(written discussion?).-Since the Lehigh Valley accident, transverse fissures have become a source of constant anxiety to railroad officials, because such defects, only infrequently detected by the trackmen, may appear under a moving train entirely without warning. The number of actual accidents resulting from rails containing fissures is no doubt a small proportion of the total, but the serious losses that have been directly attributable to fissures, coupled with the continual possibility of repetition, creates an alarming situation which demands a full investigation of the cause of fissures; apart from other types of rail failures. Mr. Howard's position gives him a field for action and an opportunity for laboratory examination and research that are unsurpassed, and the results. of his investigations must be received with the utmost attention and respect. His admirable paper, summarizing his previously published studies and analyses of the transverse fissure problem, constitutes a convincing treatment of the subject chiefly from the standpoint of stress and strain to which rails are subjected. The intricacies of the problem are so great that seemingly any theory advanced for the cause of fissures may be attacked from some angle; and although Mr. Howard's deductions are logical in the direction followed, it is apparently necessary for considerable work to be done along other lines before his theories can be fully accepted. It is generally conceded that fissures, whether fundamentally clue to fatigue or something else, are of a progressive character, their ultimate size' being the result of growth from an originating nucleus or point of rupture. Abundant proof of this lies in the variable sizes of the fissures found, and there can be no doubt that their development or growth is the result of the strains to which rails are subjected in the track. By monitoring the capacitance of abrupt p-n junctions it is possible to follow the motion of substitu-tional impurities. A p-n junction is formed by growth of silicon from an Al-Si alloy on an n-type silicon sutstrate at a temperature in the range 650" to 750°C. The diodes are etched and sorted for consistent V-I and capacitance behavior and separated into groups. After irradiation, each set with an unirradiated control set is annealed to various temperatltres for 10 mm and the capacitance remeasnred. For very heavily doped diodes (-1019 per cm3) observable capacitance changes occur at neutron fluences of >1015 per cm 3. The results may be interpreted in seceral ways, the simplest of which is to assume simple vacancy diffiision with small impurity -racancy interaction (at the diffiision, i.e. annealing temperature of 700°C). In this interpretation it is found that a typical vacancy makes about 1024 jumps and travels about 10-5 cm before disappearing. The required effective annihilation center density is about 1016per cm3 . Estimates of the vacancy-impurity interaction can be made and the above numbers correctecl, but for arty reasonable assumptions the number of vacancy sinks connot be much reduced. ThE complete annealing of radiation induced defects requires that the vacancies and interstitials either recombine, travel to the surface of the crystal, or travel to an annihilation center, e.g., a dislocation or a precipitate. If the interstitial is ignored except as a possible vacancy annihilation center at low temperatures,* the motion of vacancies may be followed by monitoring the corresponding motion of substitutional impurities. pfister2 has measured the enhanced diffusion of impurities in an asymmetric shallow diffused silicon structure by optically monitoring the junction movement. In these experiments we monitor instead the capacitance of a heavily-doped deep symmetric p-n junction. The sensitivity for this method is several orders of magnitude higher than in Pfister's technique, mainly for two reasons: 1) the junction capacitance of a heavily-doped junction is sensitive to impurity movements in the Angstrom range* com- and 2) the junction may be far from the surface which is a major annihilation center for vacancies. THE EXPERIMENT A p-n junction is formed by the epitaxial growth of silicon from an A1-Si alloy on a silicon substrate at a temperature in the range 650° to 750°C. The technique used is the transport of an aluminum melt through a temperature gradient.4 A 10-mil thick aluminum disc is sandwiched between two silicon wafers and the assembly raised to about 650° C with a temperature gradient normal to the sandwich. After about 8 hr the upper (hotter) wafer has been entirely transported and deposited epitaxially on the substrate wafer. The substrate and overgrowth resistivity are measured with a 4-point probe. The as-grown structure is lapped until the wafer is about 1/2 mm thick with the junction in the center. Contacts consisting of electroless nickel covered by electroplated rhodium are applied to both the p and n sides. The wafer is diced into square dice 1/2 to 1 mm on a side and the dice are etched sufficiently to remove approximately 1 mil of silicon. The following results are all for aluminum (p-side) and antimony (n-side) doped specimens with NA =3x 1018 per cm3, ND = 2-8 x 101A per cm3. The diodes are sorted for consistent V-I and capacitance behavior and separated into groups. After irradiation, each set with an unirradiated control set is annealed and the capacitance remeasured. A special capacitance measurement method is used to insure a low sensitivity to shunt resistance. The diode is voltage driven and the current monitored by a phase lock amplifier. It is possible to adjust the detector phase to a point where shunt resistances as low as 100 O have no effect on the reading. The diodes in this study have a capacitance in the range 1000 to 5000 picofarads and a shunt resistance in the range 100 to l06 O depending on the stage of the anneal. THEORY The theoretical problem is twofold: 1) The computation of the amount of impurity diffusion and hence the impurity profile resulting from a given amount of vacancy motion, and 2) the computation of the capacitance from the impurity profile. A comparison of the theoretical and experimental capacitance (in particular the changes) yields the amount of vacancy motion. Vacancy Motion. A convenient parameter to measure the total amount of vacancy motion is Jv the total number of vacancy jumps per unit volume. Although this parameter varies with position in the crystal, owing to vacancy annihilation at the surfaces, it is approximately independent of position far from the surfaces, i.e. in the junction region. The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.

