PART I. OUTLINE OF INVESTIGATION, DESCRIPTION OF MATERIAL AND METHODS RESULTS of investigation of corrosion-fatigue of metals at the U. S. Naval Engineering Experiment Station, Annapolis, Md., have been discussed by the writer in several recent papers.1,2,3,4 In those papers references were also given to the work of Haigh in 1917.6 Efforts by the writer to obtain a better understanding of some of the factors involved in corrosion-fatigue finally developed into a general investigation of the effect of time and cyclic stress on corrosion of metals. Corrosion fatigue of Metals As described in the papers mentioned, rotating-cantilever specimens, conically tapered so that the stress is nearly uniform over a length of about 1.5 in., were subjected to simultaneous fatigue and corrosion. For this purpose a stream of water was diagonally applied so as to sweep the specimen from the outer to the inner fillet and surround the stressed surface with water. The fresh water is a calcium carbonate water, the composition of which has been given in a previous paper.2 The salt water is Severn River water having a saline content about one-third that of sea water.

The 114th (New York) Meeting of the Institute will be held in the third week of February, 1917. The Committee on Papers and Publications has set Dec: 1, 1916; as the closing date for the receipt of manuscripts intended for this meeting. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committee they must be sent to those committees enough in advance of the time to be forwarded and in the hands of the Secretary by the time specified. While Dec. 1, 1916, is the final closing date, it is a great advantage to get papers in as much before that time as possible as it enables them to be submitted in proof form to their authors. Papers received on or before Nov. 1, 1916, will, as far as possible, be published in the January Bulletin or earlier, thus giving good distribution among the members in advance of tile meeting. The Institute's records show that the discussion of papers is very rnuch better when they are distributed somewhat in advance of the meeting instead of in the Bulletin which goes out immediately preceding the meeting.

Meeting of Mar. 26, 1915.-The following Committee on Nominations was appointed: Fred W. Bradley, Chairman; James F. Kemp, Past President; Frank M. Smith, Chairman Montana Section; R. C. Gemmell, Chairman Utah Section; Frank A. Ross, Chairman Columbia Section; Louis S. Cates, Arthur Thacher. The Committee on Precious and Base Metals and the Committee on . Coal and Coke were appointed, the personnel of which is shown in another part of this Bulletin. The President was authorized to appoint a Committee on Welfare with J. Parke Channing as Chairman. W. P. Cutter, Librarian of the United Engineering Societies' Library, was appointed a representative of the Institute on-the Committee oh Classification of Engineering Knowledge to co-operate with similar committees of other engineering societies. A vote of thanks was extended-to Edward B. Sturgis for his excellent work in arranging for the Annual Dinner. in February, of this year. The suns of $57.30 was appropriated to the New' York Section. It was resolved that in response to the courteous invitation from 36 members of the Institute in Arizona and the neighborhood, the 1916 summer meeting of the Institute be held in Arizona.

If there is one thing that makes a fellow feel like the years are catching up with him, it is to go through a second cycle in which the adequacy of mineral resources is being "viewed with alarm." The first time we experienced such a flap was in 1951. At that time, the United Nations convened a meeting at Lake Success to study ways and means of averting a crisis in minerals. Presently there is some sentiment being expressed about the mineral scarcities that will occur in the decades ahead, in view of world population trends and increasing per capita consumption of metals. To be greatly concerned about the adequacy of metal supplies is to be highly pessimistic about the capabilities of technology. As in the past, shortages will be of temporary duration for as far ahead as the most ambitious prognosticators are projecting. The study of mineral economics is a fascinating and surprising subject. The law of supply and demand is but a starting point. The iron ore market for the steel industry is an example which comes to mind because of our receipt this week of the United Nations report "Survey of World Iron Ore Resources."

