ANALYTICAL calculations have been carried out on the effect of casing perforations on the productivity of wells, and formulas have been derived for general types of perforation patterns. The numerical calculations, however, show that the resultant well productivity is essentially independent of the perforation pattern, but is determined mainly by the total perforation density. Thus, for example, for a density of three perforations per foot of casing, the well productivity will be cut to one third of that of the uncased well for a perforation radius of 1/3 in., and to approximately one half for a perforation radius of 1/4 in,, regardless of the detailed manner in which the perforations are distributed over the casing surface. The analytical theory is also extended to include wells completed with slotted liners. It is shown that the reduction in productivity due to such liners will be relatively small as compared with that due to perforated casings.

A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

Operation of the phosphate flotation plant at the Peace valley mine of the International Minerals and Chemical Corporation, Florida, began in the summer of 1942. Since that time several changes have been made in the flowsheet, with resultant increases in metallurgical results. Three flowsheets, together with the comparative plant results, are given in this paper, together with a discussion of the desliming circuit used for preliminary washing of the flotation feed. Fig. I lists the essential units in the original flowsheet at the Peace Valley plant. The figures for tonnage and grade are average for a period of two months. Mineral Separation Airflow cells are used for both the fatty acid and the amine float. Three immediate difficulties presented themselves in the use of this flow sheet: I. Floating a maximum amount of phosphate in the rougher section to give good recovery sent a low-grade concentrate to the silica float, resulting in high costs for amine reagent in that section.

A SURVEY of the status of ore dressing in 19231 placed particular stress on the need of research in the crushing and grinding of ore, especially on the need for a method of measuring the surface of the products obtained in crushing and grinding, and for fundamental data on the law of crushing, in order that intelligent conclusions may be drawn from actual crushing or grinding experiments. There has been no satisfactory means of determining the surface of crushed products. The results have been judged entirely by the amount of the various sizes produced, based on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns, a method which could give only a general idea of what had been accomplished. The fact that the long controversy between the followers of Kick and of Rittinger has resulted in no accepted conclusion is evidence of the need for fundamental data on the crushing law.

This paper describes experiments which represent an effort to measure preciscly the pressure-time history in detonating condensed commercial explosives. The performance of explosives in mining has been a favorite subject for experimentalists and theorists for many decades. Much useful empirical information has been developed; but it has not yet been possible to predict, or even to account for, the behavior of explosives in mining on the basis of fundamental physical principals. A basic piece of information that would appear necessary for any rigorous analysis is the pressure-time history in the detonating condensed explosive. The experiments described here represent an effort to measure this relationship precisely in commercial explosives. THE EXPERIMENTAL METHOD The experimental method, first described by Cowan and Jacksonl has been extensively evaluated by Cowan and Balchan for relatively simple explosives. The experimental procedure involves the detonation of a layer of explosive between metal plates whose external surfaces are polished to a mirror finish (Fig. 1). Values for interaction parameters in nonferrous systems, as calculated from published data, are tabulated and discussed. The influence of temperature on the parameter is derived and compared with the results of the literature study. Wagner's relationship between the interaction parameter and the self interaction coefficients is compared with the tabulated data. A problem which has been of considerable interest in the field of metallurgy is the prediction of the effect of one alloying element present in dilute concentration on the thermodynamic properties of another dilute alloying element. Ultimately, the prediction may be accomplished entirely from statistical mechanical considerations. At the present, however, the problem remains unsolved since liquid solution models which are simple enough for analytical treatment are inadequate for such purposes. Thus, we desire some means of organizing the information on dilute systems which will serve as a guide for further study on interactions in dilute alloys, and also provide a basis for the utilization of thermodynamic data in the engineering design of alloys.

THIS paper relates entirely to the casting of brass under fluid pressure in steel dies. Die castings of metals and alloys of low melting point have been available for many years but the development of brass die castings has been relatively recent, occurring within the past five years. The successful development of brass die castings has resulted from the availability of alloy steels that would give satisfactory life as dies and the development of suitable die-casting machines. The melting point of copper is 1084° C. (1983° F.) and of a high brass about 900° C. (1652° F.), as compared to 327.5° C. (621.5° F.) for lead, 419.4° C. (786.7° F.) for zinc and 658.7° C. (1217.7° F.) for aluminum, temperatures that are indicative of the casting temperatures required for the various types of alloys, of which the melting points are somewhat lower than those of the pure metals.