THE SAMPLING of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grab sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases much material can be sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to increase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to make sorting and grading more difficult in turnings, borings, clippings, etc., and consequently is making sampling of more moment. In tin, lead, aluminum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosses, battery lead, and aluminum skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or "metallic yield." Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can be readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also.

Three rapid cold bonding production methods wing sponge iron powder as a binder for low temperature pellets have been successfully developed. These methods differ from ordinary bonding by the elimination of salt and other catalyzers, equipment corrosion and environmental pollution. Experiments show that these pellets have good metallurgical properties. A semi-industrial test has proven the laboratory results, with the continuous and stable production of metallic pellets. These methods replace traditional high temperature firing of oxidized pellets for direct reduction. As a result, the plant for oxidized pellets can be saved and substituted for grate in the grate-kiln system. Thus, 20% of the investment could be saved, and production cost may also be decreased because the production of cold bonding pellets does not need additional space.

1910, hundreds of thousands of dollars of work and equipment in a 1500-foot shaft, crosscuts and pumping had found only copper-lean pyrite in two cross- cuts, and nothing in a third. Going aimlessly along the third crosscut one day, after looking at the barren face I happened to notice a dark spot in the white limestone, near the floor on one side. I picked, and found it was a little triangle of rich chalcopyrite. Next day I took Bill Gohring, then mine superintendent, in to see it. He said nothing else had succeeded so we might as well try that. The new drift broke into a full face of high grade copper ore in the first round, and continued in rich ore for 2200 feel broken only by a couple of short stretches of lean pyrite. The earlier crosscuts had happened to cut these lean areas. After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

The initial yielding characteristics of a vacuum-melted iron have been measured as a function of thertnal history after slow cooling or quenching from a 700°C recrystallizntion anneal. A thermal history favoring the segregation of interstitials to grairz boundaries results in a material having high values of upper and lower yield stress and long, irregutar Luders' plateaus, wheueas specimens treated to minimize grain boundary segregation have significantly lower values of these yielding characteristics. The struc- ture of typical grain boundary areas as revealed by electron transmission microscopy is consistent with these findings. The grain boundaries in iron are considered to be principally responsible for the release of dislocations during macroscopic yielding and it is suggested that strong locking results when a substantial amount of grain boundary segregution is present; it follows that weak locking results from a more random distribution of interstitials to grown in dislocations. RECENT years have seen an increased emphasis placed on a more quantitative study of the influence of grain boundaries on the yield behavior of bcc metals. One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. RiteR, Salt Lake City, Utah.—We have every reason to believe that oil flotation will soon come into general use as a final guard against slime losses in concentrating mills, not only in the case of zinc ores, but also in the case of other semi-precious ores. It also promises much as a primary process for the concentration of minerals that are not adapted to gravity methods. Moreover, modifications of the process involving selective or preferential flotation are gradually becoming understood, and will make it possible to eliminate pyrite and other minerals occurring as undesirable impurities in zinc concentrates. And what perhaps is of equal importance, further modifications promise an effective method of separating zinc blende from ores that are chiefly valuable for copper, lead, and precious metals, thereby making an asset out of zinc which has heretofore been a liability. The tendency of certain pulverized minerals to float on water, especially after having been in contact with grease, has been known to mill-men for a long time, and was formerly something to be deplored and to be striven against. All at once, this tendency has become a saving grace; and now, like tardy converts to a new faith, we are zealous advocates of something we once despised. I was once employed at a mine in the Tintic mining district of Utah— the old Eureka Hill property—where ores that were too low in value to warrant being sent to copper or lead smelters were treated in a combination mill. The ores contained gold, silver, lead, copper, zinc, manganese, arsenic, etc., in varying quantities and in varying mineral forms, mingled in a quartz and calcite gangue. The material was stamped fine and then concentrated on Frue vanners so as to make a smelting concentrate, after which the tailings were thickened and treated in amalgamating pans for the recovery of non-concentratable precious metals. In the amalgamating pans, under the influence of heat and agitation, a dark greasy froth or scum sometimes formed on the surface of the ore mixture. This froth or scum was composed mainly of mineral sulphides, and its occurrence might have meant only casual losses in the previous concentration, except that the phenomenon was accompanied by faulty amalgamation of the precious metals and by excessive losses in the mill tailings. Grease and oil, present by accident, were the cause of the trouble. Whether the intense vibration in the mill, due to the pounding of the heavy stamps, had caused small particles of grease to be shaken loose

