THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.

MINING, which is at least twenty centuries old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography,1 recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of "loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, because a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. PROFESSIONAL DEVELOPMENT In the operations field (both in mining and metallurgy) the work to which a beginner is assigned is seldom closely related to previous academic education. Gradual shifts in the center of ore production have dictated three moves for the Pend Oreille Mines & Metals Co. plant. Capacity has grown from 300 tpd to the present 2400 tpd, and the gravity process used at the original Josephine mill has long since given way to improved flotation practice. The Josephine mill, operated in World War I and converted to flotation in 1927, treated 200,000 tons of ore rating as high as 16 pct Zn. By 1935 extra ore handling warranted construction of a new mill on a lower level, and capacity was raised from 300 to 800 tpd.

A two-year test conducted by the USBM's Spokane Mining Research Center (SMRC) has proven the feasibility of the yielding rockbolt, a concept which may prove very useful to the mining industry by providing ground support under a variety of conditions. The yielding rockbolt was originally developed in South Africa3 to overcome the limitations of conventional bolting in rock subjected to high-stress or rock burst conditions. The yielding effect is obtained by fitting the bolt prior to thread rolling with a smooth-bore die of internal diameter slightly larger than the shank diameter but smaller than the rolled thread diameter.

There exists an unconfirmed opinion among many ironmasters that the combination of a small quantity of manganese, chromium, titanium, tungsten, aluminium, nickel, and some of the metalloids with iron has a beneficial effect upon the quality. And the impression prevails in some localities that the excellence of steel greatly depends upon the influence of some of these elements. Brit as the recorded experiments are so meagrely described, and made under such various conditions, the student in search of information upon the subject is somewhat bewildered by the contradiction of the opinions expressed. Observing some interesting phenomena while experimenting with an alloy of iron, copper, and nickel, I was led to determine the effect of some of the metals upon iron as free from contamination by other elements as it is possible to procure in practice, in order that the result of an alloy of an individual metal with iron might be more closely studied; for it is almost an impossibility to determine the influence of a small amount of one element upon a metal combined with a large amount of another, and the mere presence of another sometimes makes this difficult. And as most of the experiments recorded upon this subject have been made with iron containing sufficient carbon and other elements to interfere with the effect of that metal the influence of which it was desired to observe, I have endeavored to avoid these sources of error as far as practicable. BLAST-FURNACE flue dust is one of the most troublesome operating factors in the iron and steel industry. It is usually involved in all the unpleasant phases of blast-furnace operations. It adds to our aggravations until we are willing to spend large sums of money to keep it out of our stoves and boilers acid more money to handle it again and again on one scheme or another to induce the furnaces to retain it without bad after effects. Several successful operators claim that it is useless to recharge raw flue dust because the furnace would never have blown it out if it had been suitable material for blast-furnace consumption. Most of us who have made persistent efforts to return raw flue dust to the furnaces have decided that it is very often false economy to do so. Yet some remarkable results have been attained at the Ohio Works of the Carnegie Steel Co. through recharging raw dust. The plant comprises six modern blast furnaces. Up to 1909, about 300,000 tons of flue dust had accumulated in stock piles. During the last 10 years, there have been recharged into these furnaces all of the flue dust recovered from the furnace operations, the entire stock pile of flue dust, and nearly 80,000 tons of dust shipped from other furnaces of the Carnegie Steel Co. The results obtained are shown in Table 1.

