Mining of potash more than 3000 ft beneath the water-bearing sediments in Saskatchewan presented the unique challenge of designing stable mine workings and assuring protection from overhead water in a material that was believed to flow plastically, but whose behavior as a plastic material was not sufficiently known. Under the stress conditions ordinarily encountered in mining most rocks behave as elastic materials; that is, they compress slightly under pressure, and rebound when the pressure is released. Salt and potash, however, are different. Even under the relatively low pressures encountered at shallow depths, these materials become slightly plastic and yield to stress by flowing.* The plastic properties become more pronounced at greater depth and pressure, and the question arises as to whether or not the plastic flow will be rapid enough and exert enough pressure to destroy underground structures or interrupt the mining process.

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of construction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospecting for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organization there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the responsibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment. LOCATING THE SUPPLY The initial step in prospecting for mineral aggregates is the locating of suitable, adequate and economic sources of supply for the project in mind. Commercial plants in the vicinity should be investigated and a survey made of the existing structures that have been built of aggregates from these sources. If the structures are rather old and show no signs of deterioration, it is fairly good evidence that the aggregate is satisfactory. If materials of the proper quality can be obtained from commercial sources in sufficient quantity, and delivered to the job economically, it

THOUGH at an earlier period brief studies had been made by the Lehigh Navigation Coal Company Inc., it was not until 1924 that J. B. Warriner, then general manager, called for a comprehensive study of timber treatment, treating solutions, and related operations. Because of the impossibility of procuring accurate costs and other pertinent treating data, the American Wood Preserving Co. agreed to treat a car of mine timber at the Port Reading plant of the Reading Railroad. In the latter part of 1925, a survey of the tunnels and gangways of the company's Panther Valley mines was made to determine the proportion of gangways or tunnels timbered, cause of timber failures, approximate life of the average wood set and the approximate percentage of treated timber that it would be profitable for the company to use. Results of this survey appear in Table I. Because of the high percentage of timber that gave evidence of failure by rot, as noted in Table I, and a further study of the life of the sections where timbering was necessary, it was deemed advisable to fill 25 per cent of the yearly gangway timber requirement with treated timber. Quantities and Treatments OF Treated Timber Purchased In the early days of the program, none of the large treating companies would accept orders for small quantities of treated timber and the company was compelled to state the quantity of timber it would require at each operation in each month of the year. Table 2 is an example of the tabulation given to the various treating companies to assist them in making a yearly bid on the minimum quantity of timber required by the company during the year 1931. A bill of timber was calculated for each car, the weight of which would be between the minimum and maximum weight permitted for railroad-car loading. The treating company was paid for timber upon delivery at the operation specified. As extra cars of timber were required, they were ordered from the treating company, and payment was required On their receipt, on the basis of the piece or tonnage

Most of the acid volcanic glasses such as obsidian, perlite, pitchstone, pumice, and pumicite (volcanic ash) are susceptible to some expansion if suddenly subjected to a suitably high temperature in a properly designed furnace, and subsequently suddenly cooled. Expansion results from the action of chemically combined or dissolved water expanding as a vapor within the softened heated rock particles. This expansion forms countless minute bubbles within the pasty mass of the natural glass particles. If the particles are cooled before these bubbles can escape, the resulting products are cellular, more or less spherulitized glass froths or hollow glass spheres of many types. Chemically, they are essentially aluminum silicates containing about 70 to 75 pct silica, 10 to 16 pct alumina, and 2 to 7 pct sodium plus potassium oxides. They are relatively resistant to attack by acids or alkalies, are resistant to heat up to over 1000°F, and are completely inert to insect or fungus attack.

The high-temperature creep properties of nickel, zinc, and iron have been determined over a range of stresses. The creep strain, E, was found to vary with time, t, as: where e0 is the instantaneous strain on loading, ET the total transient creep strain, $ the steady creep rate, and m is a constant relating to the rate of exhaustion of transient creep. Deviations from this relationship occurred during the initial 10 to 15 pct of the transient stage. These deviations result in the initial creep rate, go, calculated as (m . ET + es), being considerably lower than those obtained by measurements on the creep curve. For all materials, the initial creep rate, the constant m, and the duration of transient creep are all related to the steady creep rate. These relationships suggest that transient and steady-state creep should not be regarded as distinct stages.

