Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.

I.—The Deep-Level Shafts. The gold-deposits of the Witwatersrand (Anglice, " White Waters' Range ") are, as is well-known, more or less parallel and tilted sedimentary beds of quartz-pebble conglomerate impregnated with gold. These beds, however, are locally called "reefs"—a term equivalent in signification to the American "ledge"—and, like the latter, usually applied to lodes, though covering in practical usage all deposits of tabular form. The first developments of the reefs of the Rand were naturally made along their outcrops. Since the mining law of the Transvaal does not confer upon locators the "extralateral right," the property of each locator upon the outcrop or apex ends with the vertical planes drawn through the boundaries of the claim. Consequently those portions of the reefs which lie "on the dip," beyond these boundaries, are separately acquired by locating new surface-claims, and are usually to be mined only by means of vertical shafts, reaching the reefs at considerable depths. The term "deep-level properties " is given to such claims on the dip, and the " deep-level shafts " are the vertical shafts sunk in the hanging-wall of the Witwatersrand reefs, in contradistinction to the incline-shafts almost universally employed on the outcrop-properties. Number and Distribution.—The accompanying diagram, Plate I., shows the number and depth of these deeplevel shafts, completed or under process of sinking, up to January 1, 1900. RECENTLY Horace Freeman1 obtained a patent on a successful method of conducting a roasting procedure described as to general features by Carl Schnabel2 almost forty years ago. Essentially, the Freeman process of roasting consists in introducing the finely powdered sulfide mineral, suspended in air or any other suitable gaseous medium, into the upper portion of a heated chamber. The stream of suspended particles is directed vertically downward. A counter-current stream of gas introduced at the bottom of the chamber flows upward. The mineral particles are oxidized as they fall through the heated atmosphere of the chamber. All air required for the oxidation may be admitted either at the top or the bottom of the chamber, or may be divided between the top and bottom inlets in any desired proportion. Heat may be recovered by passing the gases leaving the furnace through a waste-heat boiler or other form of interchanger. In speaking of the results obtained in roasting pyrite, Freeman says:3 Steam yield from the boiler exceeds 1 pound of steam per pound of pyrite con-sumed, which pays the cost of operation of the burner. The oxide produced is in the form of fused particles or hollow shells of magnetite, containing about 65 per cent of iron. It contains the gangue material ordinarily produced in flotation concentrate, of course, but it is being found that most of this can be eliminated by magnetic separa-tion, and that the sulfur content, as consistently produced, is below 0.2 percent. This material is especially interesting as a high-grade iron ore, free from phosphorus and low in sulfur. It may be sintered or briquetted. It is even more interesting as a raw material for sponge-iron production, to be directly smelted in electric furnaces without the usual cooling of the iron powder and magnetic separation between the reducing kiln and the electric furnace.

The deposits described in this paper occur over much of Wayne County and in the southeast portion of Hardin County, Tennessee, and in the northeast and northwest portions of Mississippi and Alabama respectively. The presence of tripoli in this region has been known for some time and descriptions of various occurrences in Tennessee have been made by Jewelll and Miser2, while Hilgard3, Lowe4 and Logan5 have treated the deposits that occur in the adjacent portions of Alabama and Mississippi, but there has not been a 'general survey of the entire field summarizing completely the geology of the deposits with respect to their origin and stratigraphic relationships. During 1934, while engaged in surveys of mineral resources through this region for the Tennessee Valley Authority, the writer collected data with this in mind, and has assembled them in this report. He is indebted to H. S. Rankin and N. A. Rose, of the Tennessee Valley Authority Geology Division, for field assistance. Location of Tripoli Deposits Fig. 1 shows the locations of deposits of tripoli in a long belt that extends from northeast Wayne County southwestward into northwest Alabama and thence passes into Mississippi, where the formations carrying it are finally covered by Cretaceous sand and gravel of the Mississippian Embayment. Occasional deposits occur also in the southeastern corner of Hardin County, Tennessee. While tripoli is found at nearly all points along this axis where the related formations are exposed, the largest deposits are grouped about three different centers. Waynesboro-Collinwood District.—In the area between Waynesboro and Collinwood, in Wayne County, Tennessee, tripoli of various grades outcrops in the valley of Green River and in tributary valleys on either side. ROBERT E. TALLY,* Jerome, Ariz. (written discussion ?).-Mr. Sherman's paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

