By computing the values of the resolved shear stress for a great many orientations of the tensile axis on all 12 (111) <110> slip systems, Taylor and Elam&apos; were able to map out a stereogram of slip systems, given here, Fig. 1, in Diehl&apos;s notation (see, for example Hauser and Jackson&apos;). The purpose of the present note is to derive such a stereogram by mathematical reasoning and to give a simple method of defining the system with highest resolved shear stress for any direction of the tensile axis, thereby eliminating tedious computation of the Schmid factor. Let the tensile axis, of direction cosines [xyz], make the angles 0 and relative to the slip plane normal [HKL] and the slip direction [hkl] respectively. Fig. 2 shows a simple cubic cell whose edges define a Cartesian coordinate system. Let A be a unit vector of origin 0 supported by the tensile axis. Its end point [xyz] then lies on a sphere of unit radius, on the positive hemisphere of which the planes z = 0, x = y, y = z limit the so called primitive triangle of a standard [loo] stereographic projection. IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.

SINCE early in 1916, when it became apparent that the steel industry of the United States could not depend, for the duration of the war, on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance f several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states as well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although large deposits of rich manganese oxides appear to be lacking in the United States, small deposits of high-grade material are numerous and widely distributed and large low-grade deposits are found in several places. The principal districts in which high-grade manganese ore is mined, in the order of their importance as recent sources of production, are: Philipsburg district, Mont.; Butte district, Mont.; Southern Nevada region; Central California region; Bisbee district, Ariz.; Appalachian region of Virginia; Batesville district, Ark.; Tintic district, Utah; and Cartersville district, Ga. Scattered deposits of some importance are found in western Arizona, southern California, eastern Tennessee, southern Oregon, and central Utah. The formation of many manganese oxide deposits appears to be related to the physiographic histories of the regions in which they occur.

Jones, Pittsburgh, Pa. : The question that naturally occlun to me is this: Has Dr. Dudley in his inveatigtrtions been aiming to prove a theory, or has he been guided by an earnest desire to discover what are the proper elements in the composition of a good-wearing steel rail ? Unfortunately, for correct chemical information, he has omitted in his analgw two very importnat elements,—sulpbur and copper. Now, before we will even begin to admit the correctnets of Dr. Dudley&apos;s conclusions and the formula he prescribes, we will at the start question the propriety of any chenlist or scientist prescribing a formula for making steel when he has iguared such important ele ments as sulphur aud copper. I, for one, will not accept any such formula. Are we sure, or is Dr. Daclley sure, that the chemical analyseq embodied in his paper are correct? This may seem a presumptuous queetion, yet, with my experience with chenlists, I naturally doubt the correctness of the analyse8, and, before I will accept them as correct, I will ask that comparative tests of phosphorous and man ganese be made by the Pennsylvania Railroad chemists and the chemists of the leading steel-works in the country. Let us first verify the correctness of the analyses before we consider the con clusions. I can enumerate a great number of instances in which chemists have differed very widely in their determinations of phos phorus and manganese. A prominent iron fitam made a contract with the Edgar Thomson Steel Company to deliver pig metal guar anteed to be between 0.07 and 0.08 phosphorus; an analysis by our chemist resulted in phosphorus 0.148 and 0.152,—a rather startling difference! Again, a sample bar of steel, in which our chemist reported phosphorus 0.11, was tested by a chemist of au other Bessemer works, ana his determinations were phosphorus between 0.07 and 0.08: A leading engineering establishmeut of Pittsbdrgh bought iron claimed by a chemical analysis to contain 0.08 phosphorus; our Mr. Ford found phosphorus 0.145. A chem ist connected with an open-hearth works reported manganese in a piece of steel, 1.14; in a second determination from the same piece of steel, by the same chemist, manganese was reported 0.43. THE peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guana¬caste, which is the northern of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guayjiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. PHYSIOGRAPHY In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active; (2) the Atlantic lowlands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from 0 to 800 ft. Topography is of the mature type of wide valleys and low ,hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. HISTORY AND PRODUCTION The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. For the past several years the policy of a large section of our mining industry in relation to our present bureaucratic form of government has become increasingly amusing, if not a little disgusting. In the past, mining men have always featured themselves the self-announced champions of free enterprise, and, generally, this conviction, was substantiated by their deeds. In recent years, however, a large group of the industry, while still expounding, from the front porch, the principles of free enterprise and a sound economy based upon the law of supply and demand, have gone around to the back door with palm extended, to join labor, farmers, bureaucrats, and other pressure groups to get their share of the take. The procurement of subsidies, bonuses, increased metal prices, and government assistance in a multitude of forms seems to have obscured from their thinking the welfare of the country as a whole and the sounder economic principles of a balanced budget and lower taxes. At the recent Colorado Mining Association convention in Denver, I. was alarmed to see just how far this specialinterest type of thinking has progressed within the mining industry. Government assistance to mining. was generally considered inadequate, and a flat bonus for any new mineral discovery was proposed. It was disquieting, too, to learn how far the federal alphabet agencies have entered into the mining industry and of the thousands of highly paid technical. men on the federal payroll required to man these numerous overlapping agencies and bureaus. Now all this is very fine, and some aspects of the federal give-away program can be very appealing to the unsuspecting in the mining industry as they have been to those in other groups. Some of these expensive programs may bring about a few dividends or even several new mines. But to this whole line of pump-priming reasoning there is one big disastrous fallacy.

