A stability criterion for a lamellar eutectic interface was derived previously1 assuming that the wavelength, A,. of the perturbation which grows most rapidly is much larger than the lamellar spacing. A. This assumption was required to permit averaging of both the interface temperature and composition over the complicated geometry of a lamellae. If this assumption is invalid, as has been suggested.2,3 then the problem becomes too complicated to solve completely. The first of these analyses1 did not calculate the wavelength. A,. of the initially unstable perturbation. whereas the more recent analysis.' which led to a contradiction of this assumption. did not include one of the key factors for determining this wavelength. To rigorously determine the wavelength, the effect of the curvature of the perturbed interface (not considered by either of the above treatments) must be included. By omitting this term, one would be led to an incorrect conclusion regarding the magnitude of A,. but to an accurate criterion for stability as evidenced by the excellent agreement with experimental observations.' In the case of single-phase alloys. the critical wavelength. A,. for instability can be calculated from the Mullins and Sekerka4 (M.S.) analysis which includes the effects of capillarity. In the following discussion, the M.S. analysis is applied to lamellar eutectics and the critical wavelengths calculated for reasonable growth conditions in Pb-Sn eutectic alloys. In order to apply the M.S. analysis to eutectics. one may substitute i) the effective liquidus slope.1 m*. for the single-phase liquidus slope and ii) the ratio of the bulk alloy composition. There are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. Inductance is calculated from the dimensions of the furnace, according to formulas of the U. S. Bureau of Standardsll as follows. Formula 99, for mutual inductance, is: M = 2l [log 2l/d-1 +d/l] Formula 103, for self-inductance, is: Both of these formulas are approximations which are nearly correct when 1 is great compared to d or R. 1 = length of circuit, in centimeters, d = separation between the conductors, in centimeters, R = geometric mean radius of conductors. For a circular tube, R = the radius of the circle. For a solid circular conductor, R = 0.7788 X the radius of the conductor. For a rectangular conductor, R = 0.2235 X (a + b), a being the length, and b being the width of the rectangle. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

The opening session* was held in the hall of the Franklin Institute, on Tuesday evening, June 20th, President Holley in the chair. The President introduced Mr. Franklin B. Gowen, who addressed the Institute as follows: Mr. President and Gentlemen : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of geutlenlen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. Peculiar crusts having appeared on certain irons made at Glendon and Pequest, which, in our experience, were entirely new, some analyses of them were made; and these analyses, together with an account of the manner of appearance of the crusts, are herewith submitted to the Institute. At Pequest the ores mere: & Peters, from Ringwood, N. J.; + roasted sulphurous ore, from Charlotteburgh, N. J.; and + red ore (decomposed magnetite), from Chester, N. J. The fuel was 7/8 Lehigh anthracite and + Connellsville coke, and the limestone a dolomite from Andover, N. J. The resulting iron varied in silicon from 0 84 per cent. in No. 1 foundry to 0.51 per cent. in gray forge; in phosphorus, from 0.81 per cent. to 0.55 per cent.; sulphur, 0.035 per cent.; manganese, 0.375 per cent. It was highly "chilling" in its properties, and very strong. In running, it invariably appeared to be of a lower grade than it really was; the higher grades scintillating as much as hard iron usually does. After getting into the moulds, and beginning to cool, a black crust began to show itself, seeming to exude from the pigs, till finally, when the iron was cold enough to break, it completely covered the face of the pigs. Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.

The more stringent ventilation requirements of the 1969 Act have created a greater need for improved network analyses. More air is required at the last open crosscut (9000 cfm) and for the first time a minimum quantity is specified for the face (3000 cfm). Severe restrictions are placed on both belt and track haulage, and the intake air cannot contain more than 2 mg per cu m of respirable dust, to be reduced to 1 mg later. Larger tonnage and longer life mines are the trend today, necessitating multiple fans and shafts. Yet relatively little engineering goes into designing the mine ventilation system. In this paper a ventilation system is designed for a typical Pittsburgh block system, manual calculations are made and then checked by a computer solution. The computer is the ideal tool to try out proposed changes on paper to insure that the entire mine is properly ventilated and no costly adjustments need be made by dumping air. While it is theoretically possible to solve complex ventilation network problems by hand, it is not practical to do so because of the tremendous man-hours required and the many opportunities for errors. Thus the digital computer is indispensible to the ventilation engineer and newer improved ventilation programs are being developed to more realistically model mine ventilation networks. Suggested ventilation changes to comply with the new regulations are also critically evaluated.

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. As is known to representatives on Engineering Council, the Patents Committee of Council has collaborated with the similar committee of National Research Council in developing a scheme for the improvement of the method of dealing with patents in this country. The staff of the Patent Office is itself actively engaged in this effort. Out of the report prepared by the National Research Council, and approved and adopted by Engineering Council as the report also of its Patents Committee, remedial legislation has taken form. Three hills have been introduced, known as H.R. 5011, a bill to make the Patent Office independent of the Department of the Interior or any other department, and to simplify the procedure of the Courts with reference to assessment of damages or profits for infringement of patents; H.R. 5012, a bill to establish a single Court of Patent Appeals; and H.R. 7010, a bill to increase the force and salaries in the Patent Office. Chairman Charles A. Terry, of the Patents Committee, requests that representatives of Engineering Council write to their congressmen, urging the passage of these hills and so far as convenient, request their friends to do likewise.

