(New York Meeting, February 1913.) THE problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, en¬gineers, and operators matter for serious consideration.. This question has come more into prominence lately in the United States, clue largely to the desire of railroad engineers to secure a better rail than they have obtained in the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more severe and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-clay as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is .stated that the 100-ton heat in one ladle is too large, and is a :step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes.

It is a great honor to be asked by the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe was of brief duration—only one year—and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher— Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "aus-tenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I worked side by side with William Campbell

SOUTHEAST Missouri is the largest and oldest lead-producing district in the United States. For the year 1941, the statistical picture of pig-lead production, stated in short tons (partly estimated by the Engineering and Mining Journal) is as follows. [Tons World production 2,000,000 United States production 460.000 Southeast Missouri production 242,000] The consumption of primary lead in the United States in 1941 was approximately 900,000 tons, or almost double the country's production. The largest previous year's consumption in the United States was 718,000 tons, in 1926. The largest quantities of lead are used for cable sheathing, storage batteries and white lead. During 1941 tetraethyl lead for auto and aviation gasoline consumed 50,000 tons of lead. The entire lead production of Southeast Missouri is now mined by the St. Joseph Lead Co., whose dominant position as the largest producer in the United States of lead directly from ores is best shown by the fact that in 1941 it produced approximately 31 per cent of the lead production of the United States from its mines in southeast Missouri, where 22,000 tons of ore, averag¬ing over 3.00 per cent lead, is mined per working day. It is known that lead was mined at Mine La Motte, Madison County, Missouri, by Renault in 1723. Other white men and Indians probably did some mining prior to that time. Since 1865, the recorded production to Jan. 1, 1942, shows that the St. Joseph Lead Co. and the various other companies that have operated in St. Francois County mined lead ore, which, after milling and smelting losses produced 5,00,000 short tons of pig lead. About 95 per cent of the present lead production of Southeast Missouri is mined in St. Francois County. The northern part of this area is 60 miles south of St. Louis. The remainder of the lead is obtained at Mine La Motte, about 25 miles southeast from the center of the producing area in St. Francois County. PROSPECTING In this district, most of the ore is discovered by surface and underground diamond drills and by prospect drilling underground with rock drills. Each 2-ft. length of the cuttings from these Jackhamer prospect holes is assayed for lead. These holes are marked and the records are entered on maps. It has been found that close drilling--100-ft. centers of holes, and sometimes less-is necessary in order to locate most of the smaller commercial ore bodies, many of which previously had been missed by drilling the areas with holes spaced 200-ft. centers or more.

The rate of motion of the boundary between a single-phase a-iron region and a two phase a-iron plus ?-iron, or a-iron plus cementite region has been measured on decarburization at several temperatures between 500" and 865°C. These data, together with data for the carbon content of a-iron at the boundary, yield the diffusivity of carbon in a-iron. The activation energy for carbon diffusion is 19.8 kcal per mole for the temperature range —50° to 150°C and increases to an average value of 23.0 kcaL per mole for the temperature range 727" to 865°C. AS part of an investigation of the diffusivity of carbon in iron using a steady-state method,' the diffusivity of carbon in a-iron was determined at the temperatures 802" and 851°C. The diffusion constant thus obtained was larger, by nearly a factor of two, than that predicted from the combined results of stanley2 and of Wert.3 It seemed desirable, therefore, to continue the investigation. Since the temperature range in which the steady-state method can be conveniently used is limited, we have chosen a decarburization method, based on the laws of diffusion in metal accompanied by a phase change.4,5 If the initial carbon content of the Fe-C alloy is such that two phases coexist at the decar-burizing temperature* and decarburization is car- ried out such that the surface is maintained at substantially zero wt pct. DESPITE the zero weather of Monday, the morning meeting on nonferrous ore-reduction metallurgy got under way promptly under the efficient control of Arthur A. Center. The first and third portions of the paper on the Tri-State region were presented by B. M. O'Harra, with R. H. Lowe substituting for co-author Illidge on the second part. Attention was drawn to the compact design attainable when "Sink and Float" was employed as a means of primary concentration. The teaching profession should welcome this concise correlation of data from such a renowned center of lead and zinc production. H. R. Hanley and C. R. Hay¬ward were much interested in the mechanics of charging, manufacture, and life of the retorts.

