IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. The gas-lift, or circulation of gas for the production of crude oil, now includes the gas operator in field production activities to a greater extent than ever before. It is the purpose of this paper to show the scope of his activities and to discuss the various means of handling and treating the large quantities of gas which are now of a somewhat different nature than formerly. The extent of the stripping action of circulating gas on oil must be discussed, as this can be governed somewhat by the method of treatment of the recirculated gas. Change in Gas-decline Curve under Circulation Before the advent of the gas-lift, the gas-production curve of a field showed a peak during the flush production with a rapid decline as the wells were put on the pump and then a long steady decline curve of a relatively small volume of rich gas for the life of the field. Under the gas-lift method of production, instead of having the sharp decline at the end of the flush production period, sufficient circulating gas to keep up the required total gas-oil ratio would be turned to the wells. The gas-production curve then assumes a long gradual decline, giving a large volume of gas for treatment for several years to come. The gas-decline curve will not follow that of the oil, as the lowering of the rock pressure by the steady production of oil and gas from the sand will make it necessary to continue using the large tubing and to circulate large volumes of gas in order to keep the back-pressure against the sands as low as possible. A Complicated Distributing System In tracing the flow of the gas from the time it leaves the well until it again enters through the casinghead, under high pressure, we get a very good idea of the complex distributing and regulating system that must be installed and the large treating and compression plants that are necessary (see Fig. I). The precipitation behavior of Zn-0.5 pct A1 alloy single crystals was studied by means of electrical resistivity measurements and by optical and electron microscopy. The single crystals for the resistivity measurements were prepared by an original method in - 100-p -thick sheets. The order of the precipitation kinetics ranged between 1 and 1.5. The dislocations play a relevant role in the first-order kinetics. Precipitation always occurs both on dispersed particles and on dislocations. Statistical examinations have shown that the first-order kinetics can have two different activation energies; i.e., the precipitation can have dz;fferent mechanisnrs which could not be identified, however, in the course of the research. During the tnetallographic exanzination of the precipitation structures a specific process of dislocation decoration was obsereed. The main purpose of this work was to study the contribution of dislocations to the precipitation. A number of authors have observed precipitation on dislocations and reference might be made to several monographs on the ubject.'' The possibility that dislocations also accelerate precipitation has been considered by Turn-bull3 and Fischer et al.4 The studies described in the present paper were carried out on zinc, chosen as a base metal owing to the ease with which dislocations can be introduced into it and because of the absence of excess vacancies after quenching in conditions where phenomena of accelerated precipitation still occur. Aluminum was preferred as alloying element because of the accelerated precipitation phenomena that resulted in a preliminary reearch. EXPERIMENTAL METHODS The observations refer to a Zn-0.5 pct A1 alloy. The zinc was 99.995 pct pure; a typical spectroscopical analysis is given in Table I. As a rule the alloy was subjected to homogenization, quenching, or slow cooling and annealing. Homogenization was carried out by heating at 390" to 410°C for 24 hr. From the homogenization temperature, some specimens were quenched and some slowly cooled at a rate of 2°C per sec. At this rate no precipitate was detectable under the optical microscope just after cooling. Quenching was carried out simply by dropping the specimens into water, aqueous ethylene glycol solution at -30" c, or liquid-nitrogen baths placed close to the homogenization oven. Vaseline oil baths were used with a thermal stabilization of 10-20 for both the aging treatments and the measurements; aging was generally carried out at 90" or 130°C. To avoid oxidation phenomena during heating, the vaseline oil baths had to be frequently renewed. The precipitation kinetics were studied by means of electrical resistivity measurements, using ans potentiometric method (reproducibility ± 5 x 10 5 v, that is 0.5 pct of the total voltage decreases on the specimens during precipitation). First, various types of specimens were tested, i.e., polycrystals, single crystals grown in capillary quartz tubes, and thin single-crystal sheets prepared by means of an original method requiring no container except for the natural oxide. Even if fully annealed, the polycrystals and the capillary grown single crystals showed resistivity in -creases, most probably due to dislocations introduced in the course of the measurements. Similar resistivity