The Candelaria deposit was first discovered by Spanish prospectors in 1863; but its silver ore was not exploited on a large scale until 1873, when the Northern Belle mine was opened. The first Northern Belle mill was built at Belleville, 13 km (8 miles) to the northwest. From 1876 to 1886 the Northern Belle paid over $1 million in dividends each year. In 1882 a 43 km (27 miles) pipeline was built to Candelaria from the White Mountains to the west to furnish water for the mills and town at Candelaria; it was 100 mm (4 in.) in diameter, hand- riveted, and made in England. Sections of this pipe are used. as claim posts today. At its terminus at Metallic City, above Candelaria, a large concrete reservoir was built and called Metallic Lake. It is being used today by Candelaria Partners. Production at Candelaria declined after the mid-1980s, revived for a short period in the early 1890s, and during the 1920s a 300 ton mill operated for three years. Candelaria Partners is owned jointly by Occidental Minerals and Congdon and Carey, with Occidental being the operator. An engineering study done in mid-1979 resulted in engineering for the plant commencing in late that year and heap leaching being started in September 1980. Two million tons of ore per year containing 108 g Ag and 0.28 g Au per mt (3.15 oz Ag and 0.008 oz Au per st) will be mined from the Lucky Hill and Mount Diablo .areas about 1.6 km (1 mile) up Pickhandle gulch from the heap leaching operation. Waste -to -ore ratio is about 2:l. Ore is mined by front-end loaders and hauled by 85 ton trucks to the primary crusher, a 1,070 by 1,780 mm (42 by 70 in. ) gyratory. Primary crushed ore is conveyed to a stockpile of 10,000 tons live capacity from which it is reclaimed by hydraulic reciprocating feeders and conveyed to the crushing and agglomeration facility. This unit is composed of a 1.8 m by 2.6. m (6 ft by 12 ft) double deck screen, a 2.1 m (7 ft) standard cone crusher, and three conveyors. At the conveyor transfer points NaOH and NaCN solution is sprayed on the ore as it falls through a row of 75 mm (3 in.) hanging steel bars. During this process of turning and dividing the ore, the fines agglomerate with the coarse ore to give better percolation for the leach solution on the heaps. Provision was made for the later addition of 2 kg per mt (4 lb per st) of cement to aid in the agglomeration. Agglomerated ore at minus 50 mm (2 in.) size is then conveyed to a 390 mt (430 st) loadout bin where it is transferred to 85 ton rear dump trucks for haulage to the leach pads.