The electrical methods for surface-prospecting have been well developed in the last 20 years. The method involves, in the classic form, the sending of an electrical current into the soil, by means of two electrodes A and B, and studying the potential distribution at the surface, by measuring the difference of potential between pairs of points such as M and N. The points M and N are usually placed on a line between, and equidistant from, A and B. By increasing the distance AB, the current sent into the Earth, and likewise the distribution of surface-potentials, become influenced by regions of greater and greater depth below the surface. By varying the form and dimensions of the electrode-arrangements AMNB, called a "quadripole," one may make valuable deductions concerning the nature or thickness of beds, if one knows the electrical properties of these beds. On the other hand, if the form and dimensions of the electrodes AMNB remain fixed, the depth of penetration of currents in the Earth remains, so to speak, almost constant, although it tends to increase where the subsoil is more conductive, and conversely. Therefore, if one moves the constant-dimension quadripole over all the terrain to be Investigated, one achieves approximately a horizontal exploration. This permits a study of tilted beds or faulted horizon-tal beds. When the particular problem becomes deep, of the order of 2000 meters, or more, it is ne-cessary to Increase the distance between the current-sources AB to a length such that the work &apos;comes very troublesome, especially if the region is wooded. At the same time, the separation the points M and N must be likewise great (for example, one km) in order to obtain differences potential which are not too small; the measurement of potential differences across MN is then difficult because of the presence of parasitic potentials, due to a flow of telluric currents in fourth, and the order of greatness of these currents may exceed the quantities to be measured.

DURING the past few years the writer has been impressed by the close relation of many epigenetic orebodies with anticlinal structures. In the literature on ore deposits there is occasional mention that an oreshoot or district is on an anticline, but in most of the descriptions no weight or significance is attached to the relation, and usually the fact is concealed in a mass of structural detail. A few writers have stressed the relationship in a few districts or on a certain type of deposit. Church, Spurr, Butler, Stahl and Schuette have called attention to certain features, but the general extent of such a correlation has not been made known in any publication that the author has seen. A recent article1 on the localization of ore deposits, by well-known geologists, does not consider this common association. The author has seen in the field a number of the structural features described, and in addition has made a fairly complete review of the literature. This paper presents enough of the examples found to show the frequency of the relation to anticlines, and since only a few deposits on synclines are known, all of these of any importance of which the writer knows are mentioned. With certain qualifications which are discussed later, epigenetic ore deposits of replacement or vein type are mostly found where local upwarps of the earth&apos;s crust have taken place. Where formations antedating the ore deposits are present in the proper attitude to demonstrate vertical warping (i. e., more or less horizontal beds) the structural feature on which a mineral district, or mineralized area is located is almost always anticlinal, or domelike in nature. Some or even most of the ore deposits in a given district may be on the flanks of the upwarp, but few major districts are located definitely on downwarped areas. Synclinal basins within certain limits of size appear to be unfavorable to the type of fracturing that admits ore-bearing solutions.

