THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Recently the producing branch of the petroleum industry has shown a considerable and growing interest in the quantitative determination of the water, oil, and gas content of cores as it relates to estimation of reserves, to providing a basis for judging as to the feasibility of applying various secondary-recovery and pressure-maintenance processes, and in general to the operation of producing properties. For years it has been known that oil, gas and water coexisted in the pores of many semidepleted oil measures. It is now generally believed that oil-bearing beds contain connate water in amounts varying up to 50 per cent of the pore space. However, only lately has reliable direct evidence of the extensive occurrence of connate water in oil sands been published. Very little work has been done to ascertain the effect of this water on the productivity and ultimate recovery of oil from wells. It was the intent of this research to study the influence of interstitial water on the flow of oil through unconsolidated sands, with the hope that the results could be applied qualitatively to the flow of oil in underground reservoirs partly saturated with water. Obviously, ultimate recovery estimates based on the void volume of the reservoir will be in error unless a correction is made for the volume of water that occupies a portion of the effective pore volume of the reservoir. Evaluation engineers in the past have applied arbitrary saturation and recovery factors that may inadverently have compensated for the failure to consider specifically the water content. Nevertheless, the evidence available indicates that these factors need revising if each is to be independently correct and truly representative. Although the fact that the connate water renders part of the pore volume of the reservoir incapable of containing oil is of primary importance to the operator, it is also to his interest to know to what extent the presence of varying amounts of interstitial water influences the permeability of the sand to oil.

The electric furnace has always been found to be especially adapted to melting, refining, and finishing processes throughout its gradual acceptance by metallurgists as a practical apparatus for conducting metallurgical operations. In the steel industry, the electric furnace is firmly established in the manufacture of steel of the highest grade, equal to crucible steel. For the production of the cheaper grades of steel in large tonnage, the electric furnace gives a higher-grade product than the open-hearth or converter, but due to the high cost of power prevailing in steel centers, considered from the electric furnace standpoint, it is not economical to produce tonnage steel in the electric furnace. As a refining and finishing agent for open-hearth or Bessemer steel, the electric furnace has had some degree of success in thc production of tonnage steel. After a study of the use of the electric furnace in the steel industry, it appears that there may be a possibility of its use to advantage for the melting of cathode copper. In the case of copper the problem is not one of actual refining, because the copper if refined properly by the electrolytic method needs no further refining; it needs simply to be cast into a marketable shape. The name "refining" is applied to the present finishing process, because in the operation oxygen and other impurities arc removed, which the electrolytic copper absorbs in being melted in the reverberatory furnace. Considering that processes may be positive, negative, and neutral, the electrolytic method would be positive; reverberatory melting of cathode copper, negative; and electric furnace melting, neutral. The electrolytic method produces about as pure a copper as is possible, if operated properly and the anodes are not too impure. The final reverberatory melting of this cathode copper lowers the grade of the final product, due to the absorption of gases and impurities. THE lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnec-essary drilling.1 While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a tech-nique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. Motor fuel is very largely a consumer's good, while residual fuel oil is almost entirely a producer's good, the other products falling between these extremes. The peculiar-

DURING the summer of 1927, the Department of Terrestrial Magnetism of the Carnegie Institution of Washington joined with the Michigan College of Mining and Technology in conducting a series of earth-resistivity measurements in the Michigan copper country. The geological structure in this section is quite varied and fairly well known. The purpose of the investigation was to discover the correlation between the variations in electrical resistivity of large masses of soil and rock in place and the geological structure below the surface. The work done may be roughly divided into two parts: (1) Measurement and study of the variations in resistivity with depth, or with volume, to establish such general relations as exist between the two: and (2) the determination of the specific resistivity of various formations in order to make available more fundamental data which may aid in the interpretation of the results of the former type of measurement. A report by Mr. Rooney, which gives in detail the measurements made and the results obtained, forms the basis for this article. MEASUREMENT AND STUDY OF VARIATIONS IN RESISTIVITY The possibility of applying data from measurements of the physical properties of earth material to the 'study of the geological structure has long been recognized, and a number of methods for determining the position and character of concealed rock strata by means of seismic, gravitation, magnetic and electrical measurements made on the surface are being used with varying degrees of success. One physical property which varies widely for different materials, and hence affords an opportunity for distinguishing between them, is their electrical resistance. Locations were selected where the geological structures were well known and where the depths to the water level and bed rock had been determined by drilling. The problem was to determine the value of measurements of resistivity and its variations as indications of the geological structure below the surface.