Materials may be dredged, processed, stored and loaded for shipment at a single site in water depths ranging from 250 to 1200 ft. Solution mining may also be accomplished in deep sea situations. And, open air subsea mines with direct surface access may be developed and worked under the ocean floor. These concepts for deep sea mining are the results of extensive testing of individual components of the proposed systems by Dravo Ocean Structures, Inc., a subsidiary of Dravo Corp. A basic structure in these systems is the articulated platform. The platform consists of a gravity- type base and a buoyant cylindrical column which is constructed at an onshore location, towed to the offshore site and installed in a matter of days without use of heavy equipment. The base is also buoyant for towing purposes. This allows for gradual flooding to the point of negative buoyancy for positioning and anchoring to the ocean floor.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. A practical mathematical treatment is presented for the determination and control of conveyor belt acceleration, particularly for conditions of starting where vertical curves are involved. A typical sample problem is analyzed, with required calculations, to clarify the procedure. THE part that acceleration plays in starting a belt conveyor and its effect on belt conveyor design are well understood in a general way. Its practical importance is easily overlooked, however, and under some conditions, it is absolutely necessary to give the problem of acceleration detailed study. Most handbooks on conveyor belting design adequately present basic data for the determination of acceleration values. This paper will only attempt to present practical thinking and a convenient method of treatment of acceleration in belt conveyor design. Mathematical Analysis In working out the various problems of conveyor belt acceleration, the starting point, as presented by the handbooks, is the familiar formula of "force of acceleration is equal to the mass times acceleration." By expressing these fundamental quantities in terms of belt conveyor design, it is possible to arrive at the unsuspected conclusion that the acceleration time for horizontal belt conveyors is independent of the load, and instead, dependent upon the belt speed, the type of drive arrangement and drive pulley, and the idler coefficient of friction. The mathematics leading to this conclusion are shown in Table I, which has been prepared to show this derivation. While at first the conclusion just given may not seem to be reasonable, further reflection indicates that obviously the type of drive pulley and the type of drive do affect materially the tension in the conveyor belt, and thus, as clearly shown, the time of acceleration is dependent upon the factors mentioned. Inasmuch as all of the factors except time are predetermined by the belt conveyor design, it becomes relatively easy to establish the accelerating time and to reduce further this time determination to a simple graph from which the time in seconds can be read directly. Such a graph is given in Fig. 1. The table appearing on Fig. 1 should be explained further. For a given belt speed, the time of acceleration can be expressed as a percentage of the belt speed. The time of acceleration is also dependent on the drive arrangement, and changes in the drive arrangement consequently change the time of acceleration. It further follows that for a given belt speed, the time expressed as a percentage of that belt speed also changes with the type of drive. Obviously then, it becomes possible to graph the percentage of speed for .each type of drive against the belt speed and accelerating time, after which, for a given belt speed and type of drive, the time can be read directly in seconds. Two constants were established for Fig. 1, the first one being the limiting of the maximum acceleration tension to 35 pct of the full load operating tension in the belt. The purpose of this is to limit the total tension imposed upon the belt during the acceleration period to 135 pct of the full load operating tension, 'which is the amount required to start or breakaway the fully loaded belt conveyor from rest. The other constant is the friction factor used for the idler equipment, which has been established as 0.022. For installations where it is necessary to establish the values of acceleration, invariably high grade idler equipment is used, and it has been established from field experience that 0.022 for the idler friction factor is amply conservative. The use of this friction factor for idlers must be tempered with judgment, of course, for occasions will arise where more power than indicated is required to start, even with the very best of equipment, such as low temperature operations that tend to congeal the grease in the bearings and thus produce additional friction drag. An inspection of the table in Fig. 1 affords a convenient rule of thumb method for determining the acceleration time, which conveniently can be 5 pct of the belt speed in seconds. The 5 pct of belt speed figure is close to the average for most types of drives. In using Fig. 1 it must be emphasized that it applies accurately to horizontal belt conveyors only.