increases in pure zinc were noticed by another author. Only the single-crystal sheets showed no resistivity change; thus they were chosen for the subsequent tests. As already mentioned, these single crystals were obtained by using, as a container, the natural oxide on the zinc surface; the oxide strength is sufficient to maintain the original shape during melting with sheets up to 500 p thick. An initial zone melting and subsequent zone leveling, which led also to formation of the single crystals, were thus carried out on rolled sheets of the required thicknesses (- 100 p) and shape, lying on a flat silica surface. The resistivities were first evaluated by measurements at the liquid-nitrogen temperature. This method gave poor reproducibility, however, and this was attributed to the thermal cycles which had to be operated. To avoid cycles and handling, it was therefore decided to make measurements directly in the annealing oil baths; this required thermal stabilization at ilo-' "C. In this way only the resistance changes were measured. Specimens of pure zinc and of completely annealed alloy were always examined as controls together with those under consideration; only those measurement runs were taken into account where the reference samples showed no resistance increases. Again, the main inconvenience was due to oxidation and this was avoided by renewing the oil baths; even so data reproducibility was poor and the observations were therefore carried out on a large number (many hundreds) of specimens so as to provide indications of statistical value. Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

This paper describes our investigation of a post-water-flood, oil recovery process which consists of injecting a slug of propane followed by water. Also described are the results obtained by applying a modification of the process in which gas was injected ahead of the water. Under the conditions of the latter experiments, misci-bility was not achieved between the propane and gas. Preliminary experiments or) uniform, watered-out sandstone cores showed that an oil bank could be formed and produced by applying this recovery process. However, since reservoirs are not uniform in structure, the process also was applied to porous media containing irregular porosity and to stratified sand systems. As a supplenzerrt to the experinlental work, a mathernatical procedure was developed for calculating the performance of the recovery process in a bounded, layered, porous system with crossflow between layers. As a specific example, the method was applied to predict the perforrnance of the recovery process in a 6-ft long, two-layer, stratified, unconsolidated sand model for comparison with experinlental data. The calculations were programed for the ZBM 704 computer. The equations and calcula-tional procedure presented can be extended to systems containing any number of randomly distributed permeability variations or any number of parallel layers. INTRODUCTION The problem of recovering the oil that remains in a reservoir which has been waterflooded is receiving considerable attention now as an increasing number of water floods reach an economic limit. A large number of the waterflood projects are in shallow reservoirs which are at pressures below 1,000 psi. It has been demonstrated in the laboratory that post-waterflood oil can be recover-ered by miscible displacement, but the LPG-gas, miscible flood and the enriched gas drive cannot be applied effectively at pressures below 1,000 psi. Only a few reports have appeared in the literature2-4 on low pressure, partially miscible recovery methods. However, it is possible to use LPG in a partially miscible displacement process in a reservoir where pressures of 200 to 1,000 psi can be achieved. Under these Pressures and at normal reservoir temperatures, propane is miscible with the oil; but, of course, gas or water used to drive the propane slug would not be miscible with the propane. Because of the lack of complete miscibility, it has generally been concluded that excessive amounts of propane would be required to recover oil and that such a recovery method would not be economical; however, we have found that under conditions present in certain reservoirs, an imrniscible recovery process can be applied effectively. The oil saturation in reservoirs at the economic limit of waterflood projects is usually in the range of 20 to 35 per cent of the pore space." A certain portion of this oil is left trapped by water in various size pores of the rock, but a good part of this so-called "residual" oil can be present in the less permeable lenses or layers of the reservoir rock which were by-passed to some degree by the water. The oil in these permeability traps can be produced only if favorable pressure gradients are formed in the reservoirs between adjacent zones of high and low permeabilities. A low viscosity liquid, miscible with the oil in place, which is driven by water through a stratified or heterogeneous porous system can aid in the development of these favorable pressure gradients. The oil that is released thereby from the permeability traps can be recovered by the subsequent water flood. Studies were made to determine