THE past year in the petroleum industry was one of overproduction, rising inventories, low prices, and meagre to vanishing profits. This outcome was the result of a long period of intensive and uncompensated effort on the part of both financial and industrial interests, to stimulate supply on the theory that the primary problem facing the petroleum industry was the development of an adequate reserve of raw material to protect a large and ever-growing investment. The stimulus was applied in various forms and through diverse channels: capital had, long flowed into the industry in excessive amounts under the attraction of large expected profits; the price level for crude petroleum had persistently been influenced -by speculative considerations, with the result that prices declined slowly in periods of flush production and were quick to advance in anticipation of statistical improvement, thus maintaining a superfluous degree of stimulus on wildcatting and on drilling; speculation in inventories had led to the unsound, or at least unusual, business practice of accumulating huge stocks of oil; and, above all, the industry had directed the potent force of technology to the expansion of supply and achieved radical results in accelerating oil discovery, speeding up the rate of oil extraction, and enlarging the recovery of gasoline and lubricating oils from the raw material. In short, the economic conditions of 1927 were exactly those to which the objectively driven enterprise of the petroleum industry had long been directed; and the undesirable financial consequences arising. therefrom reflected no lack of success in what had been set out to be achieved, but rather the failure to have established concurrently the necessary means of economic control to prevent the immediate conversion of reserves into current supply, and likewise the oversight in neglecting to apply the technological force to the enlargement and diversification of the market for petroleum products. Perhaps, when viewed in its longer perspective, 1927 will stand out as the turning point in the economic policy of the petroleum industry, when the technique of rationalizing production made its, initial claim for recognition.

IN this paper I shall attempt a description of the successful extraction of coal from this property after it had been on fire for probably fifty years, or more, and after attempts, made at various times, which had still left considerable coal behind. The Richmond coal-field has a well-founded bad reputation, arising from the circumstance that many of its collieries have had to be abandoned, from time to time, if not entirely, on account of fires, caused by spontaneous combustion, to which the character of the coal in this field renders them peculiarly liable. While I fully assent to the opinion that this trouble lies in the nature of the coal, which is highly bituminous, and the seams of which are, moreover, divided by slaty bands, through which, as also in the coal, iron pyrites is more or less disseminated, often in microscopically small particles, I must, nevertheless, declare that many lamentable disasters, causing great loss of life and property, could have been avoided if a suitable system of mining had been pursued in all the collieries. If this could not have been done from the beginning of mining in this section of country (the history of which can be traced back to over one hundred years), at least experience enough existed upon this subject thirty and forty years ago to dictate the avoidance of the dangers to a considerable extent. It is therefore necessary here to refer first, in a few remarks, to the character of the coal deposits, particularly in this immediate neighborhood, the Midlothian being one of the oldest and most extensive mines, and some of its coal being much subjected to spontaneous combustion. I must also refer to the history of former managements to explain more clearly the results which were arrived at. From the old-fashioned " grab-sample " to the modern timing-device, which takes a machine-sample with mathematical precision, there is a wide gap, which was only crossed by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, " grab-sampling " is still practiced—sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. -NO reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the " reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference. The Georgetown mining district is located in Deerlodge county, Mont., about 20 miles west of Anaconda. It lies along the divide between the headwaters of Warm Springs creek, draining eastward, and Flint creek, flowing west and north through the Philipsburg valley. The actual divide is formed by Cable mountain, a narrow ridge running north and south, terminating to the south in low hills overlooking Georgetown lake, and to the north in a high, rugged plateau that falls off to the west to the wide valley of Flint creek. On the eastern, or Warm Springs, slope of Cable mountain is the Cable mine, with the Hidden Lake mine a few miles north. On the western slope is the Southern Cross group, with smaller mines, the Twilight, Cincinnati, Red Lion, and Big Bill, at intervals to the northward. The Georgetown mines lie in the hills south of Cable mountain; the Philipsburg mines, of which the Granite Mountain, Bimetallic, Hope, and Trout are the chief, form a separate group to the north, overlooking Flint Creek valley and Philipsburg. (See Fig. 1.) The region ranges in elevation from 5,000 to 9,000 ft. It is, with the exception of the lower valleys, well timbered with small fir and pine, although Cable mountain and the higher summits to the northward rise slightly above timber line. The main valleys have the smooth contours of glaciation, and their mouths are frequently choked with morainal deposits. General Geology. In a very general way the valley of Flint creek coincides in this region with the boundary between the pre-Cambrian slates of western Montana and the folded Palaeozoic rocks of the Rocky Mountain system. The great limestone formations of the Carboniferous and Devonian, lying at flat dips, extend from Anaconda well toward the head of Warm Springs creek, but on the divide the Cambrian appears, closely folded and intruded