Normally metal powders cannot be ground to sub-micron sizes because of welding and agglomeration phenomena. Through the use of selected grinding aids and grinding fluids, nickel and other metal powders have been ball-milled as fine as 0.1 It was found that certain inorganic salts are more effective grinding aids for metal powders than conventionally used surfactants. METAL and alloy powders are used to produce reagents, pigments, coatings, solders, brazes, and parts for industry by powder metallurgy techniques. They are also combined with refractory compounds to produce cermets and dispersion-hardened products. One of the interests at the Lewis Research Center has been to explore the potentialities of the dispersion strengthening process. Since the work of Ir-mann, many investigators have shown that the strength of dispersion-hardened products may increase with decreasing interparticle spacing.24 One approach to achieving small interparticle spacing is to combine fine refractory compounds and metal powders, preferably below 1 in size. In attempting to obtain fine metal powders, it was found that until very recently the best that could be obtained from commercial suppliers, particularly of ductile metals, was about 1.0 . Interest was therefore developed in providing finer metal powders for dispersion-hardening studies. Information obtained from the literature, from others working in the field, and from prior experimental work performed at NASA, led to a consideration of ball-milling as a technique to produce the desired materials. Some of the variables associated with ball-milling are the size, material, and nature of construction of the grinding container; the nature and amount of the grinding material and material to be ground; and the nature and amount of the grinding liquid and grinding aid, if employed, and the grinding time. In all ball-milling, welding and agglomeration can oc- cur as well as grinding. Because of the tendency of ductile metals to weld together, they are difficult to grind.5 The ultimate particle size obtained on grinding is generally the one at which the rate of grinding becomes equal to the rate of welding. To help delay welding and thus obtain smaller particle sizes, grinding aids are often employed. The principal objective of this investigation was to produce submicron metal powders by ball-milling the powders with selected grinding aids and grinding fluids. A secondary objective has been to attempt to explain the variations observed in grinding behavior by considering possible grinding mechanisms and correlating various parameters with grinding effectiveness. Three groups of ball-milling experiments were run; one in which the grinding aid was varied, a second in which the grinding fluid was varied, and a third in which the material being ground was varied MATERIALS, APPARATUS, AND PROCEDURE In the first group of experiments in which the grinding aid was varied Inco Carbonyl Grade B nickel powder initially 2.5 (all sizes refer to average particle size as measured by Fisher Sub -sieve Sizer) was used as the material being ground and 200-proof ethyl-alcohol as the grinding fluid. Surfactants, representative of typical organic structures, were selected as grinding aids. Inorganic salts used as grinding aids were chosen on the basis of the size and valence of their ions. Water soluble salts were used in order to facilitate their removal from the slurry after grinding. In the second set of experiments, grinding of the 2.5- Ni powder was tried in four different grinding liquids; water, cyclohexane, n -heptane, and methy-lene chloride. In this study seven grinding aids selected from those tried in the first group of experiments were employed. In the third group of experiments 200-proof ethyl alcohol was again used as the grinding fluid to mill Cu, Cr, Fe, Ag, and Ni powders of various initial particle sizes' All mill charges contained 300 ml of grinding liquid and 3000 g of 1/2 in. stainless steel balls. SINCE the earliest years of recorded history the durability and protective qualities of asphalt and tar have been known and utilized. The mummies of early Egyptian kings were coated with asphaltic materials, and asphalt mastics were common in Babylon. However, according to various authorities, it was not until 1780 that the first forerunner of present-day composition roofing was discovered,1 and the large-scale expansion of the industry has taken place since 1900. HISTORICAL BACKGROUND Development was stimulated by the growing popularity of manufactured gas. The by-product tars from these operations accumulated in large waste piles that had no commercial value and were a source of annoyance and expense to the gas companies. These tars were offered at very attractive terms to anyone who would take them away, and the infant "composition" roofing industry benefited accordingly. At first the process consisted simply of dipping sheets of burlap or other fabric in a tank of molten tar or asphalt. The long strip of roofing was rolled up for convenient handling, and the early experimenters soon found that it was necessary to dust the surface of their new "roll roofing" with some kind of material that would prevent the tarred surfaces from sticking together. Any finely divided, low priced local material like sand or fine gravel served this purpose and from its application the roofing-granule industry grew. As time went on other characteristics of a properly applied mineral surfacing were recognized. As with wooden shingles, tar and asphalt can be ignited by flying embers from near-by fires. It was found that by increasing the largest particle size to the maximum that could be successfully embedded, and by properly controlling the amount of smaller fractions retained in the grade so as to cover the asphalt completely a Nigh degree of resistance to fire was attained. Needless to say, in this early period asphaltic roofing needed such selling points to gain acceptance in a field dominated by wood, slate, and tile. When asphalt is protected from the sun's rays it is extremely durable, but when exposed to sunlight its surface is comparatively rapidly decomposed. Completely covering asphalt roofing with mineral surfacing protects the asphalt and adds materially to the life of the roof-conservatively, 500 per cent. Slate Granules In the production of split slate shingles a large quantity of waste slate is accumulated, as 60 to go per cent of the rock quarried is discarded. This waste was a continuing burden on the industry. Some was marketed as ground slate flour for filler in paint and linoleum, and there is a record that as early as 1906 two carloads of coarse screenings from slate flour were marketed as granules for surfacing roofing. At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

The old laboratory at the School of Mines was among the notoriously bad ones, being situated in apartments of the main collegebuildings not originally intended, and conspicuously unfit, for the use to which they were put; while, as in many of our schools and colleges, the assaying was done in the basement of the college. Prominent among the disadvantages of such an arrangement are insufficient light, poor ventilation, and little or no provision to carry off offensive gases. It is not my intention now to present a complete description of this building. I wish merely to call attention to a few points in its construction and equipment, which may prove of interest to those who contemplate erecting buildings for snch work, and who may be, as we were in this instance, limited as to funds. Cesium metal isn't on the government's list of priority materials for stockpiling, but it may be getting a big lift in that direction. Both the National Aeronautics and Space Administration (NASA) and the Atomic Energy Commission (AEC) have committed themselves to a long-range research program the outcome of which may boost annual domestic production to 37,000 lb by the year 2000. This would represent a sixfold increase in cesium consumption over the figures reported in 1968. To accomplish this dramatic increase, there must he some equally dramatic breakthroughs. Recent research efforts designed to shake the metal from its lethargic status in world markets have been concentrated in the areas of ion propulsion, thermionic power conversion and magnetohydrodynamic (MHD) power generation. The activities in these areas, all of which attempt to make use of cesium's unique properties, may lead to a practical method for converting nuclear energy into electricity and a cheaper and more effective alternative to liquid propellants used in long-range space flights.