A laboratory investigation was conducted to determine quantitatively the extent to which connate water was contacted and displaced by invading flood water. In these experiments the connate water in unconsoli-dated sand packed columns was completely displaced by injecting water. The nature of this displacement was similar to that previously described for single-phase miscible fluid displacement studies, and thus the presence of a non-wetting immiscible phase did not appreciably change the nature of the displacement. The effects of water injection rate, column length, and oil viscosity on connate water displacement were investi-gated. It is concluded that the connate water in a reservoir is the water which actually displaces oil from the pores of the rock during a water flood. During a water flood the connate water forms a zone which separates the invading flood water from the continuous oil phase. The size and shape of connate water bank is chiefly dependent oil the oil viscosity and the column length. INTRODUCTION Water flooding is one of the most widely used techniques for the secondary recovery of oil. Presently, however, it is still not possible to recover all the oil in a reservoir by water flooding. The research described in this paper was conducted as part of a study to determine the conditions under which 100 per cent oil recovery could be attained by water flooding. The particular objective of this work was to determine if any chemical agent, regardless of its nature, placed in the flood water could be effective in influencing the mechanism of displacement of the oil by water. It has been known for many years that water does not displace all the oil in a reservoir because a portion of the oil is "trapped" and held immobile by capillary forces. This oil is trapped within the pores of a water-wet rock when it becomes broken into discontinuous globules. Initially, when oil is present at high saturations within the pores of a water-wet rock, the connate water forms rings around the points of contact of the sand grains and may even completely fill small cavities between grains, whereas the oil occupies the larger void spaces between the grains.' Under these conditions, the oil in these spaces is in the form of irregular but continuous filaments, the diameters of which depend on the geometry of the sand pores. The filaments are formed by the oil contained in the small cells which are formed between the sand grains and are connected to their neighboring cells by channels or tunnels formed by pendular rings of water. At a high oil saturation, the oil filaments conform approximately to the shape and size of the cells and their connecting tunnels. Starting with this distribution, as the water saturation is increased the water layers in the small cavities and on the surface of the grains grow. As this occurs, the water rings grow and the diameters of the oil filaments decrease. When an oil filament is reduced to a critically small diameter, the filament breaks, and its tunnel fills completely with water. Any oil which remains within a cell after all its connecting tunnels have been water-filled is trapped as a discontinuous globule. Once the oil has become trapped, the capillary forces oppose distortion of the globules and may prevent their being squeezed through the water-filled tunnels. Only a very small pressure gradient is sufficient to keep oil moving as a continuous filament. On the other hand, once the filament has broken into discontinuous oil droplets a relatively large force is required to distort the surface of a drop and move it through a water-

THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. In numerous books and articles on the Urals and Siberia, however, localities are described in which somewhat similar conditions prevail. Recent papers by