(communication to the Secretary*). -Apropos of the experimental reduction of copper from cuprous chloride by fusion with ground limestone and coke, as described by Messrs. Laist and Frick, and also proposed for use at Chuquicamata., it might be of interest to refer briefly to the experience at Argentine, Kan., in the smelting of the suboxide of copper (as produced in the Hunt and Douglas process) containing appreciable quantities of chlorides. In the Engineering and Mining Journal of June 10, 1911, I. gave some account of what had appeared to be crucial difficulties with the Hunt and Douglas process, and how the filter-press difficulty had been so rapidly overcome after my discovery of the effect of the sodium salts in the leaching solutions. I also described the effect of the cupola furnace gases upon the lime rock with which I had replaced the coke in the absorption tower, which apparently showed the presence of considerable-chlorine, clue to the imperfect conversion of the subchloride to suboxide, as well as that clue to the difficulties of washing thoroughly the suboxide with the means provided, and also to the presence of chlorides in the cement copper which was smelted With the suboxide. The fumes from the cupola, when issuing direct into the atmosphere, were very dense and white, except when a hot furnace top caused a reddish tinge due to dust. These, fumes had a peculiarly suffocating effect, so that when they were blown over into the town the population suffered the greatest actual distress, not the mere annoyance which would have been clue to a disagreeable odor. The absorption tower had been built at the instance of the city authorities to abate this nuisance, and not with the idea of making any additional metal savings. A serious feature in connection with the Argentine experience with the Hunt and Douglas process was, that it had been implicitly assumed that there could be no metal loss in the Hunt and Douglas process itself, and that all attempts to locate the ruinous copper losses which were accumulating in the metallurgical accounts were devoted to the roasting department. It is possibly unfortunate for metallurgical advance along these particular lines that just about the time of this discovery of this previously unsuspected volatilization loss, in the smelting of the suboxide, the Kansas City company made a contract with the Western Union Telegraph Co. for its supply of copper sulphate and the Hunt and Douglas

The work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recom- mendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. History OF the Field The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies8 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.

Each year during the AIME Annual Meeting, the MBD Division has its Business Meeting. Because many members cannot attend, it has be- come policy for the secretary of the Division to present highlights of the business conducted at the Meeting in Fine Grind. This year the Meeting was held on March 1 in the Americana Hotel. Five major items of business were brought up for discussion. These were: (1) the proposed name change for the Division, (2) institution of the Taggart Award, (3) a name change for a Unit Committee, (4) MBD funding of scholarships, and (5) authorship of Fine Grind articles. The Matter of What We Should Call Ourselves A lively discussion was held on the issue of a name change for the Division. Two names have been proposed: (1) Mineral Processing Division, and (2) Mineral Engineering Division. A number of strong reasons for changing the name from Minerals Beneficiation Division have been pointed out. Perhaps the most important of these is that the term "beneficiation" does not describe all of the functions that engineers in our Division perform. Further, there are inherent problems associated in the term, in that beneficiation is a long word which has the twofold disadvantage of being both difficult to pronounce and difficult to spell.

MIXED emotions were produced by the announcement that the buildup of weapons will be stretched out till mid-1954 instead of the previous 1953 deadline. Reason: government assistance programs will be tougher to get but there will be easement in materials allocations. Earlier in February, DPA had announced that tightening up on regulations governing rapid tax -amortization would become effective March 1. In the future, DPA will have to certify amortization contracts for all construction and permanent installations costing more than $100,000. This action was necessary according to DPA's James F. King, so that new industrial expansions already approved could be assessed in the light of the changing critical mineral picture. When DMPA inherited the backlog of government assistance, requests from DMA, it moved in fast. The results of DMPA's work is described in the article on p. 351 by James K. Richardson; The speed with which these requests were approved and the lengthening of the military program have made a reappraisal of the critical mineral list necessary. It looks as though the consumer industries will be getting more metal soon and, led by steel, there is an industry push toward the abandonment of CMP. Relaxing of materials controls appears imminent but discontinuing CMP is in the "let's talk this thing over" stage.

Among the persistent experimenters of the present century no one man is more widely and favorably known in the metallurgical world than the late Peter Spence of Manchester, England, to whom we are indebted for many of the successful processes in the manufac ture of acids and alkalies, and for much of that perfection in me chanical detail which goes so far towards insuring success. For the past twenty-five years—a period covering the greatest changes in soda-processes and a revolution in acid-manufactures ef fected by the substitution of pyrites for brimstone—Mr. Spence was constantly engaged in perfecting the plant for the economical treat ment of pyritous ores; and no text-book has been complete without reference to his many inventions, patented or otherwise. The results of his labors for the past six years were not given to the public, by reason of the active competition existing among man ufacturers on the continent of Europe and in Great Britain ; but it was well known and conceded that the crowning triumph of his .life had been achieved in the successful working of his automatic desulphurizing furnace, which mechanically calcined "smalls" or finely crushed pyrites—the bugbear of all chemical manufacturers.