The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

INTRODUCTION Engineering studies of many near surface coal deposits that are amenable to strip mining can be enhanced and expedited by the application of computer techniques for defining coal reserves and overburden and intraburden yardage and their stripping ratios. The case study discussed herein could be from the western coalfields of Colorado, Wyoming, or Montana; the lignite deposits of the Dakotas or Texas, or from the strippable coal seams of the midwest. Because the techniques can be applied so universally, the actual map locations are not identified. The same computing principles apply to one seam or multiseam deposits, and the capability of the computing programs and plotting routines to display the coal seams in plan and sections provide excellent base maps for further engineering planning and mine layout studies. MANAGEMENT OF DRILL HOLE DATA Drilling for coalfield information is usually done at much wider centers than for other mineral deposits. The geologic logs of the holes are generally quite simple, and frequently record only major lithologies and depths to the top and bottom of the coal seams, together with hole collar survey information. A header card is prepared for each drill hole showing: Hole ID Northing Fasting Elevation Azimuth Dip The header card can be followed by any number of downhole lithologic intercept records: [Hole Depth Lithology Hole ID From-To Coal] Less data errors occur if the computer cards are punched directly from drill hole logs, thus eliminating opportunities for mistakes in transcribing data. All arithmetic manipulations should be left to the computer to avoid as much human error as possible. The SURVEY program is run over the raw data file and all lithologic intercepts are computed and defined in XYZ space. The traces of fossils herein described were discovered in or upon piles or heaps of iron-ores upon the docks at Erie, Pa. The author has worked among these ore-piles since 1890, when his attention was first directed to what looked like organic remains upon certain specimens collected. All the specimens described and figured herein were found by him, and, as no ironore is used at Erie, and no other iron-ores, save those of the Lake Superior region, find their way to the stock-piles at this place, there can be no question but that the specimens in question are genuine ore transported from that region over the great lakes, and cannot have been brought in from other ironore regions. The author has reason to think that no fossil remains have been reported hitherto as occurring in the iron-ores of the Lake Superior region, and he believes that these specimens, however imperfect, rank among the oldest forms of which man has any knowledge. The illustrations are engraved from photographs of drawings. The specimens themselves have not been photographed, because their condition would have prevented bringing out, by that process of reproduction, all the markings as clearly as is necessary, and would have rendered the specimens otherwise less distinct by reason of the blotchy character of their colors, the presence of cracks, or of marks more or less in contact with those of the organisms. In drawing these remains, therefore, I left out everything upon the specimens of ore that did not seem to belong in any way or contribute to their value as illustrations of the fossils. According to information obtained from the dock superintendent at Erie, Pa., the majority of these specimens came from the Chapin mine, Iron Mountain, Menominee range, Mich. The Honor Roll includes the names of all members of the Institute Whom we know to have been on active military duty it the date of compilation, Mar. 5, 1919. Despite our efforts to have this list accurate and complete, some of our members who have been rendering military service are probably left off because of the fact that we have not been informed of their military connection. The list of men in military service has been compiled with great difficulty owing to the modesty of the members, who in their patriotism began their service but neglected to send us notice. In 1918, We published a separate Honor Roll of the Institute in which we included a list entitled "On active duty in other departments of the service" which contained the names of members who were rendering important emergency service to the Government other than in the Army. This list is entirely omitted this year because any list We might compile for this purpose would be entirely inadequate and must inevitably do injustice to a large number of our members who have been devoting great time and making many sacrifices for the benefit of the government along lines not within our ken. It is not too much to say that almost all our membership in this country has been, more or less directly, doing its uttermost for the successful prosecu¬tion of the war. The active work of many of these members we are Well aware of, as is also the rest of the civilized world. Faithful and wholehearted efforts on the part of many other members we have not been informed of, so that any list would be both incomplete and unsatisfactory.

FOUK fields of activity are now recognized by the A.I.M.E. in its award of medals for conspicuous achievement: the Saunders medal for mining, the Douglas medal for non- ferrous metallurgy the Lucai medal for petroleum, and the Rand medal for distinguished achievement in the broad field of mining administration including the organization and development of enterprises in all branches of the mineral industry. This last is known officially as the Charles F. Rand Memorial Medal, and it award is made possible through funds supplied by the Charles F. Rand Foundation. Until this year money thus available was used for other special projects, so that the forthcoming presentation of the Rand medal to Robert C. Stanley is notable as being the first time that achievement in mining administration has been thus recognized.

Two great discoveries of this century have diminished the dangers of fiery coal-mines,—the sifety-lamp, conceived in 1815 by Sir Humphrey Davy and successively improved by many engineers, such as Clanny, Marsaut, Mueseler, Fumat, etc., and safety-explosives, the appearance of which is comparatively recent, hut which, thanks to the persevering labors of several technical commissions (especially the French commission on explosives), and of the manufacturers and experimental users of these powders, appear likely to play, in the protection of the miner, a part as important as that of the safetylamp itself. Brit while it is true that by the use of a safety-lamp of approved form, and the exclusive employment, with all prescribed precautions, of these new explosives, complete security should be assured, even in highly fiery atmospheres, experience has shown that the imprudence of workmen, or the bad condition of a lamp, may nullify these protective means, so that it ought to be the constant care of the engineers of fiery mines to dilute the fire-damp by good ventilation so far as to maintain always and in all parts of a mine a proportion of this gas below the lower limit of explosiveness belonging to a mixture of air and methane. Good ventilation still remains the best preventive of explosions from fire-damp, and since, even with a rational and well-controlled mine-ventilation, the volumes of air traversing galleries and rooms are liable to vary within wide limits by reason of open doors, falls of rock, or other accidental causes, it follows that but a few thousandths of fire-damp should be left in the normal atmosphere of the mine-workings, so that a considerable

