Tan record of the largest magnesium plant in the country utilizing sea water as a primary raw material stands as another victory in the struggle for large-scale production of pure chemical elements from the oceans. Bromine was the first element to be economically and commercially recovered when, in 1933, a six million pound per year unit was built on the Atlantic Coast near Wilmington, North Carolina, by the Ethyl-Dow Chemical Co.1 The bromine was reacted with ethylene to produce ethylene dibromide, a necessary associate of tetraethyl lead in ethyl antiknock fluid. Within eight years that plant was doubled and redoubled, and another large unit was put into operation at Freeport, Texas, taking bromine from the Gulf of Mexico. In 1940, in fortunate anticipation of the impending demand for magnesium and the limitations of the production from natural brines, the Dow Chemical Co. turned again to the sea, and designed and erected a plant at Freeport to produce 18,000,000 lb. of magnesium per year from sea water.2 In March 1941, two months after the new plant had been put into successful operation, construction of an 18,000,000-lb. Government-financed addition was started. Late in 1941, as a part of the $400,000,000 defense program intended to produce 600,000,000 t0 700,000,000 lb. of magnesium per year, Dow was asked to build and operate for the Government a 72,000000-lb. plant near its original plant at Freeport. Within a few days after the Japanese made their attack at Pearl Harbor, preparation of a site was started at Velasco, Texas, for the construction of the Texas plant of the Dow Magnesium Corporation-the largest known magnesium plant utilizing sea water as its raw material. Less than six months after the first piling was driven, urgently needed magnesium was in steady production. Five months later, the plant had exceeded its rated capacity. It remained above rated production until the general magnesium curtailment was applied to Government-owned plants in September 1944. Credit for the construction and operation record of the Dow magnesium plant must be divided among the efforts of a very determined group of men, an extremely favorable location, and a simple process. It is with the two latter aspects of the plant that this article will deal. The site for the new enterprise was chosen near Velasco, Texas, on property bordering the Brazos River at a point approximately 6 miles inland from the original magnesium plant and y miles inland from the Freeport Harbor on the Gulf of Mexico. This location was far enough away from the operating units to reduce both interference from construction and the vulnerability of closely bunched manufacturing operations to the then feared air attack. HISTORY of the Porcupine area has been pub-lished in detail by the Ontario Bureau. of Mines in several issues of its annual reports. An. interesting volume could be written on: this topic; especially if personalities were introduced, such as the. transaction whereby the original title to the Hollinger group of claims was settled between Ben Hollinger and Alex Gillies by the toss of a coin. The early history of the McIntyre mine also had its thrilling events, such as its manager, R. J. Ennis, dodging the sheriff and deposit-ing red-hot gold bricks in the bank to meet his pay-roll. The occurrence of quartz veins containing low gold values was reported in 1896 by E. M. Burwash and again in 1899 by W. A. Parks. The first application for a mining claim appears to have been applied for on Dec. 30, 1906, by W. 0. Taylor, of Toronto, one of the old employees of the Hudson Bay Co. On the recom-mendation of Mr. Taylor, early prospecting was done on the shores of Porcupine Lake. It. was not until the spectacular discovery of the surface croppings at the Dome mine, by J. S. Wilson in 1909, that a rush to the district took place. Exploration was carried on during 1910 and 1911. The big boom was on in 1911, when claims sold on the evidence of mere rock croppings, owing to the prevailing heavy overburden. Rock croppings with specks of gold brought big prices. The country was heavily timbered and most difficult to prospect. My first trip was made during the summer of 1911, while the railroad was under construction from Porquis Junction to South Porcupine. I published my observations in the Canadian Mining Journal, Dec. 15, 1911, discussing in particular the character of the ore deposits and the future prospects of the camp. The first mills were erected in 1911, only to be destroyed by the disastrous fire in July of that year. They were rebuilt and the first important shipments are recorded in 1912. The history of the camp from the discovery of the Dome to the present consists of alternate chapters of great optimism and those of a more non-committal nature. For the engineer unfamiliar with the character of the deposits of this area, and the north country in general, it is at times most difficult to draw conclusions and submit definite recommendations. When valuable orebodies apex at depth, with no surface showings other than slightly mineralized veins of quartz or quartz containing a little visible gold; when at depth valuable veins and ore deposits, paralleling the one being explored, are developed by cross-cutting, such as Nos. 85-58 on the Hollinger, which have been its largest producers, the engineer assumes responsibilities rarely called for in other mining districts. This fluctuating aspect is exemplified in the three large producers, and may be duplicated with some of the old producers now being explored.