T IME studies and cost accounting were combined to increase the efficiency of the overall mining method and thereby reduce costs at the Titania mine of the National Lead Co. in southern Norway about 70 miles southeast of Stavanger. From these studies a more effective drilling system was developed, standards were adopted for setting base pay rates, shrinkage stoping was abandoned for open stoping, a new mechanical loading chute was adopted, and the loading and haulage system was changed. Ore minerals at the Titania mine are ilmenite and magnetite; gangue minerals are plagioclase and hyperstene with accessory minerals of biotite, pyrite, chalcopyrite, and spinel. The average content of the ore is 17 pct TiO2 and from 20 to 25 pct iron. The ilmenite crystals contain microscopic lamels of hematite, making it impossible to obtain a high TiO2 content in the concentrate. PRIOR to 1908 the oil production in the State of California, had been almost entirely a heavy fuel, oil, with a high flash point, hut changed within a-short period to a large percentage of refining oil with a low flash, by reason of the coming in of the Santa Maria field, the Midway field, and the increased production of the Fullerton field. THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

Measurements of current efficiency at an iron anode during the electrolysis of FeO-CaO-SiO2 melts contained in an iron crucible indicate that compositions of high SiO5 content conduct current almost entirely by ionic mechanisms. Hozueuer, compositions of high metal oxide content give euidence for considerable nonionic conduction that can be attributed to p-type semicon-duction. Measurements of transference numbers in a Hittorf-type cell show that both calcium and iron ions are important contributors to ionic conduction. ELECTROCHEMICAL properties such as conductance, transference numbers. and oxidation or reduction at an electrode have been studied as means of delineating the structure of simple silicate melts that are related to the more complex slags encountered ir steelmaking processes.' Measurement of these properties has strengthened the concept that molten silicates are constituted of metal ions and of silicate networks. Typically, the magnitude of electrical conductivity and the extent of agreement with Faraday's law have given evidence for ionic structures, and transference numbers have shown cations to be the exclusive carriers of electrical charge. However, melts containing oxides of iron, FeO in particular, have been found to exhibit nonionic conduction of curx,ent. The work by Inouye, Tomlinson, and chipman' demonstrated semiconduction, presumably of the p-type, in molten wüstite. Simnad, Derge, and George3 and Dukelow and Derge,4 in studying the electrolysis of FeO-SiO2 and FeO-MnO-SiO2 melts, concluded that p-type semi-conduction occurs in these systems, although ionic conduction is generally favored by increased percentages of MnO or SIO2. Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." The airborne sensors for engineering surveys of soils and rocks are those that sample some electromagnetic property of the materials that com- prise the terrain and cover its surface. THE better control of production was made the topic for a special program of the annual meeting of the Institute last February. In the discussion at that meeting it was brought out that in many branches of the mineral industry (as in other industries), there was faulty industrial coordination. Those who were best informed by reason of their intimate connection with coal, copper, oil, iron, lead and zinc, and almost all other of the essential minerals pointed to a condition of chronic over-capacity, to the dissipating use of irreplaceable minerals, to an unstabilized price structure, and to over-stimulatecl production and the destruction of some mineral resources over and above what is thought to be the needs of prudent cur- rent consumption. The discussion went far enough to point out the existence of various problems, and the question then raised was "what can be done by way of self-coordination of industry?" by "production control from within?" or in other words, "how can the mineral industry protect its resources against waste and at the same time protect both the producer and consumer against loss from prices that are too low or too high?"

