Manganese has long been considered one of the United States' most important strategic raw materials. Its indispensabil-ity in steel manufacture makes it vital to the nation's industrial life. Coupled with this indispensability is the fact that domestic producers have not been able as yet to supply more than a small part of the nation's manganese needs; consequently the United States has had to depend upon such distant foreign sources as the U.S.S.R., British India, the African Gold Coast and Brazil for the major portion of its ore. The great bulk of the mineral is consumed in the form of ferromanganese, an alloy that averages 80 per cent manganese and 20 per cent mainly iron and carbon. Manganese is used as a deoxidizer and desulphurizer in steel manufacture. By combination with the residual oxygen and sulphur of the bath, it helps to produce a clean, sound metal. Approximately 14 lb. of manganese, it is estimated, is used in making one ton of steel. For standard-grade ferromanganese, the ore should have a minimum of about 48 per cent Mn and preferably more. Beneficiation methods have not yet been developed for making the immense low-grade deposits in the United States salable at prevailing prices. Dependence upon foreign sources thrust the United States into serious difficulties during the World War. At the start of hostilities in 1914, the nation was obtaining about four-fifths of its ore from the Eastern Hemisphere. Domestic production had been negligible, amounting to only 3000 to 7000 tons a year. As the war continued, shipments from the East, endangered by sea attack and blockade, dwindled rapidly. Imports from Brazil mounted. In this grave emergency, the United States, starting almost from scratch and under the stimulus of high prices, succeeded by 1918 in producing a peak of 3II,000 tons, about 35 per cent of its consumption that year. Since the war, the United States has depended upon foreign sources for more than nine-tenths of its high-grade ore. During 1936, 1937 and 1938, imports for consumption averaged 736,000 tons a year. During the same period, domestic shipments averaged 21,000 tons a year. Of the imports, the U.S.S.R. accounted for an annual average of 280,000 tons, the Gold Coast 208,000 tons, India 74,000 tons, and Brazil 72,500 tons. But India and Brazil, which in 1936 ranked third and fourth in the list of importers, were displaced in 1937 and 1938 by a new and much nearer source—Cuba. From less than I per cent of United States imports in 1931, the island republic increased its shipments to more than 27 per cent in 1938. It is deemed feasible to store atomic reactor fuel wastes in salt dome cavities when the differential pressure acting on the cavity does not exceed 3,000 psi and the temperature is less than 400°F. Tests at pressure increments of 1,000 psi were conducted on a 2-in, cylindrical cavity contained in a 6-in. long X 6-in. diameter salt core. The cavity exhibited stability under pressures up to 3,000 psi and temperatures to 300°F. At temperature ranges of 100 to 400°F and with pressures of 5,000 psi and above continuous deformation of the cavity resulted. Initial movement of the salt was observed at all pressares. This was evidenced by vertical deformation and cavity size reduction. INTRODUCTION The development of storage techniques for safe disposal of atomic reactor fuel wastes is a goal of the Atomic Energy Commission. Salt domes have been used successfully for storage of liquefied petroleum gases and hence should prove to be suitable for liquid waste products of atomic reactors. The purpose of the following work is to evaluate the practicability of utilizing salt dome cavities for such wastes and to de-termine particularly the effect of pressure and temperature on a salt cavity. This work represents a part of a comprehensive study covering the over-all problem of storing re- actor fuel wastes in salt domes and/ or salt beds. The problem of accurately determining the stresses which exist in rocks in the earth's crust is indeed a complex one. Theoretical studies have differed widely in many of the basic assumptions about the physical properties of the rock itself. Some solutions of problems in underground stress analysis assume that rock is