THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

As 1972 slipped through our grasp, coal industry adjustments to health and safety laws, environmental restrictions, rising costs and higher production targets left many mine operators groping for a new grip. The industry adopted a defensive attitude in 1972 as it faced the onslaught of inspectors. With rigid demands for improving safety and instituting environmental programs, the industry worked hard and watched production figures stagger upward while operating costs zoomed. In an effort to determine how to meet the goals that were established for fewer ignitions, fewer accidents, less respirable dust, lower noise levels, fewer law violations, better reclamation, less pollution, lower costs and higher production, industry representatives attended numerous technical meetings.

TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are submitted the report of the Treasurer for the year 1936 and the reports for the same year of the following committees: Admis¬sions, Membership, Papers and Publications, Library, Student Relations, and MINING AND METALLURGY. To these reports you are referred for details of the year's activities. Finances.-Income for the year was $173,091 including an appropria¬tion of $2500 from the Rocky Mountain Fund earmarked to defray expense for official visits to western Sections and student societies. This compares with $141,754 in 1935 and exceeds by more than $50,000 the income of 1933 wherein the low point during the depression was reached. The major items of increase were: $6,700 from current dues; $10,600 in initiation fees and dues of newly enrolled members; $10,800 from the monthly magazine MINING AND METALLURGY. Sundry small declines were offset by minor increases. Expenditures for the year totaled $176,007 compared with $148,361 in 1935. Major increases were $5,700 for MINING AND METALLURGY; $4,000 for TRANSACTIONS and TECHNICAL PUBLICATIONS; $1,500 for meetings; $1,300 for Local Section appropriations; $6,500 for Technical Division expense; $5,000 for Increase of Membership expense; and $2,500 for visits to Local Sections and educational institutions. Comment on several of these items will appear under subsequent heads. Net deficit for the year was $2,915, this sum being made up from the accumulated surplus. It is interesting to observe that the net excess of income over outgo for the five-year period 1932-1936, inclusive, is $760. Membership and Dues.-During the year there was a net gain in membership, including Members, Associates, Junior Members and Junior Foreign Affiliates of 755 (from 7116 to 7871). In addition there was a gain of 616 in Student Associates (from 1004 to 1620). Taking account of small losses totaling 5 in the other grades, the net increase was 1366 bringing the total to 9607, the highest figure reached in the history of the Institute except at the end of 1921 when the total was 9850. Finances.-Income for the year was the largest since 1930, the figure being $189,394, an increase of $18,803 compared with income for 1936, exclusive of a special Rocky Mountain Fund appropriation of $2500 in that year for visits to western schools and Local Sections. Major items of increase were: $8,000 from current dues and arrears; $7,700 from advertising in MINING AND METALLURGY and the two periodical "Technologies"; and $4,800 from sales of TECHNICAL PUBLICATIONS (pamphlets) and TRANSACTIONS volumes for both current and former years. Initiation fees and clues from new members declined $2,300, principally because of the larger 'proportion of Junior Members to Members among the new enrollments. Junior Members pay no initiation fee and dues are $10 compared with $15 for Members.

E, through their monthly meetings, a report of the year's progress is almost superfluous To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh infor¬mation, yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come The beginning of 1924 was not propitious for the members of the mining profession, though tonnage, production for 1923 had been high and the gross value higher than for several years The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries Toward the end of the year, higher metal prices were in sight Old-time optimism began to grow, and it now brightens the outlook for 1925 An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing The number of new members joining has remained about as it was in 1922 and 1923 The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute

Introduction In Europe, longwall mining accounts for over 95% of coal produced from deep mines, whereas in the U.S.A., longwall accounts for less than 5% of deep mine coal production. There are many reasons for the difference, but in general: a. U.S. mine operators have invested heavily in continuous mining or conventional equipment which continues to produce acceptable results; b. There 1s a reluctance to change from, a familiar (and proven) mining method to an unfamiliar one, despite promises of huge production increases,; c. Multi-seam mining in Europe has made longwall the only really viable mining method, whereas In the U.S.A. multi-seam mining (particularly in "below-drainage" mines), is relatively rare; d. Although some spectacular results have been achieved by longwall in the U.S.A.(I), the general performance of longwall in this country has not been good enough to generate much enthusiasm for its wide application; e. The much higher level of investment in face equipment required for longwall when compared to alternative methods (approximately $7.5 million for a medium seam longwall installation and $1 million to $1.5 million for a continuous miner section). However, declining productivity, national energy requirements and safety legislation are creating a situation in which longwall as a viable mining method is being examined more closely and in more places than hitherto. This paper, therefore, attempts to identify some of the principal criteria needing examination in any assessment of the feasibility of longwall application, the limitations of information for those criteria in the decision making process and the need for further research and development to assist the mine operators make the decisions.

Membership.-The end of the year 1938 saw Institute membership at an all-time peak: 12,474, made up of 2898 Student Associates and 9576 members of other classifications. The next highest level had been reached at the end of 1921 when corresponding figures were: total, 10,329; student members, 1450; all other classifications, 8879. The net gain for the year was 1495, of which 751 were Student Associates and 744 in the other categories. Two factors contribute to the growth of membership: (1) the enrolment of new members; and (2) the retention of members already on the roll as reflected in a relatively small number of resignations and suspensions for nonpayment of dues. For the first, much credit goes properly to the general Membership Committee that functioned for a second year under the chairmanship of Clyde E. Williams. With the cooperation of Institute members in general, to whom Mr. Williams expresses appreciation in his report, the Committee has been successful in acquainting eligible nonmembers with the purposes, activities and advantages of the Institute. The result has been the receipt during the year of 1162 applications, exclusive of Student Associates. This compares with 1212 during 1937 and 1266 during 1936. However, in considering this modest decline, account must be taken of the somewhat less prosperous conditions prevailing in the mineral industries and, consequently, among engineers engaged ?in those industries.

(Canal Zone Meeting, November, 1910.) THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of' labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

A brief review of the role of laboratory testing for characterization of host rocks for nuclear waste repositories is presented. Micro-and macro-scopic deformation mechanisms are discussed and constitutive laws being considered are reviewed. More information is available for rocksalt under expected repository conditions and, consequently, it receives more attention in our review. A brief comparison is made between the creep and constant strain-rate tests leading to a hypothesis that there may be systematic differences between steady-state conditions developed by the two test types. This difference is explained by considering specific power dissipated and work done on the sample. The hypothesis is tested against data for wet Westerly granite. In conclusion, progress has been made during the past five years but research and development should continue.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923 In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923. Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers, but for the mature members, those of experience, there are few calls. During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members The A. I M E has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership. Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. THE 140th meeting of the Institute will be held in the Engineering societies Building, 'New York, Feb.: 16-19, and one of the most important features, one which cannot be reduced to text in the TRANSACTIONS, will be the opportunity to renew old friendships and make new friends, to talk things over -to orient one's self in these troublous .times. There will be daily get-together luncheons for all, luncheons and dinners for specialized groups, an informal dance, the annual reception and banquet, and a smoker. And such a smoker! It starts with dinner at .dinnertime, shows signs of cabaret, turns smoker, and then goes entertainment-all for the price of one. This year one can stay long after 11 o'clock-there will be time and opportunity to amble around and meet everyone present. The formal program is rapidly rounding into shape. The annual business meeting will -be held on Tuesday morning and the banquet will be at the Commodore. The four Divisions and the various, Technical Committees are arranging their sessions. and scheduling for these a long list of significant papers. A .feature of the meeting will be a number of round tables on timely subjects.

