He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

The purpose of this paper is to record the results obtained in the use of the Russell process at Aspen, Colo., covering a period of fourteen months, from November, 1891, to December, 1892, during which time over 30,000 tons of ore, purchased outright, on sample and assay, were treated. No explanation of results will be attempted, nor will the chemistry of the process be discussed. The plant was designed by C. A. Stetefeldt, of San Francisco, and built by the owners by day-labor. The entire plant is run by water-power, supplied by a flume 3600 feet long, and a pipe-line 2200 feet long, with a head of 170 feet. A Pelton water-wheel, 8 feet in diameter, is used, from which power is transmitted by wire-rope to the main counter-shaft in the mill, a distance of about 250 feet. From the mill to the samplingworks, about 150 feet, power is also transmitted by a wirerope. A Pelton water-wheel, 3 feet in diameter, supplies power to the dynamo for lighting the plant. The works are located adjoining the Santa Fe railroad tracks, and all ore and supplies are unloaded directly from the cars to the works. The sampling-works are provided with crushers and rolls, the latter being used only on samples, and not on the entire ore. The Cornish hand-quartering method is used in sampling ore for purchase. After crushing and sampling, the ore goes to the bedding-floor, where it is made up into mixtures suitable for the mill. The drying-plant consists of four Stetefeldt double shelfdryers, six shelves high, and is provided with dust-chambers and a stack 65 feet high for draft. These dryers are fired with gas

CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

An experimental method to determine the carbon activity in various solid solutions was developed. Samples of the solid solutions and an Fe-C reference sample were equilibrated with respect to carbon content by annealing them in a Hz-CHI gas mixture in a closed cell. The carbon content of each sample was determined, and the carbon activity was obtained from the carbon content of' the reference sample and well-established data for the dependence of the carbon activity on the carbon content in Fe-C alloys. The influence of vanadium on the activity of carbon in austenitic Fe-C-V alloys at 1000°C was determined by this technique. A general semiempirical correlation was developed to describe the dependence of the activity coefficient of- carbon on the composition of ternary austenitic iron-base alloys containing interstitial carbon and a substitutional solute. The correlation is particularly useful in predicting the partitioning of- carbon between various alloys. THE influence of substitutional solutes on the activity of interstitial solutes in metallic solid solutions is important in the theory of alloy phases. Solid solutions of particular interest are the fcc austenite phases of ternary Fe-C-Z systems, in which carbon is the interstitial solute and Z represents any substitutional solute. Carbon-activity data are also needed in these solid solutions to solve practical problems; the quantitative treatment of diffusion-controlled transformations' is an examvle. Experimental information is available for ternary austenitic solid solutions containing Mn,2 Si,2 and A16 as the substitutional solute. Because qualitative preliminary studies indicated that vanadium appreciably decreases the carbon activity,14 the present investigation was undertaken to determine the influence of vanadium on the activity of carbon in austenite. Although Flender and ever" measured carbon activity over a range of compositions in the Fe-C-V system, they were primarily interested in determining phase boundaries in the ternary system, so most of their measurements were outside the composition range for stability of single-phase austenite. Petrova and Shvartsman' also made limited measurements of the carbon activity in Fe-C-V alloys. The dependence of the carbon activity on the carbon content of an alloy may be determined by passing COCOz or H2-CH4 gas mixtures of carefully measured composition over the alloys, determining their equilibrium carbon content, and utilizing the relevant equilibrium relationships. smith16 used this technique with both CO-COZ and HZ-CH4 gas mixtures to determine the dependence of carbon activity on carbon content in pure Fe-C alloys. His data, which are in good agreement with those of some previous and subsequent investigators,6'17 but not with those of others,lfl'ao are usually considered to be the most reliable. Although the same method can be applied to Fe-C-Z alloys, it is difficult experimentally, because the appropriate gas mixtures are almost pure CO or Hz. A simpler technique is to simultaneously equilibrate the Fe-C-Z alloys and pure Fe-C alloys with the gas mixtures, and then use Smith's data to determine the carbon activity in the pure Fe-C alloy. A number of investigators have employed this technique. others Have used the partitioning of carbon at the interface of a diffusion couple prepared from an Fe-C alloy and a Fe-C-Z alloy. In the present study, a closed-cell method was developed by which carbon was selectively transferred via a gas medium between pure Fe-C alloys and Fe-C-V alloys which were not in physical contact. A similar method was developed independently by Heckler and winchel14 and used to study the Fe-C-Ni system. EXPERIMENTAL METHOD A schematic diagram of the experimental arrangement is shown in Fig. 1. In a typical experiment, a 5-g Fe-C sample was placed in one compartment of a quartz cell, and a 5-g Fe-V sample was placed in each of the other compartments. These days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," " safety," '(industrial education," " efficiency," and the many other things which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the human and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved—not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them. How can it be done? WALTER DOUGLAS succeeded his father, Dr. James Douglas, as president of Phelps Dodge in 1916. Before assuming office, the new president had been assayer at Bisbee, superintendent of the Copper Queen, general manager of all the Phelps Dodge mining interests, and altogether had spent a full quarter of a century in various phases of the company's business. Energetic and imaginative, experienced and courageous, he had need of all these qualities before he surrendered the direction of affairs into younger hands, fourteen years later. For the period of his administration was one of sudden ebb apd flow, flush production, drastic curtailment, quick recovery, and near-disaster. In 1917, soon after Walter Douglas became president, Phelps, Dodge & Co., Inc., which had been formed in 1908 as a holding company, went through an internal reorganization for the purpose of simplifying the structure and changing it from a holding company to an operating company. LOW prices have made 1938 a difficult year for the zinc industry of the world. Particularly in the United States, output had to be radically curtailed to bring production into line with consumption. Despite these unfavorable conditions, some additional plant construction is contemplated. In Jugoslavia, through co-operation with the Government, Trepca Mines is lo build a zinc plant to produce 10,000 metric tons annually, the plant to be ready for operation in July, 1941). Cerro de Pasco is proceeding with its plans for an electrolytic plant in Peru. A pilot plant, to be ready next summer, is under construction. Like most industrial processes, nuclear power production creates wastes, which have to be handled and ultimately disposed of in a safe manner. Some of the wastes contain very long-lived radioactive substances and have to be isolated for very long periods of time before they have decayed to harmless levels. Sweden, like many other countries with similar geology, intends to use crystalline rock for isolating the high-level nuclear waste from the biosphere. The suitability of a rock mass for a repository needs to be investigated extensively. Apart from the political and practical considerations for a site selection, a detailed study has to be performed in terms of geology, hydrogeology, geophysics, geochemistry and rock mechanics. The responsibility of the site selection studies in Sweden is entrusted to the Swedish Nuclear Fuel Supply Company, Division KBS (SKBF/KBS) . The paper gives a brief presentation of the "Standard Program" for the studies that will be carried out during 1980-1990. Modifications of the program are justified on the basis of gained experience or specific circumstances for each site. The program is compiled by the Geological Survey of Sweden (SGU) in cooperation with KBS.

A general review of the laboratory and field research being conducted at Michigan Technological University in the area of diesel emissions is presented. The facilities involved with this research are also described. These are the experimental mine, the diesel dilution tunnel test cell, the mine air monitoring lab (MAML), portable instruments, and the production mines used.

