THE property of the Andes Copper Mining Co. is in the central part of the Republic of Chile, Province of Atacama, 147 km. (91.5 miles) eastward by rail from the port of Chañaral. At this point the Andean system is made up of two principal ranges. The mine is on the westerly slope of the outer, or western, range, at a mean elevation of 3250 m. (10,500 ft.). A meter-gage railroad extends from the company's port at Barquito, near Chañaral, to the reduction plant at Potrerillos. This road has a total length of 151 km. (94.0 miles), of which 93 km. (57.79 miles) are owned by the Andes Copper Mining Co. The remainder of the road is owned by the state. The company operates its trains over the portion of the road owned by the state, under an agreement with the Chilean Government. The mine is connected with the reduction plant by a meter-gage railroad, 10 km. (6.214 miles) long, which extends from the coarse ore bins at the metallurgical plant to the underground storage bins at the mine. Tunnels make up 60 per cent. of the total length of this railroad. As is characteristic of the Andean region in Chile, the topography of the locality is extremely rough, and a number of points near the mine have elevations of from 15,000 to 16,000 feet.

TOP-SLICING was introduced in the Pachuca district in 1917 by T. C. Baker, at that time mine superintendent, of the Santa Gertrudis mine. There then existed 1200 ft. (365.7 m.) below the surface, lying between the fourteenth and eighteenth levels (a vertical distance of 108 meters) a block of ore having a length of 295 ft. (90 m.), and an average width of 82 ft. (25 m.) and dipping at an angle of 65°. This block lay in the hanging wall of the vein and consisted of highly altered and fractured andesite, cut through with mineralized quartz stringers. On the foot-wall side, 26 ft. (8 m.) of old filling, left by former operators, was of payable grade. Stoping therein was first undertaken by the square-set filling system, but because of the extremely heavy hanging wall and loose dry filling in the foot wall, all square setting had to be accompanied by spiling, which made the operation exceedingly slow and costly. A system of mining was sought that would eliminate the difficulties inherent to the square-set system in heavy ground and that at the same time would effect the desired economies in mining. After several years, top-slicing has met all the conditions most satisfactorily, so that when similar conditions presented themselves in El Bordo mine, this method was adopted with necessary modifications. El Bordo mine is operated by the Santa Gertrudis company, and is situated about two miles north of Pachuca. Because of the diversity of the orebodies, a number of different mining methods are in use, among them top-slicing.

MANGANESE ore is a true jack-of-all trades among industrial minerals, its only possible rival being iron ore. It is used in porcelain enamel, dry batteries, building brick, glazed pottery, floor tile, plastics, welding rods, chemicals, and varnish. You may be reading this through spectacles decolorized with manganese, and the light bulb above you contains some of this element. GEOLOGY Nearly all commercial manganese oxide deposits are of secondary origin; that is, they are concentrated by weathering from other manganese minerals more sparsely distributed in veins. The oxide minerals usually form irregular masses but in some places (Russia) they occur as beds of varying thickness and purity. Some manganese oxide bodies occur in soft gravel or clay formations but in other places the minerals are found in the form of veins and rounded nodules in limestone and other hard rocks. The geologic features of manganese deposits closely resemble those of iron deposits. Classification of the deposits is shown in the following table: I. All available data concerning risk as it applies to scaling up pyrometallurgical plants, processes, and equipment are determined to estimate the statistical chance of success. Random numbers are assigned to all data in order to avoid any chance of bias. The data bank is organized in such a way that an estimate can be made of the degrees of risk involved over a wide range of circumstances. Included are duplicating existing designs and large commercial installations based on smaller commercial installations, pilot models, or bench models.