The Buffelsfontein Gold Mining Company is situated in the Klerksdorp district of the Province of the Transvaal in the Republic of South Africa, approximately 100 miles west of Johannesburg. Gold production commenced in January 1957 and Uranium treatment of residue slimes as a by-product started in July 1957. The mining property is 5435 mining claims in extent, the equivalent of 7988 acres or 12.5 sq miles. The mine was initially exploited by the Pioneer Twin Shaft System, consisting of a 26-ft diam down-cast shaft and a 22 ft-diam up-cast shaft, sunk in the north-west area of the mine to cater for the hoisting and ventilation requirements for a milling rate of 150,000 tons per month. To exploit the Eastern zone of the property and assist in increasing production to 200,000 tons milled per month, it was decided to sink a further Twin Shaft System consisting of a 28-ft diam downcast shaft and a ventilation up-cast shaft -22-ft in diam, both monolithic concrete lined — 200 ft apart and 5300 ft deep. This paper deals with the sinking and commissioning of these Eastern Twin Shafts. This was achieved by one sinking crew within a period of 20 months. A) PLANNING 1) Siting: The Eastern Shaft System was sited in the north-east area of the property, 12,000 ft east on strike from the Pioneer System. (Fig. 1). Initially the system was sunk to the 5300 ft elevation to conform with the original Pioneer Shaft System. On completion a sub-vertical main shaft will be sunk to the 8000 ft elevation in the immediate vicinity, and subsequently the surface ventilation shaft will be deepened to this elevation by raising from level to level and sliping to full size. The exact positions of the shafts were chosen after: a) underground development had located certain known water bearing zones, and b) geophysical and topographical surveys had been carried out. The shafts passed through the following geological succession: Surface to 4430 ft - Dolomites of the Transvaal System 4430 to 4470 ft - Quartzites and conglomerates of the Black Reef Series of the Transvaal System. 4470 to 4470 ft - Diabasic Lava of the Venters-dorp System (Ventersdorp Contact Reef at base). 4470 to 5250 ft - Quartzites of the Elsburg Series of the Upper Witwaters-rand System. The shafts were sited to ensure that the least possible water would be encountered during sinking, and this contributed to the rapid rate of sinking. 2) Duties: a) The 22-ft diam ventilation shaft was designed to up-cast 1,400,000 cfm of air (0.060 density) against a resistance of 22 in. water gauge. b) The main shaft was designed to handle 160,000 tons hoisted per month as well as the men, material and down-cast ventilation to serve this tonnage. The 284 diam main shaft is equipped with streamlined buntons spaced at 15 ft centers set in pockets which were left during sinking. There are six compartments, four of which are sewed by two dual purpose hoists, hoisting either, twedeck man cages or 13-ton bottom discharge skips. The other two compartments are served by a single purpose winder hoisting double deck cages accommodating 60 men per deck. (Fig. 2). 3) Timing: Permanent equipment was ordered well in advance to insure continuity in the operation. Development underground reached the shaft positions before the start of sinking operations. From this development, boreholes were drilled into shaft positions to drain off water in the vicinity of the shafts. To ensure complete co-ordination of effort, all relevant data, as well as the allocation of responsibility, were made known to all persons and departments concerned. 4) Models: The extensive use of scale models during the preliminary planning stages proved most useful in deciding on design such as buntons, bunton pockets and guide cleats, and complex layouts concerning loading, spillage and pumping arrangements. The Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. Depth of Mine The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons. Size or Drums and Sheaves The size of drums and size of sheaves are generally in accordance with recommendations of rope manufacturers. Only one-half of the operators use grooved drums; one, The Sulphide Corpn., New South Wales, uses wood-lagged drums. Very few operators have drums capable of holding all the rope in a single wrap. Cone drums or cone and cylinder drums, in the mines heard from, are very rare. A few mines of shallow depth use a small drum and large-sized sheave. While this may be allowed, and in some cases is all right, the size of drum and sheave should be fully equal to that recommended by the rope manufacturers and should be at least 60 to 100 times the diameter of the

