The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.' An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

The general practice in drill sharpening shops, of which descriptions have been written, is about as follows: The bit is heated to 1600" to 1900°F. Then when forged to the proper shape and size in the sharpening machine, the steel is allowed to cool; it is then passed to a hardening furnace where only the end is heated to about 1450" F., and then quenched in cold water, brine, or in brine with oil on top.

THE major portion of the work described in this paper was performed by R. W. Young,+ a graduate student in the department of Mining and Metallurgy, Sheffield Scientific School, Yale University, working under a cooperative agreement between the Hardinge Conical Mill Co., the Sheffield Scientific School, and himself. Since this cooperative scheme is at present in effect in the case of a considerable number of other students in the department and since it is the hope of the school that the privilege thus extended may be utilized even more freely in the future by mining and manufacturing companies, it may not be amiss at this point to give a summary of the general plan. Briefly it is as follows: A graduate student, whose undergraduate work in this or other universities shows promise of ability to handle research work, is chosen by conference between the company and instructor involved. The aim of the company in the agreement then entered into is to obtain the solution of one or more of the technical problems with which it may be confronted, or, at the end of 1 or 2 years, to obtain as an employee a man especially trained in its work. As. a means to accomplish one or both of these ends, the company furnishes the machine, apparatus, or material to be tested and pays the student during his graduate work a small salary, usually just sufficient to cover his living expenses, tuition and fees. The aim of the student is special training along a line in which he is particularly interested, the attainment of his advanced degree, and the chance to show to his future employer ability to handle such problems as may be presented to him. In return for the financial aid which he receives he agrees to devote at least half of his working time to the special problem submitted by his company. The other half is devoted to study of the collateral subjects required by the department for the granting of the degree which the student seeks. The student further agrees to enter the employ of the company in question at a wage not greater than that paid in like positions to recent graduates not specially trained and to remain with his employer at such wage for at least 1 year. If the student is to obtain a degree, the special work forming the basis of his investigation must be such as will involve real research and not mere routine manipulation. The subject is chosen by conference between the three parties to the agreement. The work is carried on under the direct supervision of the instructor involved. In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

The aim of instruction in a metallurgical laboratory is to make real the principles on which metallurgical processes and operations are based, and to foster the spirit of investigation. The materials with which experiments are carried out are ores, metals, and metallic compounds. The method varies with the end sought. A class may work as a whole, each member contributing his share to the solution of a problem, or the students may carry on investigations independently; the former exemplifies class-research; the latter, individual research. It is with a branch of the former, with special reference to ore-treatment, that the present paper deals. In smelting an ore by a well-established process, the result is shown by analyzing the products to see whether their compositions correspond to those calculated in making up the charge; by taking account of stock to show the distribution of metal in the different products made and the losses from dust and volatilization; by casting a thermal balance to find the distribution and losses of heat; and by making a cost-sheet to ascertain, as far as possible, the necessary outlay of money. In lixiviation and amalgamation, the mode of operating has to be varied to adapt a process to the individual ore. Here a number of tests become necessary. Each will consist of a series of experiments with one variable, in order to find the conditions under which the variable gives the best result; a summary of several tests will give the best method of operating. The Round Table Discussion on Petroleum Engineering Research was planned for two purposes. First, to review the work that has been done by petroleum engineers during the past few years on problems that have confronted the industry and, second, to suggest new studies that should be made either on the problems that have been the subject of research during the past or on problems that have arisen only recently. It was believed that by holding an informal discussion of the problems in which the petroleum engineer is vitally interested it would be possible to bring out new ideas as to the relative importance of the different problems that should be studied and to suggest new methods for attacking some of the problems that have resisted the energies of research workers throughout the industry. It was also believed that by arranging for an exchange of experiences between the different engineers it would be possible to prevent a large amount of duplication of effort in conducting research work. Those engaged in petroleum engineering research realize that there is a broad field for study and by coordinating the work it will be possible to obtain the maximum amount of information in the shortest possible time. In planning the program on Petroleum Engineering Research, nine subjects were selected for discussion and each was assigned to a man who is doing work on that subject. These men were asked to lead the discussion on the problem assigned to each one. An effort was made to choose problems of a practical nature and upon which considerable work is being conducted at the present time. Some of the men who were asked to lead the discussion were unable to attend the meeting but most of them submitted a written discussion- of the subject assigned, with the result that there was a discussion of eight of the nine problems. Professor Uren, who was asked to lead the discussion on the subject of Recent Developments in Methods for Reducing Gas-oil Ratios, was unable to attend the meeting and advised that he did not have any new ideas to contribute.