Discussion of the paper of DOUGLAS BUNTING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 1 to 21. ARTHUR HOVEY STORRS, Scranton, Pa.-I know something about accidents Nos. 4 and 8. At the Fuller mine there was no disturbance of the surface in connection with either of those accidents, there was no surface settling, nor signs of sand in the mine, and seemingly the water all came from a subterranean basin or water-bearing stratum overlying the Six Foot vein. A similar thing was shown, in an accident not referred to in Mr. Bunting's table, at the Avondale, where we had an inflow of water, as high as 12,000 gal. a minute, for a considerable period. Regarding the second accident (No. 8) at the Fuller mine: after the first inflow of water (No. 4 of the table), the mining was abandoned in the Six Foot vein. A long slope was. driven in an underlying seam, and when this had reached a point about 2,000 ft. southeast of the place where the first inflow of water occurred, and where the bore holes show there was apparently sufficient rock covering for the Six Foot vein, a rock plane was driven up to the upper vein (Six Foot) and one afternoon this exposed the coal. During the following night the inflow of the water occurred. There were absolutely no workings at this point so that no disturbance of the overlying rocks could have occurred. The result of the inflow of water was to fill up the entire lower-vein workings in about two or three clays and caused the abandonment of the mine. After several years, considerable time and money were spent in an effort to hoist the water from the shaft and mine workings, with varying, but in the main rather indifferent, success until, clue to the breaking of one hoisting rope, the engineer pulled the other hoisting tank up through the tower and down on to the engine, making a complete wreck of the whole plant. It was then decided to allow the mine to soak and it is still doing so, other portions of the property being mined from adjoining collieries.

ProbDly there has never been a year during which the petroleum industry expended so much effort as in 1929 in an attempt to rectify its ills. Eventually good will undoubtedly result, but as yet there have been no marked changes from the unhappy conditions familiar to all. Throughout the year remedies were sought that would cure the long-existing troubles of overproduction and waste. Proration of production and voluntary curtailment of output, for a short time considered the means for stability, not only failed but contributed to further waste and created a false sense of security. It encouraged a high rate of field development, weakened the economic structure by excessive development of newly discovered reserves and absorbed large sums of capital yielding meager or negative return. The manufacturing of gasoline by refiners without regard for market requirements furthered the unsatisfactory condition by falsely stimulating the demand for crude and placed on the market an oversupply of finished products, particularly gasoline. The marketing section of the industry has made progress by its adoption of the Code of Ethics as promulgated by the Federal Trade Commission and by the formation of an Export Association. The year 1929 opened not only with a current supply of oil exceeding demand but with an additional daily shut-in and potential supply variously estimated at from 3,000,000 to 5,000,000 bbl. This situation stimulated the industry, through the American Petroleum Institute, to attempt to work out an economically sound solution which would further conservation by bringing supply and demand into closer balance. Production Control After a thorough study of producing conditions, the committee of the American Petroleum Institute had for its recommendation that the production of crude oil in 1929 be held in check to an amount equal to that produced during the year 1928. The Federal Oil Conservation Board heard the appeal of the American Petroleum Institute and referred the matter to the Department of Justice. RepressuRIng, or gas drive, was first tried in the Seal Beach oil field during the fall of 1927, and was carried on until the spring of 1928. This experiment in the Upper or Bixby zone was highly successful in proving the feasibility of compressing gas to high pressures and also showed great increases in production. The project was discontinued because there were not enough wells to protect the property lines. In the development of the second or Selover zone, many more wells were drilled and after 2½ years of production the gas was depleted so that all producing wells in the zone were either pumping or on gas-lift. Edge-wat'er encroachment and the deepening of wells on neighboring properties to a third zone practically isolated the lease, so that during the spring of 1929 it was considered feasible to repressure the Selover zone on the Bixby lease of the Continental Oil Co. (Marland). As shown on Fig. 1, the main Seal Beach structure is an elongated dome with a northwest-southeast trend, and the north flank is cut by a fault nearly parallel to the axis of the structure. Bixby well No. 24 was chosen for the injection well on account of its location, as it is backed up by the fault and is surrounded by wells that protect the property lines. The results of the test made in the Bixby zone indicated that an injection well on the flanks of the structure would drive oil quickly to up-structure wells but would have a tendency to cause by-passing, while the drive to down-structure wells would be slower but more evenly distributed. Preferably the injection well would have been located on top of the dome but property divisions made this inadvisable. Well 24 had been completed in November, 1928, but on account of gas depletion the well failed to flow naturally. On gas-lift the well had an initial production of 1000 bbl. of oil with 30 per cent. emulsion. This well is 4825 ft, deep, penetrating 200 ft. of oil-bearing formation. THE copper industry in the Province of Katanga, in the Belgian Congo, which is now controlled and operated by the Union Minere du Haut Katanga, had its inception many years ago in the vision of a Scotsman, Robert Williams, now Sir Robert Williams, Baronet. He it was who personally negotiated the mineral concession with King Leopold of Belgium, sent in the prospecting parties who located most of the present mines of the company, later arranged for the Belgian participation from which the present company was formed, and has been its active mentor ever since. The idea back of his efforts was the establishment of an industry on the Congo-Zambezi divide, of sufficient importance to draw up to it the head of the Cape to Cairo Railroad, the dream of Sir Cecil Rhodes, and the consummation of which he had left as a legacy to Mr. Williams, his successor. The reports of the prospecting expeditions showed that copper in profitable quantity was there, but many difficulties lay in the way of the establishment of the infant industry. The isolated location of the mines, various tribal wars, the Boer War, and many other factors contributed to making progress very slow. However, in spite of these difficulties the railroad was finally built and a blast-furnace plant erected at Lubumbashi, near Elisabethville, the capital of the Province. Operations of this plant were started in 1911, treating high-grade oxidized ores and producing pig copper by a reducing smelting. Production has been continuous since that time and the company has grown so that at present it ranks as the largest individual copper producer in the industry. It is a fitting monument to the foresight, optimism and driving force of its founder, and the progressive policies of his Belgian colleagues. In January, 1914, the Union Miniere du Haut Katanga engaged as its consulting engineer, Archer E. Wheeler, metallurgical engineer, at that time general superintendent of the Great Falls plant of the Anaconda Copper Mining Co. Mr. Wheeler was commissioned by the Board of Directors to proceed into Katanga, and make all necessary investigations to enable him to report on a comprehensive development program, and to recommend a scheme of treatment particularly for their low grade

