IN submitting an additional contribution to the discussion on ore-deposits in the recent volumes of the Transactions, it is my desire to adhere closely to matters of material importance as affecting the actual processes. Judging from the discussion by Professor Van Hise, and from one or two reviews or other articles by associates of his in geological work, the impression seems to prevail that, in so far as my paper* referred to ,his masterly essay,†I was guilty of misconceptions regarding both the part attributed by him in it to the igneous rocks and the ubiquitous presence of the ground-water. I should regret extremely to be wanting in these particulars or to have misunderstood one for whose great services in this and other branches of geology no one has a higher esteem than myself. I have, however, in the most careful way, and with these points in mind, read his essay again, anti, taking it as a whole, I cannot gain any different impression of relative magnitudes than the one first received. The importance of the igneous phenomena and the restrictive influence of the processes described by " cementation " in their effect upon the ground-water, as set forth in Professor Van Hise's " Discussion " (Trans., xxxi., 292), impress me as being in very marked contrast with the same things in his first essay. If the point seems to anyone of sufficient importance, it can easily be decided by reading the originals. My paper was the result of some years of observation, reading and reflection, and was meant to be an independent contribution, controversial only in some subordinate particulars. THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do not think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; gut, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. Speaking and writing are similar mental acts, with a difference: the difference between eating food raw and eating it cooked. The water-flooding of oil sands has been widely practiced for many years in the Bradford and Allegany fields. Its effect upon the production of these fields has been almost phenomenal. In 1907 their estimated production was 3500 bbl. per day; in December, 1929, the combined production is estimated at 33,000 bbl. per day, an increase of almost 1000 per cent. in 22 years. This increase in production is directly attributable to the successful application of water-flooding, which has transformed the fields that were rapidly approaching abandonment into one of the most actively operated regions associated with the petroleum industry, and has made them important factors in the production of Pennsylvania Grade crude oil. The writer is indebted to many companies for information included in this paper. He is particularly grateful to the Sloan and Zook Co., the Petroleum Reclamation Co., George Bovaird, Jr., and the Associated Producers Co., of Bradford, Pa., who have generously made available much valuable data. Owing to the frequently competitive and confidential nature of property purchases, it has not always been possible to make specific reference to individual wells or properties; but wherever feasible, specific references have been made. Economic Factors The successful application of water-flooding for increasing the recovery of oil has been almost confined to the Bradford and Allegany fields. This has been due not only to legal restrictions in other fields and to very favorable sand conditions in the Bradford-Allegany region, but also to certain economic factors which are worthy of consideration. There has been some alarm regarding the effects of the rapidly increasing production upon the oil market but the writer is inclined to believe that future development can be made sufficiently flexible to meet the demand for this grade of oil. There has been a decided tendency toward consolidation of properties by mergers and purchases and, in addition, many of the individual producers are content to take advantage of floods advancing on their holdings from adjoining properties without developing their own on an intensive scale. ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

The engineer has often to penetrate difficult or unknown regions. Mineral, irrigation, boundary and railway problems frequently necessitate journeys through, or long residence in, localities whence sustenance cannot be drawn. The selection and conveyance of provisions, outfit and implements thus become a matter of the first importance. Scientific skill, even of the highest order, is powerless unless supported by the proper appliances and foods. The advance of civilization favors the engineer, in that it is constantly enlarging his facilities and thus reducing his difficulties. Notwithstanding this fact, many are yet brought face to face with the problems considered in this paper. Distinction must be made between parties which are to be in constant or even occasional touch with a base of supplies, and those which will be for a long time dependent on their original outfit. Again, the requirements of a party on the march are different from those of a fixed camp. The district, season, cliinate, size and personnel of party also influence the character of the outfit. A party that is to be detached from its base of supplies for some time requires a greater variety of food than if it is to be gone for a short time. Much less in proportion need be taken where the journey is not long, so that privation is confined to a limited period. The ability to establish a fixed camp permits a larger outfit than would be possible if the camp mere to be moved from day to day. Transportation, climatic and other conditions are thus so varied that lists prepared for one work could hardly be applied to any other without some modification. Lists that have proved successful in some instances may, however, serve as bases to be added to, or otherwise altered, for the case in hand. The mistake usually made is in providing too large an outfit. Every emergency cannot be provided for; so that it is well to take, not what may be needed, but what cannot be spared.

The opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron .manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, arid whom he had had the pleasure of meeting on the shores of Lake Champlain. In our sessions devoted to geophysical prospecting, the greater part of the time heretofore has been given to the presentation of theoretical subjects or highly technical details by specialists directly engaged in the development and perfection of the various methods. This was necessarily so, for we wanted such information available for the benefit of other workers and for our members who were anxious to gain a reliable understanding of the principles involved, to enable them to form an opinion of the adaptability of this new technique to their special problems. The methods have now been actively applied by many reliable organizations for several years and in this period there has been opportunity for operating mining men, engineers and geologists to appraise them. We therefore felt that it would be desirable at this meeting to give some time to interchange of opinion concerning results from actual cases. Consequently, the Committee on Geophysical Methods of Pros pecting sent out letters of inquiry to numerous mining people, asking for frank statements of opinion based on results from geophysical surveys at their properties. We have received many replies, among which 30 or more are of specific interest. On the whole, the point of view is remarkably uniform. Except for one or two who were, perhaps, a bit irritated, the operating men who have replied consider the methods to be capable of yielding valuable information when suitable conditions exist. Their attitude is definitely one of tolerance and of confidence in the integrity and sincerity of the outstanding workers. There is, however, a very general feeling that the chances of attaining positive and trustworthy results are small unless the work is directed by, or at least carried on with the close cooperation of, a geologist or mining man who is thoroughly familiar with the local geologic and mineralogic conditions and with the relations of the orebodies to rocks and structure. From certain comments, I am inclined to think that some operators are not greatly impressed with the cheapness of the work. Probably they are not attaching much weight to cost per acre, but are thinking primarily of total cost in terms of significant results obtained. It is

After showing continued and very satisfactory progress until the close of 1931, the oil industry of the Soviet, Union experienced very great difficulties, and since 1932 has not only failed to complete its assigned quotas but has fallen farther and farther behind them, and in fact during 1932 and 1933 Russian production has been below production in 1931. In 1934 the total crude oil production of 169,200,000 bbl. exceeded that of the former peak year, 1931, when 156,100,000 bbl. were produced. The production during 1934 amounted to 78.65 per cent of the plan. The failure to complete the plan has been due to the inability of the oil trusts to develop new fields; the fields that have been producing since 1917 still account for between 75 to 80 per cent of total production. The failure of the Soviet Government to develop new fields has been due to unsatisfactory organization of the geological work, to the extremely slow drilling of wells and their exploitation, and to the very much delayed development of the few areas that have been discovered. The official overestimation of the proven reserves of the country has undoubtedly been an important factor in giving the Soviet industry too much confidence when actually such reserves have been small. The official Soviet estimate of proven reserves of Russia is now placed at 21,000,000,000, bbl., while in fact such reserves, if estimated on a conservative basis, do not exceed 4,200,000,000 bbl., as will be shown later in this review. The refinery branch of the industry also showed unsatisfactory results with a recovery of gasoline, both straight-run and cracked, of only some 16 per cent of the total runs to stills. In fact, the showing of the refineries has been so unsatisfactory that the exports of gasoline have been greatly curtailed from 1933 to 1934, dropping to 10,000,000 bbl. in 1934 from 12,230,000 bbl. in 1933. With the indicated increase in domestic demand, together with but slightly increased refining capacity, the volume of available gasoline for export probably will be reduced to about 6,000,000 bbl. during 1935. As a part of a symposium on the relations of structure to ore deposition, in February 1938, the writer presented some tentative opinions derived from his experience with a number of important lead-zinc replacement deposits. These ideas were set forth, as a basis for discussion and a stimulus to further inquiry, in a mimeographed leaflet that read as follows Intimate acquaintance with a number of lead and zinc deposits in metamorphosed limestones seems to indicate the existence of certain common features from which can be established some general principles governing the localization of ore in this type of formation. It is suspected that these principles can be applied, with modifications, to mineralization in unmetamorphosed limestone. In metamorphosed formations, some observed rules are as follows: 1. Bands or masses of pure limestone are very resistant to replacement by ore solutions, and are likely either to contain no ore or to resist replacement until near the end of mineralization. The reason for this apparently is physical, not chemical, since microscopic data indicate that when ore is deposited by far the greater part of it substitutes for carbonate. The chief factor is believed to be a lack of porosity in massive limestone that has undergone flowage and recrystallization. 2. Masses of intensely siliceous or silicated rock are likewise unfavorable ore receptacles. This seems to be accounted for by two factors: (a) chemical unsuitability or resistance to replacement, and (b) physical resistance to small-scale brecciation, which might facilitate the opening of effective channelways for solutions. Some low-grade ore may occur, however, and also sporadic fracture fillings. 3. The optimum condition for ore reception appears to be found in bands or areas containing carbonate and silicates (or quartz) intimately mingled in something like equal proportions. In this situation movement is likely to result in mixed flowage and fracture, producing a fine-textured porosity that admits solutions freely and provides access to an abundance of replaceable carbonate. Cleavage cracks in some minerals such as diopside are believed to facilitate the penetration of solutions. 4. Certain minerals or assemblages are regarded as favorable impurities in a limestone and others as unfavorable. Original quartz, and subsequently developed diopside, and perhaps garnet, are typical favorable pre-ore gangue; in general rather equidimensional, brittle minerals. Tremolite, biotite, and probably wollastonite, are typical unfavorable pre-ore gangue; in general highly elongated and somewhat flexible minerals likely to develop under strong shearing stresses. 5. Tentative opinion is that the ratio of lime and magnesia in a limestone is of little or no importance.

