The economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "fuel oil." Fuel Oil as One of Several Fuels For a number of years, the petroleum industry has believed that the petroleum reserves were very limited and that petroleum products would begin to become scarce within a few years. The industry has believed that there would be a gradual but continual rise in prices as a result of this impending scarcity. Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with in- formation conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers. No systematic prospecting or mining had been done in the Territory previously although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.

Definition An industrial mineral, says the Glossary of Geology, is "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metallic ores, mineral fuels, and gemstones; one of the nonmetallics." Probably most geologists and engineers would accept this simple and straightforward definition, at least as a general statement. On analysis, however, certain anomalies crop up. For example, it may be considered arbitrary to include industrial diamond and corundum and to exclude their precious varieties, gem diamond and sapphire. So the present volume has a section on gems and gem materials, in spite of the definition. Another problem arises when we try to define precisely what is metallic and what is nonmetallic. Bauxite and ilmenite certainly qualify as metallic ores, but both are also raw materials of important nonmetallic substances; hence they are included in the book, A third anomaly is that, by common consent of geologists, engineers, mineral economists, and others concerned, the term industrial minerals may include not only rocks and minerals but also certain manufactured products like cement and lime, and even mixed groups of natural and artificial products, such as abrasives and refractories. Thus the central realm of the industrial minerals is clear enough, but its boundaries tend to be indefinable. Since a definition that allowed for every irregularity in the outer fringes would be excessively unwieldy, the one quoted above may be considered satisfactory. The expression industrial minerals is commonly equated with nonmetallics, and with the somewhat more precise phrase industrial minerals and rocks as in the title of this book. Characteristics of the Field The industrial minerals as broadly interpreted are a highly diverse group of materials; indeed, we may say paradoxically that diversity is about all they have in common. At one end of the spectrum are ordinary earth materials such as gravel and crushed stone, with a value of perhaps $3 per st; at the opposite end are industrial diamonds, which sell (by the carat) at the rate of roughly $18,000,000 per st. Neither the metals nor the fuels, and few if any categories of manufactured products, include items that differ in value by more than six orders of magnitude. Most gravel and stone are of no value unless close to a market; diamonds and other exotic substances possess such unique and desirable properties that their occurrence in remote corners of the earth is no deterrent to their use. The broad range of industrial minerals falls between these extremes of unit value and place value. The industrial minerals penetrate the entire fabric of modern industrialized society, from such fundamental operations as drilling for oil and smelting iron ore to the manufacture of virtually the whole array of consumer products. There is no industrial-minerals industry; there are many industries. The simple term field is convenient as an all-inclusive expression. An industry is considered to belong in the industrial-minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof. An aspect of some industrial minerals that differentiates them from the metals is that their physical properties carry over into ultimate use of the product. Such minerals as mica, asbes-

