THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions.

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. IN reality, the Butte district is the birthplace of the Anaconda Copper Mining Co., for it was here that strength was gathered and means provided for later expansions of the Company. The Butte district was organized at a miners' meeting on Aug. 20, 1866, primarily for gold placer-mining operations. Substantial amounts of placer gold were recovered from gulch gravels during the period 1862 to 1868. The earliest lode claim locations in the district were recorded in July and August 1864. CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. I (New York Meeting, February, 1912.) FLUE-DUST, to most blast-furnace operators, means a troublesome by-product, the formation of which should be curtailed, if not prevented entirely. However, with the increasing use of fine ores, larger furnaces, and high-pressure blast, the production of flue-dust is constantly increasing, and amounts annually in the United States to from 3,000,000 to 3,500,000 tons, An exceedingly high tonnage, of which a large part has been discarded as valueless. As a result of greater economy in the iron industry, the attention of our furnace-men has been directed towards the utilization of this enormous amount of waste material, a problem which had also been given due consideration by metallurgists abroad. Flue-dust is generally a fine material containing considerable coke and iron-ore, with a small admixture of lime and silica, depending upon the burden. The iron-ore is partly reduced, which shows that the dust originates largely in the reducing-zone of the blast-furnace. In the United States this dust usually contains 20 per cent. of coke and more than 40 per cent. of iron. Estimating coke to be worth $3.25 per ton, and iron-ore 7 cents per unit, a ton of flue-dust, unless made available, represents a loss to the furnace-man of $3.50. This accounts for the first efforts to recharge the flue-dust into the furnace, either by moistening it clown with an excess of water, or mixing it with clay to form balls of pulp, or treating it with lime-water. These methods, however, have been practically discarded, as they failed to produce the desired economies. To recover, in the blast-furnace, all the values represented by the material contained in the flue-dust, the following con¬ditions should be complied with

Size segregation, degradation, and distributor data are also included. The conclusion is reached that size consist of the fuel as fired, is a critical factor in its performance on this class of equipment.

THIS nation has been depending upon the Lake Superior iron ranges for most of its iron ore requirements for over half a century. Furthermore, it can continue to draw the major portion of its ore requirements from the same source for another century or more, but to accomplish this, great changes must take place in the present ore mining industry. Preliminary preparations for these changes are now underway and in the next few years decisions of far-reaching importance must be made. But to understand the situation, it is first necessary to know something of the nature and occurrence of the Lake Superior iron formation. The energy crisis and the resurgence of mining activities highlighted 1972-73. Added to the impetus for more effective materials handling systems has been the continued upward trend of inflation and labor costs. The need for addressing the fundamentals has led to the trend toward an overall systems approach to materials handling problems.1 The decision to move forward with large mining ventures such as the $150 million Hibbing taconite comple2 and the immense Carajas iron project must base themselves on indepth studies of a host of factors viewed in the context of an integral mine-transport-market system. What's important is that each ton of pellet or ore must be an economical commodity at the end users' furnace. The project can still be viaable even if certain components in the entire network appear to be individually costly.

THE first fall meeting of the new Coal Division started on time on Thursday morning, Sept. 11, at Pittsburgh, with Paul Sterling of the Anthracite Section presiding and over a hundred members and guests in the room. The attendance increased from session to session, the total registration being 248. Excellent arrangements had been made by the officers of the Division covering all features of the meeting, the only drawback being that more papers-were listed for presentation than could be discussed in the time available. Howard-N. Evensong, chairman of the Division, explained this situation as sore and sore papers case in by likening it to the case of the small boy who wanted a second niece of pie at the end of a large seal. When his mother remonstrated that if he ate any more he would certainly burst, the young man replied, "Well, you just hand over the pie and then get out of the way." With that Mr. Evensong turned the meeting over to Mr. Sterling, who handled it so well that with ample discussion it was still possible to adjourn at lunch time, all but the group of junior papers having been heard. This series of papers, the output of the .very lively Junior Section organized last spring by the younger men of the Division was regretfully put over until Friday morning, when that on "Heat Drying" by S.. M. Parsley was read.