The law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high prices or deficiency in supply, the demand may be greater than consumption. A general expression of the law is as follows: production or consumption Some relation between stocks and or controls price or demand inventory The Law as Applied to Crude-oil Market The above general expression of the law shows that there are six relations between variables that must be investigated in any attempt to establish the exact status of price control at any time. Production vs. Consumption If stocks of crude oil were very low, so that the flow of oil to the market was directly from the producer to the consumer and not, in a large measure, through stocks, some relation between production and consumption would be proportional to price changes. J. J. Kanter.*—The authors of this paper have demonstrated that at 500°F their alloy will elongate, under appropriately adjusted stress, one or two per cent over a period of 6000 hr. Then they show that after the alloy has so elongated, it will still elongate anothcr 40 per cent if it is tested at ordinary temperature. I should like to ask the authors how much more than 2 per cent over a period of 6000 hr. their alloy will elongate at 500°F. H. L. BuRghofE.—We do not know, because we have not carried out stress-rupture tests on this material. I believe your point concerning the desirability of stress-rupture testing is very well taken. In the material that we have subsequently tested we have not seen any signs of deterioration. We do not know how much further it is possible to go beyond the 2 per cent before finding grain-boundary separation. We have not encountered any under the conditions of the test. W. E. Kingston.†—IS this particular type of copper susceptible to strain-aging, and if so at those comparatively low temperatures, is that going to affect the shape of the curve? By strain-aging I mean the phenomena that certain ferrous alloys show in which the resistance to deformation increases suddenly during the low-temperature creep cycle, apparently due to some precipitation type of reaction, perhaps analogous to hydrogen embrittlement. H. L. BUrghoff.—I believe that this material is not subject to strain-aging of this type. It is very high in copper content, of course, nearly loo per cent. There are some very minor impurities and it carries a small amount of phosphorus, which, unless it is present as an oxide, should be in solid solution well within the solubility limits. (San Francisco Meeting, September, 1915) MOST of. the recent discussion of the mineral land law published in the Transactions is in the abstract-an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversy,1 which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has. called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the least of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the " Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40° W., clipping about 40° to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80° W. and clips at high angles to the north and south.

WORNER1 briefly studied the embrittlement of titanium by mercury. He found that mercury will wet the titanium surface at 400°C in vacuo, if the specimen had been heated previously to 700°C to dissolve the oxide coating. Subsequent exposure to the atmosphere causes the mercury film to recede rapidly. Bending of the titanium specimen even after the mercury film has receded results in a brittle fracture. For the study of the embrittling effect of mercury on titanium, specimens 2 by 12 by 0.051 in. were cut from RC-130-A sheet, an alloy having a nominal 8 pct Mn content and a mixed a-ß structure. The specimens were stressed horizontally at a predetermined value after which a plastic ring having a cavity 1/2 in. diam by 1/2 in. deep was placed on the specimen. The cavity was filled with mercury and a hole was drilled in the specimen through the pool of mercury. If the stress level was high enough, fracture occurred instantaneously with the drilling. By repeating the test at different stress levels, the threshold stress can be determined. Mercury embrittlement causes a drastic reduction in the ultimate tensile strength of this alloy from 132,000 psi to about 15,700 psi. The drilling of the hole, in the absence of mercury, does not change the tensile properties. Fig. 1 shows the typical fractures observed as a result of the embrittlement of this alloy by mercury. The central portion of the fracture was brittle represented by the jagged region which appears to have occurred on the shear planes at about 45 deg to the stress axis. Ductile fracture, which is perpendicular to the stress axis, occurred near the specimen edges accompanied by a reduction of the specimen thickness. In view of the importance of the application of scientific principles to the production of oil from the reservoir, the Production Staff of the Anglo-Iranian Oil Co. (late Anglo-Persian Oil Co.) has been engaged for some years on an intensive program of research on the physical properties of crude oil. Problems involving the retention of crude oil in capillaries and fine fissures demanded for their solution a knowledge of the surface tension and specific gravity of the crude under reservoir conditions, and it is the purpose of this paper to describe briefly the methods adopted for the determination of these properties, and to present the more important results. A detailed article was published in volume 1 of the World Congress Proceedings (1933). Surface-tension observations on crude oil regassed at high pressures with natural gases have been made in the past by Beecher and Park-hurstl and Swartz2, but up to the time of the investigations in Iran no one seems to have carried out experiments with gas-saturated crude direct from the reservoir and kept at its original pressure. Results obtained in this manner are obviously of greater practical value for solving problems connected with the reservoir. Method of Measurement No apparatus for the measurements, under the pressure conditions involved, was available, and a suitable instrument had to be designed and constructed in the Fields workshops. Careful consideration of the matter led to the adoption of a method for measuring the surface tension which did not involve a knowledge of the specific gravity of the oils under the working conditions: the main reason for this being that up to that time no accurate determination of the specific gravity had been made under these conditions. The reason for this is that in almost every, dressing plant the greatest losses of values, considered relatively as well as absolutely, occur in the treatment of slimes. The natural aim of mill operators to minimize these losses has in recent years received another impetus,, from the fact that the gradually diminishing occurrence of high-grade ores makes a more intense recovery of values from existing resources absolutely necessary for profitable operation. The results of such attempts are found in the appearance of a great number of machines and appliances which make it profitable to-day to rework old dumps, containing the tailings of older processes. A constantly growing difficulty of obtaining skilled labor and the increase in wages made it prohibitory to employ those types of machines which required much attention, and in the middle of the nineteenth century the various concentrating tables of the percussion type, which automatically discharge their products, began to take the .place of the intermittent tables, on which, when the bed had reached a certain thickness, operation had to be stopped in order to allow the skimming by hand of the separate layers formed on the table. In the course of. years, two general types of machines evolved for the treatment of fine sands and slimes :- The so-called concentrators and vanners, on the one hand, and the huddles and round tables on . the other.1 For the profitable treatment of the very finest slimes, round tables have as a last resort proved more satisfactory and economical than other machines.