how much oil could be recovered from homogeneous and stratified cores and models, which had been water flooded, by injecting a slug of propane and driving it with water. The effect of injecting a slug of gas ahead of the water was also determined. Most of the work described herein was done with the propane-water combination; unless otherwise specified, no gas was injected. The principal objectives of the investigation were to determine (1) if an oil bank could be formed and (2) what ratio of oil recovered to propane injected would be obtained. A further objective was to develop a method for calculating fluid-flow performance in stratified systems which would account for fluid transfer between zones in hydrodynamic communication but of different permeabilities. THEORETICAL ANALYSIS In a theoretical study of the recovery process, analytical expressions were derived to calculate the pressure distribution, the fluid flux in longitudinal (parallel to layers) and transversal (across the layers) directions, and the fluid distribution at any point in the system. In the course of a program on high-temperature processing and electrowinning of uranium at the Knolls Atomic Power Laboratory,'' it became necessary to give attention to the interaction of molten uranium with graphite. Although it is known3 that a protective interface layer may form, details of this reaction have not been reported. Unfortunately it was impossible to complete the planned experimental program. However, the general problem is considered of sufficient interest to warrant reporting those preliminary results actually obtained. EXPERIMENTAL PROCEDURE Interface carbide layers were formed by melting samples of cleaned uranium metal in small closed graphite crucibles. Equilibrations were conducted in vacuo or in an atmosphere of dry helium at temperatures ranging from 1150" to 1400°C and for periods of from 24 to 240 hr.

Interest naturally attaches to fissuring and subsidence of the earth's surface, whatever the cause may be, and the induced movement and fissuring of the impervious strata overlying an oil sand is of even greater practical importance because of its bearing upon the recoverability of the portion of the oil not already extracted or extractable by ordinary production methods. It is probably true that significant ground movement induced by oil production occurs only in oil fields in relatively young formations, where the oil comes from incoherent or only slightly cemented sands and oil-soaked clays, but inasmuch as a great proportion of our "gusher" wells produce from "running" sands and yield a large part of the total oil output, it seems worth while to make an effort to inspire the collection and recording of data indicating the nature and magnitude of oil-field subsidence, both surface and subsurface. Goose Creek Field The single known instance in which the nature and magnitude of the surface subsidence incident to petroleum withdrawal has been accurately ascertained is that in the Goose Creek oil field of Texas, described by Pratt and Johnson.' There subsidence caused the submergence of a considerable area within the oil field, and, because the title to the naturally submerged lands of Texas rests in the State, it became necessary to determine whether the submergence was due to natural or artificial causes. A detailed study revealed that the sunken area conformed very closely to the limits of the productive oil field and that the cumulative depression over an eight-year period ranged from zero at the margin to 3.25 ft. at the center. A SHORT time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudière River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'Or Rigaud-Veaudreuil, and now Assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudière River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the -Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston; The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudière Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

This fourth book will deal with mining areas and the method of delimiting them, and will then pass on to the officials who are connected with mining affairs'. Now the miner, if the vein he has uncovered is to his liking, first of all goes to the Bergmeister to request to be granted a right to mine, this official's special function and office being to adjudicate in respect of the mines. And so to the first man who has discovered the vein the Bergmeister awards the head meer, and to others the remaining meers, in the order in which each makes his application. The size of a meer is measured by fathoms, which for miners are reckoned at six feet each. IT is now well established, chiefly through the work of Davenport and Bain,1 that the influence of temperature upon the rate of transformation of austenite to ferrite at constant temperature is represented by a curve of the type shown in Fig. 5 of Tech. Pub. 589; and the reasons for this general shape have been discussed by them in a qualitative way. Thus, the upper part, or nose, of the curve is the resultant of two factors of which the rate of change with temperature is not the same, and by analogy with other like cases it is almost certain