INTRODUCTION The first commercial plant in the world to successfully produce pellets from manganese ore fines is the ICOMI pelletizing facility in northern Brazil. The main purpose of this paper is to describe the manganese pelletizing process that was developed through a cooperative R & D program by the Bethlehem Steel Corporation and ICOMI, i.e., Industria e Commercio de Minerios, S. A. The process combines heavy- media and gravity separation, reduction roasting, magnetic separation, and pelletizing on a straight-grate indurating machine. It produces high-grade manganese pellets from reviously unsalable low-grade ore fines at a rate of 20,000 tonnes (1) per month. The physical properties of the manganese pellets are comparable to those of iron ore pellets. The pelletizing plant, built at a cost of about 18 million dollars, is part of an ICOMI complex that includes manganese ore mining, an ore-washing plant, and railroad and port facilities, as well as two town sites. These two towns, one at the mine and the other at the port, each with complete community services, were built by ICOMI to serve the needs of over 1500 employees that operate the industrial complex. To give an idea of the magnitude of the investment represented by this complex, the cost up to 1957 to develop the mine and supporting services and social infrastructure was over 100 million dollars. It should be borne in mind that the above capital cost figures are in dollars of the years during which the respective projects were initiated and completed.

THIS symposium is designed to lay the basis for a general discussion of the place of geophysics in the training of geologists. As there is danger that in the ensuing debate individual interests may be given emphasis out of proportion to their place, we shall do well to view the whole field of geological inquiry in order to see the problem in true perspective. THE NATURE OF GEOLOGICAL INQUIRY "Basic" and "Complex" Sciences It is convenient to divide all science into two major divisions, the basic and the complex sciences. The basic sciences separate out from reality such entities as "substances" and "movements," describe their behavior in terms of arbitrary units of measurement and derive from them by progressive abstractions concepts and patterns of behavior that exist between them, so-called general "laws" and "properties" of nature. The complex sciences, on the other hand, deal, with little or no abstraction, with those objects of reality that are accessible to man in the atmosphere, the hydrosphere, the lithosphere and the biosphere.† Their work comprises two types of inquiry. One is concerned with abstractions to the extent of dealing with types rather than individuals-that is, with such things as plants, animals, protoplasm; clouds, streams, glaciers; volcanoes and mountain ranges. It comprises the search for general properties and patterns of behavior or "laws" that characterize the objects and their reactions to each other. These properties and laws apply always, everywhere. They are independent of the stream of time. We may call the results of this sort of inquiry timeless knowledge. The other type of inquiry is concerned with the objects themselves-that is, with this animal and that plant; this river system and that mountain chain; this glacier and that valley. Like all concrete objects in nature, they are subject to change with the passage of time, especially when it is measured in years, centuries, eons. The characteristics by which we recognize them -indeed, their very existence are dependent on their position at this point in the stream of time. This we may call time-bound knowledge. The so-called descriptive sciences are all bound to the past of which the objects of their study are the product and through which alone their present properties can be understood. They are historical sciences. This obvious fact is easily overlooked, which leads to serious misunderstanding, as we shall see later. Dynamic Geology With this broad picture in mind, let us now examine the nature of geological inquiry, defining, for the purposes of this discussion, geology as the science of rocks. THE design of the Chuquicamata concentrator offered an unusual combination of problems, all of which had, in one way or another, a definite effect upon the final arrangement of all the equipment and necessary facilities. First of all, a remotely located project of this magnitude required careful selection of equipment with an adequate supply of replacement parts and in some cases necessitated stand-by spare equipment ready for immediate use. Fortunately, in