DETERMINATION OF SILICA OXIDE iron ores usually are found in intimate association with silica and phosphorus compounds. Their quantitative separation and purification sometimes present difficult problems to the chemist. Silicic acids may represent various degrees of dehydration. They are exeedingly weak, but combine with metallic oxides and form some of the most stable oxides in nature, the silicates. When iron ores are treated with hydrochloric acid, they yield practically all their iron. However, apart from rare exceptions, varying amounts of insoluble residues of silica, alumina, lime, magnesia and compounds of phosphorus, sulphur, titanium, chromium and others will be left. If the oxides of silicon, aluminum and titanium are present in small quantities, the insoluble residue is generally very small, but the presence of these oxides is more usual in larger quantities. Therefore, only a special treatment can break the bond between these elements. Ore Residues Acids remove the soluble constituent of the ore, leaving the insoluble residue, which chemically is rock or gangue and must be treated accordingly. Alkali carbonates are used frequently to break up the residue, but other fluxes have also been recommended, such as a number of lead and boron salts. The introduction 0f these salts, which offers certain advantages, requires, however, their removal before the other constituents can be analyzed, and this elimination is sometimes difficult. Usually in quantitative analysis silicates are dissociated by fusing them in a platinum crucible with sodium carbonate, thereby forming sodium silicate, Na2SiO3, sodium aluminate, Na2Al204, sodium titanate, Na2TiO3, and carbonates of other elements. All the carbonates are soluble in hydrochloric acid, but also some silicic acid is formed that must be rendered insoluble. To this end the solution is evaporated several times, as the first evaporation still leaves as much as 5 per cent of the silica soluble. Even after a number of evaporations, minute quantities of silica may be found with the iron and alumina present. Perchloric Acid as an Agent for Dehydrating Silicic Acid Perchloric acid, HC104, (60 per cent), has been used for years as a solvent, but few chemists have used it to dehydrate silica. It is derived from anhydrous perchloric C1207, which is most unstable and dangerous. Perchloric acid is a strong oxidizing agent, which boils at 203°C. It is more effective in rendering silica insoluble than any other known agent, and most rapid in action. The times at which the first detectable amount of a phase forms at temperatures between 900° and 1800°F were determined. Both X-ray diffraction and metallography were used to detect a in highly strained filings; metallography alone to detect it in annealed bulk samples of six different types of stainless steels. The a phase was found to form in accordance with the C-type reaction curve in both austenitic and ferritic alloys. In filings of types 304, 347, and 446, a formed in a few hours, and in types 316, 309, and 310, it formed in a matter of minutes at temperatures corresponding to the knee of the C-curve. Only in the bulk type 309 steel, after 500 hr, and in the bulk type 310 steel, after as short a time as 25 hr at temperature, was n detected; in both instances at approximately the same optimum temperature as in the filings. The annealing temperature affected a phase nucleation only for the filings of type 304 and 347 steels, and for the bulk samples of type 309 and 310 steels. KNOWLEDGE of both the rate of nucleation and the rate of growth of the new phase is required for a complete description of metallurgical rate phenomena. However, data on the time for nucleation alone may frequently be useful in evaluating the tendency of commercial stainlcss steels to form s under various conditions. Very little correlated information of this type is available in the literature. Shortsleeve and Nicholson' indicate that s forms in ferritic 24, 27 and 30 pet Cr steels according to a C-type of reaction curve, and Emmanuel's' data for austenitic type 310 steel also suggest this type of solid state reaction. In addition, significant, though fragmentary, information has been given by Binder, Dulis and Smith,4 Payson and Savage,.; Guarneri, Miller, and Vawter,8 rerichs and Clark,7 Wilder,5 Lismer, Pryce, and Andrews,' Smith, Dulis, and Link,10 Dulis, Smith, and Houston," and Henry, Cordovi, and Fischer." The bearing of these data on this work is covered in the discussion. The purpose of this paper is to present such correlated data on s formation in AISI type 304 (18 pct Cr-8 pet Ni), 347 (18 pet Cr-10 pet Ni-Cb), 316 (18 pet Cr-12 pet Ni-2 pet Mo), 309 (25 pet Cr-12 pet Ni), 310 (25 pet Cr-20 pet Ni), and 446 (27 pet Cr) stainless steels. Materials and Test Methods X-ray diffraction and metallographic methods were used to determine the first appearance of the s phase in cold worked filings and in annealed bulk samples of seven steels, under various combinations of time and temperature. The rate of growth of the s particles was not determined. Commercial heats of six AISI steels and a low carbon laboratory experimental heat containing about 28 pet Cr were studied. Analyses are given in Table I. Because cold work greatly accelerates the nucleation of s particles, the relative rates of s nucleation in mechanically strained samples, i.e., filings through 120 mesh, were determined for direct comparison with those in annealed bulk alloys of the same composition.