High manganese slags of low phosphorus and iron content are produced by air oxidation of high phosphorus spiegeleisen in a basic-lined converter. Control of phosphorus and iron within specification limits for ferromanganese ore feed is obtained by a unique cyclic operating procedure. Various types of slags, or synthetic manganese ore, can be made. AN affiliated paper' describes the production of high phosphorus spiegeleisen containing 14 to 23 pct Mn and up to 4 pct P in an experimental blast furnace from open-hearth slag or manganiferous iron ore. This phosphorus content is too high for use of the spiegel in normal steel-production operations. Consequently, a preferential separation must be effected whereby the manganese is concentrated in a product that is usable in industrial operations. The preferential separation methods being investigated for this phase of the work are confined to pyrometal-lurgical processes for ready incorporation into steel-plant operations. It is fortunate that manganese is more actively oxidizable than iron or phosphorus, and therein lies a preferential separation method for isolating manganese from these two elements. Silicon is more strongly oxidizable than manganese, and its oxidation precedes, or occurs simultaneously, with manganese. Therefore, manganese and silicon are separable into a high manganese oxide slag phase while the phosphorus and iron remain in the molten metallic state. Complete separation of these elements represents an ideal condition which is not generally attainable in actual operations. This pyro-metallurgical method for separating manganese from phosphorus and iron by preferential oxidation was investigated by blowing 500 lb of metal in a basic-lined vessel to obtain preliminary information on the effectiveness of the procedure. Certain conditions of attainment in the separation process are desirable in any method for removing manganese from high phosphorus spiegeleisen, such as: 1—High recovery of manganese in the oxidation product; 2—the product to be of equal or better quality than ferromanganese-grade ore—48 pct Mn minimum, less than 10 pct SiO2, and Mn-P ratio of 300:1; and 3—attainment of the enumerated objectives in a product amenable to industrial handling, such as a slag of high manganese content that will flow from the processing vessel and of sufficient fluidity for ready separation of metallic granules that may have become mixed with the manganese slag phase. Previous Work Recovery of manganese from low grade ores and industrial byproduct slags by smelting to spiegeleisen, with subsequent oxidation to synthetic ferro-manganese-feed ores, has been a subject for periodic investigation during the past four or five decades in the United States and Germany. Joseph' and associates of the Bureau of Mines North Central Experiment Station, Minneapolis, Minn., smelted manganiferous iron ores of the Cuyuna range, Minn., to spiegeleisen and subsequently tried air and ore oxidation procedures for concentrating the manganese into synthetic ferrograde manganese ore. Joseph's results on the operation of a side-blown basic-lined converter for air oxidation of manganese from molten spiegeleisen were so discouraging that the procedure was abandoned after 11 blowing tests. Much slag was thrown from the converter vessel; phosphorus content was four to five times the maximum allowable for ferro ore; and a manganese-iron ratio of only 2 or 3:1 was obtained in the slag instead of the required 8:1. Oxidation of manganese from spiegeleisen with about 0.5 pct P, by adding iron ore to molten spiegel in an experimental open-hearth furnace, proved moderately successful in Joseph's experiments. The main drawback to the operation was the necessity for over-oreing for effective oxidation of the manganese with consequent too high iron oxide residual in the slag. Furthermore, the phosphorus content was proportional to the iron concentration and therefore much too high, so that several hours of reduction by a carbonaceous material were required to adjust the iron and phosphorus to the desired content of high grade ferro feed. A troublesome feature of the slag product of the spiegel oxidation process was its lack of fluidity if the silica content was less than 10 pct, the concentration considered desirable for the synthetic ore. Are Stockpile Requirements Exaggerated? THE federal stockpile of strategic and critical materials was created for an emergency. The emergency has occurred but no withdrawals are being made from the stockpile. On the contrary, the-rate of stockpiling is being increased. A serious dislocation between supply and demand for metals exists and purchases for the stockpile are a significant contributing factor in this situation.

A population balance model accounting for the transient variations in drop size distributions in a stirred liquid-liquid system is analyzed for its effect on chemical reaction conversion in a stirred, batch reactor. The analysis is applied specifically for phase transfer catalytic reactions, which indicates that transient effects of evolution of drop size distributions may be important in such systems.

One of the most succinct and illuminating perspectives of the field of geophysical exploration to appear in recent years is an article by E. A. Eckhardt, in the magazine Geophysics for October 1949. Although his review covers the year 1948, many of the data presented are apropos to a review of 1949, and form a pertinent background for a consideration of current progress. He presents charts of the world-wide distribution of gravimeter and seismograph activity in oil exploration, which show that surveys in the United States accounted for practically 68%; of all gravity work and 80%; of all seismic activity. Canada ranked second, with a proportion of roughly 6%, in each case; South America accounted for about the same percentage of seismic work, and double that amount for gravity surveys. Within the United States, Texas and Louisiana were the scenes of the greatest activity, both claiming about 60% of all surveys by each method.