There was optimism on 14th Street on April 22, Earth Day. We only have the report second hand because the demonstration conflicted with another appointment. Fifth Avenue was closed to vehicular traffic from 14th Street to the Park for a few hours and the crowd that showed up to promenade rivaled anything that can be imagined, even one at a country fair in Merry Old England. Certainly the domestic animals were there and the costumes were wild-as they are almost any day on 5th Avenue. However, the mood was friendly, happy and optimistic according to one of our neighbors who filmed and taped interviews with some of the characters. People think the air is going to be clean, and the water pure in the future. Land is going to be treated with respect. Even if the demonstration temporarily fouled the streets with litter, it served the purpose of dramatizing awareness. In talking to our friend about his experiences we didn't miss the opportunity to sound out his impression of whether or not people recognize that no group of people nor industry has a monopoly on pollution.

An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J. Parke Channing was elected a member of the Engineering Council for a period of three years, to succeed himself.

DRILLING in the Oligocene potash basin of Alsace prior to 1927 had shown important differences of level in the salt beds thus encountered. To explain this a somewhat unsatisfactory hypothesis of faulting had been advanced. During the latter part of 1926 and the beginning of 1927- our firm was engaged by two organizations for the purpose of trying to supplement, by an electrical survey, the geological data thus far collected. As a re-sult of this exploration it was possible to affirm that salt dome structures were present in the Oligocene basin of the Upper Rhine, something heretofore absolutely unknown in that region. Two salt domes were actually outlined, one, near Meyenheim, was made the subject of a communication to the Academy of Sciences, by G. Friedel2; the other, near Hettenschlag, was briefly dis-cussed by C. and M. Schlumberger3 before the same academy. The purpose of this paper is to indicate the strati-graphic and structural conditions of the area where these salt domes were found; to discuss the results of the electrical survey which led to the location of the domes, and indicate the new geological outlook which such a discovery suggests.

In the summer of 1898, a demand suddenly arose for commercial quantities of the element osmium. At least half a ton was wanted for the manufacture of a new incandescent light. This led the writer to examine localities where platinum had been reported, in order to determine whether osmiridium mas contained in the crude platinum. With the co-operation of the concern most interested, the Welsbach Light Company, and in company with its President, Col. William E. Barrows, I visited most of the leading American localities where platinum has been obtained. I also wrote to every available placer-mine in the West for samples of the heaviest sands, in order to test them for platinum. The results of this inquiry are given in the present paper. Distribution. The notices of the occurrence of platinum in this country given in scientific journals include two interesting observa tions in the East. One concerns a nugget described by Peter Collier of Washington, D. C.,* and said to have been found on land adjacent to the village of Plattsburgh, N. In my paper on "The Lixiviation of Silver-Ores by the Russell Process at Aspen, Colorado" (page 137 of the present volume), attention was called to the decrease in "chlorination " during the washing of the roasted ore with water, to remove soluble salts, before leaching with hyposulphite and Russell solutions. This decrease in " chlorination," which is due to conversion of the silver chloride to some other form not soluble in hyposulphite solutions, and which, for the sake of brevity, will be termed the "going-back" of chlorination, has been a serious obstacle to the successful operation of several leaching-works, and was at Aspen the only difficulty encountered. I have never seen any explanation of the cause of this failure to extract, in actual practice in the mill, the amount of silver chloride shown by laboratory-leachings to be present in the roasted ore; and the purpose of this paper is to record the conclusions arrived at concerning the cause of the phenomenon, and the data upon which they are based. The sands of Snake River, Idaho, have long been known to contain gold. They were worked by some of the first prospectors who came to Idaho, and on the banks still stand the ruins of camps abandoned for years. There are almost always prospectors searching for gold during the season of low water, and it is not an infrequent thing to find a miner of the old type actually panning the sand, or the prospect-hole which he has just left. There is more or less mystery about these miners and their methods of finding the spots where they work. They are always subjects of much speculation to the ordinary traveller. The rich discoveries are, for the best of reasons, concealed until the claims can be taken up. It is difficult to find a place where there are no prospects, but the " colors " are so very fine that they do not offer much inducement to enterprise. The California miner usually values a color at from 5 to 10 cents, often the latter; while on Snake River it would take 100 colors, or even more, to make that amount.

THIS paper by. Georges Ranque is an attempt to reason out the conditions of formation and stability of inclusions and to establish an operative process capable of eliminating or minimizing them. The paper consists of two parts; one in which the author considers the laws of physical chemistry and physics that apply to liquid slag-metal systems and one in which he describes a practice based on the theoretical considerations. Such a paper is bound to contain controversial points and it is therefore your speaker's intention to present Mr. Ranque's side of the picture to the best of his ability without regard for any thoughts or criticisms of his own. RISING VELOCITIES OF INCLUSIONS Most nonmetallic inclusions have densities ranging from about 1.7 to s, while liquid steel has a density of about 7. Under these conditions, ferrostatic pressure should cause the inclusions, being lighter, to rise from the bath and be eliminated. This rising tendency is expressed by Stokes' law, from which may be calculated the rising velocity of a spherical particle in a liquid medium whose density and viscosity are known.