The effect of stress on the creep rate of high-purity poly crystalline aluminum in the intermediate temperature range was investigated by conducting creep tests at a series of different stresses and by decreasing the stress abruptly during the course of primary and secondary creep. Three series of decreases in stress tests were conducted: the stress was decreased in primary and secondary regions of creep at 347.5°K and the stress was decrensed in primary creep at 327°K. The results demonstrate the effects of structure and temperature on the stress dependence of the creep rate. The trends in the creep rate after a drop in stress are complicated and show that recovery takes place. The experimental results were compared with Friedel's theory for cross-slip, the experimentally determined energy for a constriction being in good agreement with the theoretical estimate proposed by Stroh. PREVIOUS investigations have shown that the ap-- parent activation energy for creep of polycrystalline aluminum, over the range from about 250° to 380°K, is approximately 27,400 cal per mole,' a value that is to a first approximation insensitive to the applied stress, the creep rate, and the creep strain. Several facts strongly support the thesis that creep, in this temperature range, is controlled by the rate-determining mechanism of cross-slip: 1) Recovery of the cold-worked state can take place by a number of mechanisms prominent among which is climb and cross-slip. Astrom2 reported rapid recovery of cold-worked polycrystalline aluminum at 340° to 370°K giving an activation energy of 28,000 cal per mole and additional recovery at the higher temperatures of 455° to 478°K giving an activation energy of 36,000 cal per mole. Whereas the latter process was clearly identified with the climb mechanism, the former process. which has an activation energy in good agreement for that of creep in the same temperature range, is most likely due to recovery by thermally-activated cross-slip. 2) Single crystals of aluminum exhibit sharp slip-

This paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now. because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number of repetitions occurring in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. Widespread wildcatting for new supplies of natural gas and the beginning of importation from the southwest characterized the petroleum industry of West Virginia during 1944. Within the state, drilling for oil did not increase but. more gas wells were completed than in any previous year since 1937. Out of 40 wildcats drilled there were 25 gas discoveries and 15 dry holes. No commercial oil was found in the 40 wells. The proved limits of several oil pools were slightly extended by marginal drilling, resulting in 1300 acres of new oil territory, although no distinctly new pools were found. At least four new gas pools were assuredly discovered and various successful wildcats indicate future pools or wide extensions. The new proved gas territory, in definite new pools and definite extensions, is about 34,000 acres. A considerable net decline of proved oil has occarred and probably a slight decline of proved gas reserves. The account of operations, as gathered from trade journals and other reporting services, shows that 918 new wells were drilled, resulting in 71 oil wells with 613 bbl. of daily new production; 577 gas wells with 305,372,000 cu. ft. of daily open flow, and 142 dry holes. Also, 107 old wells were drilled to deeper sands, with 22 bbl. and 12,327,000 cu. ft. of added production. On the new wells the oil average was 8.6 bbl. per well per day, and the gas average was 529,241 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 15.47 per cent. On deeper drilling the ratio of failures was 19.63 per cent. Production of oil for the year was estimated by the Oil Weekly as 3,069,000 bbl., as compared with 3,349,000 bbl. in 1943. Production of natural gas for the year is estimated by the author as 200,000, 000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 223,789,000,000 cu. ft.t in 1943.