Under the joint auspices of the Illuminating Engineering Society and the University of Pennsylvania there will be given about 20 lectures covering the general principles of illumination and the aspects of lighting practice. They will be held at the University of Pennsylvania in Philadelphia, from Sept. 21 to 28, 1916, inclusive. The subject of illumination of mines will be included in this series, which will be delivered by men selected on account of their qualifications to deal authoritatively with the several phases of the subject. In connection with the lectures there will be an exhibition of the latest developments in illuminating appliances, including lamps, accessories, photometers, together with novel applications of light. There will also be an inspection tour which will include visits to manufacturing establishments, laboratories, lighting companies and notable lighting installations. In quantitative interpretation of electrical logs the presence of clay minerals introduces an additional variable which further complicates an already complex problern. Although recognizing the difficulties introduced as a result of the heterogeneity of natural sediments and despite the present incomplete state of knowledge regarding electrochemical behavior of shales, dissemirzated clay minerals and concentrated electrolytes, it was felt that useful empirical correlations might be obtained from experimental investigation. Six typical sandstone formations, having a wide variety of petrophysical properties, were selected for the study. Approximately 45 samples from each formation were selected to satisfactorily represent the range of pore size distribution within the particular formation, As a matter of general interest, four limestone formations were also included in the investigation. Previously proposed equations relating to resistivity, SP and interrelationship of the two phenomena have, where possible, been tested with data obtained in this investigation. These equations do not satisfactorily describe experimental behavior of samples through all degrees of shaliness or throughout the range of brine solution resistivities normally encountered in logging practice. An empirical equation has been developed which quantitatively relates formation resistivity factor to satirrnting solution resistivity, porosity, and "effective clay content." This relation is indicated to be uniformly applicable to clean or shaly reservoir rocks. It is shown that both the SP and resistivity phenomena of shaly samples are related to the sample cation exchange capacity per unit pore volume. The independent chemical determination of this parameter is thus a means of determining the "effective clay content" of samples. Some implications regarding theory and electric log interpretation of shaly sands are discussed. INTRODUCTION The use of electrical resistivity logs as a means for estimating formation porosity is based upon the original work of Archie1. It was shown by empirical methods that the resistivity of a rock, when 100 per cent saturated with brine solution, could be related to rock porosity through the equation, F = Ro/ RW = f-m.......(1) where F, the formation resistivity factor, is defined as the ratio of the resistivity of the 100 per cent water saturated rock, Ro, to the saturating solution resistivity, Rw; f is the ratio of pore volume to bulk volume; and m is the slope of the average line when the data are plotted on log-log paper. This relation was established for relatively shale-free formations containing water having high salt concentrations, and under these conditions F may be considered constant for a given rock sample. Applications of Eq. 1 to interpretation of logs of shale-free formations has been quite successful when satisfactory formation water resistivity data could be obtained. The most readily available means of estimating formation water resistivity is the self-potential log. Conventional methods of SP log interpretation involve correct.

Students of the modern blast furnace seem unanimously agreed that they are observing a major revolution in practice. Rather than changing construction and operation of the furnaces, most of the great advances now under way deal with the raw materials feed. Prepared burdens have gained increasing significance during recent years. Sizing, concentration, and agglomeration have all become bywords to greater production and reduced operating costs. The remarkable results with test furnaces in which self-fluxing sinter makes up part or all of the ore charge foretell even greater improvements. Other investigators have reported many of these advances, and it is enough to predict here that more and more operators will turn to the use of self-fluxing sinter. This change in the operator&apos;s requirements comes at a time when one major section of the iron ore regions, the Mesabi, is finding it difficult to maintain, let alone improve, the tonnage and grade of its shipping product. To meet the new demands with respect to quality and structure, the iron ore producers of this area turned first to screening, crushing, and concentrating intermediate ores. More recently, declining higher-grade reserves have led to multimillion-dollar investments in plants to treat the low-grade magnetic taconites.1,2 To yield a suitable concentrate, the Minnesota magnetic taconites must be ground to about 80 pct through 325 mesh, too fine to be charged directly to the blast furnace or to make acceptable feed to the sinter strand. The pelletizing process was developed to meet the structure requirements laid down by the blast furnace operators. Taconite producers are succeeding in their efforts just when the attention of the