JOHN ALEXANDER MATHEWS, who has been awarded the Hunt Gold Medal for his paper "Austenite and Austenitic Steels," which was pre-sented before the Institute as the Howe Memorial Lec-ture for 1925, was born at Washington, Pa., on May 20, 1872. His interest in metallurgy may be said to be hereditary, as three generations of his Colonial forbears were gold and silversmiths. After graduating from Washington and Jefferson College in 1893, he entered Columbia University where he was successively assistant in assaying and tutor in chemistry and at the same time continued his work for the Ph. D. degree, which he received in 1898. He was at one time awarded a fellowship in chemistry, and for 1900, 1901 and 1902 re- ceived the award of the Ear- nard Fellowship for the En- couragement of Scientific Re- search, spending one year at the Royal School of Mines, in London, studying alloys un- der Sir William Roberts- Austen, another at Columbia under Henry M. Howe, and the third at Sanderson Bros. works, Syracuse. While in England, he was one of the first three, recipients of an Andrew Carnegie Scholarship of the Iron and Steel Institute of Great Britain, which later awarded him the first Car- negie Gold Medal for Re-search. He entered the employ of the Crucible Steel Company of America, at its Sanderson works, in 1902, as metal- lurgist and soon became as- sistant manager. In 1908 he ent to the Halcomb Steel JOHN A. Co., Syracuse, N. Y., as superintendent, later becoming general manager and president in 1915. In 1920 he returned to Crucible Steel Co. of America, first as vice-president and later became president from 1921 to 1924. He retired from the presidency in 1924, made a metal-lurgical trip to Europe, and returned as vice-president to resume his "favorite pastime" of directing research and development work in the production of special tool and alloy steels. He has taken a particular interest in the development of austenitic steels which, in addition to an extraordinary resistance to corrosive attack, show under fatigue, torsion, and tension tests superior qualities as compared with the ordinary engineering steels, and at elevated temperatures show remarkable resistance to oxidation and scaling and several times the strength of many of the complex alloys that are not of the natural austenitic variety.

Probably it won't happen to us again in a thousand years, but it was very embarassing at the time. It is only because of certain matters that have come up this month that we tell you at all about it. At the beginning of our trip to Peru and Chile last summer, we were flying with Bill Haddon from Lima to Tacna aboard Fawcett. Being an old hand at foreign travel, particularly in South America, we felt obliged to explain some of the special features of travel in Latin America and the niceties of etiquette in particular and were so engaged when the plane landed at the airport. We led the way briskly into the terminal, expecting at any moment to have a representative of Southern Peru Copper pop up and present himself. However, this didn't happen so we repaired to the baggage arrival station to wait. All the bags were quickly picked up, but ours were no where to be seen. Bill was slightly agitated because the plane was being buttoned up for take off. However, rising to the emergency with our usual aplomb, we took charge of the situation. Brandishing the claim checks under the nose of the porter who pointed to them and said, "si, Tacna," we nodded briskly and in our serviceable Spanish said "si se[n]or, vayase viejo, rapido." He was off and back with our suitcases quickly enough.

It is undoubtedly valuable in helping to eliminate porosity in many of the alloys. In the copper-nickel alloys, its use is becoming almost universal, for, beside helping to make sound castings, it tends to hold the carbon in solution in the solidified alloy. GWILLIAM H. CLAMER,? Philadelphia, Pa.-I have found that manganese copper is satisfactory for eliminating sulfur and that it works very well in the crucible and when you have reducing conditions; but in a large reverberatory charge, where the conditions are oxidizing, we were not able to eliminate the sulfur.

ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. In this research the possibility of pelletizing high grade fluorsoar fines or flotation concentrates with the use of calcined colemanite as binder is investigated, and the room temperature and elevated temperature strengths of these pellets are compared with those of pellets which are obtained by using bentonite as binder. Pellets of 10-12 mm. size and having 10% calcined colemanite showed a much higher room temperature strength than those containing 5% benonite, both being endurated at 1000°C for 15 minutes. However, when the same batch of pellets were tested at elevated temperatures of 250º to 500°C, bentonite gave better results. X-ray tests showed that in the pellets endurated at 1000°C for 15 minutes the original crystal structure of fluorite mineral is preserved.
