. Refining by Acids Naturally, our first efforts to improve our precipitates were directed along the lines of acid treatment. Table II embodies the results of careful sampling and analysis of one cleanup at the time when wet refining reached its maximum development at this mill. We have now discarded all methods of wet refining, successfully replacing them by amore scientific method of flux calculation described herein, but it is believed that a general description of this wet refining is warranted as it throws some interesting side lights on acid refining in general.

MANY millions of tons of raw materials are removed each year from open pit mines in the eastern U. S. These materials are used by industry to produce aluminum, asbestos, barite products, building stone, cement, crushed stone, copper, coal, dolomite, garnet, iron, limestone, mica, phosphate, phyrophyllite, titanium products, and wollastonite. Improvements in open pit mining techniques through the years have made open pit mining more and more attractive as compared to underground methods. Today ore deposits that formerly would have been mined underground have proven to yield more profit if mined by open pit methods. Ever-rising labor and material costs have made equipment capable of high-volume production and low-unit cost-and supplies rendering low-unit costs-not only attractive to open pit operations, but essential to their economic existence. During the past year, the major advances have been in drilling and blasting operations, and the application of large capacity materials handling equipment. Mining men from the Great Lakes, Northeast, East Central, and Southeastern regions of our country tell in the following articles of the trends in open pit mining in their areas during 1956.

The St. Joe Minerals Corporation Lead Smelter and Refinery have been in continuous operation at Herculaneum, Missouri since 1892 as the Herculaneum Lead Smelting Division. Over the years, the plant has undergone many changes to increase production, improve the technology, reduce the cost of operations, and produce the highest grade of primary lead. The latest alterations were begun in 1950 and completed in 1970 and have resulted in the Herculaneum Smelter capacity being increased to in excess of 200,000 tons per year (180,000 metric tons). This increase has made the Herculaneum Smelter the largest in the United States, and second largest in the world. This paper will describe the Herculaneum Smelter equipment, processes, and material balances. Particular emphasis will be given to the McDowell-Wellman 10&apos; x 100&apos; (3 x 30 meter) up-draft sinter machine and ancillaries; to the new Heavy Smelting Department (blast furnaces and drossing section); to the new Lead Refinery and its automatic casting equipment and to the gas handling system including the 340 tons per day (305 metric) Sulfuric Acid Plant utilizing a -four pass converter. The description will include photographs, flow sheets, tonnages and assays where applicable.

CHINA is one of the large producers of the world&apos;s tin. About 95 per cent of the total Chinese production comes from the Kotchiu district in the southern part of the province of Yunnan. Yunnan occupies the southwestern part of China, bordering on Burma,. Siam and. French Indo-China. From the British port of Hong Kong,&apos; small steamers sail southwest at about four-day intervals, reaching Haiphong in French Indo-China in two or three days. This, one of the principal ports in Indo-China, is a modern French city of some 50,000 population which, with its tropical surroundings, has much natural beauty. It is a few miles from the sea on the Red River, which has its source in China. Both at Haiphong and Hanoi, the capital of Indo-China, sixty-three miles north of Haiphong and also on&apos; the Red River, there are foundries, shipyards, machine shops, cement and brick plants and various similar industries.