IN a brief summary of the many occurrences of fluorspar in our western states, it is not possible to go into detail in regard to the geology, mining and milling methods, and reserves about individual deposits. Rather a broad review is made of the occurrences and an analysis of how the western deposits may fit into our future domestic economy is presented. GENERAL STATEMENT ON FLUORSPAR SITUATION Fluorspar has been used for years as a flux in the manufacture of basic open-hearth steel, in foundry cupolas for melting pig iron, in the manufacture of opalescent glass and in the preparation of hydrofluoric acid. In 1880 the annual production of fluorspar in the United States was around 4000 tons per year. By 1900 it was up to 21,656 tons and between 1902 and 1908 it averaged about 40,000 tons annually. Prices were then so low, by present standards, that it seems impossible to believe now that mining could have been performed profitably at the price levels then prevailing. In 1890 fluorspar sold at the mines for $6.70 per ton, in I901 for $5.81, in 1916 for $5.92. When the United States entered World War I, fluorspar production and price skyrocketed; the production reached 263,817 tons in 1918, with prices above $20.00 per ton, and prices were even higher in 1919 and 1920. After 1920, the domestic production fell from the 1918 level to about 125,000 tons annually and the average price dropped back to about $I8.00 per ton. By 1935 the average price had fallen to $15.00, but in 194o with a rising demand the average price of all grades had gone back up to $20.31. Today it is 75 per cent higher than in 1940 and presumably the price of acid grade at least would be even higher if it were not for price ceilings. The first subsequent year that the domestic production exceeded that of 1918 was 1941, and the 1944 production is expected to exceed 400,000 tons, 'or over one and a half times that of 1918. In five-year periods, average production and imports were as are shown in Table I. [ ] Many people concerned with the consumption of fluorspar believe that the postwar period ahead will show a repetition of price trends of the last such period. They believe that imports will be- again an important factor in the available supply and the price will fall back gradually toward the prewar level. THE solids fluidization process brought out by the Standard Oil Development Co. in the early forties for catalytic cracking of petroleum enabled rapid transfer of large quantities of heat from gases to solids under closely controlled temperature conditions. As the technique developed, it was natural that applications for the process outside the petroleum industry would be sought. The calcination of limestone to ' quicklime requires the transfer of a large quantity of heat at high and closely controlled temperatures. For these reasons, this possible application was one of the first to be investigated. Laboratory work conducted by the Dorr Co. indicated that lime produced by solids fluidization would be of exceptional quality. Calculation of theoretical heat balances showed that savings in fuel could be expected. Accordingly, a pilot plant of 10 tons per day capacity was erected by the New England Lime Co. at Adams, Mass., to substantiate the process. Operation of the pilot plant, previously described,1 showed that excellent lime could be produced with a saving in fuel. The work also indicated the necessity of preparing feed to remove the finer fractions if dust losses were to be held to a tolerable level. A single-stage fluidized solids drier-stripper was developed to accomplish this sizing.2 Subsequently a commercial lime reactor was erected at Adams, beginning operation in June 1949, followed by air sizer facilities completed in November 1951. This paper will describe these two applications of solids fluidization. The raw material for preparation of lime by the fluidizing process is a high calcium crystalline lime stone having the approximate chemical composition shown in Table I. The stone is first prepared by crushing and grinding in conventional equipment to pass a 6-mesh sieve. After crushing, the material is sent to the FluoDry unit for drying and dedusting. Fluidized Drying and Sizing As shown in Fig. 1, the FluoDry unit consists of a 1/4-in. cylindrical steel shell, 9-ft ID by 22-ft 6-in. overall height. Attached horizontally at the bottom is a 6-ft diam combustion chamber, approximately 7 ft 6 in. long. A refractory constriction dome, consisting of first-quality fire brick shapes, partitions the inside into two sections. The lower section is called the windbox and the upper the bed compartment. The vertical wall of the shell is lined with 6-in. first-quality rotary kiln blocks. In the bottom of the windbox a hoppered section is formed with castable refractory to permit the windbox to be readily cleaned via a 6-in. screw conveyor. The combustion chamber is similarly lined with refractory shapes. On the 6-in. diam section, 4 1/2 in. of insulating brick, HW-26, are used. The inner combustion chamber is lined with 4 1/2-in. DEFINITE data on the amplitude and effect of ground movement in specific mineral formations, caused by various methods used in the mining of ores, coal, and nonmetals, or in the extraction through wells of petroleum, sulphur, and soluble salts, are increasingly needed because of legal liabilities from damage to overlying or adjacent properties, and growing concern as to the conservation of national mineral resources. Not since the committee was established in 1923 has it been so difficult to get technical papers giving ground movement and subsidence data from specific mine operators. The reasons given, as above indicated, are pending or threatening lawsuits. There are three major objectives in ground movement and subsidence studies : (1) Maximum recovery of a mineral resource. (2) Minimizing damage to surface structures, highways, railroads, and agricultural lands caused by caving or subsidence, which may in some situations, as along the Gulf of Mexico shore, cause flooding by surface waters. (3) Lessening damage to overlying or adjacent mineral by back-filling of mine excavations as completely as possible.

