As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

THE attention of physicists and metallurgists has been directed toward the study and explanation of the deformation textures in metals for the past 15 years. In 1920 N. Uspenski and S. Konobejewski1 were first able to show that the symmetrical X-ray diffraction effects that had been previously reported by E. Hupka2 and others in metal foils were caused by a directed arrangement of the crystallites. Since then, the systematic study of textures resulting from the application of the pure forces of tension or compression to polycrystalline materials hag been supple-mented by many investigations on deformed single crystals, which have greatly added to our knowledge of deformation. However, despite the valuable information secured from these comparative studies only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature. This lack of quantita-tive data is especially unfortunate because of the much greater practical significance of rolling textures and their effects in both cold-rolled and annealed materials. This investigation was undertaken for the purpose of specifying the deformation of rolled single crystals in the hope that such information might later facilitate the explanation of polycrystal-line textures.

There was a marked increase in the investigation of undeveloped areas in Colombia during 1936. The Shell company commenced geological and geophysical investigations on an intensive scale in the Upper Magdalena Valley and at the end of the year had several geological and geophysical parties working in that area. These investigations were supplemented by aerial photography and it is understood that negotiations are under way for having this work continued. The Shell is reported to have acquired some options and leases on private properties in the Upper Valley region and in the western part of Cundinamarca. The Socony Vacuum was making preparations to begin seismograph work on its property north of the Sogamoso River, acquired in 1934 from Sefior Luciano Restrepo. This company will probably start drilling on the property during 1937. The Richmond Petroleum Co. (Standard of California) is said to have renewed geological investigations in the Upper Magdalena Valley above Honda. Local Colombian interests took an active part in applying for concessions on nationally owned lands in the area between the Carare and Magdalena Rivers. W hen the blasts went off on West 11th St., just off 5th Ave. in New York City, James Michaels, editor of Forbes magazine, was in his office a few doors away reviewing color layouts with his production manager. Having once been a reporter, he grabbed his trench coat and dashed for the street to be con- fronted by the demolished townhouse which had been turned into a bomb factory by youths. To Michaels, this shocking episode supplied the exclamation point to thoughts he was formulating that an era had ended and a new one was beginning in the economic and social climate of the U. S. "For twenty years corporate profits, the stock market, middle income pay have gone up and up. . . The illusions of twenty years are in confrontation today with changed needs," he said. "International omnipotence is economically beyond our means, . . The anti-pollution and community renewal people are not nuts in tennis shoes who will go away. . . That corporation presidents can report an increase in earnings every year is an illusion that will be dropped. . . There has been a $200 billion shrink in value of stocks and bonds since Nixon came into office" were some indicators Michaels mentioned.

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. At the meeting of the Board of Directors of the Institute on Jan. 26, 1917, the following actions were taken: Messrs. A. C. Clark, Lawrence Addicks and G. D. Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. The Columbia Section received an appropriation of $150 for the year 1917. The Montana Section received an appropriation of $100 for the year 1917. The Colorado Section received an appropriation of $175 for the year 1917. The Utah Section received an appropriation of $125 for the year 1917. The Puget Sound Section received a set of Transactions in standard binding. The International Engineering Congress received a loan of $300 until the Congress can realize upon some of its assets.

WHILe engaged, in the year 1856, in determining the oil-bearing properties of some bituminous coals from Western Kentucky, by subjecting them to dry distillation in an iron retort, which held about a pint;, and to the neck of which were attached several bottles, for collecting the carbon oils, and washing and measuring the gas, I observed that there was a very great gain in the weight of coke thus made, over that obtained from the same coal when charred in a platinum crucible, as is usual in the laboratory for making the proximate analysis of coal. It was thought at the time that the increase of coke, by the former mode of treating the coal, was due to the pressure which the retarded gas exerted upon the solid carbon, and the possible fixing of a portion of the carbon from the volatile hydrocarbons. For the purpose of obtaining a more definite idea of the effects of pressure on the coking of coals, a series of experiments were made this spring under my direction, by my assistant, Dr. G. M. Levete. The results are highly instructive and full of interest, since they point out some peculiarities in the nature of bituminous coals which

The eighth meeting of the St. Louis Section was held at the Mercantile Club on Apr. 15, 1918. ,, The meeting was preceded by a dinner, at which 51 members and guests were present, and at which T. T. Brewster presided. Bradley Stoughton, Secretary of the Institute, and Major J. R. Fordyce were the guests of the Section. A number' of the Joplin members were obliged to leave before the close of the dinner, in order to make train connections. The Vice, chairman, therefore, called on Victor Rakowsky, who brought a message of greeting from the Southwest district. At the close of the dinner, the Vice-chairman, T. T. Brewster, introduced Bradley Stoughton, who talked on various subjects of interest to members of the Institute, especially the affiliation of local sections with those of other national engineering societies. The minutes of previous meetings were read and approved-and-the Treasurer presented a financial report covering the previous year.