The behavior of fluids in the voids of a rock is fundamental to the study of many of the problems of oil-field development and production. For it is by virtue of these openings between grains that oil and gas are able to move through the rock, to be contained by the rock, and to pass from the rock into the well. The capacity to contain fluids is measured by the porosity of the rock, and the ease of fluid movement is governed by the permeability. When the engineer wishes to estimate the amounts of oil and gas in an underground reservoir he is often concerned with the porosities of the rocks and, when dealing with problems relating to rate of production, he is more likely to be interested in the permeabilities of the rocks. Rocks are permeable because they are porous, but they may be porous without being permeable. Clays are very porous, and yet they are impermeable from a practical standpoint. Attempts have been made1 to correlate permeability with porosity for certain rock members but, where a definite relationship between these two properties is found to hold, it is purely fortuitous and local. Porosity and permeability do not necessarily bear any quantitative relationship to one another. The porosity of a substance is the percentage of void volume to bulk volume. The petroleum engineer is usually interested only in the inter-granular voids that are accessible to fluids. In measuring porosity he does not wish to include scaled openings. The measurement he desires is one of "available porosity," otherwise called "apparent porosity." The porosity of a natural aggregate of solid grains, such as a sandstone or clay, is governed by: (1) Grain-size distribution, (2) angularity of grain, (3) colloidal content, (4) degree of compaction. It is not difficult, for unconsolidated rocks, to measure the effect of any one of these when it alone is varied, and then to predict what the effects on porosity will be for such single variables. During the past fen- years, the requirements for steel have been raised so high that soundness is more important than ever before. The old practice mas to make steel ingots of suffciently large sections to permit a considerable reduction of area in rolling and hammering to a given size, relying on the fact that by such rolling and hammering all cavities will be squeezed together and practically eliminated. The finished sizes, if found by inspection of the surface to be faultless, were therefore pronounced to be sound. But when such steel is " worked up," the manufacturer is surprised and disappointed to find that it splits, or that streaks and seams make the product unmarketable. Large sections, such as rails, beams or heavy forgings, may, within certain limits, be sufficiently strong, even if the sides of the cavities are only squeezed, and not welded, together. But it is well known that, in the interior of heavy articles, under certain conditions, forging may develop small streaks into large cavities. Small sections, steel for ordnauce and tubes, and numberless articles in the tool-trade, always show up the defects. It may be doubted whether cavities in steel ingots can ever be completely welded. The old theory is, that the silver-clear blow-holes, without the blue oxide, can be welded by suffcient working. They are, however, not empty, but are filled with carbonic oxide. It is admitted that the " blue " cavities, resulting from air mechanically drawn down into the mold during the casting, can never be welded, because the oxide does not melt, and there would be no escape for it if it did. The only way in which steel can be made satisfactory for the above-named particular purposes is by having it " dead molten." But then the trouble of piping is encountered. As is well known, a pipe is the result of the contraction of the liquid interior after the surface of the ingot has become solid by contact with the mold. When this contraction is partly

This study is an investigation on using hydrogen peroxide for tank-leaching of uranium with sulfuric acid. The optimum sulfuric acid concentration was found to be 0.03 mole 11 -'for a 25% pulp density suspension. The order of reaction with respect to sulfuric acid concentration was found to be ns0.75. The best results vith hydrogen peroxide were obtained at a 4.64 molar ratio of 6202 to U in the ore. The order of reaction was found to be zero with respect to hydrogen peroxide concentration. The theoretical maximum rate effect of Hz02 on uranium extraction was derived as Vm = 8.15 x mole &-'min-'. The highest rate experimentally attained was 8.09 x mole kL'min-'. It was found that the uranium extrac- tion was not affected by the pulp density up to the 50% used in this study. However, the final yieldswere significantly higher (over 90%) for leaches carried out in the presence of Hz02 than (less than 90%) for leaches carried out in the absence of H202. The reaction was found to follow a first order course with respect to substrate concentration (pulp density) regardless of the presence of H202. The effect of temperature was more explicit at moderate tempetatures (30 to 55 C) than at lower (10 C) or at higher (70 C) temperatures. At this latter temperature an almost complete extraction was realized even without H202. The apparent activation energies were found to be AEa = 2.68 kJ mole-' in the absence of H202, 0.5 kJ mole-'with Hz02 at 40 C to 70 C. and 4.72 kJ mole-' with Hz02 at 10 C to 40 C. All these activation energy values suggested that the uranium extraction process is diffusion controlled regardless of the presence of H202. Further, the change in activation energy in the presence of Hz02 indicates the possibility of change in the reaction mechanisms at lower and higher temperatures.