Beutter's introductory remarks, being simply a resume of Prof. Hone's paper, with a disclaimer of the intention to criticise it, have been omitted, and the remainder of this contribution lias been somewhat condensed, without omitting any essential statements. M. Beutter, St. Etienne, France* (communication to the Secretary†):—Professor Home observes in $ 47 of his paper that the fluid-compression of steel diminishes piping by forcing the liquid and viscous metal, while the pipe is forming, or after it has formed, into the space so produced, and proceeds to study the different systems of compression, alluding to the four principal ones: Whitworth, Illingmorth, Williams, and Harmet. Having now for many years had in use the last-named process, that of M. Henri Harmet, I shall attempt to explain the difference between it and the three other processes named. The Harmet process does not diminish or close the pipe after it has formed, but prevents it from forming; and I may add that it is the only one of the four which produces this result. It is true that the Whitworth process diminishes the interior hollow by localizing it around the central axis of the ingot, which is afterwards removed by trepanning the hollow forg-ings for which this process has been, I believe, always exclusively used. The Illingworth and Williams processes, which, in my opinion, are applicable only to small ingots, of necessity allow the pipe to form, or (to use the expression of Professor Howe) they allow the surface of the lake of liquid steel to sink into the interior of the ingot, since they involve waiting a certain time before compression, so that (in the case of the Williams process) the ingot-mold can be opened without danger, or (in the case of the Illingworth process) so as to avoid the risk that the steel may enter the grooves produced by the removal of the distance-bars. The drying of fine coal involves special techniques, which are discussed and analyzed. Types of dryers employing these techniques are described. Calculations are presented for new methods of dealing with the entrained dust that is always present in fine coal drying operations. NEW conditions, new requirements, and new methods have increased the demand for more efficient and more economical methods of drying fine coal. Dewatering of larger sizes may reduce the surface moisture to 8 or 9 pct. It is more difficult, however, to dewater sizes below 1/4 in., and some filter cakes still contain as much as 20 or 25 pct moisture. Increased freight rates and stricter consumer specifications have resulted in a demand for further reductions in moisture content. This can be obtained only by heat drying. Most modern methods of heat drying disperse or spread the mass of coal to be dried, in an atmosphere of dry hot gases. The more intimate the contact between coal particles and hot gases, the quicker and more efficient the drying operation will be. Two different techniques are generally employed, using either a fluidized condition or an entrained condition of the coal to be dried. Fluidized Condition Fluidization of a body of sand was defined and explained by Fraser and Yancey in a paper published in 1926.' This condition was artificially obtained and maintained by proper regulation of the rate of air flowing through the sand body. "The sand bath 'boils' uniformly on the surface," they write, "and feels like a fluid." The fluidization technique was also described and analyzed by Steinmetzer2 in connection with the operation of an air cleaning table. His main conclusions are as follows: "Fluidity is, for the particles involved, the possibility of motion with minimum friction. . . . Then fluidity requires the introduction of various forms of energy capable of neutralising frictions. Two solutions can be used— air and/or mechanical motions (such as the shaking motion of the carrying deck of the air table). The combination of mechanical and air energy will give the widest margins of size ratios and of bed thickness, translated in capacity per unit area of the carrying table." Richardson and Langston3 have indicated results obtained with a dryer working with a fluidized bed. They used a vertical tube type of dryer, however, without the assistance of any mechanical energy, and without any lateral motion of the fluidized bed. The capacity of such a dryer is too limited for practical applications, since the speed of the acceptable air currents is held to the speed of fall of the particles involved. Capacities as low as 182 Ib of coal per hr per sq ft of dryer area are indicated. As stated by Richardson: "A basic limitation to a fluidised bed dryer is that the velocities of the gas must be held within a definite range; with velocities of 10 ft per second, all coal minus 6 mesh in size will be entrained, and the operation is then similar to that of a Flash dryer." A fluidized bed must be virtually static. The coal particles simply kept in suspension offer a minimum resistance to the flow of gases, insuring the most favorable conditions for rapid evaporation of surface moisture. However, very wet fine coal, i.e., over 12 pct of surface moisture, will be delivered in the forms of mud balls, or as a soggy, sticky mass, almost impossible to disperse, sticking and acting as a wet blanket on the deck. Strong currents of gases and wide deck perforations will be required to punch holes in the wet mass and gradually loosen and fluidize it. The mechanics of fluidizing a bed of coal