McLaUghlin, San Francisco, Ca1.—It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out in the last 25 years. If his end products are what they seem to be, he has made. a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750" F, and pressure of 750 lb. per square inch. William A. WillIams, San francisco, Ca1.—What metal did you use, Mr. McLaughlin? A. C. McLauGHILIN.—Ordinaly seamless tubing, extra strong. William A. Williams.—Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Bittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150" C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. Best, New York, N. Y.—What is the difference between the Rittman and the Snelling process or system? William A. Williams.—he fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

With more than a score of shafts and numerous stope openings to the surface, all inter-connected underground; with underground temperatures high, often exceeding 100' wet bulb; with an ore presenting a dust health-hazard; with certain rocks giving off inert gases; with an altitude of 6000 ft. above the sea level and a dry desert climate, the Tonopah mines offered an interesting problem to the student of metal-line ventilation. Tonopah is not an old mining district, relatively speaking. It was discovered in 1900 and Tonopah soon was a boom camp. Ry 1910 the mines of this district had paid many millions of dollars in dividends. At the time of the 1921 ventilation study, mining had passed its peak of production and the operators were striving to reduce costs, to discover new orebodies, and to attract desirable workmen. In 1925, the camp was operating on a still less prosperous basis, but the several managements had not relaxed in their efforts to keep the mines on a paying basis, neither had they lost their faith in the ability of the mines and the price of the silver to "come back." Early in the fall of 1921 the Bureau of Mines was invited by the mine operators at Tonopah, Nev., to make a detailed study of the underground air conditions in the Tonopah silver district. D. Harrington, chief engineer of the Safety Service Division of the Bureau, who was then directly supervising the ventilation studies, detailed district engineer B. 0. Pickard, mining engineer E. D. Gardner, surgeon C. E. Kindall, and petrographer IT. Insley to carry on the study. G. S. Rice, as chief mining engineer of the Bureau of Mines, was in general charge of the work. Upon the completion of the study each operator was furnished a report on conditions in his mine. In 1925, a supplemental study at Tonopah was made by the district engineer at the request of several of the operators, and each operator advised on the changes in his respective air conditions and recommendations for improvements. Fluoride, generally less than 0.5 ppm, is present in ground water from rocks of Paleozoic age and older, in northern and eastern Alabama. Some of the water-bearing formations in the Coastal Plain area of the State yield water with as much as 6.8 ppm fluoride.