Double roasting of sinter carrying a high percentage of lead concentrates, gave rise to the problem of removing the sheets of metallic lead formed in the wind boxes. The solution of the problem has been found in the water sealed wind boxes. The metallic lead is granulated and can be removed without seriously interfering with the operation of the machine and eliminates necessity of men going in wind boxes with air guns. THE practice of double sintering the charge for lead blast furnaces, which is now standard throughout the lead smelting industry, has introduced the rather difficult problem of cleaning the wind boxes on sintering machines used for the final pass. Two factors have more recently accentuated this problem: (1) the growing demand of workmen for better working conditions and less arduous labor, and (2) the growing dearth of crude lead ores and the improved grade of lead concentrates demand a charge carrying the maximum percentage of lead. One to 2 pct of such high lead charges (30 to 40) when processed on machines in reasonably good condition will pass through the grates and report in the wind boxes. One-half to three-quarters of this material will be metallic lead reduced by the coke breeze or other fuel mixed with the charge. This lead forms large cakes or chunks which are hard to remove and which substantially increase the time the machine is out of operation for cleaning the wind boxes. A high lead fall can reduce the operating time 30 pct. As a specific example, a 30 ft machine having 63 in. pallets, and equipped with three conventional wind boxes, requires 3 to 4 hr per day for removing the accumulation in the wind boxes when operated as a final pass machine. This same machine when operated on raw charge requires less than an hour per day for cleaning. To eliminate formation of large chunks of lead in the wind boxes of the final pass machines and time lost in cleaning the boxes, R. C. Rutherford of the Chihuahua smelter of the American Smelting and Refining Co., devised and patented* a wind box having a water bath to granulate the lead as it falls from the grate bars. Later, C. H. Harris of the San Luis plant made and patentedt an improvement on Rutherford's device in which the water bath seals the wind box in a manner permitting the latter to be readily cleaned without destroying the vacuum. The first machine to our knowledge to use the water bath box was at the Chihuahua plant along the lines of the Rutherford patent. In 1942, a machine was placed in operation at the El Paso plant which incorporated the features of both Rutherford and Harris. This machine is 40 ft long equipped with pallets 63 x 24 in., and having 4 wind boxes 10 ft 4 in. x 7 ft 2 in. x 51 ft 3 in. in size (fig. 1). Statistical screening is so named because a particulate feed is separated into "size" intervals on the basis of the probabalistic behavior of the individual particles (i.e., their probability of passing the screen) rather than by physical restraint. To illustrate this statement, consider a conventional screening operation. A particle which is larger than the openings in the screen cloth is physically restrained from passing through and is repeatedly reflected from the surface until it is discharged as oversize. Of those particles smaller than the screen openings, the very smallest tend to pass the screen near the feed end while those nearer in size to the screen opening tend to pass at a greater distance from the feed end. Alternatively, we could say that the particles with high probability of passing through the screen are concentrated near the feed end while particles of low probability of passing are dispersed from the feed end. This tendency to segregate is the basis for size separation by statistical screening. The purpose of this note is to: 1) Show that the distribution of material passing an array of screens can be described by a modified binomial distribution. 2) Demonstrate that an efficient size separation can be made by this technique. 3) Relate some of the more important screening parameters to the efficiency of the size separation. The Distribution Function The distribution of undersize products along the length of a screen can be derived with the help of a few simple definitions and assumptions. 1) First, we must assume that each particle has some probability of passing a screen on a single presentation. Further, we must assume that this probability is constant and is not affected by the position of the particle on the screen. It must also be acknowledged that several factors enter into this probability. Among them are the "action" of the screen, the slope of the deck, the shape of the openings, etc. The relationship between these factors, however. is not the subject of this paper. 2) To simplify calculations, all particles falling within a size range on the Tyler scale, e.g., —x + x/ mm, are assumed to have the same probability. 3) It is assumed that particles which do not pass the screen on a presentation are reflected a unit distance forward, i.e., the direction of material travel. A unit distance is defined as the distance between the centers of consecutive wires in the screen cloth.

The nature of the forces that are important in producing the oil in the East Texas field and the manner in which these forces are affected by the rate of production have always been problems of outstanding interest. These questions are of great interest to the industry as a whole on account of the economic importance of the East Texas field and to the engineers in particular on account of the unique character and behavior of the field. Subsurface pressure data throughout the field have been collected systematically, so that a quite complete history of the reservoir pressures has been kept as the field has been developed and produced. Subsurface samples of the oil and gas have been taken and these have been examined to obtain data on the physical properties of the reservoir fluids under the actual conditions of temperature and pressure. All of these data have been valuable because they have afforded the basis for a careful study of the means by which the oil is produced. It is the purpose of this discussion first to point out several of the important facts revealed by the data mentioned and then to describe studies that have been made concerning the interpretation of these facts. Reservoir Pressure Data and Properties of Oil The reservoir pressure data on the East Texas field have shown conclusively that the pressures are readily affected by changes in the rate at which the field is produced. This can well be seen in Fig. 1, where the average reservoir pressures obtained from time to time are plotted with the daily production rates and the cumulative production of the field. It is noted that the average reservoir pressure has declined irregularly, depending upon the rate of production, from the estimated original value of 1625 Ib. per sq. in. to the value of 1228 lb. per sq. in. observed for Aug. 11,1934. The decline in pressure has been more rapid at the higher rates of production than at the lower rates. In contrast, the average reservoir pressure has increased, on several occasions, upon reduction of the withdrawal rate from a high value to a lower value. The reservoir pressure data have also shown that a definite gradient in pressure has existed across the field from west to east since the begin-

