During the latter part of 1930 an agreement was reached among operators in Rumania to curtail the production of oil to about 100,000 bbl. per day. This agreement lasted only a few months and 1931 shows a new peak in production with an average yield of 136,900 bbl. per day as against an average of 116,600 bbl. per day for 1930. The total production for 1931 was 49,210,000 bbl.; an increase of 18.4 per cent over the previous year's production. It is interesting to compare the percentage production of the major companies to the potential production figures determined by the Government in September, 1930 (Table l), on the basis of which the proposed curtailment was to have been made. The three companies listed first in this table show an increase in average production for 1931 over their estimated potential production rating. This increase might be attributed at least in part to the recent development of the Boldesti field, which is controlled by these companies and of which the production at present is nearly 10 per cent of the total oil output for Rumania. Among the other fields, Moreni still holds first place with an output of 33.6 per cent, followed by Gura-Ocnitzei with 29.3 per cent. Most mine operations are hampered to varying degrees by excessive inflow of water into mines or scarcity of water for processing the materials. These internal problems are compounded in many cases by such external hydrological problems as lowering of ground-water levels in areas outside the mine properties, subsidence of ground surface, adverse geochemical changes, and pollution. The development of a mine below the water table disturbs the natural ground-water system, causing a convergence in the flow of water from a surrounding area. The mine becomes the apex of a depressed cone in the water table. The fact that mines are commonly located in complex and somewhat anomalous geologic environments prevents an idealized treatment of the mine as a well that would be similar to a water well in a homogeneous aquifer having isotropic conditions. Yet, adherence to some principles of ground-water behavior is helpful when combined with an understanding of the local geology. A program calling for an appraisal of all pertinent hydrological conditions prior to mining and during various stages of development should supply adequate information for mine officials to anticipate difficulties and to allow for corrective measures. Before and during mining operations there should be a mine hydrology framework and plan, in which there is continual upgrading of such considerations as anticipated actions, consequences of actions, remedial plans, and contingencies.

HAVING told you about steel in the previous chapter, it seems to me necessary to speak here of brass for the same reason, for it bears the same relation to copper that steel does to iron. It is the opinion of some concerning both of these that they are true minerals because Pliny in his Natural History calls it aurichalcum and says that it has its own ore; he does not say, however, where it is found, and I have not heard from anyone else that it has been found anywhere, and, surely, if it had been found when he wrote, it would also be found today. Since I have no knowledge other than that gained through my own eyes, I tell you as a certainty that just as steel is iron converted by art into almost another kind of metal, so also brass is copper given a yellow color by art. Surely it was a splendid discovery, for which we must praise the alchemists,* although perhaps whoever discovered it was deceived, thinking that he had made gold from copper. Copper from Central Africa was well known to the Arab slave traders who depredated the country in the nineteenth century. By the 1870's slave raiding was so intense that the habits of the tribes were disrupted, and they no longer worked the copper deposits or made the crosses and bars of copper which had been their custom. In fact, the country had been greatly depopulated by the slave raiders. News of this horror was spread to the civilized world by missionaries and, in particular, by David Livingstone's writings. Whether to extend geographic knowledge, to suppress slavery or for national aggrandizement, the rush for African territory was on at the end of the nineteenth century. Cecil Rhodes at this time was established by his successes in diamonds and gold. He obtained the blessing of Lord Salisbury in 1889 to form the British South Africa Company under crown charter. His objectives were to occupy the lands north of the Zambezi for England and pay for development out of the country's mineral deposits. He planned to occupy the territory and close the gap to form an all-British route from the Cape to Cairo, one of his great dreams. With this master plan in mind he sent his agents into the field to make treaties with the tribes.

The flotation response of quartz in the presence of calcium chloride and various fatty acids is presented. Flotation is not effected with lauric acid until calcium laurate is precipitated in solution, while flotation is obtained with the 9, 10, and 11-carbon members before precipitation of the calcium carboxylate. The active species responsible for flotation is suggested to be a basic aqueous complex, e.g. Ca(OH) (RCOO) (aq), and a possible mechanism of adsorption is given. Most of the previous work on activation in non-metallic flotation systems has involved the use of high molecular weight collectors, such as oleic acid or alkyl aryl Sulfonate.1-7 In these studies the levels of addition of collector and activator required for flotation were much above the concentrations necessary for precipitation of the metal-collector salt. In fact, Clemmer, Clemmons, Rampacek, Williams, and Stacy1 have stated, "Our experiments on a variety of materials have demonstrated that the metal salts which react with anionic collecting agents, as soaps and alkyl sulfates, to form relatively insoluble compounds may be employed as activating agents provided an optimum quantity is used at a proper pH." On the other hand, Gaudin and chang8 obtained flotation with additions of barium and lauric acid below the level required for barium lautate precipitation.