the course of determining the proper flowsheet, in itself a prime factor in the concentrator design, it was possible to conduct numerous grinding and flotation tests at the Anaconda and Andes concentrators. As a result of these tests made under actual operating conditions, most of the major equipment best suited for treating the Chuquicamata ore efficiently was decided upon while preliminary design layouts were still being made. The design has been based primarily on the treatment of sulphide ore crushed to about 3/4 or 1 in. However, until the new sulphide crushing plant is completed it will be necessary to handle ore crushed to 3/8 in. in the existing oxide crushing plants and to some extent a mixed ore which has had its oxide copper content removed by leaching. This mixed ore, known as leached residue, will contain a certain amount of sulphuric acid from the leaching process which necessarily requires special protective measures. Several factors influenced the final location of the Concentrator. The only established fact known during preliminary design layout was the elevation of the dumping floor over the fine ore bin. This was predetermined by the desired level railroad grade across part of the existing tailing and leached residue dumps from the oxide plant to the bin. Next it was necessary that a site be chosen that would not require an excessively long haul from either the present oxide plant or the mine and in addition provide a fairly constant natural ground slope sufficiently wide to accommodate the length of the ultimate concentrator. The site as finally chosen to meet the foregoing restrictions provided a natural ground slope of 6 to 7 pct. This was excellent, especially in a region subject to earthquakes, as it assured that foundations of heavy equipment and footings for building and crane columns would rest on cut or undisturbed ground. However, this shallow slope, although having some definite advantages in the overall consideration of plant layout, resulted in the need for extensive studies in the general arrangement of equipment. A BRIEF study of the effects of material and processing variations upon the tensile properties of steel formed from mixtures of iron and carbon was made in order to provide information regarding the .properties obtainable in iron-carbon compacts as influenced by forming pressure, sintering temperature, and graphite particle size. Sintered steels formed from mixtures of iron and graphite have been studied by Stern,1 who investigated the effect of various percentages of graphite on compacts formed from electrolytic iron that were repressed and heat-treated after sintering. A further study, by Stern and Greenberg,2 is concerned with the heat-treatment of steels formed by the carburization of iron compacts, and Margolies3 has reported work on the simultaneous sintering and carburization of iron-powder parts. Glauch4 investigated the effect of various types of graphite on the properties of iron-carbon powder alloys but did not determine the effect of different particle sizes of the same graphite alloyed with different types of powder. In the investigation reported in this paper, powders typical of those produced by electrolytic deposition and the decarburization of shotted steel scrap were used. The powders were mixed by tumbling in a jar mill with graphite powder ground to an average particle diameter of 2, 4, 6, and 16 microns (as determined by microscopic measurement). The properties of the iron and graphite powders are presented in tabular form as Table I. In order to obtain the maximum information from a minimum number of test specimens, the study was divided into two sections with one set of specimens treated identically in each section as a basis for comparison. In the first section, iron powder produced by the shotting and subsequent decarburization of scrap steel was mixed with 2-micron graphite powder, pressed at 50,000, 100,000, and 200,000 psi, and sintered in hydrogen at 1200°C for the periods of time ranging from 15 to 120 minutes. In the second section of the investigation, electrolytic iron powder was mixed with graphite of an average particle diameter of 2, 4, 6, and i6 microns, pressed at 100,000 psi, and sintered at temperatures ranging from 1000° to 1200°C. for periods of time of 30 to 180 minutes. By following this procedure an indication of the effect of the following variables upon the density and tensile properties of iron-carbon powder compacts was obtained: (I) forming pressure, (2) sintering time, (3) particle size of graphite powder, (4) sintering temperature, (4) type of iron powder.

Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. It is therefore with feelings of gratitude that I now beg to lay before the American Institute of Mining Engineers, and I hope, through that body, before the American railway world, the results of some experience which I have gained in the execution of work for their country, and which therefore belongs rightfully to

Study with the electron microscope of the carbides in vanadium-chromium-molybdenum steels after tempering up to 1000 hr at 600 teelsto 1400°F confirmed that alloy carbides are formed at the secondary hardening temperature by decomposition of the plate-like iron carbides. It was also demonstrated that vanadium carbide persists as much smaller particles than do chromium- or molybdenum-bearing carbides. Conditions conducive to the formation of fine vanadium carbides are indicated to be favorable for high temperature strength. IN order to determine the effects of long exposure at high temperatures on vanadium-bearing steels, a survey has been made of their hardness and carbide structure. The behavior of carbides in the tempering of martensite was studied by X ray diffraction and electron microscope examination of electrolytically extracted residues in greater detail than in an earlier investigation.' A group of steels with about 0.25 pct carbon and containing chromium up to 5 pct, molybdenum up to 1 pct, and vanadium up to 1 pct was either quenched or annealed and then tempered for peri- ods of up to 1000 hr at 600° to 1400°F. Their hardness after tempering agreed with the Hollomon and Jaffe2 relation of equivalency of time and temperature, and with the degree of secondary hardening predicted from composition. Further, the appearance of the carbides indicated that the time and temperature equivalency relation was also applicable to the degree of carbide development. The mechanism of the tempering of martensite was demonstrated more clearly than in the earlier study. It was confirmed that carbides develop from martensite as poorly defined plates of the Fe2C type carbide followed by thickening of the plates with a transition to Fe,C. Finally the plate structure deteriorates into a lacy mass from which alloy carbides emerge as chunky particles that grow slowly with further increase of tempering temperature. Vanadium carbide derived from tempered martensite was found in characteristically small particles that tended to grow very slowly. The addition of chromium or molybdenum to a steel with predominant vanadium carbide tended to introduce carbides of a chromium- or molybdenum-bearing type having a somewhat larger particle size. The Cr,C, type carbide particles were larger than those of the V,C, type and somewhat smaller than the carbides in steel containing both Cr,C and M,C. Similar observations were made of the carbides in the pear lite of annealed steels. It appeared that high temperature properties would be benefited by the retention of the fine carbide particles that result from a balance of composition and heat-treatment designed to produce a maximum amount of vanadium carbide. SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. SEPARATION of minerals by froth flotation is rightly called an art. It can truthfully be said that no two ores separate in the same way. The difference in results obtained when natural and synthetic mixtures of minerals are separated is so great that such tests frequently have been worthless in attempting to select conditions in which a natural mixture will separate. With a few rare exceptions, the natural mixture is much more difficult to treat than a synthetic mixture, and a much poorer separation is obtained. Perhaps several experimenters have wondered why 10 or 20 per cent of a mineral being floated from an ore does not float and is different from the 90 or 80 per cent that is recovered. In experimental tests on pure sphalerite, observers1 have noted that varying amounts of sphalerite may be froth-floated with pine oil alone, the amount recovered in the froth depending apparently upon the source of the sulphide. The only explanation of results such as these, barring insufficiency of frother or time of flotation, is that the surface of the mineral floated is different from that of the mineral depressed. This difference often has been found to be caused by natural contamination of mineral surfaces, apparently brought about by weathering and exposure to natural solu-tions. There is virtually no rock that is absolutely unweathered. One of the writers had an exceedingly instructive experience in 1931 while working with United Verde copper-zinc iron sulphide ore in Arizona. Nonselective flotation of chalcopyrite and sphalerite away from some of the pyrite was all that could be accomplished. All known depressants produced only slight effect. Sodium cyanide showed some effect, but so much had to be used that only a small amount of chalcopyrite could be

The results of oxidation and corrosion experiments on niobium in oxygen and steam at temperatures of 350° to 650°C, and in dilute sulphate solutions at 300°C are presented. The oxidation of niobium in oxygen can be explained in terms of a pre-transition period, which obeys an approximately parabolic rate law, and a post-transition period in which a more rapid linear rate is partially stifled by restriction of the gas flow due to the gvowth of the porous outer film. Due to changes in the porosity of the outer layers the restriction presented by the porous outel. film attains a limiting value. Subsequent oxidation obeys a linear rate law and shows an almost linear dependence of the rate on gas pressure. liltimately a second failure of the protective film may take place leading to a further acceleration in the oxidation rate. In water vapor the oxidation of niobium follows a parabolic rate law and does not show a transition to linear kinetics. The higher oxide, Nba05, was usually absent from the NbO/NbO2 film which was formed. The addition of a small partial pressure of oxygen to the water vapo3, resulted in accelerated oxidation according to the normal kinetics for oxidation in oxygen. The oxygen reacted preferentially with the niobium, and the protective oxide film was reformed when all the oxygen had been consumed. This behavior supports the theory that nucleation of Nb205 on the surface of the protective NbO/NbO2 film is the cause of the accelerated oxidation. After oxidation in steam at high-pressure Nb2Os was found in the protective film. The mode of formation of Nb2O5 under these conditions did not produce a change in kinetics, but was thought to explain the comparatively large dependence on pressure of the oxidation rate. The kinetics of oxidation in oxygenated aqueous solutions at 300°C were similar to those for oxidation in oxygen. A penetrating attack on niobium sheet may be related to the second breakaway observed by some investigators of oxidation in oxygen.