DEFINITIONS The ores of iron are classified in three general categories: direct shipping, concentrates, and agglomerated-i.e., pelletized or sintered. Direct Shipping As the name implies, direct-shipping ores are shipped as mined or, perhaps, after screening. Generally, direct-shipping ores are hematitic (R203), magnetitic (R304), or limonitic (2Fe2O3.3H20) in nature. Grades of direct-shipping ores vary widely. Prices are frequently related to the historical Mesabi standard of 51.5% iron, although certain premium lump ores may contain up to 68% iron. The use of direct-shipping ores is diminishing as the advantages of beneficiated ores become evident and reserves are depleted. Concentrates Where the nature of the deposit and economics allows, certain ores are upgraded. This may include no more than washing and screening, or may be as elaborate as fine grinding followed by magnetic, gravity, or even flotation procedures for separation. Coarser concentrates may be smelted "as is.'; Fine concentrates usually are sold as sinter feed. (Sinter, as used here and in the following, refers to a process by which a fine ore-carbon mixture is agglomerated at elevated temperatures on a direct-fired moving grate to eliminate fines and improve chemical and physical homogeneity.) Agglomerates-Pellets or Sinter The development of economic techniques of mining and concentrating taconite (fine-grained, ferruginous jasperoids) led to the introduction of the iron-ore pellet, which is now becoming the major form in which iron is introduced into the furnace. The tremendous reserves of magnetic taconites of the northern United States and Canadian Precambrian shield had been recognized for many years. A century of mining has seen the reserves of the direct-shipping or "red ores" of the Minnesota, Michigan, and Wisconsin ranges approach depletion. Research started in the 1930s has seen the evolution of motives and techniques to concentrate these stubborn refractory ores. The efficacy of concentrate pellets in iron-making has been such as to induce mines throughout the world to grind, concentrate, and pelletize otherwise shipping-grade ores. Table 14.1A.1 shows typical analyses of iron ore. Marketing-Prices of iron may be quoted on a value per long-ton (2240 lbs) or metric-ton (1000 kg or 2204 lb) basis, or on a value per long-ton-unit or metric-ton-unit basis. The large quantities of iron-bearing materials, including taconite, semi-taconite,* and other low-grade ferruginous materials occurring in Minnesota and elsewhere, constitute an important potential source of iron. Satisfactory grade and recovery of iron ore concentrate cannot ordinarily be obtained from these ferruginous materials by simple methods of beneficiation. Iron is distinctive in that the free metal and two of its oxides [magnetite (Fe2O3) and maghemite (gamma-Fe2O3) ] are strongly ferromagnetic. The successful magnetic separation of natural magnetite from taconite has already been established on a commercial scale. The iron in semi-taconite, however, occurs largely as goethite (Fe2O3-H4O) and hematite (Fe2O3) which do not respond to ordinary magnetic separation methods. Magnetic roasting converts these iron oxides to magnetite, which can, after liberation, be magnetically concentrated. MAGNETIC ROASTING Hematite undergoes a stepwise reduction when exposed at moderately elevated temperatures to a reducing atmosphere containing hydrogen or carbon monoxide: Fe2O3? Fe3O4 ? FeO ? Fe Since the desirable product in magnetic roasting is Fe3O4, the conversion is halted after the first stage by controlling the reduction potential of the gas mixture with water vapor or carbon dioxide. The reducing gas mixture must be such that the oxygen partial pressure at the solid-gas reaction interface will be maintained intermediately between the oxygen partial pressures in equilibrium with Fe2O3 and Fe3O4 at the prevailing temperature. Because of the rapid increase in decomposition pressure of Fe3O4 with increase in temperature, the practical upper limit of useful reaction temperature is about 1400°F, above which over-reduction usually occurs in atmospheres containing hydrogen or carbon monoxide. On the other hand, useful reaction rates usually occur only above 800°F. Goethite reacts similarly except that the combined water probably has to be driven off thermally before the reduction to magnetite occurs. Iron carbonate must also be decomposed thermally to an oxide before conversion to magnetite. Iron silicates are apparently not amenable to magnetic roasting. The rate of penetration of the reaction toward the interior of a given ore fragment is dependent on the chemical composition and physical structure of the solid. Most ore fragments tested here reduced satisfactorily to 1/4-in. depth in less than 14 min at 1200°F. Some very dense fragments, however, were reduced to less than 1/32-in. depth under the same conditions. ALTHOUGH everybody is familiar with coal, few persons have an exact idea of, the great impor-tance of this precious fuel. Coal is the black bread of industry. Without it, industrial activity is much restrained; and so the great industrial countries of Europe and the United States of America are the great producers of coal. The 1913 production of coal in Belgium was 22,842,-000 tons, valued at 418,700,000 fr., nearly a half billion. In 1919, it was 18,483,000 tons, about 81 per cent. of the production before the war; in 1920, it had reached 22,414,000 tons, approximately the production before the war. To show the importance of coal production of Belgium, let us say that the coal industry employed 168,000 workers in the year of 1920, the metallurgical industry only 129,000 and the textile industry 103,000. The coal industry, then, employs the greatest number of workers. The value of the coal production in 1919 is estimated at 1,121,000,000 fr. On the basis of the production before the war, the value of the production of iron in 1919 would have been 701,000,000, of finished steel 1,086,000,000, and of zinc 415,000,000; therefore, in 1919 the value of the coal industry was greater than that of the metallurgical production.