The much-heralded Deep Ruth operation of Kennecott Copper Corp., at Ruth, Nev., is scheduled to become a producer by 1957. Inaugurated as a project in 1951, production was originally scheduled to start in 1953, but excessive water hindered shaft sinking. A revised schedule called for output by 1955, but again plans had to be changed. This time the change was to permit mining of an orebody that would have otherwise been lost because of block caving methods planned for the main deposit. The new ore is within the cave limits of the larger orebody, above the first production level. Ore will start coming from this new source in 1956, a year ahead of the principal operation. (See NEWS, page 344.) There is little doubt that current economic conditions and unforeseen expenditures for early shaft development will make the Deep Ruth a high-cost producer. Yet, some of the drawbacks of the Kennecott operation may be mitigated by the possibility that additional exploration will increase the already assured 25 million tons of 0.83 pet copper ore. While Kennecott is missing out on the current high copper market and is thus left with a potentially narrowed profit, the predicted demand for copper has created an optimistic feeling. Its development is certain to enlarge known U. S. copper reserves and significantly extend the life of Kennecott's Nevada operations.

THE production of isotropic fine-grained ingot iron would be most useful since physical measurements associated with the elastic properties of iron are influenced by the size and orientation of the individual grains. This can be accomplished at present for small samples by established metallurgical procedures, but for large samples (in excess of 2 in. diam by 1 in. thick) it is virtually impossible to produce reasonably small uniform grains with random orientation. Such pieces can, however, be produced by impulsive loading followed by a suitable recrystallization treatment. The shock loading system employed is diagrammed in Fig. l. Here the 3/8-in. iron plate is accelerated by the plane-wave initiated high explosive charge through a 1 5/8-in. air space. Collision of this plate and the specimen of interest generates a shock wave in excess of 300 kbars which passes through the specimen. For this type of work it is not necessary to use machined parts: for example, the ingot iron pieces are saw cut from the billet so that they can be inserted in short sections of iron pipe. The recovered specimens are less distorted, however, if the air gap between the iron sample and pipe is filled with Woods metal. The dimensional changes resulting from this type of loading technique are minor, usually less than a 10 pct reduction in thickness. Compressive yield

ONE of the most important contributions to the art of electrolytic zinc production-has been the aluminum cathode. This has been used in all major production: since its commercial development in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experi-menting on the extraction of-zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained British Patent-No. 20073. The reason for this dominant position of aluminum as cathode mate-rial in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as arc tine copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a .few hours of deposition, and thus special arrangements must be made to compensate for this abnormality.

The energy required for dry grinding of phosphate rock in ball and roller mills has been analyzed by the method suggested by Charles and others. The findings are not wholly in agreement with Charles' predictions; but, nevertheless, the method of analysis is shown to be sound. Some of the deviation is probably attributable to the characteristics of a dry grinding system. Many laboratory and pilot plant scale experiments have been made to determine the energy requirements for size reduction. This topic was recently reviewed by Agar and Brown' and it was apparent that very little if any data exists in the literature which permits one to apply the Charles 2-Holmes3 analysis to industrial size systems. More recently, the idea has been put forward that the postulate of comminution by impact used by Charles and others was not sufficient to explain size-reduction throughout the grinding operation. The opportunity exists in the grinding operations of International Minerals and Chemical Corp. (IMC) to analyze the energy-size relationship for dry grinding phosphate rock in both ball and roller mills. This situation arises because the mills are used for custom grinding and make products from 50% to 85% minus 200 mesh. Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneouslv the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journbes de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

FOR many years the cost of making pig iron and steel in the Birmingham district has been about the lowest in the United States. The close proximity of the important raw materials such as coal, iron ore, limestone, and the large available scrap supply made it possible to assemble all of the important ingredients necessary for steel-making with only nominal costs for transportation. Both iron ore and coal were being mined in this district at one time for about $1 per ton from underground operations. At that time mining wages were low everywhere and the labor rate in the South was considerably below that of other mining districts. This situation persisted until the emergence of labor unions as an economic and political force, emigation of southern labor to northern plants, and continued growth of industry in the South in the years following the depression of 1932. Since that time union organizing of miners and steel workers throughout the nation has increased labor costs in mining and steelmaking. This influence has been felt particularly in underground mining operations since the proportion of labor cost to total cost is still high. The previous advantage in basic labor rate in the South has been almost entirely eliminated by the equalization of labor rates in basic industries by national unions.

GOVERNMENT ESTABLISHES DIVISION OF ENGINEERING Government supervision of employment for technical men has been inaugurated by the United States Employment Service, through the establishment of a Division of Engineering, with A. H. Krom, of Chicago, formerly Secretary of the American Association of Engineers, as Director. War demands on the engineering profession have already caused a serious shortage of men with mechanical designing experience and those with practical experience in chemical engineering. At present the professional organizing mediums reach less than 20 per cent. of the estimated 300,000 technical men in the country. This is not a satisfactory arrangement for war times. All the technical men of the country must be reached and, in addition, all men with technical experience must be carefully registered so that they will be immediately available. The advantages of such a governmental registering and systematizing of employment will be apparent at once, to the engineer. Considering that this is principally an engineer's war, the importance of Federal direction of distribution and conservation of the technical service of the country is apparent. The Service will he started through the office of the Director of Engineering, 29 S. LaSalle St., Chicago. All technical men desiring to register for emergency Government work or permanent advancement in positions meeting their qualifications, are urged to volunteer at once for registration, classification and employment.