in a gas medium for the purpose of obtaining the most efficient drying condition are entirely similar when the fluid used is water and the purpose is to break up and distend a bed of coal to be cleaned so that perfect stratification according to densities will be insured. Purely mechanical energy is used in the basket-type jig, water pulsations in the piston and in the Baum-type jigs. A combination of mechanical motion and of air pulsation offers the most efficient and favorable conditions. Entrained Condition The most critical factor to be considered in the design of a dryer employing the entrained condition technique is the speed of the hot gases to be circulated in the drying column. With insufficient gas velocity, excessive amounts of the largest sizes will drop to the bottom of the dryer column without being thoroughly dried. On the other hand, high gas velocity will cause degradation, dust losses, and high power consumption. Figs. 1 and 2, reproduced from Hanot,4 show the relative importance of speed and temperature for various sizes of particles. It can be seen, for instance, that to maintain in unstable equilibrium particles of 1/4-in. size in a gas current at 500°C, a speed of 30 meters per sec, or 6000 fpm, will be required. For % -in. particles an almost prohibitive speed of 45 meters per sec, or 9000 fpm, will be necessary. In practice, maximum gas velocities of 3000 fpm are recommended; since power increases as the cube of the velocity, it can be seen that beyond certain limits such dryers would not be economical. In mid-Tertiary time a wet silici-alkalic magma penetrated the Precambrian rocks of what is now the Tenmile Range of Central Colorado and formed the Climax Stock. The stock is a composite one and was intruded in four separate irruptions, each giving rise to a major hydrothermal event. The first three of these produced large stockwork ore bodies that cap and flank the tops of their respective source intrusives; the fourth, and last, yielded almost no commercial mineralization. The ore bodies and their related zones of alteration are circular to ring-shaped in plan and arcuate in section. The different phases of the stock are so positioned with respect to each other that many of the circular and arcuate zones of mineralization and alteration overlap or are juxtaposed. Evidence of a time separation between the different ore bodies is found in certain dikes that were intruded between periods of mineralization and are well mineralized in one ore body but are barren in another. If it is assumed that the parent magma at Climax contained 10 per cent "water," that the "water" contained 0.1 grams per liter of molybdenum, and that the processes of extraction were 100 per cent efficient, then approximately 10 cubic miles of magma would be required for the formation of each ore body. The volume requirements, taken in conjunction with the cross-sectional areas of the different phases of the stock to explored depths, suggest to the authors that each magma chamber was columnar, extended to a depth of thousands of feet, and was connected with a much larger master reservoir. The repetition of similar intrusive, structural, and hydrothermal events, indicates periodic tapping of this reservoir. A regular chemical evolution of the parent magma is suggested by the systematic change in metal ratios and differences in the sites of deposition, relative to the source intrusive, in each of the four separate igneous hydrothermal stages. The preparation of ground was due to changes in magmatic and/ or hydrothermal pressures within the igneous-hydrothermal columns; small, repeated, up and down movements of the rock enclosing the tops of the columns formed the stockwork fractures into which the mineralizers penetrated. The forceful emplacement of each successive phase of the Climax Stock resulted in a slight doming and rotation to the westward of the earlier-formed geologic features. Postore normal displacement along the Mosquito fault is estimated at about 9000 feet. Part of one ore body was cut by the fault and lies at depth below the Paleozoic sedimentary strata on the hanging wall. On the footwall side of the fault, subaerial erosion and glaciation removed a large part of one ore body and uncovered the top of a second.

DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

General prosperity marked the industrial mineral industries of the U.S. and Canada in 1962. For most commodities, production and sales exceeded 1961 figures, and for several commodities, all-time production peaks were reached. Many millions of dollars were spent on exploration for and development of industrial mineral deposits, construction of new plant facilities, and expansion and modernization of existing plants. This generally satisfactory state is attributable mostly to a continuing high rate of building and heavy construction. However, for large segments of the industrial mineral field, 1962 was a year of increasingly severe competition and of problems, either existing or potential, of overproduction and overcapacity. Such problems are of particular concern to the asbestos, cement, potash and sulfur industries. As in years past, the trend continued toward larger-scale operations to permit lower production costs per unit of material mined, toward more stringent quality controls and toward marketing methods that provide greater efficiency and customer convenience.

THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.