It is well known that if copper that has been severely cold-worked by rolling (70-98 pct) is heated to high temperatures a small number of large grains are formed at the expense of the fine grained structure that appears upon primary recrystallization. Dahl and Pawlek,' Cook and Mac-Quarie,2 Ward,3 and Boas and Bowles4 have studied this phenomenon in copper. It has been reported as taking place with measurable velocities in the temperature range 700-1080". Boas and Bowles have reported that the time necessary for the transformation is of the order of days at 700°C. According to Ward3 the number of secondary grains which appear in OFHC copper decrease with increasing perfection of cubical alignment after primary recrystallization; also the perfection of cubical alignment increases with decreasing grain size prior to the final reduction. In this investigation two heats, A and B, of especially high purity copper (99.999 pct) supplied by the American Smelting and Refining Co., were used. The behavior of samples prepared from the two heats was qualitatively very similar providing that the grain sizes established prior to the final reduction were about the same. We observed that in specimens prepared from bars which were relatively coarse grained prior to final reduction secondary recrystallization took place at a rapid rate at temperatures as low as 500°C. This is about 200-300°C lower than the temperature necessary to obtain fairly rapid transformation in OFHC copper. A 0.22 in. thick rectangular bar of lot B was cold-reduced 60 pct by straight rolling and given a penultimate annealing treatment at 250°C. Following this it was cold-reduced 90 pct and heated to various temperatures in the range 450-1040°C. The specimens were about 8 mils thick

IN recognition of thirty-one years' service as professor of mining in McGill University the friends of Dr. Porter gave him a complimentary dinner at Montreal, on Jan. 24. The affair was appropriately held under the auspices of the Montreal Branch of the Canadian Insti-tute of Mining and Metallurgy, George C. Riley presid-ing, and was made the occasion of presentation to him of a Canadian landscape painted by Maurice Cullen, and of a silver plate to Mrs. Porter. Among those speaking were Messrs. George E. Cole, F. D. Adams, Sir Arthur Currie, W. C. McBride, and J. G. Ross. Mr. Cole spoke of the large part Professor, Porter had played in the development of mining in Canada through training the men who had become the leaders in the work. More than 200 mining engineers graduated from the University during Dr. Porter's tenure of office and while not all of them had continued to practise their profession, as a body they had had an immense influence.

