A series of dilute solid solutions of a1uminum and silicon in copper, in powder -form, were internally oxidized, compacted, and extruded, to produce Cu-A12O3 and Cu-SiO2 alloys with 0.1 to 12 vol pct of oxide. Room-temperature tensile tests, creep-rupture tests from 450oto 850°C. conductivity measurements, and recrys-tallzzation studies were made. Oxide particle size and interparticle spacings were determined in an effort to relate the structure to measured strength values by means of known dispersion strengthening theories. A new dispersion strengthening theory, based on the effect of the dispersed phase on the retention of strain energy from the deformation step, zs proposed for this type of alloy, THE study of dispersion strengthening is of partitular interest in high-temperature materials technology in view of the excellent creep-rupture Properties and thermal stability achieved with SAP.1-5 Considerable effort has been devoted to this study in recent years, and encouraging results have been obtained in a number of systems.6 In general, the most

September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

Mine fires are a serious hazard; surveys show that the coal-mining industry lags considerably behind industry in general in planning and training for fighting fires, and providing adequate fire-protection facilities. The results of the experiments discussed in this paper emphasize that every effort must be made to extinguish a fire in its incipient stage. The research also demonstrated that extinguishing agents and techniques, superior to those presently used in most operating mines, are available. An underground coal mine fire, if not extinguished quickly, can develop rapidly, create a serious hazard, and cause loss of life and property. The problem of controlling a fire increases in direct relationship to the time interval necessary to initiate control measures; as the fire increases in size and intensity it becomes progressively more difficult to cope with roof control, visibility, ventilation, and explosion prevention. Despite the constant vigilance of the industry, the number of coal mine fires is increasing. During the eight-year period, July 1952 to July 1960, following enactment of the Federal Coal Mine Safety Act, the Bureau of Mines investigated 401 fires that caused 30 fatalities and 75 injuries. More than half of these fires burned for more than one shift; 20 pct could not be extinguished by direct attack and had to be sealed. Agents and techniques for extinguishing simulated mining-machine and underground coal fires have been investigated in the Bureau's experimental coal mine. The research shows that visibility in the fire area is a primary factor affecting control operations. Associated with good visibility is accessibility to the fire; the closer the attack can be made, the less time and quantity of agent are required for extinguishment. Approach to the fire and visibility are hindered by the smoke and hot gases backing up against the ventilating current. In open entries an increase in air velocity assists in driving smoke ahead; at low airspeeds approach can be made by placing a brattice across the lower two-thirds of the entry, pushing the smoke ahead with water sprays, or discharging rock-dust from a rock-dust distributor. Presence of hot water brought on by volcanic action nearby has severely complicated mining in the Limon gold mine in Nicaragua. Routine pumping problems have been multiplied and ventilation is a major problem. Enclosing rock is so hot that 20 pct of all power generated at the mine is consumed by forced ventilation. But hot water underground, however disagreeable and troublesome, may be handled and surmounted like any other difficulty if the estimated profit margin permits. Empresa Minera de Nicaragua's Limon mine is a 400-ton gold-silver producer located in western Nicaragua about 60 miles northwest of the capital city, Managua, and some 45 miles from the Nicaragua-Honduras border. Limon is situated in a low- lying district with a nearby chain of active and semi-active Tertiary volcanoes.

ROCK-DRILL steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, maintenance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted. The Minerals Beneficiation Division meets each year at the Annual Meeting of AIME. All members are invited and encouraged to attend. For the information of those who did not attend the meeting in Denver last February, this column presents a summary of the reports given and topics discussed. Technical Committee Coordination Consolidation of technical programs having common interest to MBD and the Extractive Metallurgy Division is proving a considerable success, both on the technical committee level-through the efforts of the MBD-EMD Coordinating Committee-and in special symposia. MBD Chairman, R. S. Shoemaker, noted that J. D. Prater will be serving as Chairman of both the MBD Chemical Processing Committee and the EMD Hydrometallurgy Committee for 1970-71. R. P. Ehrlich commented on the cooperative effort of both divisions in organizing the Copper Metallurgy Symposium held at the Denver Meeting. This effort, he said, was important to the success of the Symposium. H. R. Spedden discussed inter-Division coordination activities on the SME level. The forthcoming MBD-M&E-EMD Joint Lead-Zinc Symposium is yet another example of progress in this direction.