THE volumetric behavior of isobutane at temperatures below its critical temperature has been studied by several investigators. Seibert and Burrell1 measured the vapor pressure of isobutane from the ice point to the critical temperature. Dana and co-workers2 determined among other thermodynamic quantities the density of the saturated liquid and the saturated gas and the vapor pressure from approximately 0° to 130° F. Sage and Lacey3 studied a number of the thermodynamic properties of this hydrocarbon from 70° to 250° F. The specific volume in the gas and liquid region was determined at pressures up to 3000 lb. per sq. in. ? throughout this temperature interval. In addition, the vapor pressures were measured at 30° intervals. These data taken together serve to establish the thermodynamic behavior of isobutane at temperatures between 0° and 250° F. with reasonable accuracy. However, apparently there are no data available at the higher temperatures. For this reason an investigation of the volumetric behavior of isobutane at temperatures between 100° and 460° F. was carried out with apparatus that has been described in another paper (A.I.M.E. Tech. Pub. 1127).

Balancing the prodigious iron ore deposits of Western Australia are the equally vast coal resources of the Bowen series of eastern Queensland. The Bowen series is a Permian basin stretching 500 miles in a north-south line. The beginning of what will be large scale mining of the Kianga-Moura coalfields in Dawson Valley was made by the Australian company of Thiess Bros. in July 1961. Then Peabody Coal Co. of St. Louis, Mo., joined Thiess. Later, Mitsui & Co. Ltd. received a 20% interest in the firm Thiess, Peabody, Mitsui Coal Pty. Ltd. Rtitsui was to lend the company money for development. Queensland Parliament, by special act, granted the company exclusive franchise over the Kianga-Moura coalfield, an area of 350 square miles. The rights do not include other minerals. The company is to have a 120-mile railroad completed to Gladstone or some other port in seven years. It must produce at least 500,000 long tons of coal annually until the line is built, after which production is to be upped to 2 million tons. By December 1962, these arrangements were completed.

For years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually many miles from an assay-o5ce. If, upon examination, the fornlation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had optioned" the property! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. The recently established SME-AIME Education Board has completed its first full year of operation, and its six constituent committees-Accreditation, Career Guidance, Continuing Education, Educational Statistics, and Scholarship-have been extremely active in identifying and initiating programs to serve the educational needs of the Society of Mining Engineers and its members. The Continuing Education Committee-primarily concerned with the needs and problems associated with providing a continuing education program for SME members-is responsible for: (1) determining the need for short course offerings; (2) developing needed courses, along with new means and opportunities of presentation; and (3) scheduling and evaluating course presentation. In response to this charge, the committee has sponsored two short courses at the SME-AIME Fall Meeting in St. Louis and three short courses at the AIME Annual Meeting in Denver. Its major effort, however, has been directed toward the 1978 SME-AIME Fall Meeting to be held in Orlando, Fla., where 18 days of short-course instruction have been scheduled. A portion of these courses will be presented prior to the meeting, with the remainder to be presented in Nassau, Bahamas, immediately following the meeting.

THE processes of superficial alteration depend on physical conditions, environment, geologic history and chemical and mineralogical composition. Superficial alteration is confined particularly to the zone of shallow circulation, as this is the zone of solution; its rocks are open and the circulation within it is compara-tively rapid. The enrichment of ore deposits in this zone, therefore, is of special interest. The depth of the vadose, or zone of shallow circula-tion, is variable, because its lower limit depends on the variable level of ground water. In moist, hilly countries its depth varies from a few feet to several hundred feet. In arid regions where the rainfall is low and evaporation great, this zone may extend to much greater depths. Permeability of the deposits . is essential to the downward migration of metals. In rocks, that have been fractured since the primary ore was deposited, there is generally more extensive and deeper enrichment than in ore deposits that have been but slightly fractured. A warm climate increases chemical action and abundant rain fall is favorable to enrichment. Low relief and slow erosion give long periods of weathering and thorough leaching.

Edward Cooper was born in New York City, Oct. 26, 1824. His father, Peter Cooper, to say nothing of manifold reasoils for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment .of public schools ; and it is not surprising that. he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.' For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the student of those data which the modesty of the man permitted to be placed upon public record.