LECTURE, it appears, is a discourse that is supposed to be instructive. I am quite sure that you will derive no instruction from what I have to say. I will be satisfied if my remarks provoke thought along one or two mental paths that have not been traveled so fre¬quently as to be devoid of interest. I have no particular message apropos of professional engineers or professional engineering, and any conclusions that I may seem to reach will be purely tentative and incidental. Probably at times you have wondered, in a casual way at least, why so many people who are not, never have been, and never will be engineers, want to use the title. For example, I recently received a communication from a life insurance broker or salesman, whose chaste letterhead bore the legend "Estate Engineer." He was perfectly serious about it, as is also the expert accountant who assumes the imposing name of cost-analysis engineer. Dozens of equally amazing titles might be cited. Then there is that class of individuals who have been engineers, in the true sense of the word; who have gone into some other kind of occupation; but who cling tenaciously to the name engineer, usually prefixing some word or other which at once gives them away by telling what their work really is. For example, we have such pseudomorphs as the management engineer, and the sales engineer. It is quite evident that engineer is a word to conjure with. Evidently both the man who appro¬priates the designation without any justification and the ex-engineer who persists in calling himself an engineer even after he has abandoned engineer-

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. The mining method is de- scribed in the September issue of Mining Engineering.

WAGES in the United States, in spite of the wage freeze, have increased materially. Overtime payments have become standard practice in almost all industries. Now efforts are being made to place wages on an annual basis, and if this is adopted, it will result in an increase in the cost of production. Organized labor today is more powerful than ever before; union membership is large and steadily increasing, and in many instances membership in the union is a prerequisite to employment. The treasuries of many unions are strong as a result of the large membership and full employment. The unions, therefore, today are in a much better position than ever before to carry on long strikes. Politically, too, the unions are more powerful today than they ever were. On the basis of their strength, one may expect that some of the demands that the labor unions will make in the not distant future will be granted. It is, therefore, quite evident that before long, particularly when the curtailment in war production reaches about 40 per cent, this country will be confronted with a serious labor problem.

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. After four years of general study, the following program was planned :

A detailed description is given of Bunker Hill's concentration process employed at the company's lead-zinc property in the Coeur d'Alene district, Idaho. The plant is equipped to process 3000 tpd of Pb-Zn ore. The history of the Bunker Hill mine dates back to Aug. 26, 1885, when Noah S. Kellogg found the outcrop of the Bunker Hill orebody on the hillside of Milo Gulch above the present town of Wardner, Idaho. A small concentrator was erected in 1886, and before the railroad came, the mine output was transported by mule teams to the head of navigation on Coeur d'Alene Lake. After ten years of production, an interest was purchased in the Tacoma smelter at Tacoma, Wash., to which the entire output was shipped. In 1916 and 1917, a modern lead smelting plant and refinery was erected, and a modern electrolytic zinc reduction plant was built in 1927-1928 by the Sullivan Mining Co. which was 50 pct owned (and now totally owned) by the Bunker Hill Co. The first concentrator, a 100-tpd capacity plant, was built in 1886 near the Reed Tunnel in Wardner. The treatment consisted simply of crushing ore to 2 in. and then to 1/2 in. through rolls in closed circuit with a bucket elevator and trommel screen. The undersize was further sized in trommels to 10 mm and 3 mm. Oversize from the latter was treated in Hartz jigs. The 3 mm undersize was classified in crude hydraulic classifiers furnishing sands to sand jigs, the overflow being dewatered in a long V tank which supplied sands to a Cornish buddle and to Frue vanners. The concentrates were of excellent grade, old records showing assays of 69 pct lead and 29 oz. of silver per ton. Tailings were high inasmuch as the provision for treating the slimes was inadequate. Since the erection of the first mill, the Bunker Hill plant has gone through many changes and improvements. In succeeding years, the flowsheet was enlarged somewhat with Huntington and Chilean mills, vanners, tables, ball mills, and flotation cells being progressively added. In the transition period to the present day practice, the object was not only to improve the equipment for better mechanical performance, but to add new equipment whenever practicable so as to improve both grade and recovery of the product at a lower cost. For the modern plant and flow-sheet, see Figs. 1 and 2. The history of flotation at Bunker Hill dates back to 1913 when experimental work was done in a cell in which the pulp was circulated through a centrifugal pump set outside the cell and discharged against a baffle in the cell. The cell was built with a spitzkasten, and the quiet zone in the latter tended to let the froth break down before it got to the overflow weir. To remedy this situation, a belt drag with light metal flights was arranged for drawing off the froth over a ramp in each cell. Recovery of lead was not as high as present day practice, but was so much better than the vanners that the cells were multiplied gradually to eight cell units. The mill men called them mud hens. Flow between the cells was controlled by a weir, which determined the pulp level in each cell. These early machines were called Bunker Hill machines. The tailings were later treated in pneumatic scavenger flotation machines in a series, producing concentrates for retreatment in the Bunker Hill cleaners as well as the final tailings. This system of flotation served with minor changes until the Fahrenwald machine was developed at Bunker Hill during the period from 1921 to 1925. In 1925, the Fahrenwald flotation machine gradually replaced the Bunker Hill machine, although the Hearing pneumatic scavengers for retreatment of the tailings from the Fahrenwald machines were retained in the lead section until 1928. The use of the Hearing pneumatic machine for cleaning the rougher concentrates was begun in 1924. In 1941, plans were made for remodeling and modernizing the concentrator, the goal being a modern concentrator employing the latest equipment and milling practices. The old wooden building was to be replaced by a steel and concrete structure. Shortly after preliminary work got under way, the United States entered World War II and the demands for metals increased. To meet this requirement, the management decided to increase the capacity of the concentrator to 1800 tpd. This was accomplished in record time by the construction and operation of a sink-float plant. Installation of this plant was the first step in the general plan for modernization. In 1947 the concentrator (including the sink-float plant) was enlarged to handle 3000 tpd. Milling operations today are at the rate of 2300 tpd, five days per week. During 1959, 453,000 tons of ore was beneficiated. The Bunker Hill concentrator is in three sections: the crushing plant, a 3000-ton capacity storage bin, and the concentrator building. The crushing plant is of wood design with a gunnite coating on the exterior.