On weekends things get pretty interesting out our way because the fleet is usually in. Our No. 2 son is now based at New London, which Isn't far from here, and he brings his friends home. No. 1 son is a re- cent Navy veteran, and he lives at home. It is just as well that the Pentagon can't hear what is said. This is all aside from the point except that last Friday evening, Dave Meinhard, a redheaded nukie (nuclear sub crewman) from Indiana, commented on our late arrival home In obvious need of a pick-me-up. "Just like my dad; but he has it rougher than you. We live in La Porte, Ind., and every day he drives 35 minutes to work at Bridgeman, Mich., and loses an hour on the time zone. It's really exhausting. You should see him." We feel very sympathetic. He should receive extra pay. However, extra pay benefits are hard to come by although the reverse comes relatively easy. Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

THE possible oil territory of Alabama can be readily divided into two regions, the Paleozoic area of the north, and the Coastal Plain province of Cretaceous and younger formations lying to the south. This latter area has received much attention in the last few years and has been described by a number of writers.1 Although the possibilities of the Cretaceous series have been much emphasized by recent writers, the fact remains that the two or, possibly, three localities where oil or as have been found in, anything like paying quantities are confined o the area of Carboniferous rocks. Moreover, almost all of the oil seeps and a good percentage of the gas seeps are confined to this area .2 Topographically, as well as structurally, the Paleozoic area can be divided into three rather well defined provinces: (1) The broad, open Coosa Valley lying adjacent to the crystalline oldland, with comparatively little relief, except for occasional longitudinal ridges and rather intense folding; (2) the plateau region of horizontal or gently warped Pennsylvanian strata broken by occasional anticlinal valleys aligned northeast and southwest, outliers of the Coosa Valley proper, in which

Mines are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique gcological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has beeu mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness from 0.5 in. of ('specimen rock" to 30 ft, of clay and quartz; distributed through a zone about 2,000 ft, in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. EACH year we gather in this auditorium to honor the memory of a . distinguished American metallurgist and educator. I cannot bring to you reminiscences of Prof. Henry Marion Howe as other lecturers have done. It was not my good fortune to enjoy the privilege of studying and ,working under his direction. As I have reflected on the published works of Professor Howe, it has seemed to me that his mind was trained on the nature of metals and on the mechanism which produced known but unexplained effects. He was interested in controlling and regulating the causes so as to produce specific effects, useful in serving mankind. I recall an afternoon in May, 1925, when, at the invitation of Mrs. Howe, I visited his former home, Green Peace at Bedford Hills, N. Y. The purpose of my visit was to receive at the hands of the widow -an engraving of Professor Howe, a reproduction of a painting from life. Mrs. Howe showed me his study. The walls of this large attractive room, brilliantly illuminated by the spring sunshine, were literally covered with the scrolls of honors and of decorations which had been conferred on Professor Howe by governments, academies, universities, societies and. institutions the world over. As we walked about the room, she pointed out the significance of each honor and recited a few details of each occasion. I sensed the pride with which Mrs. Howe, then in the late autumn of her life, told me of her husbands' achievements, of his struggles, of his disappointments and of his successes. There was a surprisingly familiar note in the recital to which I was listening. I have found the same theme running as a disconnected thread through the written accounts of the lives of most men of science. We then went to the drawing room to chat for a few minutes before I said my farewells. As we seated ourselves, Mrs. Howe turned to me and asked: "Mr. Lucas, what of this great microscope of yours? Cannot it be applied to the study of disease? What a great blessing it would be if it could be directed to relieve the suffering of mankind."