The effect of temperature and orientation on the plastic behaviour of an impure titaniferous magnetite from Palabora (South Africa) has been investigated. Prismatic specimens were axially compressed along [001], [110] and [111]. The strain rate was about 3.10-6 s-1. Trace analyses of glide lines revealed a plastic anisotropy due to glide on several non-equivalent crystallographic planes. At 200 °C {111}<112> twinning, {111}<110> slip and {100}<011> slip have been operative. At 400 °C {111}<110> slip and {100}<011> slip are primary glide modes. {110}<110> slip seems to be a secondary glide mode in the [001] specimens at 400 °C. {III}<112> twin glide generates isolated sharp lamellae. {111}<110> slip produces smooth surface striae. {100}<011> slip is characterized by coarse and partially wavy slip bands. {I10}<110> slip displays faint remarkably equidistant glide lines. The critical resolved shear stresses (CRSS) decrease with rise of temperature. The CRSS ratio of slip on [100) to slip on {lll} increases from 1.1 at 200 °C to 1.4 at 400 °C giving rise to a distinct flow anisotropy of the magnetite at 400 °C.

THE development of the cube-on-edge secondary re-crystallization texture in Si-Fe strip depends upon the ability of inclusions to restrain normal grain growth. This ability is determined by the number and size of inclusions, which, for a given composition, is controlled by the thermal history of the material during the prior processing.&apos; It has been shown2 that increasing the silicon content decreases the solubility of sulfur, and it is the purpose of this note to show the consequences of this decreased solubility for secondary recrystallization. Heats were made as previously described and cast into graphite molds.&apos; The compositions are shown in Table I. Slabs 1 in. thick were cut from the ingots and either hot-rolled from 1000°C in the as-cast condition or after one of the heat treatments described later. The processing to the final gage of 12 mils followed the previous procedure.&apos; To avoid cracking, the 5.2 pct Si alloy was cold-rolled at 150" to 200°C rather than at room temperature. DURING the course of preparation of crystals of alpha brass for an investigation of their creep characteristics, a number of critically oriented crystals were produced. In each of these specimens, P0, the specimen axis, lay near some important crystallographic direction or on or near the border of two possible slip systems. Because of the unusual nature of their orientations, it was considered of interest to deform these speci-mens in simple tension and to study orientation changes and any unusual occurrences, different from what would be expected for specimens in which only one slip system had distinctly the highest maximum resolved shear stress. Choice of actual operating slip system in a crystal offering an immedi-ate possibility of two slip systems would be expected to be due to chance, defect, or some inhomogeneity. Even in an ideally perfect crystal so oriented, the natural oscillations of the atoms about their lattice positions would give rise to a condition wherein one slip system would be favored over the other at the critical shear stress. In the large, nonperfect crystals of the present investigation, slip on both systems, but in different portions of the specimen, might occasionally be expected.

The design of slurry launders has usually been based on strictly empirical concepts. An examination of the most common procedures reveals that they do not account for many of the variables that are recognized as significant for slurry transport. These may include flow rate, volume concentration of solids, solids specific gravity, solids size distribution, particle shape, launder geometry, and roughness of the wetted surface. It was decided to develop a design procedure, which would accomplish two things: First: Take into consideration most of the known significant variables and systematize the procedure to assure consistent results. Second: Provide a rational basis for examining and utilizing operating data to refine and improve the system. To accomplish this, it was necessary to develop a basic design concept. This concept has been developed through a complex development history, and yet still appears workable and technically sound. That concept may be outlined as follows: First: The solids transport velocity is the fundamental basis for slurry launder design. Second: The stream configuration, hence the launder size, is integrated with the solids transport velocity so that the actual stream velocity exceeds the solids transport velocity. The iron ores of Canada have attracted more or less attention in this country for a number of years ; and having had an opportunity this past summer to examine some of them, especially the magnetic ores, I have thought it might be of sufficient interest to the members of the Institute to put on record some of my observations. The region examined contains, for the most part, only the rocks of the Laurentian system. Much of it was originally covered with a dense growth of pine, which interfered with successful prospecting for ores. However, after the best of the timber had been cut off, fire generally got into the bush and cleared it up pretty well. This, besides making travelling about easier, exposed large surfaces of rock, and rendered the work of the prospector far more liable to be rewarded with success, while removing many of its hardships. The general appearance and productiveness of the land have, however, been far from improved by this process. It would be difficult to find a more desolate-appearing country than some of these pine woods after fire has been through them. The country examined may be, for convenience, divided into two