The reaction COSO4(c)?CoO(c) + So3(g)was investigated from 950° to 1170OK by two different methods. The sulfate was decomposed in a previously evacuated space and Pso3 calculated from the measured total pressure on the assumption that Pso2 = 2P02. The sulfate was also decomposed under conditions of controlled oxygen pressure. The difference in the results obtained by these experimental techniques is attributed to the effects of thermal diffusion. The standard free energy change for the reaction is given by ?F° = 66,292 + 17.273T log T — 102.57 T (±300 cal/mole). It was found by DTA and X-ray diffraction studies that CoS04 undergoes a transformation at 617°± 4°C. THE metal sulfates may decompose directly to the oxide or pass through one or more intermediate basic sulfates. Provided the oxidation state of the cation does not change in the course of the reaction, the decompositions may be described in general as follows: One of the major objectives of this work was to determine the validity of Eq. [3] as much of the existing sulfate data has been calculated from decomposition pressures by Eq. [5]. The type of apparatus generally used for these measurements consists of a reaction vessel at high temperature which communicates with a manometer at room temperature. A temperature gradient is thus imposed on the gas phase causing thermal diffusion which brings about a partial separation of the different gaseous species present in an initially uniform mixture. The basic theory and experimental facts associated with this phenomenon are summarized elsewhere1 and it will suffice to state here that the heavier gaseous species diffuses down the temperature gradient. Since thermal diffusion destroys the homogeneity of the gas phase, it is not necessarily true that Pso2 = 2Po2 in any particular volume element of the gas phase even though there are twice as many molecules of SO, as of 0, in the gas phase considered as a whole. Under these conditions, the decomposing sulfate gives off SO, which dissociates to SO, and 0, and all three species are distributed throughout the system by thermal diffusion. However, the sulfate will continue to dissociate until the equilibrium value of PSo3 is established on the hot zone. Thermal diffusion may distribute SO2 and O2 throughout the gas phase in any way so long as Eq. [2b] is satisfied in the hot zone; i.e. Pso2(Po2)1/2=K3pso3. Rock mechanics is a very new science. It has been accepted as a recognized discipline for some two decades, but it is only within the last five to ten years that it has been common to include the teaching of rock mechanics as a separate subject in undergraduate curricula at universities. Thus, few senior mining engineers practicing in industry, either men in charge of production or those engaged in mine planning and design, are familiar with the subject. That this unfamiliarity has continued so long is also due in part to the fact that the results of rock mechanics investigations have been published in a large number of different periodicals covering subjects ranging from experimental stress analysis to obscure branches of applied earth sciences. The first really useful textbook ' in the English language was published only in 1965, in Canada. It made available to students and to practicing engineers, for the first time in concise form, the essential body of accepted knowledge about rock mechanics and developed the theories on which it is based in a simple, clear and logical manner. Another factor which has resulted in rock mechanics science being slow to be accepted by the mining industry is that research work has often appeared to be esoteric and unpractical. Senior engineers have been reluctant to spend money on the application of new knowledge when the process of application seemed uncertain and ill-defined, and where the cost of field investigations (which is necessarily high) appeared to offer no certainty of economic reward. This is a reasonable attitude on the part of mining engineers; they are responsible to skeptical boards of directors whose chief concern is, very properly, the net return on capital invested. A simple technique has been developed which reveals glide dislocations in zone-refined aluminum as etch pits. The technique has been tested quantitatively by making dislocation counts on aluminum single crystals deformed in pure bending. The method has the advantage of being insensitive to the orientation of the surface under examination. A number of etchants which will reveal dislocations in annealed aluminum have been reported.'-' These etchants apparently depend on decoration of the dislocations by an impurity (probably iron) and cannot, therefore, be used to reveal fresh glide dislocations. In addition, it is unlikely that screw dislocations will be etched because of their small attraction for impurity atoms. Amelinckx6 has reported that glide dislocations located along slip traces can be revealed by fluo-rated aqua regia. This work indicated that dislocations themselves, irrespective of decoration by impurity atoms, are responsible for the etch pits. However, as a result of additional etching experiments, Wyon and Marchin7 concluded that dislocations alone are not sufficient to explain the localization of etch pits on slip lines in aluminum using chemical etch-pitting techniques. In addition, their results show that glide dislocations are revealed only on surfaces approximately parallel to a (100) axis and that not all slip systems are attacked. These observations have been confirmed by the present authors. The technique described in this article is insensitive to the orientation of the surface, and reveals dislocations on all glide systems. Fig. 1 shows a deformed region in the neighborhood of a scratch. Dislocations can be seen along three slip traces. In the present work, single crystals of zone-refined aluminum are polished for from 2 to 5 min in a chemical polishing reagent held at 100°C, as described by Herenguel and second:' H2Sol 60 pct H3PO4 30 pct HNO3 10 pet The samples are then coated with a thin oxide film by annealing in air at 450°C for 1 hr and cooling in the furnace. After deformation, dislocation etch pits are developed by immersing the specimen in the same polishing solution which is now held at a temperature of 50°C. The formation of small hydrogen bubbles indicates that etching has occurred. The sample is immediately removed from the solution. Prolonged etching results in enlargement of the pits and, in regions of high dislocation density, the overlapping and loss of resolution of individual pits. It is the experience of the authors that contact with iron will ruinously contaminate the reagent. With careful etching, dislocations separated by half a micron can be resolved optically and the method has been shown to be sufficiently sensitive to reveal dislocations produced during the pre-easy glide region of deformation, Fig. 2. A few examples of glide-dislocation configurations, as revealed by this technique, are shown in Figs. 1 to 4.