So MUCH has already been written on this vast subject of ground movement and subsidence, and so many data collected and commented upon, that in this paper the author proposes to confine himself to the submission of some plans showing what has actually occurred in the mining of several of the orebodies which have, come under his direction during the last 20 years or so at Rio Tinto, Spain. Some notes are added for the purpose of describing the plans. The author does not attempt to give his opinion as to the reasons why the subsidences have occurred in the manner in which they are found, but confines himself to giving as true a picture as possible of the movements that have taken place.

BILL BREWSTER was a natural for the steel business. His family lived at Iron Mountain, Mich., when Bill was born on June 14, 1889, so that he had iron in his blood. Always he has looked toward the finished product, rather than the raw material, so that it was a fore-gone conclusion that he should work toward the steel end of the business. After preparing for college at Hotch-kiss Academy he entered the Sheffield Scientific School of Yale University from which he graduated in 1910 with the degree of Bachelor of Philosophy. No reunion of his class would be complete without Bill Brewster. Unlike many of us who try several jobs before settling down, Bill shot straight for the mark. After a summer's work at Iron Mountain, making sure of his background in the production of the raw iron ore, he entered the employ of Wisconsin Steel Works of the International Harvester Co. in September 1910 and has been there ever since. It wasn't much of a job to start with, just a laborer in the billet dock department, but soon there was an opening in the blast-furnace department, where he started as superintendent's clerk in December 1910.

THESE notes should be considered as a further discussion of Mr. S. W. Miller's paper on "Some Structures in Steel Fusion Welds."1 In that paper and the resulting discussion; several conflicting opinions were expressed as to the identity of the needles or small crystals present in oxyacetylene and electric welds. An interesting specimen of an electric weld examined by the writer seems to afford new evidence regarding the needles, that may be worth presenting at this time. The specimen consisted of a piece of 3/8 -in. (9.5-mm.) steel plate, about 2 ¼ by 1 ¾ in. (5.7 by 4.5 cm.) in size, on which some iron had been deposited by arc-welding to a depth of about 3/16 in. (4.7 mm.). The weld appeared to be a very good one, with no noticeable break or boundary between the plate and the deposited iron. Sections for microscopic examination were cut in three planes at right angles to each other through the deposited metal, two of these sections also extending through the steel base. After polishing in the usual way, the microscope showed that the deposited metal was full of very small, round, gray, oxide spots, while the steel plate contained quite a number of alumina inclusions and a little slag. The sections were etched with nitric acid in ordinary alcohol, and structures similar to those described by Mr. Miller were then displayed. Fig. 1 shows the typical appearance of the deposited metal, which was quite uniform in all three of the planes examined. The round dark-gray spots are oxides, and the pale angular crystals are evidently what, Mr. Miller called cementite and Mr. Jeffries martensite, while Dr. Ruder and Prof. Boylston suggested that they might be nitride. The boundary between this structure and the steel base was sharply defined under the microscope. Fig. 2 shows the structure of the plate just under the weld; this is almost martensitic and resembles a coarse-grained casting. This coarse cast structure soon became finer as the distance from the weld increased, finally, becoming very fine, with numerous small particles of sorbite. THE most important factors that should be given consideration in valuation of oil land are: (1) the amount of oil the property will produce; (2) the amount of money this oil will bring (based upon the future prices of oil) ; (3) development and production costs; (4) the rate of interest on the investment; (5) the retirement or amortization of invested capital; and (6) the salvage or "scrap" value of the equipment when the property is exhausted. These factors are of varying importance, and some of them may not enter all valuation problems, but most of them should be given consideration in any valuation even though only a rough estimate of the value of the property is desired. The value of a property may be changed over-night by the completion of important test wells, by the sudden water flooding, or by a change in the price of oil. The best a petroleum engineer can give is the value of the property under the conditions existing at the time the appraisal is made with a fair forecast of future action of the wells and of the price of oil. Our experience in the scientific valuation of oil lands is not broad and there is very little published information on the subject; it, therefore, becomes necessary in studying such problems to form comparisons with the factors involved in the valuation of mines-the closest parallel. One of the reasons for the lack of substantial progress in oil-land valuation methods has been the necessity of making an estimate of the future production of the oil property to be valued. Oil men and accountants have not generally conceded that such estimates could be made with any degree of accuracy. It has been shown, however, in several recent publications that with certain data available reasonably close estimates can be made. The accuracy of an appraisal depends chiefly on the accuracy of the estimates of future production and of the future price of oil. The accuracy of the former is sometimes necessarily based on geological inferences. Geology is not an exact science and geological data in connection with oil production cannot always be mathematically evaluated.