elastic, homogeneous and isotropic in character; others assume that rock possesses plastic, viscous, elasticovis-cous properties, or a combination thereof. Experimental evidence has shown that salt possesses plastic, viscous and elasticoviscous properties.' Recent work has shown that salt becomes more plastic with temperature.' APPARATUS AND PROCEDURE For experimental study a cylindrical cavity was chosen for analysis since it provided maximum volume per unit of depth with constant diameter. This particular cavity shape, allowing for irregularities, can be easily leached out of salt domes in field operations. For the purpose of approaching underground storage conditions as nearly as possible, the following factors were considered: (1) control of pressure and temperatures, (2) measurements of temperature gradients throughout salt mass, and (3) measurement of structural stability of salt cavities. In order to obtain triaxial pressure on the salt cavity without resorting to the application of fluid pressure directly on the salt mass, a system was designed whereby the same effect could be produced through axial loading only. By cutting a core to close dimensions to fit a steel test cylinder and applying axial pressure, a lateral pressure was obtained. This equipment is shown in Figs 1 and 2. Deformation (a) and twin (a') stacking-fault densities in cold - wor ked filings of fcc silver alloys containing 2, 4, and 6 wt pct Sb have been estimated from Debye-Scherrer peak shifts and asymmetries, respectively. Evidence has been obtained for a possible strain-induced transformation in a two-phase alloy containing 9.0 zut pct Sb. Using Fourier analysis of X-ray line profiles, the effective particle sizes and root mean square strains have been determined for the three fcc alloys in the cold-worked condition. The values of the compound fault probability 0.5a + a') evaluated from peak shifts and asymmetries are in reasonable apeement with those derived from peak broadening. COLD work of fcc metals may produce both deformation and twin (also called growth) stacking faults, which can be detected and quantitatively estimated by X-ray diffraction techniques.' In addition to peak broadening, deformation faults produce a shift in peak positions and twin faults an asymmetry of the Debye-Scherrer reflections. Besides stacking faults, a reduction in the size of coherently diffracting domains and distortion within these also broaden the powder reflections of deformed fcc metals and alloys. Fourier analysis' of peak shapes provides quantitative infor- mation about the effective domain sizes, lattice strains, and also the compound fault probability (1.5a + a'), where a and a' represent deformation-and growth-fault density, respectively. The Paterson method2 for determination of a from peak shifts, the warren3 or wagner4 method for evaluation of a' from peak asymmetries, and the Fourier analysis for quantitative estimates of all the contributory causes of peak broadening have, in the course of the last decade, been extensively applied to obtain data for a number of deformed fcc metals and alloys. One of the useful results of earlier measurements of a in several solid solutions is a correlation between a and the solute valence as well as electron concentration per atom (p) in alloy systems based on a particular solvent. The work of Smallman and westmacott5 on Cu-Zn, Cu-A1, and Cu-Sn, of Foley, Cahn, and ~aynor' on Cu-Si and Cu-Ge, and of Rama Rao and Anantharaman7 on Cu-Si and Cu-Sb has revealed a common trend in the increase of a with p and also a with valency of the solute. Cahn and Davies' and Ad-ler and wagnerg have observed similar trends for silver alloys containing cadmium, indium, and tin. Data on a for silver alloys with a pentavalent solute element are not, however, available. It is primarily to fill this need that the present investigation on Ag-Sb alloys was undertaken. Utilizing the Patersonand Warren methods, values of a and a', respectively, have been determined in three silver alloys containing 2, 4, and 6 wt pct Sb. By Fourier analysis of the broadening of Debye-Scherrer peaks, effective particle sizes, lattice strains, and the compound fault probability (1.5a +a') have also been evaluated.