Some twenty years ago the author of a book,* by which, for the first time, molecular action was made to account for nearly all phenomena in hydrodynamics, began his preface as follows: " It is contrary to all experience, that any branch of science should suddenly cut short its own line of reasoning, and drop all connection with its past, and yet as quickly re-establish itself on an entirely new basis. It is, therefore, not without justification that this book should be met with caution and even distrust." When the newly-discovered natural facts and laws presented in this paper were, in 1891, first laid before the officers of the American Institute of Mining Engineers, they might have been preceded by a preface to the same effect; and the expression would have found its justification by the actual experience these facts and laws met with. IN THE general study of coal, all evidence points in the one direction -that coals had their origin in a manner analogous to that of peat. The best method of studying coal, whether it concerns its chemistry, composition, or physical condition, is to study peat. The essentials in a study of peat are a knowledge of the chemistry of plants, knowledge of decay and of the transformation process of plant-substances into peat. A number of facts must be emphasized, namely, (1) peat is formed under wet conditions only; (2) plants grow in the place where peat is formed; (3) all the plant substances go into the bog; and (4) all the plant substances are subjected to a series of phases of decay which are (a) in the air completely above the water level but in relatively moist conditions; (b) above the water level, but covered by debris; and (c) completely submerged by both water and debris.

INTRODUCTION In recent times the continuing depletion of high grade mineral deposits and the massive increase in raw material consumption have forced the metal mining industry to exploit ore bodies of lower and lower grades. To obtain a satisfactory financial return from these deposits, there has been the concurrent and evident trend towards increasing the size of operations to obtain benefits from the economies of scale. The evaluation, planning, and design of these large scale open-pit operations, so as to yield the maximum possible return on investment, is an extremely complex, iterative procedure. With profit margins trimmed, "small" errors can become much more significant and with exploration costs spiralling, accurate and rapid evaluation is essential. It demands a sophistication and precision in the evaluation process unheard of ten years ago. What follows attempts to describe the need to thoroughly plan the overall evaluation programme such that duplication of effort is avoided and all relevant information is systematically recorded from the outset of exploration. The final section of the paper takes a realistic case study to illustrate the significance of pit slope angles on the design of the final pit and the economics of the total project. THE EVALUATION PROGRAMME The team, (for a team effort it must be), that is charged with the responsibility of conducting the evaluation exercise, has the difficult task of placing values on a multitude of independent and inter-related variables. Each variable has some economic significance; the degree of significance varying according to the metal sought, the environment in which it occurs, the vagaries of the market place, to name but a few of the problems facing the project team. From this maze of variables, the team must identify those that have the most critical influence on the overall economics of the proposed venture. Investigations must then be set in motion to quantify these controlling factors more precisely. It is important to recognize that such investigations form part of the evaluation programme and require monitoring for both timing and cost as the whole exercise of evaluating the project continues. To add to the difficulties, the economic significance of any particular variable may change during the course of the programme.