Over the past ten years a series of investigations have been conducted to determine some of the pnysical processes involved in breaking rock with confined concentrated charges. Detailed discussions of many of these investigations have been published elsewhere.1-6 Laboratory experiments made by other investigators using Hopkinson pressure-bar techniques have shown that solid materials are fractured in tension by the reflection of an incident compressive stress pulse at a free surface.7-12 In these tests a small charge of explosive is placed in contact with one end of a bar. Detonation produces some plastic flow and crushing of the bar near the charge and generates a compressive stress pulse that travels along the length of the bar. At the free end of the bar the compressive stress pulse is reflected back into the bar as a tensile stress pulse. If the tensile strength of the bar is exceeded during this reflection process, a tensile fracture normal to the length of the bar is produced, and the broken end of the bar moves forward with a constant velocity equal to the average particle velocity trapped in the broken fragment. The new surface formed by the fracture becomes the new free end of the bar that reflects the remaining portion of the incident compressive stress pulse. This process is repeated any number of times until all of the incident stress pulse is reflected. Hino has demonstrated this kind of breakage for three rock types—marble, granite, and sandstone." He has defined a blastibility coefficient, B, as the ratio of compressive strength, C, to tensile strength, T, thus: C The quantity B is the maximum number of slabs that can be produced by reflection breakage. Normally fewer slabs are produced because of loss of energy as the stress pulse travels through the rock. Fig. 1 illustrates reflection-type fracture for a triangular compressive stress pulse. The number of slabs produced by the reflection breakage process is the first whole number less than the ratio of the peak stress of the incident pulse to the tensile breaking stress of the solid. Thus the number of slabs is given by the thickness of each slab is given by and the total length of rock broken is given by N = number of slabs S - peak stress in incident pulse T = tensile strength of the rock F = fall length of incident stress pulse h = thickness of each slab D = total length of rock broken During the reflection process the particle velocity at the free surface is twice the particle velocity in the incident stress pulse. Thus the velocity with which the broken fragments move forward is given by where v, = velocity of broken fragment, and v = average particle velocity contained in that portion of the incident pulse trapped in the broken fragment. Results of these laboratory experiments cannot be applied directly to rock blasting where the explosive charge is placed in a drillhole. In laboratory tests the charge is unconfined and in contact with the rock in only one direction. In a drillhole additional confinement is offered by the rock surrounding the charge and by the stemming placed above it. This additional confinement may be enough to allow the explosive gases to do additional work on the rock during their expansion. Other writers have discussed possible effects of gas expansion'on rock breakage.13-10 However, very few experimental data are available to determine to what extent expansion of the gases is responsible for rock fragmentation. The USBM has studied the physical processes involved in breaking rock with confined concentrated charges by using simple crater tests breaking to one free surface. Crater tests have been performed in four rock types: granite, sandstone, marlstone, and chalk. Table I gives some physical properties of these rocks. Fig. 2 shows plan and section drawings of two typical crater tests and illustrates some of the test variables measured. For these tests the charge was placed at the bottom of the drillhole and primed with an electric cap. The hole was stemmed to the collar with sand and the charge detonated. Size and shape of the crater were measured after it was cleared of broken rock. As a given charge size was buried deeper in a drillhole, the crater depth usually was equal to or