The necessity, on the Pacific Coast and throughout the semiarid regions in particular, of the conservation of waters for agricultural, industrial and mining purposes has forced itself upon the minds of those directly or indirectly interested in these industries. To meet the requirements of the case, storage must be provided for the flood-waters so abundant during the rainy season in order to insure a constant and unfailing supply during the summer months. Such storage can only be obtained, in the greater number of instances, by the erection of reservoir-walls of great height. The feasibility of employing earth or timber in the construction of such high dams is questionable, especially when (as is often the case) they must be placed in torrential streams. The experience of recent years with masonry dams, throughout this and foreign countries, has demonstrated that such dams, when intelligently and correctly designed and properly constructed, will meet the requirements of larger storage by means of increased height. The failures of masonry dams have been few; only two of any consequence being on record, namely, that of the Puentes dam, in Spain, in 1802, and that of the Habra dam, in Algiers, in 1810.* On the other hand, the failures of wooden and earthern dams are innumerable. The manganese deposits of the Embree Iron Co., Embreeville, Tenn., are thought to be fairly typical and representative of the East Tennessee type of deposit, and so to warrent rather detailed description. The methods used by the Embree Iron Co. for prospecting and mining, and to a lesser extent for milling; should therefore be applicable to other East Tennessee manganese deposits, as yet' undeveloped. Early History and Discovery of Manganese Brown iron ore (limonite) was mined by the Embree Iron Co. at various times from 1890 to 1910. The early method was simply pick-and-shovel mining in open pits. Later hydraulic giants were used and sluice lines carried the ore down the mountain slopes to log washers.. During this phase of mining, manganese ore was discovered under the iron ore in some of the pits. In other areas oxidized zinc ore was found under the iron. It thus happened that the valuable zinc deposits were discovered in 1914. During the World War period, from 1914 to 1918, there was sporadic prospecting for manganese ore among the abandoned iron workings, but the main activity then centered around the recently discovered lead and zinc deposits. It was not until 1934 that manganese mining began in earnest, under the supervision of R. D. Pritchett, Mine Superintendent. Geology of the Manganese Deposits United States Geological Survey Folios 151 (Roan Mountain) and 118 (Greeneville show that Bumpass Cove is a synclinal structure thrust faulted along the southeast flank, but with normal sequence of strata along the northwest flank. Fig, l. shows the areal geology of Bumpass Cove as taken from the folios superposed on the U.S.G.S. -T.V.A. 1/24,000 topographic maps of the Erwin and Telford 7 ½ minute sheets. The manganese mines occur near the contact of the unfaulted Shady dolomite and the Erwin quartzite. This contact zone is deeply weathered, with overburden averaging 40 to 60 ft. thick. The material overlying' the bedrock along this normal contact is a very tough, plastic clay, termed "buckfat" or "ocher" by the miners. It is not a true ocher, however, in the sense of having commercial value. The manganese deposits occur along this "ocher" band. Fig. 1 also shows how the manganese deposits occur along the broad topographic terrace between the 2100 and 2200-ft. contour lines. This terrace lies at the foot the Erwin quartz ridge. Apparently it is the topographic is expression of the deeply weathered zone along the Shady-Erwin contact.

OUR 78th Annual Meeting was, technically and attendance-wise, one of the greatest to date. No one who came to New York's Hotel Statler had time to hear all 266 papers, or to attend all 70 sessions and 27 committee meetings, or to shake the hands of the more than 3000 engineers, educators, students and executives who attended-but no one was lost in the crowd. For crowds always dwindle down to groups of two and three and four, and those are the little sessions which make our meetings well worth attending. Herewith four pages of photographic highlights and sidelights on the February gathering.

Nearly all of the 160 American Safety Standards listed are widely used, and some have been adopted as a basic part of governmental codes.