that these factors are: (1) the chemical potential, or driving force, of the transformation, which is zero at the equilibrium temperature and increases rapidly as the temperature falls below this point; and (2) a factor analogous to viscosity, or resistance of the crystal lattice to a change in structure, which also increases as the temperature is lowered. Just below the equilibrium temperature this virtual "viscosity" of the metal is relatively low-that is, the metal offers little resistance to a change in lattice-but the driving force is also small, and the net result is that the reaction proceeds slowly. As the temperature is lowered the magnitude of both factors increases; but at first the driving force increases more rapidly than the resistance and the reaction is observed to proceed more rapidly. At lower temperatures, however, the resistance begins to increase faster than the driving force, and eventually, at the nose of the curve, overbalances it, causing the reaction to proceed more and more slowly thereafter. This concept is somewhat, though not completely, analogous to that employed in certain electrical cases where the precise factors are known and are separately measurable. The current I (in amperes or coulombs per second) flowing through a given wire is proportional to the impressed potential, or driving force E, and is inversely proportional to the resistance R of the wire; that is, I = E/R. The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. Probably no aspect of underground excavation is as important or as neglected as the environment. The Committee on Rapid Excavation, formed by the National Academy of Engineering to study the technological needs for "rapid" underground excavation in tunnels, shafts, and mines of the future, encountered a blank wall in attempting to evaluate environmental needs. In fact, so little quantitative information on the extent of present-day hazards is available that projection of future environmental-control demands must await more adequate assessment of current hazard levels. Further, there are not even accepted tolerance standards for many environmental conditions, such as heat, noise, and illumination. Only certain atmospheric contaminants have been satisfactorily catalogued. Any technical study, therefore, which purports to examine the state-of- the-art on underground environmental control must, in reality, settle for a cursory survey of a rather nebulous subject. ENVIRONMENTAL HAZARDS To contend adequately with hazards in the underground environment requires some knowledge of their nature and characteristics. In this regard, it is helpful first to identify our concern: when, where, and to whom or what may environmental conditions constitute "hazards"? Table 1 summarizes considerations that are important in this regard. For the purposes of this Conference (and book), primarily directed toward the excavation process itself, the hazards of consequence occur during excavation (item A) and primarily within the excavation (item B). However, some attention must be given to external hazards as well, since these may affect excavation. THE properties of the company lie within the Pachuca district, State of Hidalgo, Mexico, connected by three railway lines with Mexico City, 55 miles southwest, and by two lines with Vera Cruz, 250 miles southeast. The ores were formerly divided by sorting into two classes, smelting and milling, the former averaging about 2 oz. gold and 335 oz. silver, the latter 0.12 oz. gold and 23 oz. silver. The smelting ores were sold to custom plants, principally the American Smelting & Refining. Co. at Aguascalientes. The milling ores were treated by the patio process at the Guadalupe Hacienda, at Pachuca. This patio was probably the largest in existence at the time and continued in active operation up to March, 1910. In January, 1910, the mines and patio were sold to English interests, represented by Camp Bird Limited. Two new companies were formed, the Compañia de Santa Gertrudis, S. A., to operate the mines, and the Compañia Beneficiadora de Pachuca, S. A., to build and operate a custom cyanide milling plant. (Fig. 1.) GEOLOGY The historical geology of the Pachuca district is described by Fred J. Pope as follows: 1. The most recent sedimentary rocks in the district belong to the Cretaceous period. 2. The Cretaceous rocks were penetrated by large intrusions of ande-site (referred to hereafter as primary andesite) which occur as elliptical dome-shaped masses, striking northwest-southeast. These andesite bodies are from 8 to 15 miles long and from 6 to 10 miles wide. 3. A period of erosion during which the contour of the andesite domes was changed. 4. Andesite flows (secondary andesite) which rest unconformably on the primary andesites.

The Cretaceous rocks were penetrated by large intrusions of ande-site (referred to hereafter as primary andesite) which occur as elliptical dome-shaped masses, striking northwest-southeast. These andesite bodies are from 8 to 15 miles long and from 6 to 10 miles wide. 3. A period of erosion during which the contour of the andesite domes was changed. 4. Andesite flows (secondary andesite) which rest unconformably on the primary andesites.