A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually unsampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations. In former times an accepted method of rock construction consisted of trials and adjustments. This approach is not often compatible with present methods of contract management. With the development of improved instruments and warning devices such as inclinometers, piezometers, relays, stress meters, and rock noise detectors, modified trial procedures of rock construction may reappear in specific applications. In spite of the great advances made, development of methods to predict the performance of rock slopes, abutments, and foundations deserves vigorous effort. Two distinct approaches may be taken. The rock mass in question may be considered a continuum and the stresses and strains throughout the region of influence of the work may be calculated. Or, the rock mass may be described as a discontinuum whose stability calculation involves the statics and kinematics of accumulations of rigid blocks. The prototype must lie in the range between these contrasting models. As yet, however, there is little reconciliation between the two methods

Y.-The results here given are of great interest and are welcome as forming another rivet to increase the stability of our present theories of the constitution and properties of steel. The important discovery is that the hysteresis increases with the fineness of the structure, that is to say with the extent of contact between the particles of ferrite and cementite. All of the specimens except No. 4 consist of ferrite and cementite of different degrees of intimacy of admixture. If hysteresis represents something akin to surface friction, which retards the rotation of the ferrite on the application and release of the magnetizing force, then it is only natural that it should increase as it does with the intimacy of admixture, because it is at the surface of contact of a given particle of ferrite with the neighboring particles of cementite that this friction is to be expected, and of course the extent of surface must in¬crease with the intimacy of admixture. The somewhat greater hardness of specimen 4 than of the others may perhaps he referred to the principle discussed in my paper, Why Does Lag Increase with the Temperature from Which Cooling Starts?' The furnace-cooled specimens were cooled so slowly that the influence of the initial temperature of heating is effaced. But in the air-cooled specimens we have the suggestion that the high temperature, 1,000°, from which the cooling of No. 4 started has prevented the completion of the transformation, with the result that the metal is slightly harder than any of the others. The difference is not to be explained by difference in the fineness of structure, because the whole range of fineness from No. 1 to No. 6 is accompanied by no change in hardness, the only change being an appreciable increase of hardness following the air cooling from 1,000°.

In a previous paper,l a method was suggested for determining the depth to a bed in the simple case of a uniform overlying layer of constant thickness. The main purpose of the present paper is to show how a slight modification of that method has been used to interpret specific data obtained in the upper peninsula of Michigan by the staff of the Depart- ment of Mathematics and Physics of the Michigan College of Mining and Technology. The method of Tagg2 has also been used on the same data, thus furnishing a comparison of the two methods, as well as a method of using the two methods jointly. The method of measuring the apparent resistivity is that suggested by Wenner,3 and illustrated in Fig. 1. A current I enters the earth at the positive pole C and leaves it at the negative pole D. CERTAIN features of the response of copper and brass to deformation and recrystallization remain obscure. The textures obtained on rolled sheet are listed by Schmid and Boas1 as: No adequate explanation has been advanced for the presence of the secondary deformation texture of copper and its absence in brass or for the origin of the cubic recrystallization texture of copper.2 A recent publication3 attempted to rationalize the above empirically described annealing texture of brass on the basis of retention of the (110) [112] rolling orientation plus twinning about the central octahedral poles of the usual secondary (110) [115] orientation. The difference in the textures of annealed copper as compared to 70-30 brass is also shown by the difference in the position of ears for drawn copper, at o° and 90°, as compared with drawn brasses, at 45°, for all compositions between 90-10 and 70-30.4 Data on individual crystals are as yet too few to permit of an analysis of these textures comparable to that of mild steel as made by Barrett and Levenson.5 EXPERITMENTAL METHODS The materials studied included copper specimens cut from the central, equiaxed crystal portion of a tough-pitch wirebar; brass made from this copper and high-purity (99.99 per cent) zinc including alloys of 7 per. cent, 15 per cent, 24 per cent, 29 per cent and 36 per cent Zn and large single crystals of 70-30 brass. Sections ¼ in. thick of the cast polycrystalline copper and brasses were reduced 40 per cent by rolling, recrystallized to a common grain size of 0.045 mm. and then rolled directly to foil 0.002 in. thick. Hardness readings employing both the Vickers and Rockwell machines were taken at intervals during the reduction. For comparison, similar specimens were cross-rolled-i.e., turned through 90 for each pass-and comparable hardness data were secured. Finally sections from the single crystals of brass were cut to obtain the following initial orientations; these sections were rolled, hardness data secured and a complete micrographic record of structural changes obtained:
