Over the past two and one-half years, various emission control strategies for a coal-fired power plant have been jointly developed by the University of Arizona and the Homer City Owners. The objective of this work was to assist the Homer City management in their efforts to comply with SO2 emission regulations while continuing to use the relatively high sulfur coal from their captive mines as the primary source of plant fuel. One of the operational strategies studied was to have the captive mines minimize the sulfur variability of the run-of-mine coal on a short term basis. A mine production scheduling program called COMPF2 was developed to perform this task. This paper describes the application of this mine planning program at an underground coal mine. A comparison of the planning results with actual production figures showed the ability of this program to schedule production so as to minimize both the sulfur content and the sulfur variability of run-of-mine coal.

INTRODUCTION The Northern Great Plains Coal Province which occupies approximately 36.6 ha contains about one-half of the nation's total coal resources. About one million ha are underlain by coal that is considered to be mineable from the surface. The topography of the province is predominately plains, rolling hills, and some badland areas characterized by breaks or sharply eroded hills. Elevations range from about 1500 m above sea level on the west to about 600 m above sea level on the eastern boundary. The average slope of the ground is approximately 2 m per km. Streams in the province drain generally easterly and southeasterly (1). In the United States, the Northern Great Plains Province lies within the states of North Dakota, South Dakota, Montana, Wyoming, Nebraska, and Colorado. The coal within the province is located almost entirely in the states of North Dakota, Montana, and Wyoming. Although it is relatively low rank, the coal within the province encompasses a large portion of the total remaining U. S. reserves. The U. S. Geological Survey estimates the total remaining coal resources of the United States to be 2.6 trillion mt within 1000 m of the surface, and 2.9 trillion tons within 1830 m of the surface. Of this total, only about 177 billion mt are classified as reserves meaning that they are (1) known in location, quantity and quality from geologic evidence supported by engineering measurements, and (2) economically recoverable based on currently available technologies and current market value (2).

THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.

Eight binary iron alloys were examined after ion nitriding experiments to determine the behavior of the following elements: Al, Mo, Mn, Si, Ti, V,Cr, and C. Only Al, Cr, Ti, and V additions caused hardening in binary iron alloys. A few steels were examined to see the effect of Cr, Cr + Al, Cr + Ti, and Cr + V. It is suggested that a useful new class of ni-triding grade steels might be those containing about I pct V. The nitriding of steel, first described by Fry1 about 45 years ago, rapidly attained commercial application with very little knowledge of the fundamentals involved. While Fry,' in describing the status of nitriding in 1932, apparently correctly postulated hardening by precipitated nitrides, the details of the nitriding process were not understood, nor has the situation changed much since that time. It is also interesting to note that the compositions of some typical nitriding steels given by Fry at that time have changed little in the intervening years. Currently used nitriding steels owe their surface hardening to either chromium (as in 4340 steel) or aluminum plus chromium as in the Nitralloy grades, where both CrN and AlN appear to contribute to harden ing. Titanium additions have been studied experimentally, but thus far titanium steels have not won wide commercial acceptance. This subject will be expanded later. The orthodox ammonia nitriding process has been reviewed very adequately many times as in Jenkins3 and Case and VanHorn,4 and their is no need to outline the process here. Ion nitriding is not as well-known, although there have been several descriptions5-9 of the process given, sometimes with comparisons with the ammonia process. Most of these papers are primarily concerned with a description of the equipment, or of the physics or electrical engineering aspects of ion nitriding, but Noren and Kindbom9 gave the results of a metallurgical investigation using both processes. In brief, ion nitriding is carried out in a vacuum chamber from which the air is exhausted and replaced by a N2-H2 mixture, typically containing 10 to 20 pct N2, at about 5 to 10 torr pressure. While ammonia gas has also been used in ion nitriding, there is no evidence that ammonia makes any improvement in the ion nitriding process. A few hundred volts dc is applied between the grounded container wall (positive) and an insulated center post supporting the work (negative) to be nitrided. A glow discharge is created in the ionized gas, accelerating positive nitrogen ions to the work. These ions contain enough energy to form the normally unstable Fe4N "white layer", thus establish- ing surface nitrogen solubility characteristic of the a Fe/Fe4N equilibrium. This creates a substantial concentration gradient, driving dissolved nitrogen into the steel. The temperature employed is in the same range (around 500" to 550°C) as in ammonia nitriding, but because of factors which are not understood at present the nitriding time is ordinarily considerably reduced in ion nitriding. Other advantages have been cited,9 but it is not the purpose of the present work to contrast the two processes. The present objective was to examine the behavior of binary iron alloys during ion nitriding with respect to the microstructure, hardness level, and depth, and to examine some of these factors in steels as well. In this way it was hoped to be able to find out something about the individual role of these elements in steels. While all the work was done by ion nitriding, there seems to be no reason why any conclusions reached would not equally apply to ammonia nitriding, excepting only the kinetic aspects of the process. Another objective was an exploration of the critical-ity of the ion nitriding variables: gas composition, pressure, temperature, and time. EQUIPMENT AND MATERIALS The equipment used was substantially as described by Jones and Martin.8 The vacuum tank was about 12 in. in diam by about 18 in. high, and consisted of water-cooled stainless steel, with a single small window at the top for viewing inside. This sat on a heavy mild steel base equipped with the main pumping port, pressure control port, and vacuum gaging. A series of variable resistances was interposed between the glow discharge and a large-capacity -40 amp variable primary transformer feeding a 1000-v transformer, but 600 v were about the maximum ordinarily used. With the small l-in.-round, 4-in.-thick discs used for nitriding, the electrical load was usually about 500 v at 0.8 amp. The specimen temperature was controlled by a stainless-steel sheathed chromel-alumel couple, whose junction was in the steel stool upon which the flat discs were placed. These were ground through 400 Sic paper. Cycling of the temperature controller caused -0.2 amp variation in ion current, providing an ample control band. The binary iron alloys were made from vacuum-melted hydrogen-deoxidized electrolytic iron and alloys of 99.9 pct purity. Cast ll-lb-square tapered ingots were forged and hot-rolled to about 11/4-in.-diam rounds. Discs of 1/4 in. thickness by about 1 in. diam were machined from the rods for nitriding specimens. The following alloys were prepared: 1 pct each of Mn, Mo, Cr, Ti, Al, V, Si, and an Fe-0.8 pct C alloy. EXPERIMENTAL VARIABLES Of the variables total gas pressure, nitrogen partial pressure, temperature, and time, only nitrogen partial pressure was found to be critical to the operation. Last year's review was characterized as a year of politics and began an era of legislation. The 1972 review can be similarly characterized, with even more rigid health and safety regulations and environmental legislation. The mining industry should be aware of what's happening in the nuclear power and other fields as a result of the National Environmental Policy Act (NEPA) of 1969, where the environmental impact of most major construction activities are already under close scrutiny. Section 102 of NEPA requires that all federal agencies include a detailed statement on specified environmental conditions as part of every report on proposed actions significantly affecting the quality of the human environment. All such environmental reports must consider the same general conditions: • The environmental impact of the proposed action. • Any adverse environmental effects which cannot be avoided should the proposal be implemented. • Alternatives to the proposed action. • The relationship between local short-term uses of man's environment and the maintenance and enhancement of long-term productivity. • Any irreversible and irretrievable commitments of resources which would be involved in the proposed action should it be implemented.

THIS note reports a determination of the melting point of germanium, and the liquidus of the Ge-Ga alloys; lattice constants of the a phase are given. The alloys were prepared by melting germanium (>20 ohm-cm resistivity) and gallium (99.6 pct) in evacuated silica tubes. The materials (50 to 70 g) were heated at 1000°C, held in the liquid state for about ¾ hr, and then cooled rapidly in the tubes. Points on the liquidus were obtained by thermal analysis which consisted of obtaining time-temperature data during heating and cooling the materials in high purity graphite crucibles and a helium at- mosphere. Temperatures were determined with a Pt—Pt-Rh thermocouple protected by a silica sheath. The couple was calibrated against a National Bureau of Standards calibrated couple and also against the freezing points of copper, silver, aluminum, and the 28.1 wt pct Cu, 71.9 wt pct Ag alloy eutectic. The samples for X-ray analysis were prepared by heating small pieces of the ingots in evacuated glass or quartz tubes at temperatures between 600" and 900°C for periods ranging from 2 hr to 22 days, periods deemed sufficient for equilibrium to be attained, followed by quenching in water. The heat-treated samples were ground to powder for X-ray analysis. The lattice constants of the germanium-rich phase (a) were determined with a baok-reflection focusing camera. INTRODUCTION The Kiirunavaara iron ore mine is situated in northern Sweden about 150 km north of the Arctic Circle. The ore body has a sheetlike shape, stretches about 4000 m N-S dipping 60°E and has an average width of 85 m. The ore body is known to a depth of more than 1500 m. Mining at present has reached a depth of about 500 m. The mineral is a magnetite containing 66-68% Fe. The ore body was originally mined as an open pit from 1900-1957. From then on the mining method has been sublevel caving. Production for the last few years has been 20-25 million tons /year. Sublevel caving is a mining method with many merits. One of the most valuable is the ability of using a high degree of mechanization. Today, 25 years after sublevel caving was introduced at Kiirunavaara, the advantages of the method have been more or less exhausted, and the disadvantages are more obvious as the rock pressure increases with depth. One of the disadvantages is the high degree of waste rock in the hoisted ore. Today the waste rock content is about 25% by weight of which 20% comes from the caved rock. Second, we are calculating a relatively high loss of ore (20%). Third, selectivity is unsatisfactory when mining different grades of ore. Field testing sublevel shrinkage caving (MSTM) is primarily aimed at lowering the content of waste rock compared to sublevel caving. ECONOMIC TARGET A simple calculation shows that if the waste rock content can be lowered from 25 to 15% the operational costs of mining will be lowered by about 40 million SEK/year (US $9 million) at a production level of 20 million tons/ year. A 15% waste content is the target of the field test. In the long range a decrease in waste rock dilution will mean lower investment costs for deeper levels. DESCRIPTION OF THE MSTM MINING METHOD One reason for decision to carry out the field test was that with MSTM the development drifts from sublevel caving could be utilized and thus the project could start without delay. The only additional development work needed was the loading level. Fig. 2 shows a profile through the MSTM area 66-68% Fe. and Fig. 3 shows the loading level.

MAGNETITE minim and milling in the Eastern States continued at a low rate of production during 1934. The year's output was 50 per cent greater than in 1933, but when one considers that the 1934 output was only 1.5 per cent of the combined plant capacities of the eastern iron ore producers, the far-reaching effect of unrestricted importation of foreign ores and pig iron is apparent. The Chateaugay Ore and Iron Co., at Lyon Mountain, N. Y., produced 1.00,136 gross tons of concentrated and sintered ore up to Nov.1, when operations were closed clown. At Mineville, the Witherbee, Sherman Corp. confined its productivity to part-time operation of its Old Bed and Harmony mines front May 1 Lo Oct. 27. This period of activity was brought about by the use of Mineville ores in the recent blast made by the Green Island furnace at Troy, N. Y. The Forest of Dean property at Fort Montgomery, N, Y., has continued closed down during the year.

No appreciable stabilization of the austenite-martensite reaction occurs in a 15 pct Cr-0.7 pct C steel unless some martensite is initially present. Stabilization is induced by interrupting the subcool below M,; however, disappearance of the stabilization effect as manifest by burst formation of martensite may occur on continued holding at the final subzero reaction temperature. The higher the temperature of intermediate cycling after the initial subcool, the more permanent is the stabilization effect at the final reaction temperature. Appreciable conditioning of retained austenite occurs on reheating to about 500°C. These phenomena are explainable on the basis of the reaction-path theory. A RECENT investigation' carried out by the authors has shown that isothermal transformation of austenite to martensite definitely takes place in a 15 pct Cr-0.7 pct C steel and that appreciable amounts of martensite can form in this fashion. Investigations2-" arried out on other steels and iron alloys make it seem probable that isothermal formation of martensite is a phenomenon of fairly general occurrence. The reaction-path theory of Cohen, Machlin, and Paranjpe5,7 explains isothermal transformation on the basis of thermal activation of strain embryos which generate martensite plates with a velocity approaching that of sound. On the other hand, the nucleation and growth theory of Fisher, Hollo-mon, and Turnbull8 egards isothermal transformation as due to growth of athermally formed martensite nuclei. The experimental evidence obtained thus far favors the reaction-path theory in that the martensite reaction seems to be nu-cleation-controlled rather than growth-controlled. Stabilization is another phenomenon of importance with respect to the austenite-martensite reaction. According to the reaction-path theory, stabilization is a result of relaxation of strain embryos. It is postulated that strain embryos are present at the austenitizing temperature in the form of dislocations or lattice imperfections in the austenite which vary in the extent to which the lattice is displaced along the strain reaction path leading to martensite. On quenching from the austenitizing temperature, athermal martensite starts to form as soon as the M. is reached, because the activation energy of the transformation which decreases with decreasing temperature is lowered to below the level of the highest energy strain embryos. Martensite plates are generated during the cooling below M, from embryos possessing energies above the activation energy corresponding to the temperature at which the cooling is stopped. The distribution of lower energy embryos is changed because of the elastic and plastic strains produced in the remaining austenite as a result of the transformation. This effectively increases the number of strain embryos at all levels of energy below the activation energy and tends to stimulate further martensite formation either iso-thermally or on subsequent cooling. However, if the temperature at which the cooling is stopped is high enough for relaxation of strain embryos to occur, some degree of stabilization against further transformation may be induced. Whether stabilization will be observed on subsequent cooling will depend on the extent of decrease of activation energy with temperature. If the activation energy decreases sharply with temperature, it is possible that transformation will appear to continue with decrease in temperature in spite of the loss of embryos by relaxation. However, with a more gradual decrease in activation energy, stabilization will be manifest by no further transformation on cooling over a measurable temperature range until the

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time. THE object of this paper is to show the economic advantage of operating ball mills at relatively slow speeds. Although many operators know that grinding costs are reduced by operating mills at low speeds, they seldom do so for a variety of reasons. When capital is limited, first cost is of primary importance, and installation of the less costly, highspeed mill is favored. When materials are in short supply, as during a war period, capacity rather than economy is the primary consideration. Existing mills are then speeded up to provide the desired increase in capacity, and new mills are purchased without consideration of maximum grinding efficiency. When the mill speed is increased to secure more production, the increase in grinding costs is often obscured by the total benefit derived from the additional output. This increase in grinding cost is seldom recognized as being sufficient to be worth correcting. For these reasons one may be lead to the erroneous conclusion that slow-speed operation is only occasionally applicable. The effect of mill speed on grinding efficiency has been studied in laboratory tests."! The results of some of these tests are given in tables I and I1 and fig. 1. In these tabulations, batch tests using ore charges of 125 to 200 lb were considered comparable to high pulp-level operation and charges of 50 to 100 lb comparable to low pulp-level operation. For the high pulp-level operation, these tests indicate the existence of a maximum in efficiency for operation at a speed of 50 pct of critical, both for the soft (dolomite) and hard (chert) ore. In low pulp-level operation, a decrease in speed increases the efficiency of grinding dolomite; no maximum of efficiency appears in the range of speeds tested. ThE subject of elcctric signals for the despatching of mining cagey through shafts has received cousiderable attention recently from various mining companies. The Anaconda Copper Mining Co. has found it necessary to develop a system that is rcliable, safe and simple in operation, and easy to repair. The movement of all mine cages or skips is under the direction of a station tender, who rides on the cages when men or supplies are being lowered or raised; when ore is hoisted, he is stationed at a skip pocket for loading and despatching the skips. For the station tender's use, two signal systems are installed in cach hoisting compartment, and he is the only employee authorized to use them. One system is known as the "AC " or station bells, as it is operated from the 110-volt, 60-cycle, power service; the other system, called the "DC" or shaft bells, takes its energy from closed-circuit primary batteries. As a supplemcnt to the two main signals, a buzzer system is installed The general arrangement is similar to the main signal, except that there is a mine buzzer at each station. When a signal switch connected into the buzzer system is pulled down, all buzzers arc operated, thus notifying the station tender that he is wanted at seine particular level. Placed on the station posts, and within easy reach of the men on the cages are the signal pull switches for the main signals. The station, or "AC," pull switches are furnished with a short rope as shown in Fig. I, while the shaft, or "DC," pull switches are equipped with ropes that extend down the shaft past the next station. To avoid all confusion in the use of the three signal systems, a standard arrangement has been adopted in all mines for the location of the pull switches. Fig 2 illustrates the position of the pull switch at the various mine stations for the main signal systems, but it does not show the buzzer pull switch; this is fixed to the roof timbers about 25 ft. back from the shaft. If the skip pockets are a considerable distance below the station, a pull switch for each main shaft compartment is connected to the "AC" system and placed at this point. However, if the distance is short, a light cord is attached to the station pull switches and dropped down to the skip pocket.

WHEN the Board of Directors of the Institute in June 1931 approved the formation of the Committee on Eastern Magnetite and its then membership of eleven, little did any of those concerned envision that twelve years later the annual Committee luncheon would attract 34, and the technical session, jointly with the Iron and Steel Division, more than 70. Yet that was exactly what happened during the February meeting just passed. And what is more important, some members of the Committee are now predicting that by 1944 over 10 per cent of the iron ore produced in the United States will come from these Eastern Magnetite properties. WHEN man became dissatisfied with the mere utilization of physical force and began to use weapons, he made a definite stride forward. At first he used sticks, animal bones and stones, often rudely shaped to some particularly lethal form. These devices, while crude, were moderately effective. How- ever, some of the brighter men of the tribe found that certain particularly heavy "stones" were somewhat ductile and could be hammered into more effective weapons than those previously known. Later, probably through the misuse of one of these weapons to stir the campfire, it was found that heating softened and perhaps actually melted the material. The process of annealing had been discovered! Smelting the more easily reducible metals was in all probability one of those fortuitous accidents which was followed up by thoughtful researchers who ultimately developed the technique of mixing various ores to produce bronze and even some of the nickel content alloys. The resulting products were at first lumps of more or less ductile material which could be hammered to shape, and were thus incidentally hardened by this process. The hardening of metals by alloying and cold working remained for many centuries the only known methods for improving their properties.

During 1944, substantial gains were recorded in practically every phase of the petroleum industry in Oklahoma. With the spotlight of activity focused on other states during the more recent years, the production momentum that was achieved in Oklahoma through the discovery and development of such outstanding pools as Oklahoma City, Fitts. and major pools in the Seminole area during the late 1920's and early 1930's was practically spent by the end of 1943. However, with much of the industry's exploratory efforts greatly reduced in Illinois, Indiana and Kentucky, the strong demand for Mid-Continent crude and the optimism created by some discoveries in the state toward the end of 1943, Oklahoma has again become the recipient of much activity and interest, with its 1944 drilling activity, production and refinery runs to stills registering substantial gains over the preceding year. Development and Exploration Since the discovery of the West Edmond pool in April of 1943, with the substquent drilling and development boom, the scene of exploratory activity has shifted from the central. south and east portions of the state to the general trend of the . Granite Ridge, where leasillg and wild-catting were greatly activated within a wide radius of this high subsurface feature. Leasing activity, however, jumped the confines of the Granite Ridge trend and extended into all of the northwestern counties in the state. Seismograph activity at once began following and keeping pace with this shift in the leasing and exploration locale, by the concentration of a large number of seismograph crews in the area. At one time during the year,35 crews were concentrated in Oklahoma, the majority being west of the Granite Ridge and extending into the northwestern counties. To illustrate the increase in geophysical work done in the state during the year, records indicate that 377 crew months were worked in 1944, which is a 21 per cent increase over the 311.5 crew months activated in 1943. With the discovery in 1943 of several encouraging prospects and the finding of West Edmond as an incentive, drilling operations increased some 54.3 per cent, for a total of 1986 completions during the year. This is compared with a figure of 1287 for wells drilled in 1943, an increase of 699 wells. The industry, with a total of 1064 oil producers, enjoyed a success percentage of 53.6 per cent. Gas wells completed were 223, while 699 dry holes were drilled. In 1943, completions included 587 oil wells, 127 gas wells, and 573 dry holes. The number of oil producers completed during the Year was almost double the numher of wells in 1943. Of the total drilling wells completed in the state, 350, or 17.6 per cent, were wildcat operations—an increase of 5.1 per cent over the 194.3 total of 333. The wildcat success percentage was 13.4 per cent, 47 successful wells being completed for an average initial potential of 160 bbl. THE subject of electric signals for the despatching off mining cages through shafts has received cousiderable attention recently from various mining companies. The Anaconda Copper Mining Co. has found it necessary to develop a system that is reliable, safe and simple in operation, and easy to repair. The movement of all mine cages or skips is under the direction of a station tender, who rides on the cages when men or supplies are being lowered or raised. When ore is hoisted, he is stationed at a skip pocket for loading and despatching the skips. For the station tender's use, two signal systems are installed in each hoisting compartment, and he is the only employee authorized to use them. One system is known as the "AC" or Station bells, as it is operated from the 110-volt, 60-cycle, power service; the other system, called the "DC" or shafts bells, takes its energy from closed-circuit primary batteries. As a supplement to the two main signals, a buzzer system is installed. The general arrangement is similar to "the main signal, except that there is a mine buzzer at each station. When a signal switch connected into the buzzer system is pulled down, all buzzers are operated, thus notifying the station tender that he is wanted at some particular level. Placed on the station posts, and within easy reach of the men on the cages, are the signal pull switches for the main signals. The station, or "AC," pull switches are furnished with a short rope as shown in Fig. 1, while the shaft, or "DC," pull switches are equipped with ropes that extend down the shaft past the next station. To avoid all confusion in the use of the three signal systems, a standard arrangement has been adopted in all mines for the location of the pull switches. Fig. 2 illustrates the position of the pull switch at the various mine stations for the main signal systems, but it does not show the buzzer pull switch; this is fixed to the roof timbers about 25 ft. back from the shaft. If the skip pockets are a considerable distance below the station, a pull switch for each main shaft compartment is connected to the "AC" system and placed at this point. However, if the distance is short, a light cord is attached to the station pull switches and dropped down to the skip pocket.

Does mine-sampling show the commercial value of a coal, and if so, how should it be done ? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on t,his subject, and the results seem to furniih an answer to the question propounded above. Sampling for the U. 8. Geological Survey Coal- Testing Plant. In organizing the work of the testing-plant, it was decided that coal, in car-load lots only, would be accepted for testing; also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sample from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory established in connection with the plant and operated under the direction of Prof. N W. Lord of the Ohio State University, Columbus, Ohio. Mine-Samp1ing.—Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations adopted for mine-sampling mas, that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine.