I HAVE been asked to pay a tribute to the mining industry. It is appropriate to this occasion that a word upon this subject should be spoken to this assemblage; but to pay a tribute to the mining indus-try, one that would be worthy of its traditions and its accomplishment and that would outline what it has meant to the economic and social development of this nation, would carry me far beyond what must be the brief confines of this address. I wonder how many there are who have ever paused to reflect how different might have been the current history of the world had it not been that for nearly eighty years a never-interrupted stream of wealth has flowed from the storehouse of treasure in the mines of the West into the commercial and economic life not only of this nation but of the world. Truly it was a historic day that Marshall discovered in the runway at Sutter's mill the glistening particles that proved to be gold. That event was one of the most momentous events in its consequences that ever happened in the history of mankind. Without its occurrence this nation undoubtedly would have grown; it would have reached a position; of economic and social soundness; but certainly it could not have achieved the splendid and immediate results that have become our proudest heritage and established our unrivaled posi-tion in the industrial world. As the primal cause that led to one of the great migratory movements of man it stands alone, unequaled, without any precedent in the annals of history, comparable in its effect on the imagination, on the movement, and on the devlop-ment of a people. Nearly three-quarters of a century had passed since the banners of the Revolution had been furled and a new nation had come into existence. Beyond the boun-daries of the original colonies, and through the passes of the Alleghanies, hardy frontiersmen had cut their way, and the process of establishing what have become -great states in the Valley of the Mississippi was under way. An empire of virgin land beckoned to the home-seekers of the world; but scarcely had its occupation been begun when, true to the instinctive urge that meant the ultimate destiny of the nation, there began the movement to carry the Stars and Stripes westward to the Pacific. Within the boundaries of what was then Mexico, Americans fought and died in the Alamo, and the banner of the Texan had been raised in eager ex-pectancy that its Lone Star might be added to the grow-ing constellation on the American banner.

Coal was mined to a small extent near Tuscaloosa, in Alabama, and even carried by boats to Mobile, half a century since. Professor Porter, and later, Professor R. T. Brumby, occupied themselves with the geology of the region, and it attracted the attention of Sir Charles Lyell, who visited the region. It is, however, to the two reports of Professor Tuomey, geologist to the State, published in 1850 and 1858, that we owe our first clear notions of the geology of the Alabama coal-fields. His work has, since 1873, been continued by Professor Eugene A. Smith, of the University of Alabama, whose valuable reports, extending and completing the work of his predecessor, are indispensable guides to the geological inquirer in this region. Mention should also be made of the investigations of Mr. R. P. Roth well, who, after three years of studies in parts of the Alabama coal-fields, read before the American Institute of Mining Engineers, in October, 1873," a brief but important paper calling attention to the great deposits of coal and iron-ore found therein, and to their economic importance. Having myself, during the past year, had an opportunity of visiting parts of this region, I have thought that it might be well to bring before the Institute some facts and considerations as to its geological and geographical characteristics, and the value of its mineral resources. It is well known that the great Appalachian coal-basin, stretching southwestward through western Tennessee and the northwestern corner of Georgia, terminates in northern Alabama in what is called the Warrior coal-field, which there covers an area of about 5000 square miles. IT is common knowledge that the iron orebodies of the Mesabi range lie nearly horizontal and are of trough or blanket-like types. These orebodies are from a few feet to several hundred feet thick and vary from a few acres in extent to the size of the largest one, at Hibbing, Minn., which is over 1 mile wide and 3 miles long. They are covered with sand, boulder and clay overburden and occasionally, shallow depths of ledge material, varying in total depth from about 20 to 200 ft. Large areas are not capped with overlying ledge material; the top of the ore lies directly underneath the surface material. Because of the comparatively great tonnage of ore, open-pit mining has made tremendous strides since the first open-pit ore was shipped from this range by the Merritt brothers, from the Mountain iron mine in October, 1892, and along with the great development of open-pit mining on the Mesabi range has gone a tremendous change in the character of equipment used.

The cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose, production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may be charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a' period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting down of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will be had from new wells in after years, etc. All these conditions are exemplified most simply in the case of the Coalinga field, and perhaps these figures are more truly prophetic than the two other cases given.