SEVERAL years ago, I estimated the total stock of gold in the world to be about a thousand million ounces, of which rather over one-third was available for monetary uses. Robert H. Ridgway has estimated the world's production from 1493 to 1927 as slightly over this amount. Of this total, 1.5 per cent was produced between 1493 and 1850 (before the Californian and Australian goldfields began to flood the world with gold), 331/2 per cent from 1851 to 1900, and 511/2 per cent from 1900 to 1927. Allowing for loss by attrition and permanent consumption in the arts, and for loss of buried treas¬ure, my first-mentioned estimate is perhaps not far from the truth; but my estimate of the monetary stock was certainly too low. Of the total production stated by Rid-way. 28 per cent came from North America. 26.9 per cent from Africa, 1.6.8 per cent from Australasia, 12.4 per cent from South America, and 11.2 per cent from Asia. Excepting that from the African conglomerate beds, the ultimate origin of which is still the subject of controversy, by far the greater part of the total production was derived from alluvials. Weighing all contingencies, it is improbable that any such production as has been made during the last forty years will be repeated in any similar period, if the present price level is maintained. The gold standard today seems firmly established except for temporary digressions. Nevertheless, no well-informed mining engineer will venture to assert the probability that the material for its maintenance throughout future generations can be furnished.

THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

ONE of the direct results of the increasing number of oil wells drilled to greater depths has been the development of new types of bits. These bits should resist the abrasive action of drilling and give the greatest footage before bit changes become necessary on account of dulled cutting edges. The loss of drilling time caused by changing bits becomes more important as the well becomes deeper, because the whole drill pipe must be unscrewed to make; each change. Under ordinary conditions the change takes: 2 1/2 hr. for round trip at 4000 ft., 3 hr. for round trip at 5000 ft., 4 hr. for round trip at 6000 ft., 5 hr. for round trip at 7000 ft. In other words, the time to change a stand of drill pipe (90 ft.) varies from 1 2/3 min. at 4000 ft. to 23 min. at 8000 ft. In general, the formation in the deeper zones is harder and dulls bits more quickly than the formations nearer the surface, therefore even a small increase of hole drilled per bit will decrease costs and increase speed of drilling.

The fundamentals of human nature don't change much from generation to generation, or even from century to century. Except for the spur of necessity and the lure of reward and ad venture, few of us would bestir ourselves unduly. The general welfare has little appeal to the average individual. Its promotion comes about mainly as a by-product to individual efforts directed at more personal benefits and satisfactions. In discussing incentives for the mining industry, we really are talking about incentives for people who devote their energies and resources to mining. The vigorous and productive mining industry as we have known it was the product of the varied incentives we have known in the past: the lure of great financial reward if you struck it rich; the thrill of romance and adventure in the search for mineral wealth, usually along the frontiers 'of civilization; the satisfaction of developing a great, productive enterprise by the application of skill, courage, and determination in the face of obstacles. Back of the prospector and engineer were other venturesome persons willing to take a flyer with their savings in a grubstake, or in stock in a promising mining venture, hoping for large returns, but reconciled to take a loss and try again with the next opportunity. It is free enterprise-a chance for high profits, but a chance also of total loss-that created the great mining industry of this country and of the world. Free enterprise has given us, in the United States, the greatest productive system in the world, the highest standard of living, the most abundant life. The lure of gold-whether from the ground or merely incidental to the discovery and development of our mineral resources-pushed our frontiers westward across the country and northward into Canada and Alaska far in advance of the staid course of agriculture and commerce. No one guaranteed success to our forebears as they risked life and fortune in developing a new country. Self-reliance was the backbone of our economic and spiritual Progress and achievements. Our neighbors had little time to spare from their own problems. And though there was a willingness among the pioneers to help one another, they didn't lean too much on one another.

In 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 19 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 19 inches and 18/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 19 inches diameter, and of iron. It was specified for the steel rods: Elastic limit,.......46,000 Ibs. Tensile strength,. .. ,. .. 80,000 lbs. Elongation,,.,.,. 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 23/4 at elastic limit, while a similar factor of 2½ had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 18 inches in diameter, and three 19 inches in diameter. The broken rods were tested, and three of them analyzed at Altoona to ascertain the cause of failure, and what modifications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. testing the rods micrometer screws, reading to .0001" with c bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.