IT has been suggested by a number of investigators, I including Hume-Rothery and Raynor,' that certain intermediate phases in metal systems take on interstitial crystal structures because of an appropriate ratio of radii of the two atoms. If the size factor is an important parameter in determining whether or not an intermediate phase will have an interstitial structure, then it would appear reasonable that the relative sizes of interstitial atoms should have a direct relation to their solubilities in interstitial compounds. It was on such a basis that Petch,' in his discussion of the cementite structure, concluded that nitrogen is the only possible element which could replace carbon. Recent X-ray studies by Jacka indicate that the solid solubility of nitrogen in cementite is negligible. If this is the case, then on the basis of size factor it would not be expected that any element can replace carbon in FeaC, since according to Schwarzkopf and Kieffer4 the covalent atomic radii of nitrogen, carbon, and boron are 0.71, 0.76, and 0.87A, respectively. Nevertheless, Vogel and Tammann in 1922 indicated that a quasi-binary relation exists between the interstitial compounds FeaC and Fe2B and that the solid solubility of boron in FeaC at approximately 1150°C is 1.4 pct B by weight. Because of the apparent disagreement between theory and experiment, the solid solubility of boron in FeaC has been reinvestigated. In addition, the influence of boron on the saturation magnetic moment (per gram) and Curie temperature of cementite was determined. Experimental Procedure A series of Fe-B-C alloys which varied in boron content from 0 to 5.4 wt pct B were prepared by arc melting a 50-g ingot using carbonyl iron, Ache-son AUC graphite, and Cooper grade A boron for starting materials. The composition of these alloys is listed in Table I and shown graphically in Fig. 1. The samples represented by the solid circles were used for X-ray analysis and Curie temperature measurements; by the squares, samples used for quantitative metallography; and by the triangles, samples used for saturation magnetic moment measurements and Curie temperature measurements. After arc melting and subsequent quenching from 1000°C, so that all phases in the resulting microstructure were brittle, one half of the 50-g ingots were pulverized until a powder was obtained which was less than 100 mesh. These powders were then homogenized in evacuated Vycor capsules at 1000°C for 24 hr and water quenched. Although the homogenized powder had sintered somewhat, it was suitable for saturation magnetic moment and Curie temperature determinations, for which the 60 to 100-mesh fraction of the powder was used. For X-ray analysis the homogenized powder was crushed again until a 300-mesh powder was obtained. This article gives an account of the latest developments in the use of TBE for sink-float separation of silicate minerals. A number of minerals for which the process has been tested and found suitable are reviewed. Specific examples are discussed in relation to the particular problems of sink-float separation and recovery of TBE as compared with non-silicate minerals. The economic aspects are outlined. Silica and silicates comprise the most common and abundant group of minerals, and since they are present in variable amounts in most ores, they constitute an appropriate subject for the review and discussion of the recent developments in the use of TBE for mineral concentration. The silicates considered as a group have an extremely wide range of chemical and physical properties. Some of these properties, which are common to all minerals, are of importance to concentration by TBE and are discussed in some detail in this paper, as well as the development of methods and apparatus for concentration and recovery of TBE and several examples of concentration of silicates. PROPERTIES OF MINERALS WITH RESPECT TO CONCENTRATION BY TBE The properties considered as most important to concentration by TBE are specific gravity, structure, surface and shape. The specific gravity of a mineral is a fundamental property and is constant between very close limits for the same species of different sources if particles are pure and free from cavities or cracks. In many species, however, solid inclusions and changes in chemical composition due to replacement of elements cause variations in the specific gravity. The plagio-clase series of feldspars between albite and anorthite illustrate this point (specific gravity from 2.60 to 2.77). Fig. 1 shows the specific gravity distribution of some of the common silicate minerals.' The highest specific gravity is about 4.7 (zircon) and the lowest is 2.0 (sepiolite), with most of them ranging between 2.6 and 3.5. Although most of the silicates given in Fig. 1 are found as constituents of rocks, those generally considered as rock making minerals are comparatively few. They include quartz, feldspars, nephelite, sodalite, leucite, mica, pyroxenes, amphiboles, chrysolite, kaolin, talc and serpentine. These minerals may appear in igneous rocks as coarse crystals in granites, syenites and diorites or as very fine grained dispersions in basalt and felsite. When the latter rocks occur in an ore, their specific gravities depend on the minerals present and structure. The same is true for the sedimentary and metamorphic rocks (sandstones, shales, gneiss, slate, schists). A comparison of specific gravities for the minerals listed in Fig. 1 with that of TBE (see Table I) shows that the important rock-forming minerals, with the exception of pyroxenes, amphiboles and chrysolite (olivine), lie in the specific gravity range of less than 2.96 and can therefore be separated by TBE. The ore structure is important both in determining the apparent specific gravity and the efficiency of TBE recovery. The structure can be compact (as in