Though resistance to flow offered by mine airways supported with timber sets has been an object of study over the last half century, no accurate relation has yet been established from which prediction of the resistance coefficient of a projected timbered airway can be made. Zenofontowa et al. developed an empirical relation, but this relation has not been found to satisfactorily correlate experimental data obtained by Sales and Hinsley. This led the author to develop a set of simple theoretical relations between the resistance coefficient of timbered airways and the various parameters affecting it, such as the type and spacing of sets as well as the shape and size of members forming the set. Experiments were designed with the help of a laboratory model airway to verify the validity of the relations developed. With the experiments conducted so far with 4, 3 and 1-piece sets of 3.4 x 3.4, 2..5 x 2.5, and 4.5 X 4.5-cm square-section timbers in a 45.8 x 38-cm model airway, the theoretical relations have been shown to hold.

The general drift of the discussion as to the relative merits of pressure- and exhaust-fans has resulted, if we may judge from the prevailing practice, largely in favor of the latter. The subject has been hitherto treated, however, with special reference to highly gaseous mines, the effect of the form of ventilation upon dust-explosions having been too little considered. Even in mines containing practically no gas, dust-explosions may occur; and if, as I believe, pressure-fans are to be preferred for their effect upon dust, it may be worth while to reopen the debate, and to challenge the advisability of exhaust-ventilation under certain conditions. There are several forms of colliery-ventilation, which may be described as follows: Plain or simple pressure-ventilation, in which the fan acts as a pressure-fan, and the movement of coal is unobstructed at the surface by doors or equivalent devices in drifts or shafts, the traveling and haulage. thus being in the return-current. Plain exhaust-ventilation, in which the fan acts as an exhaust-fan, the movement of coal being likewise unobstructed at the surface, and the traveling and haulage being in the intake.

Reconstruction of the British mining industry began shortly after nationalization in 1947 and continued until well into the 1950s with the support of the government. This support diminished as plentiful supplies of cheap oil from the Middle East made many coal mines uneconomic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A government examination in 1974 of the coal industry then supported the National Coal Board&apos;s general strategy of major capital investment as set out in its &apos;Plan for Coal&apos;. The plan was aimed at halting the intended decline in the industry&apos;s capacity and restoring it to 120 million tons of deep mined output in 1985. The plan proposed action along the following lines: Increase output by major investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output.

AT THE end of the year 1914, the main North Star incline shaft had reached the 6300-ft. level, and encountered a vein dipping Southwest, or, exactly opposite to the North Star. Subsequent development failed to find the North Star vein continuing beyond this intersection, so the 6300-ft. level proved to be the bottom level of the North. Star vein, and very little ore was found below the 5300-ft. level. The new vein was called No. 1 vein. Development work carried on for the next 10 years discovered a third vein, called No. 2, branching off about 1200-ft. to the east, with a North-south strike and a west dip. No. 1 vein had about 900 ft. of backs above the 6300-ft. level before reaching the boundary line of the property, and No. 2 vein died out about 800 ft. above. During these 10 years, the money spent on development was increased from $54,000 in 1914 to $184,000 in 1924; the ore reserves steadily diminished until it was evident that the mine must close down unless by some means a large tonnage of ore could be developed quickly.

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.