Taking up first the lead field, flotation concentrates offer serious difficulties in handling and in preparing for the blast furnace, quite aside from the problems presented to the furnaceman by the necessity of smelting smaller tonnages of material higher in grade and usually basic in character, with the consequent changes in flux requirements and furnace operation. As received at the smelter, these concentrates are always wet and usually of the consistency of sticky mud. Difficult enough to handle in warm weather, they are worse in winter, when it may be necessary to blast them out of the cars. They hang up in bins and chutes and stick to conveyors, requiring the constant attention of the operators. If dried they become like wheat flour, involving heavy dust losses in handling and in furnace operations. Roasting in hearth furnaces is more difficult than with coarser materials. Dust losses are increased and, what is more serious, the moist concentrates tend to form balls or nodules, which harden and pass almost unaltered through the furnace with consequent high sulfur in the product, while the unballed fine particles lie on the hearth in a dense bed, practically impenetrable to the oxidizing gases, so that roasting takes place only on the surface of the bed. A more prolonged roasting period is therefore required and the capacity of a given furnace is decreased. They are entirely too fine to be charged into the blast furnace, even if thoroughly roasted; excessive flue-dust losses, irregular operation and slowing up of the furnace would be the obvious result. Consequently, it was early recognized that flotation concentrates would have to be put in coarser condition for smelting and the universal method adopted has been the Dwight & Lloyd process of sintering. WHEN the new sulphide plant started to roll at Chuquicamata last July, we broached the matter of looking in on this historic event to Burr Wheeler, then executive vice president of Chile Exploration Co. (Chilex executive offices are housed with the parent company, Anaconda, at 25 Broadway which is 23 hours and 15 minutes closer to the AIME office than the mine, counting air and automobile travel). Mr. Wheeler was at Chuqui when they turned the first shovelful of earth, has an understandable pride and affection in the mine, and kindly offered to make all arrangements. As a guest of Chilex, physical exam, injections, police clearance, passport, and airline reservations on the crack Panagra airline are procured swiftly and almost painlessly. Winter clothes were advised by Mr. Wheeler and D. M. Dunbar, who is the former's assistant and a seasoned Chuqui-ite. Both of these gentlemen obviously prefer Chuqui climate, with 364 days of sunshine, 1 ½ -in. rainfall, rare atmosphere of 10,000 ft elevation, Christmas-time earthquakes, and howling winds through June and July to the vicissitudes of New York weather. Panagra's de luxe DC-6 noses in toward land at Antofagasta, Chile, the supply and embarkation port for Chuquicamata. The Coastal Range, completely barren of green, thrusts a spur far out into the Pacific creating a crescent-shaped and protected harbor at Antofagasta. Beach gives way to pampa, to hills, and the only variation in scenery is in topographic relief. Chilex's reception committee in the person of the alert and amiable Bob Condit, assistant port agent, takes care of everything: immigration, interviews by the local press, baggage, transportation, and introduction to Chilean cuisine. The drive up to Chuqui takes about three hours, on the only two lane highway in northern Chile; hard surfaced, with a few kilometers of repair work in progress. We were fortunate to make the trip with manager Charles Brinckerhoff, who arrived the same day at Antofagasta from the seat of government at Santiago where he goes frequently to keep in touch with the company's Santiago office.