THROUGHOUT the anthracite industry's history, the problem of handling and dis¬posing of refuse material has been one of major importance. In the early days of the industry's activities, only the large sizes of anthracite were satisfactory for market requirements and the smaller sizes were deposited as refuse. As time went by, more efficient coal-burning equipment was developed and a market demand was created for the finer sizes of coal. This demand made it possible to recover market¬able coal from banks deposited as refuse in the earlier days of mining. The same condition holds good today and we can see a definite trend toward the objective of utilizing the No. 4 and No. 5 buckwheat sizes. Under present conditions, we know that a limited market exists for No. 4 and 5 buckwheat; we know that the finer sizes of anthracite can be burned as pulverized fuel; we know that these fine sizes can be processed and sold as bri¬quettes, and we also know that the heat content of these fine sizes of coal is compar¬able with that of the sizes now merchan¬dized. Therefore, it should be the objective of the industry to conserve these fine sizes of coal in such manner that if and when processing facilities are developed, and market demands exist, the material can be salvaged and made available to meet these demands. From the standpoint of economical future reclamation, the ideal method of disposing of refuse containing the finer sizes of coal is to deposit it in banks separate and apart from other breaker refuse. By this procedure, the minimum amount of material will be processed in future salvage operations to recover the No. 4 and No. 5 buckwheat sizes. Many collieries in the anthracite region are operated under leases that have a specific term. These lease agreements provide that, upon expiration of the lease by term, exhaustion or otherwise, the ownership of the refuse material reverts to the lessor. Therefore, a question was raised in the minds of these operators: Why should I assume the expense of such pro¬cedure when I have no assurance that I will benefit by the future processing and sale of these fine sizes? Under present conditions, the answer to this question is not one of choice but of necessity, as restrictions imposed by legislation make it mandatory on operators of preparation plants to take necessary steps to properly treat silt-laden waters before permitting them to enter the streams. By reason of these restrictions, the disposal of fine sizes becomes a secondary_ rather than a primary operating con sideration, and the procedure for disposing of this refuse becomes a matter of choice governed principally by topographical and geographical conditions. METHODS OF HANDLING REFUSE There are three principal methods of handling and disposing of fine-size refuse; namely :

Crushing development at Duval Corp.'s Sierrita concentrator in Sahuarita, Ariz., has been a continuing effort since plant startup in January 1970. The original crushing system was designed to produce 65 000 t/d (72,000 stpd) of ore. However, in the summer of 1970 the Sierrita plant was averaging only 43 000 t/d (47,000 stpd) due to coarser than expected secondary crushing plant feed, lower than design crusher operating availability, and inability to achieve design tertiary crusher power draught at an acceptable hydraulic support pressure.

John Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The activity of FeO in silica-saturated slags shown in Table V is about 0.40 in the temperature range 1260" to 1350°C. Recent measurements by N. A. Gokeen at 1600" lead to about the same value. He finds the oxygen content of liquid iron in equilibrium with silica and ferrous silicate slags to be 0.088 pct. Under pure iron oxide slags at the same temperature, it is 0.225 pct. The ratio places the activity at 0.39.

A TECHNIQUE has been developed which makes it possible to determine the spreading pressure of liquids and solids, for simple systems. Data for surface tensions, interfacial tensions, spreading pressures, and contact angles for water, heptane, and silica are tabulated. These results can be applied to the evaluation of capillary rise and displacement pressure in a petroleum reservoir. Appropriate equations are presented and the application of these equations is discussed. The presence of surface-active components affects both capillary rise and displacement pressure and also seems to influence the rate of fluid flow.

Electrochemical measurements were made wing chalcopyrite and pyrrhotite electrodes in aqueous solution containing a xanthute collector and ground ore mineral particles. The purpose was to investigate the electrochemical reactivity of ozone with respect to dissolved xanthute, surface adsorbed xanthute, and the sulfide mineral itself. Electro-chemical evidence for the removal of xanthate coatings from chulcopyrite, pyrrhotite, and platinum surfaces by ozone is presented. The oxidizing power of ozone is compared with that of oxygen and other common oxidizing agents to portray the superiority of ozone as an oxidant.

Samples of copper-lead concentrates from the mine of Cia Minerals Santander, Inc., a Peruvian subsidiary of the St. Joseph Lead Co. were recently subjected to special analysis. This concentrate was known to contain bismuth which, under some circumstances, might have incurred a smelter penalty. In this case, customers for the concentrate accepted it and requested a higher concentration of bismuth. Although chemical analysis would disclose the presence of the metal, it was not possible with equipment available at the mill in Peru to determine the mode of occurrence in the fine grained ores.