THE Australian lead-smelting plants began to use charges carrying high zinc percentages somewhat earlier than was common with American plants. When lead smelting first started in Australia the immense deposits of oxidized lead at Broken Hill were available but later these oxidized ores became exhausted and were replaced by sulfides. This was before the days of flotation and these sulfides when concentrated carried about 1 per cent. of zinc to 6 per cent. of lead. The works of the Sulphide Corpn. at Cockle Creek was perhaps the pioneer in high-zinc slags but the Port Pirie plant of the Proprietary Co. was a close and very able second and has continued the work to the present time. The Cockle Creek lead furnaces remained in operation until shortly after the war when most of the Broken Hill companies combined and took over the Port Pirie plant to treat their concentrates. As it was the practice both at Cockle Creek and Port Pirie to carry 20 per cent. or more of lead on the charge, it was found that under these conditions of large amounts of zinc in the charge, good roasting was absolutely necessary and matte production was unwise. The Hunting-ton-Heberlein system of roasting was introduced and later the Dwight & Lloyd process. In this way, by roasting the sulfide portions of the charge as thoroughly as possible and making no matte, a method of smelting was developed where the slag over long periods carried as high as 20 per cent. ZnO without serious furnace troubles, and slags carrying even up to 33 per cent. ZnO have been reported. The zinc slags were not very different in appearance from the ordinary slags produced in American practice except that they gave off more smoke and fume on tapping. The slag usually ran hot and freely, coming from the tap in a full stream. Normally there was little crust on the sides of the furnace and the tuyeres gave no trouble though they were always rather dark. At the works of the Sulphide Corpn. it was the custom, on account of the labor situation, to shut down the furnaces during the Christmas holidays, thus giving a campaign of about 12 months. The furnaces at the end of the run usually showed no crust on the sides, though crusts always occurred at the back and front ends. Compacting below the recrystallization temperature was studied. Ideal density was attained at 550° to 600°C using 25 tsi. Compacts have strength and hardness higher than cold worked beryllium. The recrystallization temperature of this highly stressed metal is that of cast, cold worked beryllium and appears independent of pressing temperature. THE process metallurgy of beryllium is beset by many difficulties that hinder the production of sound beryllium shapes of controlled properties. Most of these obstacles are traceable directly to the low density, low ductility, and high affinity for oxygen of the metal. Castings are susceptible to cracking and porosity, and controlled grain size is not easily attained, yet is critical to further working. Any process must carefully avoid oxygen pickup. Conventional metallurgical processes, including melting, casting, forging, rolling, and extruding have been treated previously,'" as have the conventional powder metallurgical methods.' More recently, a method has been advanced for producing powder compacts of high density by hot pressing at 1000" to 1100°C, using pressures of 0.25 to 0.5 tons per sq in. (tsi).3 Here, Seybolt and coworkers attained theoretical density of 1.85 grams per cc using pres-sure-temperature combinations of 500 psi-1100°C, 750 psi-1075"C, and higher. The warm pressing of beryllium is a practical method for producing bars of controlled properties and appears to have certain advantages, particularly when high strength and hardness are required. Other investigators have studied the hot pressing of various pure metals, such as copper,"-" gold," iron,10-11 and aluminum." Their results indicate that ideal densities may be attained by compacting at temperatures less than 50 pct of the absolute melt-

HAYWARD.-I do not want it understood that I think that the conclusion that the time of tempering temperature is immaterial has been definitely proven, but since these are the first definite figures put out, I thought before continuing on more work ourselves, it would be well to present them as progress and for information. J. A. MATHEWS, Syracuse, N. Y.