blast furnace man is being drawn to the great advantages of self-fluxing sinter.3 The taconite operators are ready with an alternative. Why not produce sclf-flus ing pellets? At the Hibbing laboratory of Pickands Mather & Co., where much of the early work was done that led to Erie Mining&apos;s 7.5-million ton taconite plant at Hoyt Lakes, Minn., preliminary investigations have been made. Present Taconite Operations: Details of this work will be clarified by a brief review of agglomeration practice in commercial taconite plants. After the taconite has been ground to about 80 pct through 325 mesh to liberate the magnetite grains, the ore is concentrated on magnetic separators, thickened, and filtered to about 10 pct moisture. This structure and moisture fit in closely with the conditions required to produce good balls. It has been found with taconite concentrates that at least 60 pct of the feed to the balling drum must be —325 mesh to obtain good ball compaction within reasonable time. The filter cake moisture usually permits a slight water addition at the balling drum, and further balling control is obtained by adding about 12 Ib of bentonite and 1 1/2 lb of soda ash per dry short ton of concentrate. These additives, and occasionally small quantities of fine coal, are thoroughly mixed with the filter cake ahead of balling. The swelling property of bentonite improves the green and dry strength of the balls so they can be handled without breakage until they are fired. Soda ash is added for pH control to insure maximum performance of the bentonite, and coal is added for more heat in the firing process when required. The balls, normally 3/8 to l-in. diam, are brought to a temperature of 2350" to 2500°F in the indurating furnace. Heat for this process comes from three sources: 1) fuel burned in the combustion chamber, 2) oxidation of the magnetite concentrates to hematite, and 3) coal added to the balls. Pellet strength is developed by grain growth and bridging and, if enough slag-forming constituents are present, by slag bonding. Conversion to hematite is usually close to 100 pct in the fired pellets. Batch Test Procedures: Initial studies of self-fluxing pellets were made by producing balls on a batch basis under carefully controlled laboratory conditions. Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module [(Fig. 1)]. The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information.

THIS paper proposes two units (believed to be new) for designating, respectively, capacity and efficiency for primary and intermediate crushers. CAPACITY Operators know that the tonnage of rock that can be put through a particular crusher in a given time depends primarily upon the crusher setting (open setting for jaw and primary gyratory types; closed setting for cones and rolls), and secondarily on the lithological character of the feed, its maximum size, the amount of fines that it carries, its moisture content, and the method of feeding. The proposed capacity formula states a relationship between all of these factors in one empirical equation, as follows: TR = TR80KK&apos;K" [I] in which TR, called "reduction tons per hour" is the new capacity unit; T = tons of feed per hour requiring crushing; R50 = "80-per cent reduction ratio"; and K, K&apos;, and K" are constants that approximate quantitatively lithological character, moisture content and method of feeding, respectively. T is the hourly weight of material in the feed that is coarser than the coarsest discharge of the crusher. (For marked departures from the normal specific-gravity range-2.5 to 2.7-T should be adjusted to corresponding volumes.) In the crushers under consideration, discharge from the crushing zone is limited by the minimum dimension of a particle. Passage of the particle through a square-mesh screen is limited by its intermediate dimension. While a country is small and its coal fields are not many, it may be possible to classify its coals on some basis that avoids both overlap and inconsistency, and that may be satisfactory to the particular country, such as geographic distribution or geologic age, or regional uses. In the adjoining country, however, the coals may differ more or less; broad areas may have escaped the erasure of transition zones by erosion, and the stages of alteration of the coals may lead to a classification different from and even incompatible with that of the other country. Such classifications, developed primarily along national lines, are essentially opportunistic. Further, many even of the "use" terms that have been in more common employment with a degree of international application have lost their significance and value, due to changes in industrial methods and urban life. When the number of coal fields is large and the classification is designed to cover the coals of many countries, the groups or divisions into which the coals are integrated are found to verge one into another; and, though the main divisions may be so naturally composed and oriented that they are relatively distinct and readily separated as entities or units when taken by themselves, the sequence, through classes, groups, and subdivisions, is so complete that we find transition zones through which boundaries must be arbitrarily drawn with minute technical definition. This situation, which is conspicuously illustrated in the United States, is due to the progressive evolution of all coals, irrespective of geologic age, from peats to successively higher ranks, which, if the progressive alteration goes far enough, ends with graphite. This evolution is now firmly established and its complete acceptance is but a matter of time. A classification of all coals in all coal fields