IN presenting this brief historical perspective, it is not my purpose to address myself to the geophysicists, to most of whom the story is already well known. My objective is to draw the attention of those who hold the belief that geophysics is something new, typically twentieth century, to the fact that fundamentally, whether it was known by the name of geo-physics or not, the science is an ancient and an honorable one. It began many centuries ago, and our modern civilization and its commerce owe a great debt to Its founders, who today are likely to be overlooked and their names forgotten. The word "geophysics" means the physics of the earth, and is descriptive of a science that in many ways bears the same relationship to geology that astrophysics does to astronomy. When dealing with dis-tant stars or deeply buried rocks, the experimenter cannot reach them to obtain samples, which can be taken to his laboratory for study. He therefore exhibits the resourcefulness of Mahomet in the mountain episode, and makes the terrestrial globe or the cosmic universe his labora-tory, studying the effects of distant bodies on certain "fields of force" which come to him across interstellar space, or through the rocks that make our earth. The application of these techniques of the physics laboratory to the study of the stars is the science of astrophysics, and to the investigation of the earth is geophysics. Yet the origin of the most valuable contribution to the world's trade and commerce ever made by geophysics remains lost in deep obscurity. Unknown even is the country wherein lived the unsung genius who invented the first geophysical instrument, the mariner's compass! Worse yet, it is not certain whether this invaluable guide of man had its begin-nings in Europe or in Asia. SINCE the beginning of this century it has been known that hydrogen contributes to the porosity of steel and that it is harmful to its mechanical properties. The evidence for this has been largely qualitative. Steel to which hydrogen was purposely added. in sufficient .amounts was shown to be either porous or brittle or both, whereas similar steel of low hydrogen content was shown to be free of porosity and to possess normal physical properties. There have been a considerable number of qualitative experiments of this type. Also, early in this century, a few attempts were made to measure the amount of hydrogen normally dissolved in commercial steels. This was usually done by placing the sample under an inverted liquid column such as mercury and collecting the evolved gas. These attempts, while not successful in measuring actual amounts of dissolved hydrogen gas, were able to prove that this gas will diffuse out of steel at room temperature, and that the amount of hydrogen dissolved is normally very small. On the basis of such qualitative evidence, hydrogen has been and still is blamed for a great number of the troubles encountered in the steel industry. In recent years, partial solutions for many steel-working problems have been obtained. These have led to increased interest in accurate quantitative work on hydrogen in steel, with the expectation that the results might possibly answer a few of the remaining unsolved problems. Commercially, two of the obvious questions which are in need of an answer are: (1) what are the most important sources of hydrogen, and (2) what quantity of hydrogen can be tolerated in various steels? There are many other unanswered questions. To begin to find the answers it seemed logical to start at the beginning of steel production with the liquid metal. Further, it seemed almost imperative to solve first the problems of analysis and sampling of the metal for hydrogen. Once these problems have been solved, it would be possible to answer more of the important commercial problems mentioned above. As a consequence, it was decided to design an analytical apparatus and, upon satisfactory completion of this, to develop an accurate method of sampling liquid metal for hydrogen.

The following experience in rebuilding a furnace crucible while in blast may not be wholly uninteresting to some, notwithstanding its purely practical character. Few are aware of the frequent calls made on a furnace manager's skill and ingenuity, to meet the irregularities which present themselves with kaleidoscopic variations in the operations of furnaces. Unfortunately the methods pursued in overcoming these practical difficulties are too seldom recorded, and much valuable information is lost that could not fail to be of value to many, and to none more so than the educated technical manager, with a limited practical experience, who, without a literature or record of any kind to refer to, finds himself, in times of emergency, dependent and looking for assistance from those whom it is his province to instruct and direct. With positive data, however, that like difficulties have been successfully overcome, he can confidently resort to similar expedients, with such modification; as the circumstances may demand in his particular case, and pull through seeming impossibilities in the face of ignorant prejudice. The Lo Aguirre ore deposit of Sociedad Minera Pudahuel is expected to have a life of 12 years, producing 16,500 mt per year of copper cathodes. The total copper content of the ore ranges from 2% in acid-soluble form to 2% as sulfides. Sociedad Minera Pudahuel chose TL leaching, solvent extraction, and electrowinning as the processing steps to give low investment and operating costs. Design and operating criteria of the TL leach plant have been obtained in an experimental program carried out since 1974. Bench scale tests indicated that 90% of the oxidic copper and 35% of the sulfidic copper could be extracted to give 5 gpl copper by treating crushed ore with acid, curing, and rinsing in a column with a dilute acid solution containing ferric sulfate which is requllred to solubilize the sulfides. These results were verified in a pilot plant which combined leaching, solvent extraction, and electrowinning. Raffinate was recycled to the leaching circuit after oxidation to regenerate ferric ion. Refinements in the processing have resulted in significant improvements in extraction to give 95% to 98% recovery of the oxidic copper and 55% and 60% of the sulfidic copper. The plant is expected to give this degree of recovery. As a consequence, the original plan to include a concentrator in the plant has been abandoned.

FROTH flotation is usually effected by the addition of a collector agent and a frothing agent to an aqueous suspension of suitably comminuted mineral ores. The action of collectors is to adsorb onto the surfaces of minerals to be separated, sensitizing them to bubble adherence. The action of frothers has, in the past, been accepted as that of froth formation only, brought about by a lowering of the air/water interfacial tension. Substances capable of producing froth are classed1a,b according to their relative capacities for production of froth-volume and froth stability in the simple frother-water system. The purpose of this paper is to show that the surface active agents acting as frothers become effective only when there is a suitable degree of molecular interaction taking place between collector molecules and frother molecules at the air/water and solid/ water interfaces. Further, the discussion will demonstrate that the actual mechanism of adherence of an air bubble to a suitably collector-coated particle is due to the molecular interaction collector-frother. This leads to the formation of a continuous interfacial film of associated molecules, anchored to the mineral by polar groups of the collector, and enveloping the whole bubble. The tenacity of adhesion mineral-to-bubble results from the strength and the visco-elasticity of this mixed film.

Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry.