-I think that if Prof. Hayward would consult the paper of Profs. Barus and Strouhal,1 1885, he would find about 250 pages, mostly figures, on this subject, in which they investigated the tempering effect by electrical and magnetic methods. There are so many figures in the paper that it is very difficult reading. One point particularly brought out was that even at a low temperature, such as the boiling point of alcohol, about 60° C., there is a tempering effect, increasing up to 4 hr. One reason they obtained those results, with which the present authors are at variance, was that they started with a high-carbon steel which hardens thoroughly, whereas the steel Prof. Hayward and his collaborator used was a comparatively mild steel which does not take a great deal of hardening. About 3 years ago Mr. Stagg and I published 2 a few figures bearing on the same subject, but we used .a low-carbon alloy steel of high tempering qualities and found a great deal of improvement, particularly in ductility, by continuing the drawing up to 4 hr. We used a chrome-vanadium steel showing after heat treatment 250,000 tensile strength. On short drawing, we got almost no ductility, but by continuing to 4 hr., we raised it to 12 per cent. INTRODUCTION Whenever a mine operator is faced with a decision between various mining methods or even equipment selection, he must be assured that his decision will have a positive effect on his economic operating goals. For instance, if a mine operator has a choice of using an LHD mining system or a slusher mining system, then his decision to use either must not only fit within the operational limitations of the mining plan (such as production requirements, physical features of the ore body, mine plant facilities, manpower requirements, etc.), but also assure that the ore is being extracted at the least possible cost. To aid in his decision making process, the operator will commonly compare acquisition costs, operating costs, maintenance costs, and the operational advantages and disadvantages of each system in addition to considering his personal observations and feelings. A decision to select a mining system using only those criteria aforementioned will not necessarily lead the operator down the path to maximizing profits. In addition, the operator should also compare the economic effects of each system upon the overall mining operation. A relatively simple method for determining the economic effects is to calculate and compare the break-even grades for each system under consideration. By implementing such an analysis, the operator can now select a mining system which can operate within the limits of the mining plan as well as extract the ores at the least possible cost, thus yielding maximum profits. This paper will present the geologic and physical conditions of a mine being operated by the Hypothetical Mining Company in the Grants Mineral District. An LHD and Blusher mining system are under consideration and are compared by examining operating costs, equipment availability, and the conventional operational advantages and disadvantages of each. Finally, the economic effects of each system upon the overall mine's operation are compared by utilizing break-even grade analysis. DESCRIPTION AND MINING METHODS The Hypothetical Mining Company has located an ore body in the Grants Mineral District. After extensive surface exploration drilling and cost considerations are evaluated, it is decided to open a mine. The following tasks must now be performed: 1. outline ore body and it's basic characteristics, 2. look at mining methods currently in use in the area, and 3. determine mining techniques and methods for exploitation of the ore body. For the sake of argument, the newly discovered ore body is located towards the western edge of the Grants Mineral Belt. The host rock for uranium mineralization is the Westwater Member of the Morrison Formation. The Westwater Canyon sands are overlain by the Brushy Basin Member of the Morrison Formation and underlain by the Recapture Member, all of Jurassic Age. Westwater Canyon sandstone is a fine to very course grained subarkosic sand with interbedded green and red mudstone. The Brushy Basin Member consists predominantly of greenish-gray mudstones and contains thin lenses of sandstone and a few thin beds of limestone. The Recapture Member consists of alternating thin beds of reddish brown, grayish red, and light gray sandstone and siltstone. The Recapture interfingers with the Cowsprings Sandstone in the area of the mine. The mineralization is based on the groundwater flow within the Morrison Formation. Primary ore distribution is based on three basic parameters: ore migration in a geochemical cell, lenticular mudstone interbedding, and enrichment along fault zones. In areas where two fault systems intersect, ore thicknesses of up to 30 m (100 ft.) are encountered. In those areas where the ore is well defined and thicknesses facilitate full face mining, the mining methods are determined more by ground or operating conditions, equipment availability, and access to working areas than they are in the fringe areas of the ore body where grade control is more important and split-shooting and break-even grade determines the mining technique. If a modified room-and-pillar mining method using systematic development is selected, better control of the ventilation, equipment utilization, and mining plan can be obtained.
