THE prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry.

The process of solvent extraction.(or liquid-liquid extraction) is a separation technique involving mass transfer across a phase boundary, and as such is not limited to metal transfer from an aqueous to a non-aqueous phase, or, vice versa. We shall here, however, restrict ourselves to the application of the solvent extraction technique to metallurgical processing. Basically, the process of solvent extraction as applied to metals separation and purification requires only that a specific metal be transferred from, initially, an aqueous phase to a non-aqueous phase, followed by a reversal of this transfer. J. G. WOLFF, Duluth, Minn. (communication to the Secretary*).-In raising the question (" Newly Discovered Fossil Remains in the Cretaceous Shale," p. 1784) as to the possibility of the so-called Cretaceous remnants found on top of Mesabi Range orebodies really being Jurassic, the writer was acting under a wrong impression. In speaking of the matter with different geologists of note who have visited Northern Minnesota during the past year, lie understood one of them to refer to Jurassic shales existing quite extensively in Northwestern Minnesota. This apparently was entirely a misunderstanding. In answer to an inquiry in regard to this matter, Prof. W. H. Twenhofel, paleontologist at the University of Wisconsin, said that the known Jurassic nearest to Northern Minnesota is in Western Dakota. From the reproductions of fossils shown on p. 1785, Prof. Twenhofel tentatively correlated them as "middle-upper Cretaceous."

Louis D. MILLS, San Francisco, Cal. (written discussion *).-The principle involved in the Crowe vacuum precipitation process is so elementary and the apparatus required is so simple, that the whole subject affords scant material for a technical discussion. As. one prominent Colorado metallurgist recently remarked when asked to contribute to this paper: "The Crowe process is the biggest step forward since the early clays of the cyanide process, but there is nothing to write about; just put it in your mill and try it." The writer confesses to a similar feeling, but having been closely identified with the process since its inception in 1916, he is perhaps in a position to at least comment on the theory involved and to record some of the results that have been achieved in actual practise. In practising the Crowe process, the solutions to be precipitated are first vacuumized in a suitable dispersion tower; that is, thin films of the liquid are subject to the action of a vacuum within a receiver. It is well to bring before you again the chief purpose of the National Research Council and of this its Division of Engineering, to stimulate others to make researches rather than to make them ourselves, because a given amount of our energy spent in inciting others will accomplish far more than if applied in executing them ourselves. This is because there are scattered through the numberless governmental, educational, and industrial laboratories of the country a very great number of investigators not only capable of being stimulated, but willing to aid in cooperative broadly planned research rather than to follow the haphazard methods of the past. Taken collectively, these laboratories and their personnel can produce an annual crop of knowledge the value of which is of the order rather of billions than of millions of dollars. I invite you to regard this potential product as a crop, to be planned, fertilized, harvested, and distributed with the sane order of statesmanship, the same breadth of view, with which we treat any other great human product or achievement, whether agricultural, industrial, or transportational.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths, from 150 m to 300 m (500 ft to 1000 ft), and six different diameters, from 4.27 m to 7.32 m (14 ft to 24 ft), were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.

THE purpose of mine-hoist safety con-trollers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper accel-eration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoist-ing drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of me-chanical hoist controllers, the basic ele-ments of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical con-nections would cut off the power and set the brakes.

CARLTON mill in the Cripple Creek district, 45 miles southwest of Colorado Springs, Colo., has been in operation for approximately three years, treating the custom sulpho-telluride ores formerly handled by the Golden Cycle mill in Colorado Springs. At the new mill the pyrite-telluride flotation concentrates have been roasted, prior to cyanidation, in a Dorrco FluoSolids reactor, which has proved capable of yielding calcine readily amenable to cyanidation. Incoming ores are crushed at Carlton to 5/8 in. and sampled in 30 to 75-ton lots before the individual lots are mixed in the fine ore bin. The composite ore then goes to the grinding circuit. Classifier overflow from the grinding circuit is treated by flotation to produce a concentrate containing approximately 85 pct of the values in 5 pct of the weight. The flotation concentrate goes to the FluoSolids reactor prior to cyanidation. Cyanide solution values are recovered by zinc dust precipitation. Flotation tailings are thickened and cyanided, the values from this part of the circuit being recovered from solution by activated carbon.

A simple diffusion-couple experiment was carried out for the purpose of determining whether chromium in sufficient amounts would cause the cementite phase in cast irons to become thermodynamically stable with respect to graphite and austenite at 1750°F. The implications of the results to some current theories on graphitization mechanisms are discussed. The literature abounds with evidence that chromium retards the decomposition of cementite to graphite and austenite or ferrite, for example during first-stage and second-stage graphitization in malleabilizing white cast irons and the subcritical graphitization of steels. Efforts to explain this retarding action of chromium have been conjectural, however, because the mechanisms controlling graphitization kinetics in the absence of chromium have never been clearly established. Concerning rate control, there are basically two schools of thought: 1) that graphitization rates are limited by diffusion potential (the stability of cementite relative to graphite, and 2) that graphitization rates are limited by diffusivity of Fe, C, Si, vacancies, and so forth.5'10 Chromium then, is thought either to increase the stability of cementite or to retard some critical diffusion process.

This chapter describes a new approach to the solution of stress distribution around underground openings utilizing the finite element method and employing stochastically simulated rock properties. It is well-known from extensive laboratory tests that the properties of rocks, e.g., Young's modulus and Poisson's ratio, are not single-valued but form some distribution. If the scatter of test data is attributed to the variability of the rock itself rather than due to an inadequacy in test procedure, then stress solutions have to consider these variations. Utilizing this basic philosophy, the present study was initiated. A long circular opening subjected to plane strain in a hydrostatic stress field was chosen as a specific example to illustrate this approach. The technique adopted in solving stress distributions was based on the finite element method. This method is essentially a generalization of standard structural analysis procedures in which the continuum is idealized as an assemblage of "elements," interconnected at a finite number of nodal points. It is capable therefore of handling different material properties for individual elements in the model, if desired. In this study, each individual element was assumed to be isotropic, homogeneous, and elastic. However, values for Young's modulus and Poisson's ratio were randomly varied from element to element according to an assumed frequency distribution.

D. N. Williams(BatteZle Memorial Institute)-The authors have presented an extensive collection of arguments pertaining to the role of stress in hydrogen embrittlement. The basic assumption of these arguments is that stress is essential as a driving force for diffusion of hydrogen. However, in view of the rapid diffusion rate of hydrogen in steel at low temperatures as evidenced by the ability to alloy with hydrogen by electrolytic charging, it seems unlikely to me that stress acts in this manner. Instead, I would like to suggest that stress may be essential for the nucleation of hydrogen in steel. I believe that such an assumption would equally well satisfy the experimental data presented by the authors. I should also like to comment on the interpretation of the data presented in Figs. 5 and 6. Fig. 5 shows the effect of hydrogen content on ductility in a rupture test. The curve as drawn by the authors indicates an abrupt transition from ductile to brittle behavior at about 0.001 amp per sq in. (5 ppm). The data points would equally well support a gradual transition from ductile to brittle behavior extending over the range from 0.0008 to 0.02 amp per sq in. (4 to 8 ppm).