ANNEALING the binary alloy, Mg-0.5 wt pct Zr in a hydrogen atmosphere results in extensive precipitation of zirconium hydride. The morphology of these precipitates has already been investigated.lm3 Squires, Weiner, and phillips4 found, following creep testing of the hydrided alloy at 450" and 500°C, that hydride denuded zones formed along grain boundaries that were aligned approximately normal to the tensile axis. Zone formation was attributed to diffusional creep by magnesium transport down the prevailing stress gradients.4'5 Recently, electron microprobe analysis by Karim, Holt, and Backofen6 showed the zones indeed to be zirconium-free and furthermore it was shown that in compression, zones formed along boundaries approximately parallel to the stress axis. Thus it was confirmed that the zones are formed by diffusional creep. Typical zone-formation is shown in Fig. 1. Karim, Holt, and Backofen also measured the con- tribution to the total strain, from diffusional flow, slip creep, and grain boundary shear: results showed that diffusional strain tends to saturate with increasing imposed strain, while grain boundary shear eventually becomes the dominant deformation mode. It was suggested in explanation that the precipitate-denuded zones are soft and easily sheared, such deformation contributing to the grain boundary shear measurement. A point to be emphasized is that the Mg-0.5 Zr alloy was not superplastic for the index of strain rate sensitivity of flow stress, m = a log log 6 was only 0.25. It was recognized that diffusional creep in a poly crystalline aggregate must be accompanied by boundary shearing.' The suggestion was that the non Newtonian-viscous character of diffusional creep in the Mg-0.5 wt pct Zr alloy is due to resistance to sliding of boundaries lying approximately parallel to the tensile axis.= The work described in the present note should be seen against the above background for it represents initial efforts to observe in a similar way diffusional creep in a superplastic alloy. Previous work with the ternary-alloy Mg-6 Zn-0.5 Zr, pellet extruded, showed it to be superplastic however it does not contain resolvable precipitates to act as internal markers for diffusional creep. Also the fine grain size of the alloy (0.5 p) made conventional metallography rather difficult. Solubility relationships in the Mg-Zn-Zr system are not well known, however making reasonable guesses about the probable phase diagram of the ternary, Mg-Zn-Zr, various heat treatments were attempted to produce hydride precipitation. It is suspected that these principles can be applied, with modifications, to mineralization in unmetamorphosed limestone. In metamorphosed formations, some observed rules are as follows: 1. Bands or masses of pure limestone are very resistant to replacement by ore solutions, and are likely either to contain no ore or to resist replacement until near the end of mineralization. The reason for this apparently is physical, not chemical, since microscopic data indicate that when ore is deposited by far the greater part of it substitutes for carbonate. The chief factor is believed to be a lack of porosity in massive limestone that has undergone flowage and recrystallization. 2. Masses of intensely siliceous or silicated rock are likewise unfavorable ore receptacles. This seems to be accounted for by two factors: (a) chemical unsuit-ability or resistance to replacement, and (b) physical resistance to small-scale brecci-ation, which might faeilitate the opening of effective channelways for solutions. Some low-grade ore may occur, however, and also sporadic fracture fillings. 3. The optimum condition for ore reception appears to be found in bands or areas containing carbonate and silicates (or quartz) intimately mingled in something like equal proportions. In this situation movement is likely to result in mixed flowage and fracture, producing a finc-textured porosity that admits solutions freely and provides access to an abundance of replaceable carbonate. Cleavage cracks in some minerals such as diopside are believed to facilitate the penetration of solutions. 4. Certain minerals or assemblages are regarded as favorable impurities in a limestone and others as unfavorable. Original quartz, and subsequently developed diopside, and perhaps garnet, are typical favorable pre-ore gangue; in general rather equidimensional, brittle minerals. Tremolite, biotite, and probably wollastonite, are typical unfavorable pre-ore gangue; in general highly elongated and somewhat flexible minerals likely to develop under strong shearing stresses. 5. Tentative opinion is that the ratio of lime and magnesia in a limestone is of little or no importance.

The Duluth Engineers' Club was formally organized on the evening of Aug. 5, 1918, at a meeting .attended by over l00 members of the several engineering professions. W. G. Swart, a member of our Institute, was elected the first President of the Club. At the organization meeting, an opportunity was given, to Alfred D. Flinn, Secretary of the United Engineering Society, to outline the assistance that is being rendered to the Federal Government in the present contingency by members of the engineering profession. Membership in the Duluth Club is to be open to mining engineers on the iron ranges as well as to the residents of the city of Duluth.

According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their .suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President