Heavy metal contents in stream waters, sediments, and selected aquatic algae were determined for the upper Meramec River basin, Missouri, of 3905 km2 (1508 sq mi) area and site of the proposed and controversial Meramec dam and reservoir. Six distinct drainage areas within the basin are: (1) a lightly industrialized and farm area, (2) a primitive forested- ranch area, (3) an area which includes the Northern New Lead Belt, (4) the westward drainage of an old and extensive barite mining area, (5) the main trunk of the Meramec River, and (6) short north-divide tributaries of the Meramec River. Lower Paleozoic sediments rest nonconformably upon eroded and hilly Precambrian igneous basement. This locally rises as major inliers and also makes up the St. Francois Mountains to the east. Major lead, and lesser zinc, copper, cobalt, and nickel mineralization occurs in the buried Cambrian Bonneterre dolomite. Residual barite is present along the eastern fringe of the basin and is derived from the Potosi formation. Some 62 water samples, active stream sediments (AS), bank samples (BS), and 11 selected aquatic algae samples were collected in the various drainage areas and analyzed for copper, lead, zinc, cadmium, nickel, arsenic, and mercury contents. Heavy metals in water have a maximum range of 1-120 ppb (parts per billion), and this for zinc. The AS and BS sediments have orders of magnitude greater acid leachable metal contents in the -80 mesh fraction, with lead hawing the greatest range of 11-1028 ppm. Heavy metal content of stream-algae approaches that of the sediments in which they grow. Most anomalous heavy metal accumulations occur near mining and milling activities and in the streams draining such areas. Significant distortions of the primary dispersion pattern militate against geochemical exploration for hidden ore zones, but do demonstrate the mining, milling, and smelting activities of man, and sporadic mineral occurrences in younger horizons.

In discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual experience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has .not been sufficiently appreciated by us, and that our tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 19061 supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.): " What has been already commented on in previous reports about the slowness of manufacturers to change from the better known but wasteful beehive practice to the by-product recovery method of coke manufacture is particularly emphasized in the statistics presented in this chapter. For it would appear from the table following that the construction of by-product ovens had about come to a standstill, especially when the records for the preceding five years are taken into consideration. At the close of 1901, when there were only 1,165 by-product ovens completed in the United States, there were 1,533 in course of construction, 498 of which were completed during the following year. At the close of 1902, 1,346 retort ovens were building, 293 of which were added to the completed plants in 1903. At the close of 1903, 1,335 new ovens were building and 954 of these

WITH so tremendous a subject, an attempted review of the coal situation of the world in a short talk must necessarily be of a sketchy character. It is hardly necessary to tell a body of engineers that had it not been for nature's gift of coal the material side of modern civilization would never have reached its present status. On the other side, it is regrettable that it was a byproduct of coal, T. N. T., which made possible Germany's initial success in this war, because that country had an enor-mous development of manufacturing plants that could be immediately utilized to make this destructive agent. One sometimes hears the casual remark that when the coal of the world is exhausted we shall use electricity; but, of course, electricity is ordinarily only a means of transforming and transmitting energy derived from fuel or water power, and chiefly from coal. It is true, we have much undeveloped water power, but it is more or less remote from the centers of industry; and when all shall have been developed it will not begin to supply the power requirements of the world. It is, however, reasonable to expect that before the world's supply of coal shall be exhausted, methods will have been discovered of harnessing other forces of nature, such as the tides, or the energy emanating from the sun. Petroleum and natural gas naturally come to mind, but the days of both, as fuel, appear to be numbered, although the products of petroleum, if economically used, doubtless will be available for internal-combustion engines, automobiles, trucks, and boats. for a long time, provided the reckless use of crude petroleum as an ordinary fuel is stopped. The products of petroleum are too valuable to mankind for such waste to be permitted. The civilization of the world, therefore, appears to rest, and, so far as can be seen, will indefinitely continue to rest, upon coal.

If an electric field is applied to a conducting liquid solution, changes in concentration usually occur because of differences in ionic mobilities. A variety of ways of utilizing this effect in conjunction with the freezing process are discussed in principle. For example, if a column of binary eutectic liquid is maintained a few degrees above the melting point and a field is applied, the component solid solutions will crystallize at opposite ends of the column until the liquid is consumed. An expression for the effective distribution coefficient, k, is derived for the case of a direct current Passing through a solid-liquid interface. It is shown that k can be varied It is well known that solute distributions in crystalline substances can be controlled by careful freezing from melt or solution. It is also well known that an electric field can produce substantial changes of concentration in liquid solutions by virtue of differences over a wide range, including values outside the usual range between ko (the equilibrium value) and unity. Hence, for many systems: the efficiency of zone refining can be increased; a ko of unity can be made greater or less than unity; solutes that lower or raise the fretzing point can be concentrated at the same end of the ingot by zone refining; be made equal to unity; and the tendency toward constitutional supercooling can be reduced. The methods of field-freezing are applicable to a wide range of materials including metals, semiconductors, and ionic conductors. in ionic mobility. In this paper we discuss, in principle, some methods that combine these techniques in useful way's. The methods are designated by the general term, field-freezing. Topics discussed include separation of the components of a eutectic, crystal growth, and controlling the value of the effective distribution coefficient. The methods are applicable to a broad range of materials, including alloys, semiconductors, fused salts, and other liquid electrolytes.