Monotonic tension and controlled cyclic-strain tests have been conducted on an annealed steel at various strain rates and temperatures in the weep range. Evidence of a strain-induced precipitate reaction abozle 500°C was determined from pronounced cyclic-hardening effects, increase inflow stress, inter granular fracture, drastic decrease in low-cycle fatigue resistance, and loss in tensile fracture ductility, as well as through electron-microscopy examination. It was found that strain rate as well as temperature had a pronounced effect on these observations. A parameter of the form P = T(7.95 - log ip) was determined, which was directly related to the ductility, defined either as the true strain at fracture in the case of simple tension, or as 2N 1/2 ? E p in the case of cyclic plastic strain. A highly satisfactory comparison of the cyclic life as measured and as computed from the ductility predicted by this parameter was obtained for a range of temperatures from 400° to 650°C and for crosshead speeds of 0.002 to 0.2 in. per min. MANY metals subjected to sustained loading at elevated temperatures derive resistance to creep from solid-state reactions of various alloying constituents. These reactions can be many and varied, and occur as a consequence of time and temperature according to reaction-rate principles. Strong evidence exists that many of these reactions are influenced by plastic strain, the argument being put forth that dislocations act as sites for nucleation and growth for the new phase.' Many examples can be cited where plastic strain during transformation influences the structure, and as a consequence affects the properties.2 The low-alloy steels serve as particularly good examples for investigating the effect which aging reactions have on resulting properties. Alloying elements such as carbon and nitrogen, and carbide formers such as manganese, chromium, molybdenum, and so forth, can, by the particular aging reaction which occurs, produce strengthening effects at various temperatures, and so endow strength to the alloy over a broad range of temperatures. These effects have been systematically studied by Glen both during creep3 and for constant strain-rate tension testing.4,5 The work of Glen is of considerable interest in connection with the present study, particularly in regard to the effect of various alloying additions on the true stress-strain curve and on fracture ductility at various elevated temperatures. He has shown that strain-age hardening occurred during plastic straining, which was quite specific both to the temperature of the test and to the alloying element involved. When strain-age hardening was noted at a particular temperature, a .minimum in reduction of area was also obtained. Provided the temperature for the minimum reduction of area exceeded 300°C, all minimum ductility fractures were found to be inter-crystalline in nature. A METALLURGICAL research building is to be erected for the Armour Research Foundation at the Illinois Institute of Technology. It will be located at the corner of Federal and 34th Sts., Chicago, and fully equipped will cost $250,000. It will provide the Middle West with the largest and most complete of facilities for the conduct of developmental and industrial research in this field. The new building will be constructed around an existing foundry and metallurgical research building which has become too small to carry on and service the many research projects contracted for by the Foundation, having to do with steel, alloys, and nonferrous metals. After two bays of the new unit have been completed, the old unit will be torn down and the new one completed.

Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.

OF all the metals in the war program the demand for and the production of magnesium have increased percentagewise the most. In the prewar year 1939 the production was 3350 tons. The war program, twice expanded, now provides for nearly one hundred times that amount annually. The goal announced by the War Production Board in February 1942 was 362,500 tons per year. Be- cause of the development during the year of satisfactory types of incendiary bombs other than magnesium this objective has been somewhat reduced but the capacity of the plants already built or under construction will be huge. The Aluminum and Magnesium Division of the W.P.B. has had the responsibility of planning and implementing this expansion and of providing fabricating facilities as well for this greatly increased tonnage of magnesium ingot.

PRODUCTION of nickel in Cuba, a new source of this metal, has been started by the Nicaro Nickel Co., subsidiary of the Freeport Sulphur Co. Construction of the Nicaro plant in Oriente Province, Cuba, and of a refinery at Wilmington, Del., has been "substantially completed," according to Langbourne M. Williams, Jr., president. The initial rate of output is less than capacity operation, which will be reached when "the customary problems incident to the commencement of full- scale production are eliminated." The plant in Cuba for the treatment of the extensive nickeliferous ores of that region, and the refinery, were built by Nicaro for the account of the Defense Plant Corp. construction has been under way for eighteen months. THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

I desire to call the attention of the Institute to a new form of drawing-board trestle. With the ordinary four-legged trestle, commonly used, one has not the means of adjusting the height of the board to the draughtsman. To obviate this inconvenience, and at the same time to enable one to incline the board, I have devised an arrangement of curved and straight slots and thumb-screws, by means of which the hoard can be raised three or more inches, and placed at any desired angle of inclination on either side. Figures 2, 3 (Plate I) show side and end elevations of the trestle for a single board, and Figure 4 for two boards. The latter form is adapted for use in schools, or where it is desired to economize space.