During the past 20 years the Westinghouse Electric & Manufacturing Co. and the General Electric Co. have collected a valuable library of some 9000 volumes on electricity. The collection was intended especially for use in patent searches and is particularly rich in patent material. Files of all the principal patents relating to electric light acid power issued by America, England, France and Germany, are present, together with copies of the patents owned or controlled by the two companies. Another feature, and one of unusual value, is a series of volumes containing the records of the important adjudicated patent cases of these companies and their predecessors during the past 25 years, and forming a storehouse of electrical history. There are also files of about 100 electrical periodicals. It is a pleasure to announce that this collection has now been presented by the owners to the Engineering Societies Library. W. McA. JOHNSON.-My idea is simply that a very large excess of coal is ordinarily used as the reducing Material in a zinc charge.. By fine-grinding you increase the surface, and by adding some agent like sawdust or small pieces of wood, or cotton stalks, the charge is made porous., However, the fineness of the ore and of the coal makes the charge, a very poor conductor of heat, and therefore it has to be briquetted. 0. Nearly all of them complain of the great amount of flue-dust formed during the roasting of this material. On account of the tremendous increase in the production of steel there has been much speculation as to the reserves of iron ore. A number of estimates of world scope have been published, which show that these reserves are definitely limited if a long range view is taken. There are, however, optimists who believe that in perhaps two generations the metallurgy of iron will have advanced to the point where any kind of iron mineral combination of perhaps 20 pct iron will be usable. This thinking has been particularly applied to the new taconite developments of the Mesabi Range, for here is an iron formation of such vast extent that its iron could almost last forever. Let us briefly examine this most favorable of all low grade ore reserves in North America. Nothing will be said about the 1,000 million long tons of material now classified as ore, for they will be largely gone in less than 20 years.

Between March and June 1962, the privilege of holding a Carnegie Corporation Fellowship enabled R. A. L. Black to travel extensively in the northeastern and western U.S. and in Canada, seeing mining schools, mining research establishments and a cross-section of the American and Canadian mining industry. Visits were paid to 12 university mining schools, 7 research establishments and 19 mining operations. The author had previously spent two months in Britain in a similar manner and eventually returned to his home in South Africa after a short period studying mining problem in Australia. Thus, although the following remarks are mainly concerned with the educational problems of mining in North America, a comparison of impressions of American and Canadian conditions could be made with impressions gained from first-hand experience of other mining centers in the English-speaking world. The conclusion was reached that the problems and conditions of mining, research and mining education are very similar in all areas visited.

INTRODUCTION This paper presents a "case history" of the steps taken to estimate capital and operating costs for a typical porphyry copper concentrator of ±9,070 metric tons (10,000 short tons) per day capacity. The concentrator described herein is hypothetical, but is based on experience and is, in effect, a composite of several actual projects. The numbers used are illustrative only and do not represent actual costs at any particular concentrator. These numbers are, however, representative of typical milling costs at one point in time, and. are sufficiently accurate to illustrate the cost estimating procedures described in this paper. It is not possible to publish actual, current milling costs and, in any event, actual cost figures quickly become meaningless in today's economic situation with various costs all rising at different rates. The paper is divided into three parts: (1) order-of-magnitude estimate, (2) feasibility study estimate, and (3) discussion of differences between estimated and actual costs.

IN the development of a new treatment for the prediction of deformation textures,'-' it was noted that for no metals are there experimentally determined tension textures with which the predictions may be compared. There is a considerable knowledge of drawing textures and previous workers have been content to consider these as equivalent to tension textures for the purposes of comparison. It is shown, however, in the new treatment that the tension and drawing textures are not necessarily identical, the radial compression exerted by the dies in the drawing operation producing some modification of the tension texture. In particular for the face-centered cubic metals it is predicted that for drawing the final texture should be [1ll] with a spread towards [211] (a more detailed derivation of this texture has been made by Calnan3). This has been amply confirmed by experiment, see Hibbard.6 For the pure tension case, however, the treatment predicts intermediate [1ll] and [loo] textures leading to a [211] end-point, while all previous treatments have predicted the final texture as [1ll] with in some cases an additional [loo] component. Thus evidence that the pure tension end-point is the [211], or at least that [1ll] and [l00] are not the final textures, should provide a valuable test of the new treatment. Accordingly some experiments were made on aluminum. Three aluminum specimens were examined in detail, one of cold-rolled high purity rod (99.99 pct), specimen A, and two of commercial extruded rod of purity 99.4 pct, specimens B and C. The initial annealing treatments were: A, 1½ hr at 400°C; B, 2 hr at 400°C; C, 1½ hr at 650°C. The principal difficulty is that of obtaining sufficient elongation before fracture occurs. This was overcome to some extent by giving a softening heat treatment, 1 hr at 300°C, after each 15 pct of extension. Vickers hardness measurements gave values before and after the softening treatment of about 30 and 28, respectively, in comparison with the initial value of about 19 corresponding to fully annealed material. From recent observations in this laboratory it is concluded that this small recovery corresponds to a polygonization process rather than recrystallization proper and consequently the preferred orientation is unaffected. At the higher extensions, however, some slight necking of the specimens took place and it was necessary to turn them down to a uniform cross-section before

The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. Extension of time for the payment of clues was granted to four members. Seventeen members on active duty at the front had their dues remitted.
