In the present work, experiments determined the effect of the order-disorder reaction near the Fe,Al composition on the magnetic anisotropy and magnetostriction of single crystals: A material which is more difficult to magnetize in one direction than in another is anisotropic, that is, the ease with which ferromagnetic materials may be magnetized in different crystallographic directions determines the anisotropy. Two investigators have estimated the anisotropy of the aluminum iron alloys from poly-crystalline data;1,2 however, these estimates should not be considered to be reliable. Siege1 made two accurate measurements of the first anisotropy constant* from single crystals of 4.0 wt pct aluminum sotropy throughout the ferromagnetic aluminum iron system have been described. These results were obtained from single crystals which were slowly cooled and, hence, ordered near the Fe3Al composition.4 Magnetostriction is the change in length per unit length resulting from applying a magnetic field to a ferromagnetic material. For the purpose of this report, the saturation magnetostriction was measured. This is the maximum change in length per unit length resulting from an applied magnetic field large enough to saturate the material in a given direction. This magnetostriction has been determined for single crystals of the ferromagnetic aluminum-iron system.' The crystals near Fe3Al were also ordered. PREPARATION AND TREATMENT OF SINGLE CRYSTALS Single crystal bars were grown from the melt.' The raw materials for these crystals were iron and aluminum of 99.9 and 99.99 pct purity, respectively. MANY of the difficult operating problems of the preparation of coal for market, of sampling coal shipments and in the utilization of coal are caused by segregation in the coal mass. Segregation may be of two kinds: i.e., "size segregation," in which parti- cles of the same size in a mass of coal containing a range of sizes collect to-gether and "density segregation," in which particles of the same density or specific gravity in a mass of particles of varying density gather together. MECHANICS OF SEGREGATION Size segregation cannot take place with closely sized coal. As the size range increases, the tendency for size segregation increases. Similarly, cleaned coal with particles of approxi- mately the same specific gravity have very little tendency for density segrega- tion. The wider the density range of particles and the more particles of different density, the greater the chances are for density segregation. The effect of strain and strain rate on the critical resolved shear stress for prismatic slip in specially oriented single magnesium crystals was determined over a range of temperatures in an effort to identify the thermally activated strain-rate controlling dislocation process. Below about 450°K prismatic slip was preceded by twinning and fracturing. Above 450°K extensive prismatic slip was obtained followed by fracturing. Neither the Peierls&apos; mechanism nor the dislocation intersection mechanism can account for the observations. The data, however, are in good agreement with the dictates of Friedel&apos;s theory for cross slip to the prismatic plane. PREVIOUS investigations on single and polycrys-talline magnesium have resulted in the identification of the mechanisms of plastic deformation summarized in Table I. The-only well-confirmed mechanisms are {0001}, (1010}, (1011) slip plus (1012) twinning. The other twinning modes were only tentatively established and additional investigations are required to further confirm their operation. As noted in Table I, slip in this hexagonal close-packed metal invariably occurs in the direction of greatest atomic density, revealing that the Burger&apos;s vector for-active slip dislocations is always given by b = a/3<1210>. Slip is easily induced on the basal plane, and recent investigations have shown that the strain-rate controlling mechanism at low temperatures is the thermally activated intersection of the glide dislocations with dislocations threading the basal plane. The deposits described occur in a belt starting 1 ½ miles east of Juncos and extending 6 miles in a southeasterly direction. They are of the contact metamorphic type, being associated with a limestone and calcareous tuff that is interbedded with andesite tuffs and andesites which have been invaded by a quartz diorite intrusion. Of the fire occurrences examined, the largest can be traced for a horizontal distance of 2000 ft. No mining has, been done, but some of the outcrops lead to the belief that deposits of commercial size are present. IN CONNECTION with the gathering of data for a report on the geology of the Humacao district of southeastern Porto Rico during the summer of 1916, under the auspices of the Scientific Survey of Porto Rico and the Virgin Islands, conducted by the New York Academy of Sciences, the writer had an opportunity to make a brief examination of the magnetite deposits of the eastern portion of the island. Inasmuch as these deposits have attracted some attention as possible future sources of iron ore, and as there is only scanty reference made to them in literature,1 a short description based on this reconnaissance survey was deemed to be worthy of record. The magnetite deposits of eastern Porto Rico occur in association with a belt of limestone, trending approximately S 53° E, which begins 1 ½ miles east of Juncos and can be traced for about 6 miles toward the coast. In the design of structures founded in the near-surface rock, a distinction may be made between those problems that are related to the strength of the rock mass, and those that are related primarily to the compressibility of the rock mass. The mining engineer deals almost exclusively with problems involving strength in the design of open-pit slopes and underground openings. The civil engineer is similarly concerned with strength problems in the design of vehicular and water tunnels; underground power plants; cut slopes in rock for highways, canals, and spillways; and in the study of the sliding resistance of the foundations of gravity dams and the abutments of arch dams. Moreover, the civil engineer encounters problems in which the compressibility of the rock becomes the key element in the design. These problems include settlement of heavy structures supported on rock, deformation of the abutments of arch dams, and deflection of pressure tunnel linings. The design problems listed above are still solved largely on the basis of experience and rule-of-thumb. However, recent developments in rock mechanics give promise of providing more realistic approaches to certain aspects of the design. This paper, presents some of the more important recent developments which contribute to an understanding of rock behavior and which aid in design of rock structures. Typically, four steps are involved in the design of a structure, whether it be a machine element, a structural member of a building, or a structure in rock. These steps are listed below:

MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. DURING the summer of 1927, the Department of Terrestrial Magnetism of the Carnegie Institution of Washington joined with the Michigan College of Mining and Technology in conducting a series of earth-resistivity measurements in the Michigan copper country. The geological structure in this section is quite varied and fairly well known. The purpose of the investigation was to discover the correlation between the variations in electrical resistivity of large masses of soil and rock in place and the geological structure below the surface. The work done may be roughly divided into two parts: (1) Measurement and study of the variations in resistivity with depth, or with volume, to establish such general relations as exist between the two: and (2) the determination of the specific resistivity of various formations in order to make available more fundamental data which may aid in the interpretation of the results of the former type of measurement. A report by Mr. Rooney, which gives in detail the measurements made and the results obtained, forms the basis for this article.

THE International First-Aid and Mine-Rescue con-test, under the auspices of the U. S. Bureau of Mines, was held at Butte, Mont., on Aug. 20, 21 and 22. As usual, the first-aid elimination contests were held the first day, the finals the second, and the mine-rescue contest the third. While the number of teams entered was not as great as at some previous contests held nearer the coal-mining districts of the East, the atten-dance was much larger than usual, due to the great interest in first aid, rescue work, and accident preven-tion that has been created by the effective support and constructive policy of the Anaconda Copper Mining Co. toward them. The winner of the first-aid contest was the Great Falls Zinc Mill team of the Anaconda company, of which Fred Erickson is captain. Second place went to the Baton Rouge team of the Standard Oil Co. of Louisi-ana, and third to the Great Falls Furnace Refinery team of the Anaconda company.

CARNEGIE INSTITUTE OF TECHNOLOGY On May 27, twenty-five of the leading representatives of the coal mining industry of Western Pennsylvania met with President A. A. Hamerschlag, of the Carnegie Institute of Technology, with a view to bringing about closer relations between the Institute and the mining interests. It was felt that the advice of the men in the field was necessary for the proper training of young men for mining work. A resolution adopted at this conference, among other things, called for a board of mine operators and engineers to serve in an advisory capacity with the Carnegie Institute of Technology. As a result of the counsel and recommendations of the Advisory Board, the Carnegie Institute of Technology, in cooperation with the U. S. Bureau of Mines, has recast its four year course in Mining Engineering and has also established a two-year course in Coal Mining. To carry out this new program, there has been organized the "Cooperative Department of Mining Engineering" in the Division of Science and Engineering of the Carnegie Institute of Technology.