Ashbel Welch, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were much the most rapidly destroyed. THE Eötvös torsion balance permits the measurement of certain second derivatives of the gravity-potential, which are known as the gradients of gravity and the curvature values for an, equipotential plane of gravity. These quantities are influenced on level ground by the configuration of the masses underneath. Hence, the torsion balance has gained great importance for the location of geological structures and thus indirectly for the discovery of oil and other mineral deposits. If the ground is not level, however, the measurements become more difficult, because the superficial mass-irregularities also produce more or less considerable disturbances. It is necessary, therefore, to determine the shape of the surrounding topography by leveling as well as by consulting topographic maps and to compute its influence upon the torsion balance. The correction thus determined is called, in general, the topographic correction; it is composed of two constituents, the terrain correction and the cartographic correction. The terrain correction would be that part of the topographic correction as derived from the direct leveling of the area surrounding the station, whereas the data for the computation of the cartographic correction are obtained from a topographic map, usually beginning with a radius of 100 meters, as under most circumstances it is difficult to level along a larger concentric circle about the station.

The general location of the orebodies and workings is illustrated by the vertical projection of orebodies of the district as shown in Fig. 1. The Uncle Sam, Southwest, and Czar workings have many connections to the surface through raises and extensive cracks that were caused by moving ground. These divisions are cool and are ventilated entirely by natural means. The Holbrook is ventilated partly by natural and partly by artificial ventilation, while the Spray, Gardner, Lowell; and Sacramento are ventilated entirely by mechanical means. In some of the divisions mentioned above a considerable quantity of air exhausts through shafts of adjoining properties.

On the banks of Huzzah Creek there is a roadhouse where a group of Ozark folks were whiling away a Sunday afternoon last spring. "How about some of that 'Who Broke the Lock Off the Hen House Door,' " suggested Spinny. The old man obligingly picked up the fiddle and began the sprightly tune. His long, seamed face had ruddy cheeks and a grey stubble jaw. A thick fedora was pushed back off his scraggly hair and he wore a heavy jacket. It was 73 degrees fetchin up for 75 on that May afternoon, so naturally he sweated. The Ozark is fiddling country. The natives, to whom a half dollar looks as big as a manhole cover, put great store by fiddling, along with the other fine things of life such as fishing and horse raising. On the wooded hills, 1200 to 1700 ft above sea level, there are numerous tumbling streams with plump fish, and in clearings along the roller coaster roads are long-legged, frisky looking horses. People in the Ozarks have a reputation for self-reliance. However, they are cheery and friendly to strangers. Trespassers are very seldom shot at-except if they do something wrong or by accident.

Frederick Forscher (Nuclear Materials and Equipment Gorp.)—It is gratifying to see another series of experimental results that essentially reconfirms our reported observations of "Strain-Induced Hydrogen Embrittlement in Zirconium" (F. Forscher: AIME Trans., 1956, vol. 206, p. 536, noted as Ref. 3 of paper). However, several important considerations may have been overlooked, or—at least—have not been specifically pointed out. It is the purpose of this discussion to present some of these considerations. The statement is made that "the equilibrium concentration of hydrogen in solution at 20°C in zirconium is approximately 10 ppm; i.e., no zirconium hydride precipitates are formed at or below this hydrogen content." This is perhaps the case in the unstressed condition. In the presence of triaxial (plastic) strain however, even as little as 1.4 ppm H2 (Forscher's Figs. 6 and 11) will cause porosity near fracture in 20°C tests. The necked-down region that develops during a tensile test provides the triaxiality necessary for these pores to open. Both Beevers' and Forscher's micrographs show that porosity is concentrated in the necked region. So-called "pure zirconium" containing about 10 ppm H2 also shows pronounced porosity near fracture (Beevers' Fig. 3). Since it is generally agreed that such porosity is

The honor so fairly earned and so incompletely and tardily paid to Henry Cort, the inventor of the puddling-furnace and the rolling-mill, has been fully set forth by Mr. Charles H. Morgan,' and needs no further emphasis here. In view of the importance of the rolling-mill in the treat ment of iron and steel, the paucity of information concerning it is surprising. With the exception of a book, written about 35 years ago, by Peter Ritter von Tunner, an Honorary Member of this Institute, and of desultory articles on simple sections, which have appeared in technical journals, I know of no publication attempting to treat this subject, although volumes have been written on the scientific theory and technical manipulations involved in other branches of the iron- and steel-industry. This strange anomaly may be due to the fact that roll-turning cannot be called a scientific business. It does not ordinarily come within the range of an educated engineer; yet it cannot be performed by an ordinary mechanic. It demands some of the qualifications of an engineer, in designing, and those of a mechanic, in execution. The men who have followeci this trade have controlled the training of their successors.