IN ITS capacity for service to the public the oil industry is truly gargantuan. But it is only in this respect that the industry is the voracious, many-headed, many-armed and many-handed creature it has been so often painted by those who know it not too intimately and only from the outside. Contrasted sharply with the immensity of the service rendered is the relatively modest share of the national income which has gone to those who provided the tools and the mental and manual labor with which the service was performed. No doubt the relative meagreness of the re- ward was the result of a combination of fortuitous circumstances respecting the nature and accessibility of the industry's raw material and the extensive development and application of the most advanced technology, spurred by an intense competition.

As soon as the likelihood of American participation in the war was established, and in spite of the fact that we can produce almost as much as all other countries combined, the demand for prompt deliveries of iron and steel products from American factories began to exceed their utmost capacity, and, after fifteen months of practically full operation, has continued to do so. Therefore, it would seem worth while to review some of the aspects of the supply and demand for steel as well as the efforts that are being made to bring them into balance. It is still being debated as to whether the situation should be defined as a real shortage that will persist through the emergency period or as a temporary one than can be relieved by less drastic measures than a Government-sponsored program of expanding existing plants and building new ones.

But while the bull is leading the way on the production side of the nuclear fuel cycle, there is reason for caution from the end-users' viewpoint. How fast will electrical demand grow in the years to come, and what portion of that will nuclear generators supply? How do utilities play their cards when the government holds two of the largest jokers in the deck-a policy on spent fuel reprocessing and a timetable for the fast breeder reactor? Is there a shortfall in domestic uranium supplies on the horizon?

Important economic planning by industries, companies, financial firms and governments is predicated on estimates of future growth potential. Prior to the passage of the Taconite Amendment by the people of the State in November 1964, various admittedly conservative forecasts were made of the future of Minnesota's iron ore industry. Since that date, 3 new taconite plants are under construction, 2 are being expanded, one has just gone "on stream," and a seventh is in the design stage. These plants have a total capacity of about 35 million tons of pellets annually. The pessimism of 1964 today is being replaced by unbounded optimism. In the light of such recent developments, it becomes essential to update forecasts related to production, employment and capital investments. New projections show 50 to 58 million tons of pellet production from Minnesota by 1975. This tonnage, together with some 6 to 8 million of natural ores, should provide an annual full-time employment of 15,000 by the mining companies, plus 700 in related railroad and power producing activities and 1000 in plant construction. Total capital investment in new plants should reach $1.5 billion by 1975 and $2 billion by 1990. These current estimates indicate that the conservative goals as set in 1964 for the year 1990 should actually be achieved by 1975 or 1980. BACKGROUND Various forecasts1,2,3 have been made of the future consumption and production of iron ores within the United States. The most recent of these is by Harrison,1 delivered at the American Mining Congress meeting in Las Vegas in October. His estimates reflect the latest iron ore developments on a world wide front as well as the accelerating trend toward pellets. Minnesota's Natural Resources council prepared a detailed report in 1964 outlining the various factors that affect the future of Minnesota's iron ore industry.