The recovery properties of compression-deformed lithium fluoride single crystals were investigated as a function of prior strain, annealing time, and annealing temperature. The recovery process was studied by observation of etch pits and birefringence stress patterns. The recovery process involved first a redistribution of the dislocations and then a decrease in their number. Only by annealing at high temperatures after small strains (<0.02 in. per in.) was it possible to obtain complete recovery of mechanical properties. LITHIUM fluoride affords unusual opportunities to extend the knowledge of deformation mechanisms of nonmetallic crystalline compounds. Single crystals of high purity are readily available. These crystals deform by slip on the (110) <110> system.&apos; Unlike those of several other ionic crystals, the stress-strain curves of annealed lithium fluoride are reproducible.2 Dislocations generated in the crystals during deformation can be revealed by etch pits.3 This fact makes possible more detailed studies of mechanisms than is usually the case with metals. Also, because lithium fluoride is transparent, it is possible to follow the recovery process with birefringence stress patterns. It has been shown that with metals an increase in temperature increases the amount of recovery for a given time, and the amount of recovery increases with increasing time at the same temperature.4-6 The yield stress has also been shown to be dependent on the rate of cooling after annealing.&apos; Annealing germanium, a covalent-bond material, at high temperatures after deformation redistributes the dislocations and reduces their number. The purpose of the present paper is to extend the knowledge of recovery properties to an ionic crystal, lithium fluoride. The effect of strain, time, and temperature of recovery on the stress-strain curve was investigated. The recovery process was followed by observations of etch pits and birefringence stress patterns. The temperature coefficients of electrical resistance of 31 alloys in the nickel-rich corner of the Ni-Cr-Fe system were determined. The results indicate that a range of binary Ni-Cr alloys has lower temperature coefficients than a specific region of Ni-Cr-Fe alloys which has been reported and quoted by others as providing the lowest coefficients in the ternary system. DESIRABLE properties of resistivity and temperature coefficients of resistance have been the basis for the successful commercial application of various Ni-Cr and Ni-Cr-Fe alloys. In particular, low or negligible temperature coefficients of resistance are necessary for wire used in precision wire wound resistors and potentiometers involved in closely controlled electrical and electronic circuitry. Alloys most successfully applied to this purpose basically have not been ternary Ni-Cr-Fe alloys but rather heat-treated Ni-Cr alloys in the region of approximately 73 to 79 pct Ni and 20 pct Cr with significant additions of other elements such as aluminum, silicon, iron, copper, manganese, and cobalt. While the addition elements play a vital role in the nature and control of the temperature-resistance curve of any one of these alloys, the inherent relatively low temperature coefficient of the binary Ni-Cr base composition itself in the approximate region of 80 pct Ni and 20 pct Cr contributes fundamentally to the eventual negligible temperature coefficient obtained with the applied alloys. W. A. Dean 1 has reported mean temperature coefficients (20&apos; to 100oC) of as-cast samples for the Ni-Cr-Fe system, the nickel corner of which is given in Fig. 1. Dean had to use as-cast samples because alloys from a considerable region of the system were unworkable. Dean refers to the work of Hunter and sebast2 who used annealed wire samples to show that, for chromium contents of 10 to 25 pct, the temperature coefficient increases as the iron content is increased at the expense of nickel. Although the data of Hunter and Sebast were limited in the nickel-rich areas to eight samples of 60 to 91 pct Ni with only four samples containing iron, the possibility that no Ni-Cr-Fe alloy has a lower temperature coefficient than certain binary Ni-Cr alloys should have been given serious consideration. However, Dean&apos;s work has been referred to by J. S. Marsh,3 who, quoting Dean, states that for the temperature coefficients "the smallest values-about 0.0001 per oC (100 ppm)—were found for alloys containing about 55 pct Ni and 20 pct Cr" (balance iron). A region such as that reported by Dean would be significant to those trying to develop alloys for the applications described. Therefore, a series of three-pound laboratory open-air induction melts of Ni-Cr and Ni-Cr-Fe alloys were melted, conventionally processed to 0.005 in. diam wire, and continuously strand annealed at 1900° F. The basic Ni-Cr compositions, with balances essentially iron other than usual minor impurities, and the corresponding temperature coefficients of resistance and resistivities are given in Table I. The resistivities are approximate and are not to be considered as a basis for relating them to their position of composition in the ternary system. The wire diameters were determined with a micrometer, and not by weight and density measurements which would be required for accurate resistivity values. However,