(San Francisco Meeting, September, 1915) THE thermal insulation of high-temperature equipment for industrial purposes is a subject that has not received from engineers and designers the attention its importance deserves. This may be attributed to a number of causes: In the first place, heat flow is a rather difficult factor to measure under the working conditions of an industrial furnace, and until the comparatively recent introduction into certain operations of the heat balance sheet, with a systematic attempt to account for the discrepancies in the totals, the various causes of heat losses and the reasons for their existence were not brought to light. Moreover, such rapid advancement and radical changes in the design of equipment, especially in metallurgical lines, have occurred that practice has apparently outdistanced the theory of design. In the modern tendency toward greatly increased size of units, effort has seemingly been made to utilize the heat of fuel gases without proper. attention having been paid to conserving heat energy and confining it strictly to the points of maximum activity. The systematic study of the thermal properties of structural materials, which is being carried out by various government bureaus and also by a number of technical societies, is forming the basis for more intelligent and consistent work in the economically important subject of prevention of fuel waste.

IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps.

The dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee, and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able

In casting a thermal balance of the heat generated and absorbed in a blast-furnace treating lead-, copper- and similar non-ferrous ores, assumptions have always to be made for the values of the heat of formation of slag. Considering that the larger part of the charge introduced into the furnace comes out in the form of slag, the significance becomes apparent of a lack of heat-values for the singulo-silicate, which is the type of slag commonly made. The aim of the present investigation is to supply these heat-values as far as possible with the apparatus and the time available. The heats of formation of the ferrous and manganous bi-silicates have been determined by Le Chatelier;1 those of some silicates other than iron and manganese by Tschernobaeff;' finally Richards3 gives a figure for a copper blast-furnace slag of known composition. The existing data and those resulting from the present investigation are assembled in Table VI. 11. Materials Used. The materials used in the experiments mere silica, ferrous oxide, and calcium carbonate. Silica.—The silica sold in the market as chemically pure usually contains small amounts of magnesia, lime, and alumina, and is therefore not suited for the work. Quite early in the beginning of the present century, hoisting equipment underwent a radical change, when electric motors were applied to furnish the power in place of steam engines. Naturally, in the beginning, motors were not employed for large hoists: most of them were small single-drum hoists for which the motor ran continuously and the drum was clutched in for hoisting by various methods, and the down-going trips were made on the brake. In 1911 the Nordberg Manufacturing Co. of Milwaukee built for the first time a double-drum hoist powered with a first-motion direct-current motor (Fig. I). This hoist embodied many of the features that are used on larger hoists today. In the early development of motor-driven hoists a more or less natural mis- take was generally made, which only recently is being corrected. Because the electric motor has a higher speed than the steam engine, mining people in general accepted, without question, the use of small-diameter drums and the resultant finding of the rope in multiple layers, which was not at that time, the general practice on first-motion steam hoists. Small-diameter drums can usually be driven by a motor through a single reduction of gears even with relatively high motor speed, therefore the complete equipment could be obtained with a lower first cost.

Dr. F. W. C. Schniewind, New York, N. Y.:—Mr. Vogel speaks of briquetting the flue-dust by means of lime. I learned recently in Europe of a process employed with considerable success at one of the blast-furnaces, where blast-furnace cinder is used with lime. The lime and cinder are mixed with the flue-dust, and exposed to superheated steam, which converts the blast-furnace cinder into cement. Briquettes are then formed in the usual way. Mr. Vogel :—The process referred to is the " Scoria process," which has not been in use for some time past. For that reason, I did not mention it. Prof. Arthur L. Walker, New York, N. Y.:—I would ask the commercial name for magnesium chloride, and where it can be obtained ? Mr. VoGel :—I mentioned magnesium chloride, because it has been used abroad to a large extent. In Germany it is obtained as a by-product in the manufacture of potash-salts; in the United States we have been using chloride of lime, which is cheaper. Otto Sussman, New York, N. Demands on available lands will continue to increase due to the projected population increase and industrial expansion. Though there is an upper limit on available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as nonrenewable and renewable. Lands with minable resources can be dedicated at some Point to the extraction of resources. Such a dedication, however longterm, is only temporary because of the nonrenewable nature of the minable resources. The land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no nonrenewable uses are preempted and no renewable uses are permanently destroyed. This paper addresses primary aspects of this planning process. These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning, and a long-term plan for resource conservation and utilization. Minerals, with agriculture and forest products, are the primary sources of wealth. Therefore, to amid land development that may preempt future mineral resource utilization, local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more land use planning is needed for lands with mineral deposits.