AS part of a program to investigate the diffusive properties of dilute ternary austenites, we have made a determination of the effects of cobalt on the activity of carbon in y iron. Samples of pure iron and Fe-Co alloys were equilibrated at 1000°C in controlled CO-C02 atmospheres, following the procedure of R. P. smith.&apos; The 0.010-in.-thick samples were analyzed for carbon by microcombustion analysis2 to give a set of isoactivity curves. The latter were converted to activity-coefficient (standard state at infinite dilution) plots by combination with Smith&apos;s data&apos; for the activity of carbon in pure iron measured in a CO-C02 mixture. Table I shows the composition of the base alloys used, while Fig. 1 shows the experimental results superimposed on a set of curves generated by the relation In the notation of Wagner,&apos; the interaction parameter is the second coefficient on the right, Eq. [I] adequately correlates the experimental points for those alloys which were prepared from electrolytic iron by arc-melting (2,4, and 7 pct Co). The results for the 10 pct Co alloy (supplied by Crucible Steel Co.) do not correlate with the others. In fact, the experimental points for this alloy correspond to an interaction parameter of It is possible that the interaction parameter is a function of concentration for large cobalt additions, but we are inclined to attribute the discrepancy to the presence of a significant amount of aluminum added to this alloy for deoxidation purposes (Table I). Preliminary measurements for the system Fe-C-A1 have indicated an interaction parameter of Which implies that the effect of aluminum in solution on the carbon activity is sixty times greater than the effect of an equal weight percentage of cobalt. These observations cast some doubt on the precision of the results of Chandhok, Hirth, and Dulis who used this same 10 pct alloy for their experiments, obtaining an interaction parameter of E = 2.2. There is considerable doubt as to the activity of a plane Fe-C system. Using a CH4-Ha mixture, Smith obtains cg = 6.1 for the effect of carbon on the activity of carbon in austenite, rather than the value of 8.9 given in Eq. [I]. The use of CHa-Ha mixtures has recently been questioned by Kaufman, Radcliff, and cohens who state that there is some possibility that other hydrocarbons are formed. Fortunately, the determination of the interaction parameter is not sensitive to the coefficient of Nc. For example, using the CHI-H2 results we obtain a value which is almost the same as that obtained using the CO-CO, results. The authors wish to thank Mr. E. J. Dulis of the Crucible Steel Co. of America for supplying us with samples of the 10 pct Co alloy used in their original work. The problem of efficient reclamation of zinc base die cast scrap became interesting early in 1930. Die Cast Metal, as referred to in this paper, is a zinc base alloy with various proportions of aluminum, copper, magnesium, antimony and tin. Many attempts were made to work out some means of reclaiming the discarded die cast metal for re-use as new die cast metal. Difficulties in such reclamation were attributable to contamination by lead and tin from solder, chromium and nickel from electroplated coatings, and iron from iron inserts. This paper relates the experiments that led to the development of a specialized muffle furnace for the treatment of zinc base die cast scrap for the production of zinc oxide and zinc, and describes the development of the muffle furnace and the equipment now used commercially for these purposes. The Eagle-Picher Co. acquired all patent rights&apos; for these developments from the International Smelting and Refining Co. in connection with their purchase of the East Chicago Plant. Zinc Base Serap Situation About 1935, the die cast scrap situation became increasingly acute for scrap dealers. This scrap was accumulating from dismantling automobiles and household appliances which contained die cast parts. Efforts to find an outlet for this type of scrap were intensified. The International Smelting and Refining Co. began to study the possibilities of a commercial process for the recovery of values from die cast scrap. At that time most of the die cast metal reclaimed was melted down in small kettles of from one to five tons capacity, the iron inserts being removed by skimming. The dross was skimmed off and disposed of as a zinc dross. The drossed metal was cast into slabs and was given the trade name "die cast slabs.". Distribution of the products produced by melting die cast scrap in kettles is shown in Table 1. American Process Experiments A method considered for the production of zinc oxide from die cast scrap was an adaption of the standard American Process of zinc oxide manufacture. Thus some die cast scrap was mixed with oxidized zinc materials and charged to Wetherill grates. The zinc oxidized to zinc oxide but, while the aluminum and copper largely remained in the residue, the color of the zinc oxide produced was impaired by copper contamination. As the proportion of die cast scrap was increased, liquation took place; that is, the metal trickled through the charge then solidified in the openings of the grates. French Process Experiments Several hundred tons of die cast scrap were purchased for test purposes and converted into die cast slabs. These slabs were charged into a French Process (horizontal retort) zinc oxide furnace with some electrolytic zinc. A satisfactory grade of zinc oxide was not produced. Distillation in Belgian Retorts It was then decided that, rather than attempt to use scrap die cast metal or scrap zinc for the production of zinc oxide, it would be advisable to redistill the die cast slab metal in a Belgian retort furnace. The opportunity to do so was provided by the closing of the zinc smelter of the Illinois Zinc Co. at Peru, Ill. Arrangements were made for the operation of a Belgian retort furnace for such redistillation purposes. The results of this experiment are summarized in Table 2.

Prior work by the author has established that closedform analytic solutions can be obtained for certain steady-state and transient types of operation of open circuit, continuous ball mills. This is possible when the tanks-in-series concept is used with the segregated flow or lumped parameter milling models. Such models should be useful (whenever they apply) in any calculational application since they are efficient and simple to program for digital computation.