The numerous and copious reports of geological surveys made in the lead and zinc region of Wisconsin leave, perhaps, but little room for any original work, or for descriptive details of the nature and origin of the deposits not already given in the exhaustive memoirs of Percival, Whitney, and Chamberlin and their associates. HOWeyer, since the completion of the last survey, in 1879, much more attention has been given than before to the exploration of the ores of zinc, especially of late years, since the region has been better opened up by railways and the zinc industry of the country has assumed large proportions, giving a constantly increasing demand for zinc-ores. A residence of more than a year in the region, and the active direction during that time of mining operations over a considerable area, have familiarized me with the forms and peculiarities of many of the deposits; and it appears probable that some observations upon them, especially from the mining and commercial standpoint, may interest the members of the Institute. A few notes on the structure of the deposits from the mineralogical and chemical standpoints have already been presented by me to the Wisconsin Academy of Arts and Sciences." The presence of lead-ore in the soil at many points along the Mississippi river was well known to the aborigines, and early attracted the attention of the frontier traders, who purchased from the Indians the ore and even lead smelted out by the squaws. The demand for the lead-ore soon increased, and it became one of the early and potent factors determining the settlement of southwestern Wisconsin, and the development of its mining and agricultural resources. The mines of that section, together with those of Missouri and the Mississippi valley, may be said to have been the cradle of mining in the western United States. A standard set of coal mining laws for the entire United States is hardly practicsble, yet the numerous variations in the state laws for almost every item seems entirely unnecessary. The same useless variations appear in almost every comparable section with no apparent reason except that no attempt has ever been made to codify them, and as they were developed over a long period of time by innumerable individuals and legislatures, the present situation is the logical outcome of lack of cooperation between states. The ventilation of a mine is affected indirectly by many provisions not listed specifically under this heading, so that it would be necessary to tabulate the major portion of all the laws to secure a complete comparable digest; therefore only a few of the more important have been set down here. This point is well illustrated in the section providing for clearance between car and rib, which is intended as a safety measure against personal injury, but is very important from the standpoint of ventilation because of choked airways in mines on two-entry system. Confusing Phraseology Misinterpretation and confusion may be expected from the phraseology alone; one state provides that the scale of the mine map shall be "not more than 100 ft. to 1 in.;'' another state demands "not less than 100 ft. to 1 in." Both probably mean the same thing and seek to prevent the operator from furnishing a map on which the workings will appear SO small that the detail is illegible. Legislation is certainly indefinite that specifies structures must be fireproof when "near" a mine opening, and just what is a "dusty" or "gaseous" mine is open to argument in most of the states. The variation in spacing crosscuts and break-throughs and the limited number of men on a split seem entirely unnecessary, as the distance is not reduced in gaseous fields, excepting in Arkansas and Tennessee, which states produce a comparatively small amount of coal, and the number of men differs 100 per cent. and more for no apparent reason.

Having had charge during the past year of the operations of the New River Coke Company, the second largest, if not the largest, coke-producer in this district, my attention was called particularly to the yield of coke from the coal as coked in a bank of beehive ovens, as the record showed that this yield, while believed to be well up with the practice of the district, was much lower than the analysis of the coal indicated it should be. The coal is well known to many members of the Institute, and the scope of this paper does not include a discussion of its occurrence and development. It suffices to say that the New River district comprises the mines working on the coals of No. XII. or the Conglomerate Series of the Rogers brothers, which are located on New river and its tributaries, and which find an outlet for their product east and west over the Chesapeake and Ohio Railway. The New river through this section carries the drainage from an extensive peneplain in which it has formed a very striking and stupendous canon, probably the most striking east of the Mississippi river. The only practical access to this territory is by means of this canon and the Chesapeake and Ohio road, and the opportunities for development by other lines may be considered as nil. If it were not for the fact that this road, farther west, reaches and develops entirely different coals, which are found in other measures, the New River district might properly be spoken of (as is now done at times) as the " C and 0. field." THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized. sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. In 1908, in this country, F. L Hoffman?(1) discussed the mortality from consumption in dusty trades, especially brass foundries; and in 1913 E. R. Hayhurst(2) described the effects of inhalation

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling.