The underground losses of oil exceed by hundreds of thousands of barrels all the oil that has been lost in storage, transportation, or refining. The quantity lost is, of course, indeterminate; but when it is considered that the contents of an entire oil field have been excluded from recovery by invading waters, some idea of the amount wasted may be gained. Similarly, enormous quantities of gas have been lost underground. Conservation of the oil, therefore, should start before it is brought to the surface rather than after it is placed in storage tanks. Water is one of the most important causes for underground losses and the operator should give as serious consideration to an underground flood of water as he would to a destructive surface flood. The best insurance, of course, is to have the wells drilled in such a manner that water has no access to the productive oil and gas horizons, and on abandonment the wells should be properly plugged. The encroachment of edge water and the occurrence of waterin;the base of an oil sand present a very serious problem to an oil company sooner or later these waters are bound to cause considerable damage, if they do not entirely destroy the possibilities of further production. Too often, however, a field has been considered to be in a hopeless condition, whereas wells in as bad a condition in other areas have been repaired and the life of the field appreciably lengthened. The corrections are very often suggested by technical study. Very successful results have been accomplished by detailed underground work in the California oil fields, in Cushing, Oklahoma, and in other areas. The purpose of this paper is to outline briefly1 general methods of analyzing oil-field water problems in a producing or in a producing and developing oil field, with a view to suggesting repair work on offending wells. Reference is continually made to producing oil wells; the same general method of procedure, however, should be adopted in a gas field.

It seems a specially fitting opportunity to present a paper on the alloys of iron and aluminum at the New York meeting of this Institute, owing to the fact that America has, more than any other country, originated and developed the manufacture of cheap aluminum. The Cowles, Castner, and Hall systems have all originated in the ever-busy brain of our cousin across the water. The problem of cheaply producing this valuable metal has been a difficult one, but to the writer it seems that the more arduous the task the greater the delight with which our American friend attempts to overcome the difficulties surrounding it, and the more vim he throws into the work. Another and equally striking proof of this is to be found in the recent appearance of the already wellknown remarkable work, The Mefallurgy of Steel, by Mr. H. M. Howe, of the Institute of Technology, Boston, Mass. It is to be hopel that this Institute will not be slow to recognize by some special mark its appreciation of this signally valuable and original work. The writer has been led to describe the following experiments, believing that so far no full and exact report has yet been presented to this Institute as to the effect of aluminum alloyed or combined with the metal iron. It has been a special object to make the material as far as possible a true alloy or combination of aluminum and iron, with as small quantities as possible of other disturbing ingredients, such as silicon, manganese, etc. In the material described in these experiments, the total amounts of other elements present (sulphur and phosphorus being disregarded as present in such small quantities) do not exceed about 0.5 per cent. WE found it necessary, in December, 1874, to repair the upper part of the lining in No. 5 furnace at Glendon, and, as we succeeded in doing it with comparatively little trouble, a description of the plan followed may be of service to those having a similar operation to perform. On two opposite sides, as shown by the sketch, the lining was completely gone for a height of about four feet, below which it increased gradually in thickness, being nine inches thick about three feet lower down. On a plane at right angles to the section drawn, the brick were nowhere entirely gone, but were in some places not more than two or three inches thick, being still sufficient to sustain the upper part, where the brick, being above the level of the stock, were not at all worn. The furnace was blown down, so that when we cast and closed the tuyeres, about 7 A.M., on December 8th, the top of the stock was about twenty-four feet below the filling-plates. The walls were quite hot, and a good deal of gas was given off for several hours after the tuyeres were closed. The hopper and bell were thrown into the furnace, and were covered by filling several charges of cold stock over them, which at once greatly cooled off the top of the furnace. A wrought-iron pipe, thirty inches in diameter, in five sections, each six feet long, was then put down, and made to stand upright, as nearly as possible in the centre of the furnace. Around this we filled a double charge of coal, taking care to heap it up next the pipe, and let it get thinner as it got to the walls. This was covered with about two feet of fine ore, leaving the lowest joint in the pipe entirely uncovered. We were now ready to put in our scaffold to get at the

THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship.