can not escape this fact and must take into account all the stages in the transformation of the fuel from rank to rank through division to division, and through group to group. The plan here outlined aims at a natural classification of coals based on their evolution from peats to graphite. Iron ores occur in such a wide variety of forms that nearly every kind of prospecting, geological knowledge, and geophysical technique has some application in the search for them. The type of orebody that is considered desirable depends on political and economic considerations, on transportation and markets, on the characteristics of the orebody, on the metallurgy of the ore, and on its comparison with other available ores. In North America, materials that can be efficiently processed into high grade concentrates and pellets are now the object of most exploration work. These are usually shallow, relatively unoxidized, metamorphosed iron formations that are particularly suitable for geophysical methods of exploration. Magnetic surveys are used for the direct discovery of new orebodies, for mapping stratigraphy and structure, and at times to locate oxidized zones in magnetic iron formation. Gravity mapping provides supplementary information, indicates gross tonnages, is useful in regional studies, and can discover non-magnetic orebodies. Electrical methods have not been fully exploited but self-potential, resistivity, applied potential, electromagnetic and perhaps induced polarization surveys all have restricted but highly useful applications. The use of all geophysical techniques promises to increase as the number of exposed easily discoverable orebodies decreases. A high consumption of steel, and consequently of iron ore is the chief characteristic of an industrial society and this consumption has been increasing at an average rate of about 35% every ten years for the past century. To supply this demand, iron ores and iron bearing materials in a wide variety of forms have been exploited on every inhabited continent and in nearly every country. This paper proposes two units (believed to be new) for designating, respectively, capacity and efficiency for primary and intermediate crushers. Capacity Operators know that the tonnage of rock that can be put through a particular crusher in a given time depends primarily upon the crusher setting (open setting for jaw and primary gyratory types; closed setting for cones and rolls), and secondarily on the lithological character of the feed, its maximum size, the amount of fines that it carries, its moisture content, and the method of feeding. The proposed capacity formula states a relationship between all of these factors in one empirical equation, as follows: Tr = TR80K&apos;K" [I] in which Tr, called "reduction tons per hour" is the new capacity unit; T = tons of feed per hour requiring crushing; R80 = "80-per cent reduction ratio"; and K, K&apos;, and K" are constants that approximate quantitatively lithological character, moisture content and method of feeding, respectively. T is the hourly weight of material in the feed that is coarser than the coarsest discharge of the crusher. (For marked departures from the normal specific-gravity range—2.5 to 2.7—T should be adjusted to corresponding volumes.) In the crushers under consideration, discharge from the crushing zone is limited by the minimum dimension of a particle. Passage of the particle through a square-mesh screen is limited by its intermediate dimension. INCREASING governmental control of human activities seems inevitable. Within the present generation railroad rates and the public sale of water, gas and electricity have been subjected to rigid regulation. The field of control is slowly but surely being enlarged, and it is the object of this paper to outline in brief space this tendency toward increased governmental regulation, as far as mineral resources are concerned. Our, dual form of government complicates the problem. We must deal not only with the powers of the Federal Government, but also with those of the individual States. In order to approach this question intelligently we must have some conception of the powers and jurisdiction of the States and the United States, respectively, over mineral lands and mineral production. Starting with the Federal Government we find it never owned any public domain within the States that formed a part of the thirteen original colonies and, for historical reasons, the same is true of Tennessee and Texas. The Mid-Western States were erected out of the public domain which was acquired by the United States through cession from the original States or by purchase from foreign nations. Congress early in the last century adopted a policy of leasing public lands containing lead deposits in a portion of this Mid-Western territory, but later abandoned that policy and disposed of such public, lands, mineral and non-mineral, outright so that they long since have practically all passed into private ownership and become subject to the general jurisdiction of the respective State governments. In the great public domain lying west of the Mississippi River, and in portions of some of the Southern States, the Federal Government adopted a new mineral land policy following the discovery of gold in California. (Acts of Congress of 1866, 1870, and 1872.) The mineral lands within these States, instead of being disposed of on the game basis as agricultural lands, as occurred in the Mid-Western States, were segregated from agricultural lands and sold under special laws intended to encourage mining, giving the miner the free right to locate and work these mineral lands without paying any royalty to the Federal Government.