HENRY M. Howe, Bedford Hills, N. Y (written discussion*).¬Mr. Foley&apos;s explanation of this interesting occurrence is perfectly reasonable. Possibly a word explaining the phenomenon more in detail may not be amiss. In the act of solidification each drop as it starts to solidify splits up into a half drop poorer in carbon and another half drop richer in carbon than the drop itself. The half drop poorer in carbon solidifies and attaches itself to-the already solid walls, whereas the half drop richer in carbon remains molten for the excellent reason that it is richer and hence is more fusible than the original drop, and hence in turn is wholly fusible at the existing temperature. Under usual conditions, as when the steel solidifies in a mold of any form, the successive molten half drops thus enriched in carbon remain present and by their enrichment progressively raise the carbon con-tent of the remaining molten mass, out of which successive half drops are continuously solidifying and attaching themselves to the already solid walls. Over the years, the rope changing procedure on the two double-drum San Manuel ore hoists has been streamlined and improved, so that a job that once required eight hours to complete is now finished in four. The ropes, constructed of improved plow steel, 6 x 25 filler wire, pre-formed, right lay, Lang lay with a fiber core and weighing 8 ½ lb per ft, have a 2 ¼ in. diam and are 3200 ft long. They have widely varying lives, but on the average a rope change on one of the two hoists is required every six months. When a rope change becomes necessary, the ropes on both drums of a hoist are replaced. Thorough planning and preparation are essential for efficient rope changes. A briefing session is held on the day prior to the change, during which the entire procedure is reviewed on a blackboard and discussed among the cable rigging crew. These discussions have led to many improvements that have been incorporated into the present rope changing procedure.

I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The full report of this meeting is given in the Bulletin for December, 1915. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915. The Western industrial nations are facing today what can be defined as a gradual takeover of their investments in the developing world and more importantly, they are beginning to feel approaching problems with their adequate raw materials supply. This puts them into a strategically hazardous situation, which years ago would probably have been solved by conventional wars. However, the present political and military situation, and particularly the development of nuclear arms, makes such confrontations almost impossible or at least extremely dangerous. Thus other peaceful and more pragmatic solutions should be sought. This is particularly important because the present supply-demand situation in raw materials has a very strong political and ideological background. In the ultimate analysis there are two economic systems, that of free enterprise and the other of the collective or socialistic ownership. Both are competing for world domination, and it seems that both are eager to prove their advantages to the yet uncommitted Third World, which commands the great majority of the human race and a large part of its natural resources.

During the past several years Climax Molybdenum Co. has been engaged in testing various types and sizes of hollow drill steel. The majority of tests have been on 7/8-in. hexagon st.ee1, inasmuch as it represents approximately 70% of total drill steel consumption at the Climax operation. Prior to December 1960, tests on 7/8-in. hexagon drill steel were conducted on steel with a forged collar and, in most cases, with a threaded bit connection. Through these tests and research, some improvement in steel life was achieved by making changes in heat treatment, design and alloying constituents. However, during that month, research and testing commenced on a rubber collar which was designed to replace the forged collar on 7/8-in. hexagon drill steel. Manufactured by the LeRoi Div. of Westinghouse Air Brake Co.. the collar. is very simple in design, consisting of a 1 ½ -in. diam steel cylindrical sleeve 2 in. long, containing a bonded rubber insert and attached to the steel with an epoxy cement

Under the auspices of the Geophysical Committee of Michigan College of Mining and Technology, an investigation was made in Michigan&apos;s Upper Peninsula to obtain geophysical data related to the regional subsurface geology in the area covered by Paleozoic sediments. The area surveyed includes that portion of the Upper Peninsula which lies between R18W to R26W and T41N and T49N, covering approximately 1300 square miles. On the index map, Fig. 1, it is represented by the cross-hatched zone west of Munising. Four of the five sites of detailed investigation are indicated by the letters A, B, C, and D. A detailed gravity and magnetic survey had previously been conducted by J. G. Wilson near Perkins, 8 miles north of Rapid River, on a local anomalous area. Results of his work, which showed a large positive magnetic anomaly associated with a gravity anomaly, aroused interest in the possible economic significance of the formations underlying the Paleozoic sediments in this part of the Upper Peninsula.

A medium is anisotropic if its properties vary with direction. This is the general characteristic of many rocks, for example, schists, slates, gneisses, phyllites and other metamorphic rocks. Bedded and regularly jointed rocks also display anisotropic behavior. This paper is concerned with the influence of rock anisotropy on in-situ stress measurements. It is limited to stress measurements by overcoring techniques for which strains and displacements are recorded either on the walls of a pilot hole at the end of one or several boreholes or within instrumented solid or hollow inclusions perfectly bonded to the surface of the pilot hole. The rock is described as homogeneous, continuous, anisotropic and linearly elastic. The following questions are answered with special emphasis on rocks that can be classed as transversely isotropic or orthotropic: the number of independent measurements obtainable in a single borehole; the number of boreholes required to determine the in-situ stress field; the influence of rock anisotropy on these numbers; the influence of the anisotropy type and the error involved by neglecting rock anisotropy.