WHEN there is occasion to make structural use of metals at temperatures above 900°C (1652°F), the choice of alloys is severely limited, and those materials which meet special requirements as to density, strength, toughness, and resistance to creep, oxidation, or fatigue at such temperatures are at a premium. Any new type of high temperature alloy which is found to be outstanding with respect to several of these properties is therefore likely to find special applications for which it is uniquely advantageous as compared to other alloys. Such is the case with the 7 titanium-aluminum alloys. This y phase is an intermediate phase based on the composition TiAl, and extends from about 35.5 to 44.5 wt pct Al at temperatures up to 1000°C, above which the field broadens to include 60 pct A1 at 1340°C.' The alloys of principal interest have a narrow melting range, with 7 forming by the peri-tectic reaction, melt + ß=y at about 1460°C. Unlike most intermediate phases, the binary alloys containing titanium and aluminum in approximately equiatomic proportion possess low room temperature hardness,' in addition to which they have low density, good resistance to oxidation, and relatively high modulus of elasticity.' AT the 1902 May meeting of the Iron and Steel Institute, the, authors presented a paper on " The Elimination of Silicon in The Acid Open-Hearth," wherein they recorded a few typical examples of certain Siemens charges out of a very large number specially watched for the purposes of that research. The main deductions drawn from those experiments have been accepted in all the intelligent criticism during or after the discussion on the paper. One opinion, however, was rigidly held by all who mentioned the matter, with the single exception, perhaps, of Mr. Lange, and that was the necessity for the attainment and the maintenance of an abnormally high temperature in order that the percentage of silicon in the metallic bath might increase, or that an unusually large proportion of silicon might be retained in the metal. The original decision was ar-rived at on the results of scores of trials, and has since been the subject of frequent experiment. The authors still retain their opinion that although, naturally, a higher temperature will accelerate the (probable) action between the carbon of the steel and the excess silica of the slag, they then fairly proved, and have now abundantly confirmed the fact, that around the temperatures occurring in Siemens steel-making practice the chemical composition of the slag, particularly with regard to its acidity, is the factor which determines whether the percentage of silicon in the molten steel shall increase or decrease. IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps.

The purpose of this discussion is to outline briefly the practices commonly followed in this country for the melting and refining of magnesium and its alloys. The processes used for the various forms of primary magnesium, as far as there are differences in the physical shape or behavior, will be discussed. The refining of general fine scrap or secondary magnesium was presented in an earlier paper.1 Inasmuch as the use of fluxes is an essential part of all the melting and refining processes, the principal aim of this paper will be to deal with these in sufficient detail to point out their unique characteristics, in order to make their use more effective. Types oF Melting Practice All melting and refining processes for magnesium and its alloys require the use of fluxes. These fluxes have a magnesium chloride base and other halide salts or oxides are added to give a density or behavior exactly suited to the particular melting practice. The successful handling of magnesium depends upon the proper use of the correct fluxes. There are four general methods of melting, summarized in the following paragraphs and treated in more detail in the section on Melting and Refining. Open-pot Method The open-pot method makes use of No. 230 flux.2 The flux provides protection during melting and a molten pool of flux into which the solid magnesium melts. It is stirred through the molten metal bath and agglomerates oxide or similar foreign bodies; then on quiet standing separates away, leaving the refined metal ball floating in an encircling layer of molten flux. It forms only a thin fluid film over the surface of the molten metal, which may be ' parted for hand-ladling processes and tends to cover the metal again after the ladle is removed. A very light dusting of the pot surface with fresh flux immediately after the ladle is removed is usually desirable. The open-pot method is used generally in the following processes: (I) alloying and secondary smelting in the production of ingot, (2) in sand foundries for premelting and to a smaller extent for the production of small castings requiring hand ladling, (3) in permanent-mold founding for premelting and also direct ladling to castings, (4) for continuous methods of preparing metal in the production of billets or ingots from which wrought products are fabricated, (5) in general scrap recovery. Crucible Process The crucible process makes use of No. 310 flux, which has the property of being thinly fluid at the start, to provide protection and refining qualities, and then drying out or thickening after a time, leaving a protecting crust on the pot surface until the time of casting. At that time it can be readily skimmed off or held back, thus allowing the contents of the crucible to be poured out directly into castings without fear of flux contamination. This flux is not
